1. Background The Dorney Traffic Working Group have been following the recent discussions about the parking issues near the entrance to Dorney Lake (affecting Court Lane, Marsh Lane and Harcourt Road), and Boveney (affecting Lock Path, Boveney Road and Dorney Common).

a. Current recommendations i. We understand the current recommendations are as

follows: 1. A request to be made to Bucks County Council for

double yellow lines to be installed along Court Lane from the graveyard to just beyond the houses in Marsh Lane near the entrance to Dorney Lake. This to be funded by Eton College.

2. James Palmer has offered to provide parking for Church users in his field next to the graveyard. Funding to be found to pay for the mesh required. Possible cost of about £300/car space, 40 car spaces - £12,000.

b. Concerns regarding the recommendations i. The Dorney Traffic Working Group has serious concerns

whether the first recommendation will be effective because:

1. There are insufficient police resources to enforce the double yellow lines, so certain people will ignore them.

2. As raised by the Editor of Dorney Parish News, those that don't ignore them will simply park further and further along Court Lane and Marsh Lane requiring more double yellow lines.

3. It doesn't address the Boveney problem. 4. It does not address the fundamental cause of the

problems – charging for parking in Dorney Lake. 5. Whilst the Dorney Traffic Working Group applauds

James Palmer for his offer of a church car park for the church congregation and visitors it is unclear who will fund this infrastructure project.

c. The relationship between Dorney residents and Eton College/Dorney Lake

i. There was a controversial start to the relationship between Eton College and Dorney residents during the planning process for Dorney Lake with a significant number of Dorney residents very opposed to the creation of Dorney Lake.

ii. Eton College owns approx. 40% of the land in Dorney - with

the Dorney Lake site representing about 60% of this land. Eton College has an important role within the Dorney community.

iii. Over the years Dorney and the Lake have lived together as

tolerant neighbours. Residents have come to welcome the opportunity to walk at the Lake and enjoy the arboretum and the beautiful environment.

iv. However, Dorney residents are less tolerant of the impact

every day of the year of dangerous parking on Dorney's roads by users of the Lake.

v. This intolerance has become stronger over the years and is

in danger of causing a serious breach in trust between residents and Dorney Lake.

vi. Residents have heard many "solutions" and see many

"actions taken" regarding the parking problems but the problems seem to get worse rather than better.

vii. They seek permanent solutions not "sticking plasters".

d. The impact on Dorney of certain events at Dorney Lake

i. Dorney is not an urban environment where large towed boat trailers, marquee trucks, toilet trucks and huge numbers of athletes, officials and spectators for such events

might be invisible. It is a small, quiet, semi-rural community that prefers to stay that way.

ii. On the other hand, Dorney Lake is big enough, once these

numbers have passed through the Village, to absorb all of them. Causing further concerns and risks to residents and road users by event participants parking dangerously on the narrow roads that we enjoy is not necessary.

iii. We strongly believe that solutions to the parking problems

can be found and must be implemented, quickly.

iv. This paper will address the fundamental cause of the problems – charging for parking in Dorney Lake - and propose permanent, low cost solutions without any need for double yellow lines/new church car park etc.

v. We have attempted to examine the problems and solutions

from a wider perspective — considering residents and road users, Dorney Lake/Eton College, event organisers, athletes, officials and spectators.

2. Reasons for the Parking Problems around Dorney Lake: a. The problems of parking at the entrance to Dorney Lake and, to a

lesser extent in Boveney, have been well documented over the years. These may be found on the Dorney Village Traffic website. To quote recent comments from three members of our community:

i. "Parking on the road near the church approaching the lake is dangerous. We are forced to cross between parked cars with horses and often drivers won't wait and try to squeeze past the horses when road width is restricted by cars on both sides. There was also a near miss last weekend when a young girl on a moped with L plates was looking down at something and not ahead of her - she almost ran in to the back of the two horses I was leading. There was nothing I could do to get her attention and nowhere I could go to avoid being hit. She looked up at last minute and swerved round us giving me the finger as she passed."

