7. A letter from the Minister of Social Welfare was received dealing with the appointment of the Welfare Congress for Greater Vancouver. He attached the Terms of Reference for the Congress as well as a list of the members who have been appointed to the Congress. The Congress will number thirteen persons and will have as an advisory group experienced professional personnel from several departments of government and private agencies providing services in Vancouver. They also plan to have useful data from the Welfare Planning Model now being prepared, and his Department, w the City of Vancouver and the United Community Services will make available technical personnel and provide a secretariat for the Congress. 12. A petition was received from residents concerning the condition of Zero Avenue between 184th Street and the Langley border. They are concerned over'the heavy trucks using the road,and the road is in poor condition as a result, and they are also receiving noise and fumes from the asphalt plant in Langley adjacent to Surrey. G. ANY OTHER COMPETENT BUSINESS

1. Alderman Van der Zalm stated that he went with the Delegation from the Regional Chamber of Commerce to meet with the Department of Highways concerning the beautification of Petersen Hill. The Deputy Minister stated that it would be given a high priority. He stated that they will make a plan and estimate the cost and present it to the Regional Chamber and Council.

Alderman Van der Zalm also stated that in regard to 97A Avenue off 176 Street, the owners petitioned for paving of half a road allowance but they did not petition for the storm sewer. A storm sewer is required on the half road allowance and they now wish to have it at the previous rate of $ 1.60 per foot for storm sewers.

The Manager stated that he would report next week on it.

Alderman Van der Zalm also stated that Mr. Erickson of 9966 132nd Street had complained regarding a subdivision in his area and the dirt left on the roads. It was Moved by Alderman Van der Zalm

2 . Alderman McKitka stated that he would like to use the Fine Arts Centre to show a film on drugs either this Saturday night or Friday night, and would like to have $ 1,500.00 to spend for publicity in connection with it.
