INTRODUCTION Ah! So here we are again, back to the same four game series that I initially investigated around this time last year. Readers of the last editorial will immediately note that this was not a pleasant experience. No the games truly suck, but since The Confidential Report was published new amendments have come to light and new story developments as well. This editorial will not be as long as the last one, but will clarify particular points as well as highlight and hopefully rectify some of the plot holes and/or inconsistencies that remain. Furthermore new light will be shone on the games themselves including a further analysis of the mysterious MS-Virus. As a general introduction and the first change, since Resident Evil 5 came out, ideas have changed. However it is now clear that the virus that infects everything in Confidential Report is not the MS-Variant that I theorised but the T-Virus. I had assumed that when in the game the text referred to the experimental virus it meant the MS-Virus. Well upon reflection this was wrong, it naturally means the T-Virus and could even be the airborne version we later see in Code Veronica. This basic error is huge is shifting a lot of theories to have a safer foundation. RE-CAP For newcomers to Project Umbrella it may be beneficial to check out the last editorial I wrote on these games. Check out the editorial link on the main PU page. For everyone else, let’s remind ourselves about this forgotten game series. Firstly, the Confidential Report games are a series of cell phone games developed by Capcom Interactive in 2006. It marks the first new story in the portable games market with the new exclusion being the recently announced Resident Evil: Portable. They were released without any fanfare and it’s simply because they are not worth it. Please read the review and you will see why. Laborious, boring, drab and tedious is kind words to say the least. So why a second editorial? Well as I alluded to the first time round, the story has something going for it. A completely new experience that as I stated previously, I believe adds to the overall mythos and storyline. So is it canon? Well this has been up for debate many a times both on and off the forums. From a personal point of view I think so but in the same breathe I can see why it can be ignored. It is made by Capcom which lends it more credit than

Gaiden can ever hope to achieve, but not made by the main players at Capcom. Its development was handled by a subsidiary at best. Consequently, as has always been the stance it is very much a personal taste decision. Should the timeline ever be done it will be included on it, but in a different colour along with other debateable canon inclusions like the Genesis files. As such in order for specific game play elements within the Confidential Report universe to fit in with the events within Raccoon City, I took some liberties in making them fit. This should always be a consideration when deciding. However as will be discussed, the timings of the events within the series can work, and the liberties come with the duration in which a scenario takes. The only error there is in the four games falls within File #2 and will be reassessed later. So how will this editorial be structured? I had hoped that I would simply pick out the new points that I had noted however, after getting through some of the work it just didn’t work. Splitting the editorial down game by game works, but it will be better now! To begin with though I will go through some new information that isn’t theory based, just the differences that I have uncovered thanks to Ridley from the forums who unearthed ancient archived websites for the game series. This relates to the original Japanese Material and games. So without further ado…

THE JAPANESE VERSION The Characters The four games introduce two new protagonists in the form of Tyler Hamilton and Naomi McClain. Previous these were two sprites on a cellphone screen, but thanks to Ridley’s work we can see some artwork for the characters

What is interesting to note is that these drawings have actually been floating about the internet for some time, but it has always been unclear if it has been fan made or not. Now we have confirmation of the heroes appearance.

The artwork is not entirely limited to the main characters, oh no! As you can see we have artwork here for another FBI agent who had infiltrated the facility. He was able to give Naomi the informants name, “K”. There is also this chap:

An inspection of the title above his picture, and some common sense tells me that this man is not “K” as I had initially believed but more like the Merchant from RE4. He is part of the Arms Studio. This is something that is not available on the English version of the game, and it lends itself to the idea of a gun/ammo trading station. Please also see the two large website pages that will follow this section of the editorial.

Conversations with Ridley about Confidential Report in Japan have been extremely productive. It seems that the never popular anywhere else in the world i-mode system was used for these games. I-mode is a primitive network/internet sharing system where players can log into it and play each other. Effectively WiFi on mobiles before WiFi was available. Biohazard i-Survivor for example is only playable using the service. It never caught on as wireless became the norm. However it seems that i-mode was used, and the Arms Studio man could have played a part. I-Mode however was not limited to just the trading of weapons. It looks like that Confidential Report (at least File #1) anyway was multi player.