ii. “We like our country roads, but Marsh Lane had become basically single

track. As was so predictable, one morning as we headed towards Windsor, we found a log jam [near the entrance to Dorney Lake] - no one could move forward, traffic was backed up one way towards Dent's Corner [along Court Lane] and the other to Harcourt Road. Tempers did begin to fray, but impasse was avoided by much rather risky backing up. These problems merely exacerbate what is now a chronic problem of congestion around Court Lane. The scene I just described is bad enough for our village, but there will be an accident as an unwitting south bound driver collides with a car thoughtlessly left just around the sharp unsighted bend into Court Lane. The collision could be with a child getting out of such a vehicle.”

iii. “The perennial problem of vehicles parked in Court Lane was partially addressed over the recent Bank Holiday weekend by the introduction of 'no parking' cones around the corner with Marsh Lane opposite the entrance to the rowing lake. However, beyond this restricted area, parked cars caused considerable congestion, impeding the flow of traffic from both directions. The situation is a collision scenario, for traffic approaching from behind parked cars is unsighted due to the curve in the road. Now, I think there is a local aversion to the introduction of double yellow lines to Dorney and the erection of no parking notices would restrict church goers and visitors to the Court. The no parking cones on the bend, and the road proximate to the bend are, at least, half a solution, but I doubt they are a permanent feature, whereas parking on fine days throughout the summer, is a permanent hazard. This whole problem is caused by visitors, who are ready to enjoy the facility of the Lake, but are unready, or unwilling, to pay a car parking fee. There is of course a solution, that the general public is denied access to the Lake altogether!”

Horses, Cyclists, Pedestrians and Vehicles on a narrow road at the entrance to Dorney Lake.

A very dangerous combination.

3. Five Reasons for the Dorney Lake Parking Problems: a. The Regatta Car Parking Charge made by certain Regattas. These

create significant safety risks. b. "No Public Access" Events. There were 26 of these in 2018

(including the 7 regattas above) out of a total of 60 days of events. These create significant safety risks.

c. The Daily Parking Charge for parking in the "public car park" near the Start. This generates a daily safety risk.

d. The Closure of Dorney Lake over the Christmas/New Year period. i. This has now been resolved by Dorney Lake through leaving

the "public car park" open which Dorney very much welcomes. No further safety risks.

e. "Travellers" using Dorney Lake as their private Lido in warm weather (2018).

i. This is a unique problem and is outside the scope of this paper. Significant safety risks.

4. Proposed Permanent Solutions to the Three Main Problems: Objectives and Principles

a. Assumed Objectives: i. Dorney Lake wishes to be in harmony with the Dorney,

Dorney Reach & Boveney communities. ii. Dorney Lake wishes to ensure that the safety of

pedestrians, cyclists, horseriders & horseleaders and vehicles is paramount around the entrance to Dorney Lake and at Boveney, and risks are eliminated.

b. Overarching Principle: i. Dorney Lake will ensure that there will never be any need

for any users of Dorney Lake to park their cars either outside the entrance to Dorney Lake or in Boveney outside Ramblers Car Park.

c. Changes: i. In order to achieve the Overarching Principle above, we are

proposing some radical changes to parking management at Dorney Lake.

d. Assumptions: i. For events, Dorney Lake can park up to 1,500 cars on the

grassed areas. This is based on the 2018 actual experience. ii. The public car park has enough space for peak days — with

or without events.

e. Key Specific Principles: i. Dorney Lake will be open for all walkers and their cars

every day. ii. Dorney Lake will never charge walkers for parking their

cars in the public car park. iii. Dorney Lake will never permit any event organiser to

charge for parking during events. f. If these three Key Specific Principles are achieved, then the

Assumed Objective and the Overarching Principle will also be achieved.

