Ninth Amendment
Just because there is a list of rights in the Bill of Rights, it doesn’t mean that there aren’t other rights that the people have. For example, you don’t need special papers to travel from state to state.

Tenth Amendment
Any powers not given to the Federal government belong to the States, or to the people. Example: Speed limits, election laws, driver’s licenses, etc.