Just look at the picture. The end boss of File #1. Nemesis vs Naomi, Tyler and a red head FBI Agent! It’s three player mode! This was not available in the version I know, and shows a marked difference in the versions. Whether the appearance of the red head is canon or not is unlikely as no other agent

is ever referenced in the files, but a great Easter egg and alteration here. There are other slight graphical changes too, but nothing worthy of noting. Please see below for the website where this information has come from.

RESIDENT EVIL CONFIDENTIAL REPORT FILE #1 Introduction File # 1 introduces us to the new faces of Tyler Hamilton and Naomi McClain. Tyler is a rookie RPD cop (aren’t they all) and Naomi is an F.B.I Agent. The game starts if you pick Tyler as him waking up within the Storage Facility that he was guarding and entering the world of survival horror. Naomi meanwhile is on street level outside a local Police Station. Their fates are forever intertwined, and initially Tyler’s mission is to escape, whilst Naomi’s is to rescue FBI Agents and/or informants secretly spying on Umbrella. In-Game Story Newly initiated rookie cop Tyler Hamilton had been assigned guard duty at a certain research facility. His first day on the job turned out to be more than he'd bargained for. It all started with an explosion inside the facility. Meanwhile, FBI agent Naomi McClain was standing outside the police station at the time of the incident. The facility in question was rumoured to be performing secret experiments. She had come to uncover the truth. She had already worked out that the explosion was a ploy to cover the research. The pair battle through the storage facility they meet and exchange information (more detail will be later in the mini-timeline) before both officially encountering the Nemesis. Following this battle, Tyler emerges back at the local police station to find that the city has been barricaded. He takes refuge in the police station. Naomi’s whereabouts are unknown. For timeline discussion please see the other editorial. I still agree with the conclusions I came up with then which in a nutshell were:

The in-game events occurring on September 26th i.e the bomb exploding.

The actual outbreak occurring on the 24th.

Outbreak A theory that I believe came about through News Bot was the idea that there is very much an explanation for the outbreak occurring on the 24th. Readers recall that this is a good date as File 1 is the only source that shows an early Licker infestation. This matches with the Lickers we see in the Hellfire scenario in Resident Evil Outbreak. Consequently it can be deduced that the outbreak at the labs in Confidential Report (and therefore the Storage Facility) occurred a lot earlier than what we see in the game with Tyler and Naomi. (The fact that the whole facility would be infected in a matter of seconds after the explosion was also completely unfeasible.) Previously I had stated that an accident occurred akin to the first Biohazard game, and that was the cause. The scientists tried to stop it and then Leader “A” covered it up with the bomb. This whilst possible was stretching it a bit, and since the editorial was

published on Project: Umbrella a better and in truth the most likely answer arose. Believe it or not Darkside Chronicles plays a key role in this. After looking at some of the pictures and the description of the Storage Facility it was noted that the sewer network runs straight through the middle of it. Is it not feasible that that judging from Birkin’s attack on Hunk’s Team, the rats carrying the T-Virus spread to the Storage Facility infecting the workers there causing the outbreak? I could not believe that I missed this obvious point, which makes a hell of a lot of sense. So

how does Darkside Chronicles help show this theory? B.O.W.’S Lurker Well a “major” point in File #1 was the appearance of the Lurker as noted by Tyler. I theorised that it could be the Lurker or a Zombie Frog. This however was formulated based on the idea that the Lurker was a Progenitor based organism. This has been proved not to be the case. The Lurker is a T-Virus creation, meaning the zombie frogs we see are T-Virus.