5. Proposed Permanent Solution to the Regatta Parking Charge:

a. Current Situation: i. Seven of the Regattas held at Dorney Lake in 2018 made a

Parking Charge for cars £7/£10/£15/£20 per car per day. For the three day National Schools Regatta the total Car Parking Charge was £60. For the two day Metropolitan Regatta it was £20.

ii. No other events, Triathlons etc, as far as we are aware,

made a Parking Charge in 2018.

iii. We do not know whether other regattas or triathlons are looking to charge for parking in future as an additional income stream.

iv. This parking income is an important part of the current

business model for these event organisers (not for Dorney Lake).

v. Our analysis indicates that the Parking Charge income

represents between 14% and 27% of the Total Event Income.

vi. On the ten days of these seven events, very many athletes,

officials & spectators, who know the area around Dorney Lake, decided they would prefer not to pay the Parking Charge and park on the roads providing easy access to Dorney Lake — Court Lane, Marsh Lane, Boveney Road and Lock Path. This causes the serious safety risks.

b. 2018 The Seven Regattas i. During 2018 these seven regattas were as follows:

Tuesday 13th March The Junior Sculling Head Saturday 5th May Junior Sculling Regatta Sunday 6th May Wallingford Regatta Sunday 13th May The Ball Cup Fri 25th/Sat 26th/Sun 27th May National Schools Regatta Sat 2nd/Sun 3rd June Metropolitan Regatta Saturday 23rd June Marlow Regatta

ii. We believe that these regattas will take place on similar dates in 2019 and will continue to charge for parking.

c. National Schools Regatta

i. One of the biggest annual rowing events at Dorney Lake is the National Schools Regatta which switched venue from Nottingham to Dorney in 2016.

ii. It is the biggest regatta parking problem each year for

Dorney, Dorney Reach and Boveney as it is a very popular three day regatta.

iii. Their 2018 website stated:

1. Parking is not free at National Schools Regatta. We

keep the cost of parking to a minimum. 2. We do not run the regatta to make a profit and we

use the parking fee to pay for the course facilities and regatta costs. Please do share parking whenever you can. The price is per car and not per visitor.

3. Prices: £20 per vehicle per day. Passes can be purchased only on arrival, cash only.

iv. This is the highest per car parking charge for any event at

Dorney Lake.

d. 2018 Action taken by Dorney Lake to attempt to alleviate parking problems:

i. In order to attempt to alleviate the resulting overspill

parking problems in Dorney & Boveney, Eton College applied for, and got, Temporary Traffic Restriction Orders for the above ten regatta days in 2018.

ii. These permit Dorney Lake to place traffic cones in Court Lane/Marsh Lane/Boveney Road & Lock Path.

iii. Unfortunately, these didn't appear to assist the traffic problems very much as many car owners ignored them or parked beyond them, still causing traffic problems.

e. Business Models i. There are two different business models — Parking Charge

and No Parking Charge - being used by sporting event organisers at Dorney Lake, related to parking charges.

ii. The Seven Regattas who charge for parking 1. These make a charge for parking. The charge varies

between £7 and £20 per car. These events cause significant traffic safety risks and other problems to residents and road users.

iii. Other Regattas 1. Do not currently charge for parking. It is free and is,

effectively, included within the individual/team entry charges. Such events cause little or no traffic safety risks to residents and road users.

iv. Triathlons etc. 1. Do not currently charge for parking. It is free and is,

effectively, included within the individual/team entry charges. Such events cause little or no traffic safety risks to residents and road users.

f. “Charge for Parking” Model i. To better understand the events' business models, DTWG

has, using public information, made detailed financial assessments of the income for each event focusing on the two main income sources — boat entry fees and the car parking. This includes number of boats, crew members and cars parked. (Appendix A)

ii. These assessments must be purely indicative as several

estimates, which we believe to be realistic, have had to be made.

iii. However, as the largest Regatta which charges for Parking

(National Schools Regatta) is a charity, we have been able to access the detailed Income and Expenditure numbers for this Regatta — over a few years. This information is assessed in more detail in Appendix B.

iv. Encouragingly, their 2017 actual numbers do support our

methodology in estimating the 2018 numbers for the other regattas.

g. Summary of the financial assessments: i. One event charges £7 per car/day, three events charge £10

per car/day, one £15 per car/day and one £20 per car/day.

ii. The estimated number of cars that parked at Dorney Lake per day varied between 280 for the Ball Cup and 1,067 for the Junior Sculling Head.

