Whiting Station Board of Trustees

As you read this message, we are preparing for our Virtual Annual Meeting via Zoom on Monday, Octo-ber 5, 2020 at 7:00 PM. Please be sure you have requested participation at this very important meeting by emailing [email protected]. We will be announcing our Election results! Meetings can be accessed easily from computer, iPad, laptop, or even your phone. Video is optional (we don’t have to see you), but you would still be able to hear the meeting and ask questions.

Thanks to all our candidates for stepping up to serve Whiting Station. Being a Trustee is certainly not the most sought after of pursuits, made obvious by the number of candidates that our election draws. Could it be that many qualified people are dissuaded by residents themselves? It is hoped that all residents will adopt a positive attitude toward those that serve, knowing that they are volunteers who care enough about this community to devote their time and energy – doing the best they can.

It’s easy to sit back or at a computer and second guess or criticize – while usually being unaware of all the facts – but what if that negativity could be turned into something positive instead? Get all the facts, do your own research, and if you believe that you have an idea or solution to share, please communicate it to the Board through letter or email. The goal is always to improve the community.

Thank you to all the volunteers who stuffed the Ex-press, assembled the Ballots, counted the Votes, delivered the Flyers, were our Monitors, etc. Our special gratitude to Carol Garneau and Gail Divjak for managing this Election under the worst circum-stances! A real testament to the enduring spirit of Whiting Station!

Our thanks to John Dzuiba for once again prepar-ing our Budget for 2021. Over the years, John has contributed his executive and accounting experience to Whiting Station, both as the Budget ‘Guru’ and Chairman of the ADR Committee. John and Eileen will be leaving Whiting Station to relocate to be near their new grandchild! We will miss them and wish them all the best.

The Board of Trustees was pleased to be able to approve a very sound Budget for 2021 that encom-

passed the contract increases that we face in 2021 and still keep our monthly fees at the same level as 2020.

We had a surplus carried forward from 2019 of slightly over $9k that helped, as well as some non-recurring expenses from the 2020 Budget. No major projects were budgeted for 2021. Our Capital Reserve fund is healthy and prepared to fund the next Paving Phase scheduled for early next year. Our Snow Fund cap has been increased to $125k and the 2021 contribution has been slightly reduced – another direct reduction for 2021.

Going forward, any year-end balance in the Snow & Salt Reserve Fund above the $125k authorized limit would be handled as a future year budget reduc-tion. Our finances remain strong as we continue to set aside appropriate amounts for Capital Improve-ments in future years. Our monthly fees are in line with similar communities in our area. If you have any questions regarding the budget, please email [email protected] and Treasurer Bud Havens will be happy to reply.

The Board of Trustees also wishes to thank Maggi Knapik and the entire Express Staff for soldiering through the restrictions of the pandemic, to keep the information flowing at Whiting Station! This publication has been a lifeline and we appreciate all the efforts. The Express is published by Senior Publishing and all costs are supported by them through advertising with absolutely no cost to the community. Please support the advertisers and acknowledge the ongoing contribution to the community by our Express Staff!

Please take note of the HOPA letter and form in this issue. Every two years, this form is required by the State. Please complete your form as soon as possible and return it to the HOA box located in the cabinet to the left of the Ballroom entrance to the Clubhouse.

We are waiting patiently for protocols to be loosened, so we can open the clubhouse. When the Governor opens establishments, it comes with numerous re-strictions and requirements. We are bound by our Covenants to obey all laws and Executive Orders from our State Government. Trustees cannot defy these orders. Some of the restrictions concerning

the opening of gyms include only equipment that can be thoroughly sanitized after each use can be used, with social distancing and masks required. Frequent cleaning (at least three times daily) of high-touch sur-faces, such as handrails, doorknobs, and restrooms is required – the cleaning is not to be done by residents. We are required to have a monitor at the entrance to the gym, to conduct temperature checks, and to pose the required questions to all individuals as they seek to gain access. We also need to have a system for reservations, to maintain any waiting area, and to … the list goes on and on.

These requirements are similar to those that we have all experienced at hair salons, doctor offices, and other establishments. We are evaluating these proto-cols carefully. We will continue to keep the community informed. So please understand that we need to find solutions to these obstacles that are manageable, fair to all residents, and cost effective as well.

My final thought for the month … Here’s something I read recently “Your Attitude Defines Your Life” – especially in 2020!

The virtual Zoom meeting was called to order by President Gail Castle at 10:00 am.

