• M. E in cooperation with other central and local bodies, prepares and coordinates the National Monitoring Program

• Environmental monitoring ,determines the indicators of environmental quality, discharges, pollution or damage ,natural phenomena, biodiversity, methodologies of sampling, measurements, data processing, as well as their reporting and publication

• The monitoring of natural phenomena and environmental quality is the duty and responsibility of state bodies and is supported by the state budget

• Accredited laboratories should perform the laboratory measurements and test

• The monitoring of discharges, pollution and damage of the environment ,caused by human activities, should be performed and covered by the physical and legal persons, who run these activities and plants

• M E controls the monitoring quality, the measurements, the application of methodologies, the qualification of the specialist participating in it, the used equipment and the reliability of results

• The rules and procedures for the development and implementation of the national program and establishment of the monitoring networks are defined by a Decision of the Council of Ministers, at the proposal of the Minister of Environment

Requirements on IndustryRequirements on Industry

• All emissions that are potentially detrimental to the environmental must be measured

• All consumption figures of energy and raw material , including composition of trace contaminants, should be recorded

• All process, plant and maintenance information of importance to the emissions and efficiency of the facility should be collected and recorded.

• Monitoring in the vicinity of certain specific components of an industrial activity by the facility may need to be undertaken

• All measurements should be taken according to standardized methods that are agreed to by the inspectorate , in close cooperation with a national laboratory,or similar responsible institution
