At Oakham Parish Church we wish to seek permission for the hanging of the Banner of the late Sir Jock Kennedy. outline the reasonings and details below.

Air Chief Marshal Sir Jock Kennedy GCB AFC and Bar {1928 - 2013) was a distinguished RAF Officer, a committed public servant in the County of Rutland and beyond and a committed churchman in the county and in the Pa rish of Manton. He was the first Lord Lieutenant of the restored County, President of the Royal British Legion, Oakham Branch for 15 years {1997 - 2012), and thereafter Honorary Vice-President. In both of these capacities he was a great supporter of Oakham Parish Church. It is for these reasons that Lady Kennedy, his widow along with the current Lord Lieutenant, the President of the British Legion and many other think it appropriate that we should receive his banner as a Knight of the Order of the Bath which formerly hung in the Henry VII Chapel at Westminster Abbey. The following are attached.

(a) Two Photos of the proposed siting, in the high on west wall of the South Transept. The banner to hang with

an appropriate gap above head height. (attachments 1 &2)

(b) A copy of the minutes of Oakham PCC which indicates their approval. It is item 7.15.03.16 (Attachment 3) (c) A photograph of a similar banner in situ at Westminster Abbey (Attachment 4)

(d) A drawing of the proposed method of fixing (Attachment 5) This will be made by a local blacksmith . It

contains two alternative methods of fixing. One to be drilled into the wall, the second using mounted brackets. We seek the DAC's view on which is preferable.

(e) A proposal for a notice. (Attachment 6, 7 &8) I understand this may be controversial , but the PCC are concenred that the hanging of a banner wit h no explanation will be confusing fo r tourists. The drawing and

photo (Attachment 6, 7) envisage a mounted frame with the first form of words on (Attachment 8) . This

would be in the form of a simple hanging frame. However the PCC also seek the DAC's advice about the

placing of a smaller simpler more fitting memorial in the form of a marble memorial inset into the wall of similar material to the larger memorial which is visible in the first two attachments. We would be open to

the DAC's view on this.

Once we have DAC opinion and a faculty is issued we would want to install this banner for dedication at the County Remembrance Day Service, which would just a few days before the third anniversary of Sir Jock's death.

This is the first fo rm of memorial I have sought to introduce into Oakham Parish Church during the 12 years of my incumbency and I can think of no more fitting occasion to do so .

Oakham Parish Church Minutes of PCC Meeting

held on Tuesday 15th March 2016

Present: Revd Canon L Francis-Dehqani, A Long, A Blackett, S Blythin, Revd Dr D Coad, P Hill, Dr J Ince, P Kinal, A Mathias, R Morris, P Munro, S Page, K Slingsby, M Tomalin, J Tomalin, H Bush, M Churchill, M Nicholls and D Ufton. In attendance Revd O Williams.

1.15.03.16: Opening Prayers

2.15.03.16: Apologies: Revd H Crowther, Dr S Cheverton, J Duffy, D Pattinson and J King.

3.15.03.16: Minutes of the PCC Meeting of 25th January 2016 The Minutes were accepted as a true record.

4.15.03.16: Matters Arising (a) Memorial Garden: The Vicar confirmed that a Faculty was not required for the proposed work on the Garden. (b) Church Clock- Repair & Maintenance: A Faculty was needed for the planned repair and upgrade of the clock. A draft letter to launch the appeal for funds had been produced and would be sent out to potential donors after the APCM. Meanwhile a copy of the draft letter would be sent to all PCC members with these minutes for information. There was already a sum of£ 1 OOO in the fund and the Bellringers promised a sum of £500, for which thanks were given.

5.15.03.16: Finance (a) Accounts for January & February 2016: The Treasurer reported that whilst income was below budget, total expenditure was even better than the current figures indicated. The March accounts would be lower in a number of areas following allocation of Benefice expenses. (b) Final Accounts for 2015: These had been circulated to all PCC members prior to the meeting. Proposed by P Hill, seconded by J Tomalin, approval given nem con that the Accounts be presented to the forthcoming APCM on 24th April.

6.15.03.16: Fabric (a) Fabric Group Report: Items in progress were: south porch roof water leak; repair of sanctuary lamp; Churchwardens' review of fire and evacuation procedures and equipment; boiler project (see below). (b) Boiler Project: The siting of the new boiler(s) was still to be finally approved. A meeting was arranged with the engineer and architect for 24th March. It was hoped the faculty application would be ready for the DAC meeting on 18th April. (c) Flooding-Old School: The Vicar reported that flooding by the Old School had resulted in some digging up of a pathway by Oakham School. This was in an area of burials on Church land and it waspossible that a faculty would be needed. The School had been infonned of the position though there appeared to be some reluctance on its part concening the ownership of the land.

7.15.03.16: GCB Banner-ACM Sir Jock Kennedy The Vicar outlined the proposal for the banner of Sir Jock Kennedy to be laid up in All Saints Church Oakham. Sir Jock, who died in 2013, was a appointed Knight Grand Cross of the Order of the Bath, and served as Lord Lieutenant from 1997 to 2003. It was proposed that the banner should be laid up on the west wall of the south transept. Lady Kennedy had made the request to the Church, it was proposed by A Long, seconded by A Blackett, and passed nem con. A DAC Faculty would be needed.

8,15.03.16: APCM The meeting was reminded of the dateof the APCM, namely at approximately 11.00am after the joint 10.00am service on Sunday 241h April. There would be an election for two Church Wardens, and an election for two members of the PCC as replacements for Dr Jane Ince and Mrs Pat Munro, both of whom were finishing their three-year term of membership. The Annual Report would as usual be available some days before the meetimg.

9.15.03.16: Deanery Synod The Lay Chair reported on the recent meeting when the Revd Guli Francis-Dehqani spoke about curate training. The next Deanery Synod meeting is on Thursday 19th May in Empingham Church, when the subject will be Church Music.

10.15.03.16: Electoral Roll There wereno additions to the Roll.

11.15.03.16: Correspondence There wasno correspondence.