Minutes – The minutes from the July 28, 2020 meeting were reviewed. Terry Wallach moved to accept the minutes as presented; Bud Havens seconded; all approved.

Treasurer – Oliver (Bud) Havens: A copy of the Treasurer’s Report shows that we have $1,300,000 in assets. There is an increase in past due accounts; we sent out six late letters and three double late letters, which is a slight increase from the usual number. The Income/Expense Statement shows that we are ahead of budget in most areas. Colleen Hartigan made a motion to accept the Treasurer’s reports as presented; Terry Wallach seconded; all approved.

Clubhouse and Pool – Bob Stipple (reported by Gail Castle)Clubhouse: In preparation for using the Ball-room to prepare and count the Ballots for the upcoming Board of Trustee’s Election, a Best Practices plan has been written and verified by our attorney so that we are in compliance with the Governor’s mandates concerning Covid19. A let-ter to all residents was distributed on August 20, 2020 which outlines compliance requirements, safety protocols, and Election procedures.

Requirements for opening the Clubhouse are similar to that of the pool and bus: frequent sani-tizing of restrooms and all hard surfaces, logs for all sanitation done, posting signage, social distancing, minimal occupancy, sign in/sign out logs, etc. The Governor has not yet allowed the

opening of gyms and the card room tables do not meet the requirements for social distancing. The consensus of the Board is that we should continue to monitor the situation on a week to week basis.

Irrigation – Tom Stimpfel We are all caught up with requests from resi-dents for service concerning the sprinklers on their property. We were able to shut down the system to accommodate the landscapers, so lawns could be mowed with minimal damage because of the recent heavy rains. A new con-trol panel was installed on well #6 because of

a blown transformer and some of the sensors needed to be reset from bypass to active. We adjusted 6 of the 9 wells to start watering at 11:30 pm instead of 9:00 pm and to finish up by 6:00 am. However, wells 3, 4, and 7 cannot be changed because of the number of houses on those wells. Hopefully, making these changes will have some impact on a fungus infection that is affecting some lawns. Linda Callahan agreed to check with our landscaping company to see if a fungicide application might be added to our services to help limit or eliminate this problem.

Bus – Colleen Hartigan The bus began scheduled runs to the Forked River Shoprite, going once a week on Wednes-days. The bus will have limited occupancy (9 passengers), so an advanced reservation needs to be made to guarantee a seat. The Hold Harm-less Waiver needs to be signed and on file for anyone riding the bus. Everyone will need to wear a mask and have their temperature taken and recorded in the passenger log. The plan for September is to return to our regular mall and grocery routine with a trip in late September to Delicious Orchard.

Covenants - There are a few homes that have been identified with various infractions to the exterior of the homes which are in violation of our Covenants or our Rules and Regulations. Correction Letters are being sent this week to those homeowners. Corrections not made will result in fines.

Residence Club – Gail Castle The Craft Fair that was planned for November has been cancelled with a possible rescheduling for the Spring of 2021. All other planned activities that involve the Clubhouse are on hold until we can accommodate those events.

Snow and Lawn Care – Linda Bay Callahan Lawn: On August 17th, the storm clean-up was completed; on Tuesday, the remaining debris was cleared. There was two weeks’ worth of lawn growth to take care of this past Monday due to the

heavy rain the previous week. The application of the broad leaf weed control has been rescheduled until August 31st because of the storm clean-up and weather.

Some perennial plantings have been done in front of the Clubhouse; more will be added as we move into the Fall season, and then again in the Spring. All of the plantings around the pool have established themselves and are doing well. We will wait until next year to fill in where needed.

Homeowners who choose to maintain their own lawn should remember to set pink flags to mark the property or areas that should not be treated or mowed. Keep in mind that it is required that the property be maintained in sync with the com-munity.

Snow: Our current contract for snow removal with Lou Piscopo Landscaping will end April of 2021 and will be going out for bid before year end.

Old BusinessClubhouse: The clubhouse, library, and exercise room remain closed until further notice in compli-ance with the Governor’s mandates. The BOT will continue to monitor the Governor’s openings and any changes to his restrictions.

2020 BOT Election: The members of the Election Committee will use the clubhouse on 9/1/20 to as-semble the Ballots for mailing. Best Practices for using the Ballroom as described in the letter to the community dated August 25, 2020 will be strictly observed by the Election Committee. Those wish-ing to silently observe the count on October 5, 2020 should email [email protected]. There is a limit of 15 people permitted to observe silently and it will be on a first come, first serve basis with all Covid19 protocols observed.

