finest wines as well as a vibrant flower industry has developed. Affordable housing can also be found in the areas in and around Santa Maria, Lompoc, and Buellton, just to name a few. The Pacific Ocean provides an expansive playground, offering every type of water sports activity from scuba diving to sailing, parasailing, seasonal whale watching, sunset cruises, and kayaking. The nearby Santa Ynez Mountains offer hikers and bikers many well-marked trails that begin just a few miles from downtown Santa Barbara.

THE COMMUNITY SERVICES DEPARTMENTThe Homeless Assistance Program is part of the Housing and Community Development Division within the Community Services Department. In addition to the Homeless Assistance Program, this division includes Property Management and Affordable Housing, Grants Administration, Foreclosure Assistance, Landlord Tenant Rights, and other resources.

Other divisions under the Community Services umbrella include Parks, the Office of Arts & Culture, Energy and Sustainability Initiatives, and Library Services.

THE POSITIONThe Homeless Assistance Program Manager is an important leadership position which will administer Santa Barbara County’s homeless programs by monitoring and evaluating program compliance with policies established by the Board of Supervisors, the County Executive’s Office, and the local Santa Maria/Santa Barbara County Continuum of Care. Serving as a liaison between the County, local jurisdictions, funding sources and various public and private agencies, the incumbent will facilitate the alignment and integration of federal, state and local homelessness initiatives and programs, policies, and a wide-range of social services and funding sources. Extensive interface with other County departments as well as other community partners is necessary to coordinate and administer the distribution and utilization of all federal, state and local homeless program funds while ensuring compliance with all applicable laws and regulations as well as established policies. Additionally the incumbent will seek to identify new partners and support an increase in private and philanthropic investment in homeless services and housing.

• Be able to interpret and analyze data in order to draw conclusions about homelessness-related issues, trends, and opportunities to better guide effective strategies.

• Effectively utilize technology to inform and improve systems and processes.

• Be active and participatory in meetings, committees, and conferences while representing the County effectively and positively.

OPPORTUNITIES AND PRIORITIES• Develop partnerships for the development of new strategies to

address the needs of those who are experiencing homelessness, or are experiencing crises that may lead to being homeless.

• Collaborate with stakeholders to develop County-wide outreach strategies to assess service needs; and more effective ways to provide assistance to the homeless community.

• Assess and improve the accuracy and collection of data regarding the number and demographic makeup of the homeless population; oversee the County’s role as HMIS lead agency of the local CoC; share information with agencies engaged in homelessness prevention activities to build and foster potential partnerships and improvements in related service initiative programs.

• Promote a “Housing First” model, working collaboratively to reduce or eliminate upfront barriers to housing.

• Assess and make recommendations on improvements to institutional discharge policies to prevent individuals from being discharged into homelessness.

• Work with service providers and other stakeholders to establish a “No Wrong Door” approach to service provision, wherein the homeless or individuals facing homelessness can receive information regarding available services regardless of which agency they are in contact with.

• Seek grants and oversee funds relating to the County’s Homeless Initiatives.

• Provide training and make presentations on homelessness-related problems, trends and opportunities.

and have sensitive political awareness, to provide clear and concise staff reports, articulate ideas, and talk at the policy level with County leadership to develop new programs, and lead initiatives which will result in a reduction in the incidence and duration of homelessness among community members, and an increase in homeless prevention strategies.

The ideal candidate will be well versed and current on homeless demographics, federal and state priorities, and best practices in homeless service and housing delivery; and able to analyze the strengths and gaps in the regional housing market, government programs, the local homeless service and housing delivery system. The ideal candidate will have in-depth knowledge of the issues of why people become homeless and barriers to exiting homelessness, homeless prevention, and rapid rehousing. This expertise, and how these issues interact with each other, should also spur insights on areas needing change and new approaches to addressing homelessness in the Santa Barbara County region. This position requires someone who is open and approachable, honest, and who has high integrity. He/she will have strong organizational skills with the ability to prioritize, remain calm in highly contentious situations, and be professional and personable.

ESSENTIAL FUNCTIONS• Coordinate and administer County homelessness initiatives, including the

Continuum of Care (CoC) Program, State and Federal programs and their requirements, and Board of Supervisors homelessness strategic priorities.

• Oversee the applications for, and distribution and utilization of federal, state and local funds received by the County in order to reduce homelessness in the County.

• Carry out County homeless program planning, administer grant and other funding sources, and related contracted services. Examples include update the 10 Year Plan to End Homelessness, the HUD Consolidated Plan, and contributions to other housing related planning documents.

• Report to HUD, other funders, the Board, and community stakeholders on progress made on mid- and long-term project milestones.

• Facilitate formulation of a County-wide strategy of coordinated entry and assessment, prevention, diversion, temporary shelter, rapid rehousing, permanent supportive housing, permanent housing, and impact reduction.

• Collaborate with County departments, community partners, and other stakeholders; serve as a resource to community partners regarding program development and regulatory compliance.

• Provide strategic leadership through collaboration and team work to achieve the Department and County’s organizational mission, vision, and values.

• Current trends in governmental responses to homelessness through community development, healthcare, behavioral health, social service, law enforcement, and public assistance programs.

• The services available to assist the homeless population.• Principles and practices of public finance and funding development,

including grant submission, administration and management.• Public sector and/or non-profit experience with an understanding of

organizational structures, procedures, rules, regulations and standards common to public agencies.

• Legal requirements and policies related to the financial administration of county government.

QUALIFICATIONS AND EXPERIENCEDesirable Qualifications • Master’s degree from an accredited college or university in business or

public administration, planning, community or economic development, social work, counseling, communications, or a field likely to provide the knowledge and abilities required for this class is highly desirable.

• Public agency budget and finance, purchasing, human resources experience.

• Project Management Professional (PMP) certification.

Required Qualifications• Bachelor’s degree from an accredited college or university with major

course work in business administration, public administration, planning, community development, social science, behavioral science, biological science, or a closely-related field.

• Five (5) years managing or administering housing or homeless programs for a public or non-profit agency; or behavioral health, health care, social service, public assistance or other programs that served the homeless community, including responsibility for policy development and grant management.

• Experience in providing inspirational leadership, and supervision of skilled staff.

• Government grant programs rely on the use of computer and internet based platforms and databases, therefore candidates must be proficient and comfortable with computer use to perform functions associated with the Homeless Assistance Program.

• Possession of, or ability to obtain, a valid class C California driver’s license.

COMPENSATION & BENEFITSThe salary range for this position is $94,248.68 - $128,718.51 (DOE/DOQ). Salary range includes unit cash allowance of $6,149.26 per year. This salary range reflects the negotiable range for hire.
