development through accessible, inclusive, nationalist, relevant,

liberating, rights-based and quality education for all that enables lifelong

learning for children, youth and adults in order to lead a meaningful life

and to be of service to others and to the country.

10. Science, Technology , Innovation and Creative Arts. Enable research and

development, innovation and creative capacity towards improved

productivity and sustainable inclusive development.

• Ensure the adoption of S&T-based interventions in the agriculture, industry and services sector to be globally competitive.

• Development and use of new and emerging information and communications technologies to strengthen the science, technology and innovation ecosystem as well as climate smart technologies in light of a global market economy increasingly affected by climate change.

• Increase investments in STI-based start-ups, enterprises and spin-offs.

• Enhance creative capacity for knowledge and technology generation, acquisition and adoption.

• Strengthen collaboration among stakeholders in the Science, Technology and Innovation ecosystem and the Creative Arts community.

• Embed information and communications technology (ICT) in nation building and ensure the public’s safe, fast and reliable access to information through smart ICT.

• Provide a venue where innovative S & T ideas may be showcased.

18. Ecological Integrity. Responsible management of natural resources (land, air, water) and strict enforcement of compliance to environmental safeguards towards achieving sustainable ecosystems resilient to climate change effects.

- Climate change mitigation through reduction of emissions and greenhouse gases, among other disaster risk reduction measures.

- Strict implementation of proper waste management and establishment of urban green spaces.

- Mainstream comprehensive land use plans and zoning ordinances in climate change adaptation and disaster risk reduction.

20. Culture. Culture-sensitive development that advances cultural expression and

strengthens the Filipino identity and nationalism, engaging all as culture

bearers including those overseas.