Clubhouse Parking Lot: The Clubhouse Park-ing Lot Rules have been revised in consideration of some concerns expressed by residents. These revised rules will be implemented in October and a flyer will be circulated beforehand which should be added to resident copies of the Rules & Regulations. Terry Wallach made a motion to accept the changes to the Parking Lot Rules as stated; Tom Stimpfel seconded; all approved.

The revised Rules and Regulations under Sec-tion 2, Subsection I will read as follows:

Section 2. Prohibited Vehicle ActivitiesI. Clubhouse Parking Lot

The designated parking area is available to all residents of the community and their guests at the Station Hall parking lot. Any vehicle left in the parking lot for longer than seven (7) consecutive days is subject to towing. If a resident has a short-term need (great-er than 7 days and less than 30 days) to park their vehicle in the parking lot, an Authorized Permission Placard must be obtained from the office and displayed on the vehicle dashboard.

If a resident wishes to reserve a long-term space (located along the tennis court fence), then a monthly fee of $25.00 will be assessed.

New BusinessBoard Resolution: To Increase the Snow & Salt Reserve Fund Limit From $100,000 To $125,000 – presented by Bud Havens:As discussed during the 2021 Budget Workshop, the Budget Committee is asking the Trustees to increase the limit of the Snow & Salt Reserve Fund by $25,000 to a limit of $125,000.

Predicting the cost of Snow and Salt expenses for a future budget year is near impossible at best. Over the past 10 years, the actual cost under prior contracts for Snow and Salt remediation has fluctuated from a low of some $18,000 to a high of some $70,000. Under our current contract with NJ Snow Management, costs for those same years would be some $30,000 and $118,000 respectively. Rates are considerably higher than previous contracts mainly because of industry-wide increases in liability insurance premiums for this type of service.

Raising the authorized funding limit to $125,000 would serve to mitigate any significant snow and salt cost and possibly reduce the need for a pos-sible special assessment to cover any unfunded cost overruns.

Any year-end balance in the Snow & Salt Reserve Fund above the $125,000 authorized limit would be refunded to the homeowners in the form of a credit in the next yearly budget process. Bud Havens made a motion to increase the Snow and Salt Fund limit to $125,000; Linda Bay Cal-lahan seconded; all approved; the resolution was passed.

Board Resolution: 2021 Budget – presented by Bud Havens & John Dzuiba: At this time, we cannot predict where the 2020 Budget will come in at year-end. Two areas that are under budget are the Bus and some of the Pool costs, which amount to a savings of about $15,000 because of the Covid19 restrictions. However, because of the severity of several storms we have had so far this year, we are over budget in the maintenance of common grounds, not including the additional clean-up by our landscaper.

Any unused funds from 2020 will be applied to the 2022 budget, as is customary. The monthly HOA fee for 2021 will remain the same as the current dues, which is $163.00 per month. A copy of the 2021 Budget will be distributed to all homeowners shortly. Bud Havens made a motion to accept the budget as presented; Colleen Hartigan seconded; all approved; the motion passed.

Board Resolution: Truck Guidelines for tree removal – presented by Terry Wallach: All tree companies are required to place plywood sheets on a resident’s lawn before any heavy equipment is used to prevent damage to under-ground irrigation, gas, propane, oil, cable, electric lines, and consequent lawn damage from tires and stabilizers.

Any tree company that will not follow this guide-line will not be permitted to work in Whiting Sta-tion unless any and all work performed is either from the street or on foot. In addition, any tree company that does not provide a Certificate of Liability Insurance will not be permitted to work in Whiting Station. Colleen Hartigan made a motion to accept the guidelines as written; Tom Stimpfel seconded; all approved; the mo-tion passed.

Paving 2021 – Terry WallachRequest for Bid letters are being sent out to interested paving companies which will include the specifics and scope of work for the project. The next phase of paving will be done sometime in 2021 which would include all of Morning Glory and the parking lot.

Letters to identified homeowners not yet con-verted to gas will be sent out prior to month-end, advising that with the paving comes a five-year suspension on opening the street for gas con-version, unless the homeowner assumes the responsibility for the repair to match the original post-paving condition using the infrared patch method for closure. If they are considering a gas conversion, this would be the time to make the necessary arrangements prior to the street work being done.