And what’s more, it was also an idea that perhaps some survived the explosion at the Water Treatment Facility in Resident Evil Zero. It was a bit of guess, but Darkside Chronicles categorically states that they did with their inclusion in the RE2 scenarios in the sewer network! After actually replaying File 1 I discovered that the Lurker acts as Tyler’s end BOW. I use the term boss loosely, because there is just one. The Lurker though is a tough cookie, and takes some serious Magnum rounds to finish off. Usually 7-8 will do it, much, much tougher than the Zero ones. Also these

Lurkers have the habit of what appears to shake on site, and somehow summon Zombie Dogs!! Due to graphical limitations I assume these dogs are hiding out in the crates, and the calls of a dying Lurker attract them. It’s very odd! This creature acts as the boss for Tyler in File #1. So what can be deduced? Well no doubt the virus spread through the rats for sure, but now we have a more concrete theory regarding how the virus spread. The Lurkers would have found the sewer network an ideal food source, and the workers of the storage

facility, the victims. The spread of the virus from rats and/or Lurkers caused pandemonium which the researchers tried to cover up. Lickers escaped as seen in Hellfire, the bomb is detonated to cover up the MS Virus research. File #1 starts. Zombies T-Virus infected humans. Nothing interesting to note aside from the UBCS Zombies. This was highlighted in the last editorial. Initially dismissed, but then reaffirmed as definitely UBCS. Resident Evil 3 states that the UBCS arrived in Raccoon City long before we first see them with Jill Valentine.

I have dated the in-game events of File #1 as occurring on the 26th September. This is because of the series on mini-timeline. Check out the other editorial for more details on this. So that fits quite nicely, we know the UBCS were in Raccoon by the 26th, and now we have something that shows what a team were up to. Being fed to the lions effectively. So an early mission for the UBCS could have been very likely to reclaim the Labs. The Supervisor’s sent them through the Storage Facility to their deaths, much akin to the standard practice and use of the UBCS. This like all UBCS was just another mission. Licker This has already been touched upon earlier, and generally this has not changed since the first editorial. I will recap the issues here in line with further Project: Umbrella discussions. Regardless if you believe that Licker’s evolve from Crimson Heads or not, there is no denying that the majority of the Lickers in Raccoon City are B.O.Ws and therefore created in the labs. Prior to Outbreak Lickers don’t show up in Raccoon until the 29th, that is until Hellfire crops up. This has been shown to have happened during the “Outbreak” scenario, which is dated the 24th. So there needs to be a source for the Lickers in Outbreak. Escaped specimens from Birkin’s lab is highly unlikely considering how far away the Underground Lab is, so this lab is the most likely candidate. See the last editorial for the location discussion of the Labs/Laboratory. Nemesis My theory remains solid for this one. The Nemesis we see in File 1 and 2 is the same one from Resident Evil 3: Nemesis. The File 1 appearance is before he is set loose on S.T.A.R.S members. All we really know about Nemesis is that he arrived in chains via helicopter akin to T-103’s. We have no date for this so there is nothing to suggest it was not in the city prior to Brad’s encounter on the 28th September 1998.

RESIDENT EVIL CONFIDENTIAL REPORT FILE #2 Introduction The second part of the quadrilogy sees the action shift to a nearby University Campus. The previous editorial theorises on where this location could be. It plays the same as the first game, just in a slighter brighter environment. Other new features include the Leech and Bat and the return of the Giant Spider. In-Game Story It has been two days since the city was quarantined and Tyler has been hiding out at the local police station that he managed to make it to from the Umbrella Storage Facility. Naomi’s precise location during this time is unknown. During the night the police station receives a call from the local University and with Tyler being the sole survivor he seeks out to rescue the student survivors. Naomi intercepts the distress call and figures that an informant could be behind it and seeks out to find him. During the mission Tyler rescues 5 survivors before heading back to the relative sanctuary of the police station. Naomi is also successful in her mission and locates her informant, “S” who provides her with a data disc about the Labs below the Storage Facility which can be used in evidence against Umbrella. I still agree with my old timeline discussion on this file which is that in order to make File #2 fit in with the main Biohazard story line, the in-game description that File #2 takes place 2 days after the city was quarantined is wrong. File #2 takes place 3 days after and starts very, very late on September 28th. Aside from this factor everything else is fine and remains in place. The issues of timing solely come down to the reappearance of the Nemesis and the headache that he creates.

