Collaboration is absolutely critical to overcomingCanada’s poor innovation record and skills gap. In-spiring examples of collaboration were among thehighlights of the Competitive Edge, which broughttogether business, education and the chamber lead-ers earlier this year in Markham, Ontario.
Stimulating speakers shared their best practicesin fostering innovation and entrepreneurism and cul-tivating talent for the future. Renowned demographerand economist David Foot launched the day with awide-ranging presentation, convincing us that “de-mographics is two-thirds destiny.” The population py-ramid of our community or region or country reallyhelps explain and predict so many economic andsocial developments, wherever you may live.
Ryerson University’s Sheldon Levy highlightedzone education as an innovative approach to encour-aging students to become entrepreneurs. Experientiallearning, including co-op programs, really needs ex-panding, according to Seneca College president,David Agnew. Canadian Chamber of Commerce(CCC) Chair and IBM Vice President, Pat Horgan,stressed the need to catch young people early in theireducation to attract them to in-demand fields. Healso spoke of how universities are coalescing around“big data” research with IBM for real-world benefits.
York Region is host to many leaders in innovationand collaboration. “Imagineering” is the approach ofDr. David Williams of Southlake Regional HealthCentre. He is making health care an economic driver,rather than an economic drain. VentureLAB’s JeremyLaurin is demonstrating how entrepreneurs canthrive in a collaborative eco-system.
In an armchair discussion, I probed BlackBerrySVP Sebastien Marineau-Mes on how the companywill stay innovative, and why employers under-investin talent and R&D. As Sebastien said, they need thetalent to fuel the company, and they need to primethe pump for talent. Ultimately, talented people wantto work where innovation is happening.
We simply cannot be complacent if Canada wantsa competitive edge.

Proposed legislation that will holdbusinesses responsible for recyclingtheir packaging will add an unneededlayer of bureaucracy and unfairly targetbusinesses, says the executive directorof Flamborough Chamber ofCommerce.
Arend Kersten says he was shockedto learn of the provincial government’splan to replace consumer-paid eco-fees with a new system that will shiftthe onus to businesses.
According to Ministry of theEnvironment technical briefings fromJune, the proposed Waste ReductionAct would create a department calledthe Waste Reduction Authority, which“will make individual producersresponsible for the end-of-life manage-ment of their products and packaging.”
While that could mean simply cov-ering the costs, it could also meanphysically collecting discarded prod-ucts from a municipal recycler, accord-ing to the Ministry document.
MOE spokesperson LindsayDavidson says “individual producers,manufacturers, first importers, brandowners and e-tailers” would all fallunder the rules and be held account-able for the goods they sell to the pub-lic.
“Recycling is just another cost ofdoing business – such as heating andrent – and should not appear on a salesslip,” Davidson wrote in an email onThursday. “Producers should treat recy-cling costs just like any other businesscosts.”
Currently, Ontario consumers arecharged eco-fees on certain products tohelp cover disposal costs down theroad. Kersten says “everyone,” includ-ing the government, knows the eco-fees were a mistake, but that this new
regime has the potential to be some-thing far worse.
“The onus is being shifted from JoeConsumer to Joe Business Guy,” he toldYourHamiltonBiz on Wednesday. “KarlMarx must be smiling in his grave.Responsible business understands thatthey’ve got to recycle. But is it solelybusiness’ responsibility? I don’t thinkso.”
Kersten particularly takes issuewith aspects of the legislation thatwould see the new department assigneach individual product its own recy-cling cost, something he sees as time-consuming and wasteful of taxpayerdollars. He also strongly disagrees withwording that states businesses are notallowed to label the fee as a “tax” if theypass it on to consumers.
“The Ministry’s trying to say thisnew program will be a new job creator,”he said. “In the end, it’s the consumerthat’s going to end up paying more.”
According to the technical briefing,goals of the new regime include:
• Kick starting diversion where pro-gress has lagged, including in theindustrial, commercial and institution-al sector,
• Eliminating surprise eco-fees atthe cash register, and
• Increasing support for municipalrecycling programs.
“Producers must collect the desig-
nated waste from the municipalityunless they have agreed otherwise,”states the proposed act, which wentthrough its first reading at the legisla-ture just before the summer recess.“Producers must pay the reimbursablepart of the municipality’s costs for col-lecting, handling, transporting andstorage of the designated wastes.”
A policy paper released by theOntario Waste ManagementAssociation supports the idea of“Extended Producer Responsibility”
(EPR) as a way to reduce waste, but sug-gests the government has some work todo before coming up with a system thatworks with what is already in place.
“Recycling costs are a cost of doingbusiness and should be considered inthe price of the product, not added atthe checkout,” states the paper. “Clarityin the roles and responsibilities of eachof the parties under an EPR model isessential to ensure the system func-tions properly.”
Sandi Stride, president ofSustainable Hamilton, says she agreeswith the Ontario Waste ManagementAssociation’s position that good cancome out of making producers respon-sible for their own recycling. Her organ-ization helps companies track theirenvironmental progress and use it as a
competitive advantage, something shebelieves early adopters of this type ofrecycling are already enjoying.
“Companies/producers who stepup to the plate early and implementmeasures to reduce the materials usedin their products and packaging will bein a position to create a competitiveedge as they benefit from reduced costsand enhanced brand reputation,” shewrote in an email on Thursday.“However, there are still many ques-tions that need to be answered beforethis gets implemented. For example,what measurements will be used toattribute costs to a producer?
“At a minimum, this legislation willresult in more emphasis being placedon the urgent need to reduce waste –and this is much needed.”