h. Boat Entry Fees i. The Entry Fees for Boats (the largest income element) is

based on the size of boat. The boat entry fees for the seven events were as follows:

• 8s £96 to £160 £8 - £20 per rower • 4s £48 to £80 £4 - £20 per rower • 2s £24 to £60 £12 - £30 per rower • 1s £12 to £40 £12 - £40 per rower

ii. The Boat Entry Fee income varied between £8,000 (1 day)

and £83,000 (3 days

i. Car Parking Charge i. The Car Parking income varied between £2,800 (1 day) and

£40,900 (3 days).

ii. The percentage of Car Parking to Total Event Income varied between 14% and 27%. The average was 21%.

j. Other Income Streams i. There are other income streams — marquee rental etc, but

boat fees and car parking are the two largest.

The summary assessment for 2018 is shown in Appendix A. We recognise that each event organiser would need to provide the precise figures to finalise the actual figures.

k. Key Specific Principle applicable i. Dorney Lake will never permit any event organiser to

charge for parking during events.

l. Options i. Based on this Principle we believe that there are only two

realistic Options: 1. Dorney Lake reduces its venue charge per event by

the amount of the car parking net income (revenue less direct costs such as parking personnel).

a. This could cost Dorney Lake up to £82,000. b. This could be applied in part (say, 50%) in 2019

to allow the seven event organisers to adjust their business plans over two years.

2. Each event increases the charges for income streams such as boat fees and marquee rental etc to replace the car parking income.

a. If the whole increase required was only achieved by increasing boat fees, it would mean increasing them by an average of 21% -

which would mean that the boat fee/rower would increase by £2 to £8 depending on the size of boat. (Appendix A)

m. Proposal i. It is our Proposal that Dorney Lake immediately advises all

event organisers that, from 1st January 2019, they will no longer be able to charge for car parking on site.

n. Implementation i. It would be the responsibility of the event organisers to

change their business models to comply with this ruling.

ii. This would, from 1st January 2019, ensure that there would be no benefit for crew members, officials or spectators to park anywhere on roads outside Dorney Lake.

iii. The benefit to crew members, officials and spectators

would be that they would no longer have to pay a car parking charge.

iv. All event parking will be beyond the new lifting gates/five

bar gate. No event parking will be permitted in the public car park which will remain open for all events.

v. We recognise that it is possible that Dorney Lake may have

existing contractual arrangements for regattas in 2019 and, possibly, beyond. If so, we suggest that, if necessary, these contracts are renegotiated due to significant safety issues.

vi. It may be necessary for Dorney Lake to assist some or all

these seven regattas during 2019 by reducing the venue fee in order to assist their customers to adjust their business plans over two years rather than one.

vii. None of these regattas have published entry rules/fees for

2019 as far as we are aware. Clearly, speed of action would be essential for increased boat fees to apply in 2019.

o. Impact Assessment of this Proposal

i. Dorney Lake

1. There are, realistically, no alternative rowing venues for these regattas. This places Dorney Lake in a strong negotiating position.

2. There may be a need to financially assist these seven

regatta organisers during Year 1.

3. Costs of funding the double yellow lines and the new church car park will be avoided.

4. The management of "locals" free parking passes is

avoided in future.

5. The costs associated with Parking Machine management are avoided in future.

ii. Event Organisers

6. There are, realistically, no alternative rowing venues for these regattas. The only options are, depending on the regatta, returning to the Thames, Nottingham or Docklands. All extremely unlikely.

7. Dorney Lake may be undercharging event organisers

for the use of the Lake. Henley RR and the London Heads races are using a "free" asset — the River Thames" (it is recognised that Henley RR do have to lay and remove the course infrastructure).

8. Dorney Lake has invested in the infrastructure of the

Lake and its ongoing maintenance.

iii. Impact of increased boat fees

1. Boat Fees charged by event organisers to rowing clubs vary considerably.

2. Using a Four/Quad boat fee as an example, we see a

range amongst the seven regattas of £48, £60, £60, £65, £80, £80 & £80 being charged in 2018.

3. Applying the approx. 20% increase solely to boat fees

in order to replace the car parking income would increase the above fees for a Four/Quad by between £10 and £16.

