The ECOWILL ProjectECOdriving Widespread Implementation for Learner drivers and Licensed drivers
ECOWILL intends to establish a massive roll-out of Ecodriving trainings for various
target groups in Europe. The project focusses on implementing short duration
training and e-learning tools for drivers of passenger car and vans / light
commercial vehicles (LCV) ≤ 3.5t GVM. Therefore, an Ecodriving infrastructure
consisting of specifi cally educated and certifi ed driving instructors is being
established throughout Europe. At the same time, ECOWILL fosters the integration
of Ecodriving into driving school education and examination in all 13 partner
countries.

• Ecodriving certifi cation and expertise as a promotional factor and competitive
advantage

Golden Rules
Following the guideline “Safety First”, the application of Ecodriving tips – “Golden
Rules” – listed enables a highly fuel-effi cient, smart and relaxed driving style with
best environmental effect.
1. Anticipate Traffi c Flow
Read the road as far ahead as possible.
2. Maintain a steady speed at low RPM
Drive smoothly, using the highest possible gear at low RPM.
3. Shift up early
Shift to higher gear at approximately 2.000 RPM.
4. Check tyre pressures frequently
At least once a month and before driving at high speed.
For correct pressure check with car’s manual.
5. Consider any extra energy required costs fuel and money
Use air conditioning and electrical equipment wisely and switch it off if not
needed. Electrical energy is converted from extra fuel burnt; it doesn’t work
“for free”.
In addition to the Golden Rules, a list of Silver Rules was defi ned to be integrated

Standards for Ecodriving education in driving school:
The ECOWILL consortium defi ned European minimum quality standards for
teaching Ecodriving in learner driver education (see graph below):

• Ecodriving as part of theory and practice in learner drivers´ education and
examination making its benefi ts evident to all learner drivers
• Ecodriving taught from the very start as the safe and proper way of driving:
“do it fi rst, do it right-approach”
• Ecodriving contents synchronized in education and examination
• Instructors and examiners with the same level of Ecodriving knowledge

In order to guarantee consistent education quality, handbooks were designed
for the education of learner drivers in driving schools but also for Short Duration
Ecodriving Training aimed at licensed drivers (private & fl eets).
EFA and CIECA initiative to change EU Directive2006/126/EC
To speed up the integration of Ecodriving in driving school education and
examination, EFA and CIECA supported by DVR started an initiative drafting
amendments to the European Directive 2006/126/EC. The aim is to make Ecodriving
mandatory in practical examination for passenger cars of category B.
Development of a pan-European Ecodriving Blueprint
One major goal of ECOWILL is the development of a prototypical and modular
implementation blueprint for Ecodriving into theoretical and practical education and
testing of learner drivers. EFA and CIECA as partners responsible for the blueprint,
will use this opportunity to harmonize existing Ecodriving contents in learner driver
education and driver license test.