Resident comments:Joan F. – The Surflight Theater trip planned for October has been cancelled and the deposit returned. The Surflight Theater trip planned for December is still on at this time. Regina D. – Keep up the good work that you all do.

Chris Lee, First Vice Pres-ident of the Residents Club, is a retired teacher, now specializing in quilt-ing, “grandmothering and volunteering”. She and her husband Jeff moved to Whiting Station in 2016 and both have had a positive impact on the community.

Chris was the catalyst for instituting our monthly Friday Night Bingo and also had campaigned for the Residents Club to hold periodic eve-ning (or weekend) meetings to accommodate people who are still in the workplace. Chris re-lates, “Quite a number of our residents (besides myself) were not able to attend the traditional Tuesday afternoon meetings, so we made our case and, thankfully, we were heard. Of course, now, all public meetings are suspended, but hopefully, we will soon be back in the clubhouse when we can do it safely!”

Chris and Jeff moved here from Lakewood, NJ where they resided for 36 years. Chris’s sister, Marilyn Ribera, also a teacher, and husband Mickey, live in Whiting Station and they had learned about the community through them. “I fell in love with this whole place; the architec-ture reminded me of a little Christmas village; the landscaping is beautiful; it is clean and qui-et; and people are so nice.” Mickey, who is in home construction, was actually renovating a Hamilton model house, told them about it, and they purchased it in 2015.

Chris worked as a Special Education Teacher at Point Pleasant Beach and retired in January 2019 to spend more time with Jeff and her fam-ily. She and Jeff met at Brookdale Community College; she majored in Speech and Hearing

and graduated from Kean College. They mar-ried in 1972 and she went on to study Com-munications Sciences at Montclair State Col-lege, aiming for a master’s degree, but in 1981, “motherhood interrupted!” Chris and Jeff had applied to adopt and were blessed to receive their first child, daughter Kerry.

Chris describes those early parenting years as very chaotic, but happy. “Kerry was not quite five months old when she came to us on April 15. She’s our income tax baby. Next year, James arrived on November 19. He is our Thanksgiv-ing baby. Both of them were born in Korea. Then we had a complete surprise! I found out that I was pregnant in April on April Fool’s Day!” After such a long wait, the Lees suddenly had three children in three years!

With a great sense of humor, Chris goes on to describe those early years: “By Kerry’s third birthday, I had three babies, so I took a leave of absence from teaching. I was buried in diapers. I staggered around from exhaustion; someone was always crying and I loved every minute of it.” She continues, “We so wanted a family. After eight years of prayer, God finally sent the stork- twice to Kennedy International Airport and then to Point Pleasant Hospital.”

“We are so fortunate that our kids all live nearby: Kerry, husband Christopher, and our adorable 8-year-old twin granddaughters, Mackenzie and Ashlynn, live in Toms River; James in Long Branch; and Patrick and his wife Christina live in Beechwood. Right now, though, we are keeping relatively distant. With this shut down, I am so ‘homesick’ for my family. We miss our holidays together, so I still cook family meals; they drive by and take their home-cooked meals to their own homes. At least, we get to briefly see each other,” she laughs.

KEEPING BUSY. Life has been altered for most of us and Chris is trying to stay busy with her long-time hobby of quilting. “I made my first quilt to welcome my baby girl,” Chris reminisc-es, “and I have loved quilting ever since.” She is a member of the Beach Plum Quilters in Toms River, but they, too, are currently on hiatus.

When the club-house is open, and the ballroom is empty, Chris will lay out, pin, and baste her current quilt on the ballroom floor “with permission, of course”. Chris also loves collect-

ing antiques, dolls, and tiny model village hous-es and school buildings. Jeff Lee has his own interesting hobby as a birdwatcher and photog-rapher. Jeff has often helped our community by providing photo services and his beautiful bird photographs frequently grace The Express cov-ers. With her great sense of humor, Chris quips: “Jeff and I now share a new hobby - it’s called ‘going to the Doctors!’”

Chris’s humor has always carried her through tough times. Her quick wit and sometimes self-depre-ciating quips are remi-niscent of the late co-median Phyliss Diller (remember her?). She is very active and so-cial. “I will chat with anyone who is breath-ing. I really miss the clubhouse events, the movies, the book and DVD libraries, the aerobics, and the pool! The only good thing to come out of the pandemic: the mask hides some of my wrinkles!” Chris concludes: “I feel lucky we have all survived,

but I can’t wait to get back to the clubhouse, back to normal!”. We all agree to that!