4. Whilst not minimal, the increased boat fees (if they

are the only income replacement source utilised) are not exceptionally onerous.

5. The free car parking for athletes, officials and spectators is a benefit that may encourage more spectators and, hence, on site revenue.

iv. Overcoming Possible Objections from Event Organisers

1. Don’t like change/We’ve always done it like this. a. The safety risks are simply to high on Dorney’s

roads. b. We have to respect the strong views of the

community we are in. c. Change happens.

2. Too close to 2019 events to make this change. d. Dorney Lake are willing to discuss ways in

which this might be alleviated over two years. 3. Unrealistic for other income streams to replace

parking net income. e. Other event organisers at Dorney Lake have

different business models that don’t require parking charges and putting residents and road users at risk.

f. We recognise that this change is challenging – but not unachievable.

4. It is possible that the Head of Rowing at Eton College (whose crews complete in certain of these regattas) may raise one or more of the above objections.

6. Proposed Permanent Solution to the "No Public Access" Days:

a. Current Situation i. According to the Dorney Lake Events webpage, in 2018

there were 26 “No Public Access” days for a variety of sporting events:

b. Events i. The ten days of the seven regattas making a charge/car. ii. Three private regattas iii. Twelve Triathlons (inc. one Runthrough) iv. One private event v. It is not clear, for any of these (excluding the seven

regattas), whether the public car park was open for locals and dog-walkers etc. with cars.

c. Key Specific Principle applicable

i. Dorney Lake will never permit any event organiser to charge for parking during events.

d. Proposal i. It is our Proposal for all these events that, from 1st

January 2019, all event parking will be beyond the new lifting gates/five bar gate.

e. Implementation i. We propose that Dorney Lake immediately advises all event

organisers that, from 1st January 2019, they will not be able to charge for car parking on site, should they be considering it.

ii. No event parking will be permitted in the public car park,

which will remain open.

iii. The words "No Public Access" will not appear on any websites or communication.

7. Proposed Permanent Solution to the Daily Parking Charge:

a. Current Situation i. In 2013 Dorney Lake introduced a daily parking fee of

£2.50/day to park in their (then) two public car parks.

ii. This was done primarily, we believe, to reduce vandals in cars. This appears to have been reasonably successful (excluding the “Travellers”)

iii. Local residents were offered free parking.

iv. This has led to non-residents parking along Court Lane (and

occasionally Marsh Lane) on most days of the year to avoid the daily £2.50 charge, as they only want to use the Lake for an hour or so and don't want to pay £2.50 for the privilege.

v. Eton College confirmed to DTWG in 2017 that the revenue

from car parking is relatively important to the finances of Dorney Lake. They also confirmed that there will be no changes to allow an hourly fee, for example.

vi. Recently, to improve security, Eton College have introduced

a barrier near the public car park to only allow authorised vehicles down to the Boathouse and Boathouse Car Park. They have taken the Parking Payment machine down there away. There is now only one “public” car park.

vii. For the purpose of this paper we are assuming that the net

income (after costs) from the Parking Machine in the one public car park is around £20,000 p.a. to Eton College.

viii. In 2016, DTWG worked with Dorney Lake to offer free

parking passes to people parking on Court Lane using a wider group of local postcodes. Around 200 people were diverted from parking on Court Lane. This did assist towards the solution to the problem but didn't solve it.

ix. In some ways this is the most important of the three problems, as it affects the safety of the community and other road users on every single day of the year.

b. Key Specific Principles applicable i. Dorney Lake will be open for all walkers and their cars

every day. ii. Dorney Lake will never charge walkers for parking their

cars in the public car park.

c. Options i. We believe that there are two Options available to Dorney

Lake: 1. Absorb the loss.

a. The Parking Machine income is a relatively new income stream for Dorney Lake (2013) and the major reason for the charge was to deter vandals rather than raise money.