At this year’s Outstanding BusinessAchievement (OBA) awards gala atthe Flamborough Hills Golf &Country Club, the FlamboroughChamber of Commerce presentedthe Sandra Gray/Weeks HomeHardware Community Service by anIndividual Award to local heroRoger Wilson. The Business Growthand Achievement Award went toOpta Minerals, the only publicly-traded company with its interna-tional headquarters located inFlamborough (on Parkside Drive inWaterdown). The Opta Mineralsprofile is published on page 8. Therecipients were introduced by thefollowing citations.

Roger Wilson doesn’t minddoing a little trash talking. In fact,over the past number of years, he’sbecome a bit of an expert on thesubject. The retired coach bus driver– over his career he also worked as alicensed mechanic, a heating andA/C journeyman and even had hispilot's license – became a familiarfixture on the streets of Waterdown.Equipped with a spike and a brightorange safety vest (insisted on by hiswife, Jean), he can be found mostdays poking along the side of theroad, picking up the debris most ofus walk right past. His car usually satnearby, 4-way lights flashing, bear-ing an ‘Adopt A Road’ sign in thewindow.
“I saw those signs along the roadwhen I drove coach, and I thought,‘That’s what I’m going to do whenI’m retired.’”
Wilson started out small, stick-ing mainly to the area in and aroundSmokey Hollow. He soon expandedthe project to include particularlymessy streets; now, he sticks to anallotted area, which he makes sure tohit twice a week.
His route includes Main Street,Griffin Street, Barton Street, and
Hamilton Street. He also does MillStreet, heading as far south asMountain Brow. He still continues tocheck on Smokey Hollow daily.
“You never know what’s beendown in the falls the night before,”he said. “This week, I found somevandalism, and I let both TedMcMeekin and the city’s parksdepartment know. Anytime I findanything wrong, I call. If the dump-ster is full at the park, I call.
“Oh, and I help little old ladiesacross the street, too,” he teased.
Wilson, who also volunteers toplay the piano at St. James andAlexander Place (along with Jean,who directs the music), has one petpeeve when he’s doing his route:bicycles.
“I call them silent killers,” hesaid. “They come up behind me onthe sidewalk and I can’t hear them.I’m going to get hurt.”
On the plus side, he gets plentyof exercise and meets “a lot of nicepeople around town,” who stop to
chat. From time to time, amidst thecoffee cups, plastic water bottles andcigarette packs, he gets a littlebonus. “I’ve found bicycles, five dol-lars here, two dollars there, beer bot-tles and cans – that I donate to aworthy cause – I even found a $20bill. No one thought to look for it.”
Wilson is happy to report thatone business is coming on board tohelp keep things clean. When heapproached Tim Hortons head officeabout adding blue boxes at localstores, he was informed that thecompany’s recycling program wouldbe launched. Now, he hopes to getother individuals to do their part.One couple already does SnakeRoad, he points out, and when itcomes to cleaning up, there is defi-nitely strength in numbers.
And his efforts have not goneunnoticed by Conservation Halton,which awarded him with its citizenaward. Roger was singled out for hisdedication to collecting litter whilehiking daily in the community and
sorting the trash for recycling pickup. In an average month, he puts out22 blue boxes for the recycling truck– and even more for the regulargarbage.
“Please help keep Waterdownclean,” he urged. “People seem to bemore conscious when they see otherpeople do it.”
Circumstances do not allow Ro-ger to continue his wonderful work.But we did not want his contribu-tions to go unnoticed. The Flambor-ough Review says it best:
“Not all of us have acres of landat our disposal, or are able to makemillion-dollar donations to localenvironmental groups. But we canall pick up a trash bag and do ourpart. Just ask Roger Wilson.”

To the best of our knowledge, OptaMinerals is the only publicly-tradedcompany that has its head office inFlamborough. But it has a long localhistory with a familiar name:
In 1880, Thomas Barnes was sup-plying moulding sand to Hamilton’ssteel industry. In 1901, William Barnespurchased the business from his fatherThomas. In 1925, William Rolph Barnesbought the business from his father’sestate. In 1968, Peter Barnes purchasedthe company from his father WilliamRolph Barnes.
In 1985, Barmin was created. Thatwas followed by Barnes Environmentalin 1995. A new name of BEI/Pecal wasintroduced in 2000. That was followedby Opta Minerals in 1994.