2. Implement a post-event Grass Maintenance and Road Surface Charge per event vehicle, charged to the event organiser.

a. In order to replace the lost income to Eton College from this parking currently, we suggest that a £1.00 per car charge is made, through a low-cost automatic vehicle recording device, for all sporting events that charge participants an entry fee or similar.

b. This would be an amount charged post-event to the organisers.

i. The rationale for this is that event car parking primarily takes place on the grassed areas which do require ongoing maintenance. This charge would be used to maintain these areas as well as the Boathouse event car park. Providing free event parking may increase the volume of cars and, hence, the maintenance. This charge is separate to the venue charge.

ii. We estimate that the number of cars attending the seven regattas charging for car parking is around 6,000. If one adds the other events such as triathlons and the other regattas etc. the total will be around 20,000.

d. Proposal ii. Our Proposal is that the current Daily Parking Charge be

stopped immediately, and the public car park in future provides free parking for the public every day of the year.

iii. This will avoid all Dorney Lake related parking around the

entrance to Dorney Lake by non-residents etc.

e. Implementation i. Current Situation

1. There is no clear car parking management system in place at present

2. Legacy white lines from the Olympics are confusing.

ii. Optimisation 1. We estimate that parking for around 120 cars could

be professionally arranged in the existing public car park including cars parked on the sides of the (one way) existing entrance and exit lanes. Suitable white lining would be required.

iii. Future Requirements

1. Should this prove not to be enough in future the car park could be extended towards the north east.

2. Using grasscrete or similar the cost per car space would be around £300.

3. 50 additional car parking spaces would cost around £15,000.

4. Funding for this could be achieved by increasing the Event Grass Maintenance and Road Surface Charge per event car.

Next Steps

• Discussion of Paper o Meeting between Eton College, Dorney Lake and Dorney Traffic

If Eton College/Dorney Lake decide to implement the Proposals:

• Regatta Parking Charge o Review existing contracts with all event organisers and, if

necessary, seek legal advice on the proposed change to prohibit all car park charging by organisers – now and in the future.

o Meet with all event organisers charging for parking – or planning to.

o Possibly over one day, separately. One hour each to present the proposal, the rationale and discuss implementation.

o I am more than willing to attend the meetings and explain the rationale.

• “No Public Access” Days o Change wording on Dorney Lake website to explain where

locals/dog walkers can park and where they can go. o Advise all events which are currently designated “No Public

Access”.

• Daily Parking Charge o Remove Parking Machine o Remove notices referring to the Daily Charge o Communicate with local residents (NextDoor/Dorney Parish News) o Communicate with non-locals, probably via Windscreen Notices,

as before. o Optimise the parking in the public car park

• Dorney Community o Commit, via a written Statement of Intent or similar, to the

community that there will never be any future charging for parking at Dorney Lake.

Appendix B: National Schools Regatta Financial Assessment

National Schools Regatta is the largest regatta at Dorney Lake. It charges the

highest daily Car Parking Charge (£20/Day).

It is, currently, the only one of the seven regattas that is a charity which

provides us with the detailed accounts of the regatta.

The Junior Sculling Head and the Junior Sculling Regatta have recently,

together, become a charity but no financial results are yet available.

The National Schools Regatta switched from Nottingham to Dorney in 2016.

• The Boat Entry Fees and Car Parking Fees for 2017 actuals and 2018 our estimates are as follows:

• Whilst the Boat Entry Fees estimate in 2018 may be high, the Car

Parking Income is close.

• In 2016, presumably to encourage Nat Schools to switch from Nottingham, Dorney Lake appear to have made a special offer of around a 50% discount, which would be reasonable.

• From 2017 it appears that the Dorney Lake venue fee for this regatta is around £20,000/event day.

• In 2014 the Car Parking Income (net) at Nottingham was £11,000, 11% of Total Income. In 2017, at Dorney, the Car Parking Income (net) at Dorney was £36,500, 24% of Total Income.

• This Regatta has demonstrated an ability to successfully adjust its Business Model generating additional income streams such as Marquees, Merchandising and Sponsorships in addition to Car Parking.

• It appears that it could further adjust its model to accommodate Free Parking.

• Whilst not shown above, at the end of the 2017 year, the Balance carried forward in the Accounts was a very healthy £218,295.