Nemesis (2nd mutation) His very appearance creates problems. There is no doubt that this is the same Nemesis that we encounter in the first game and thus the same one from RE3. Below are the key pictures that you need to see in order to decipher the mystery around the timeline placement of File #2.

The above rather revealing picture shows Jill Valentine at the Clock tower. The time is midnight on September 28th 1998 (thus September 29th 1998) A few minutes after this we know Nemesis shoots down the helicopter then Jill teams up with Carlos to battle Nemesis. Jill infected with the T-Virus, Nemesis badly injured, 2 days pass. The next time we see Nemesis is on October 1st 1998 with Carlos, by then however he has mutated into his second form, losing his limiter coat. This is down to the explosion of the rocket launcher that Carlos shot just after midnight. So where does Nemesis go for two days? Well File #2 provides an answer with this game as evidenced in the second picture. Naomi and Tyler battle Nemesis v2 before he eventually encounters Carlos again at the Clock Tower. That fits on the face of it, however as mentioned there are issues with the dating of File #2 as it cant quite fit in line with the main series vs. the confidential report series. To clarify there is no disputing that by the time the Confidential Report heroes encounter Nemesis it is now the 29th. However this encounter is right at the end of the scenario as he acts as the boss. Importantly the beginning of the scenario starts on the 28th thus, any description of time can still work and is not technically inaccurate.

The opening of File # 2 tells us this:

In relation to the specific events of File #1 no date is specified. All we know is that it is 2 days since the city was quarantined, which Tyler found out once he emerged from the Storage/Research Facility. Raccoon City was quarantined on September 25 1998, hence using this; File #2 takes place on the 27th, which does not work with the appearance of the Nemesis v2. The only option was that this was an error made by the developer’s or even translators. It is supposed to say 3 days. This was the idea that I championed in the first editorial and in truth is the only inaccuracy in the entire series. However, consider this. Consider it is an error and should say 2 days from the explosion and not since the city was quarantined. 2 days from the explosion which occurred on the 26th, means file 2 starts on the 28th which I have said all along. Superb. But is there proof that the opening spiel of File #2 should say explosion and not quarantine? Firstly let’s look at the opening spiels of the next two games: File #3:

Granted it doesn’t say that File #2 is wrong but it’s interesting to note that these sequels have both used the explosion as their starting point and not the quarantine as File #2 does.

Rookie cop Tyler Hamilton is stranded in the quarantined city following the explosion at a mysterious research facility. It was two days since the quarantine was initiated when the distress call made it's way to the police station hotline.

Though isolated in the ruined city, Tyler Hamilton's sense of duty won't allow him to abandon his post. It was three days after the explosion that the police alarm sounded from the local museum.

It's been 4 days since the explosion. With no communication from the outside world, Tyler has become completely isolated. The last communication Tyler got was instructions for all survivors to make their way to the research facility.

Secondly there is this from the Official Capcom Mobile World website.

This is the press release for the American/English release of the game which certainly not concrete proof that the in game time description is wrong; it does add some weight to this idea. Yes, this in itself could be wrong, and the in game writings correct, I am not that ignorant, but when you consider that this press release also cites the explosion just like the following sequels, perhaps there is more to it. A translation of the text from the Japanese games is very unlikely, and even if the English version was accurate, one would still be forced to cite an error in order to make file #2 fit with RE3 based solely on theory. At least with the English version there is some albeit weak material to back up the idea that File #2 takes place on September 28th 1998, very, very late. So what can be concluded? The timeline at the end of the editorial will clear up any issues readers have with what is actually going on. Please take a look at the first editorial for a better understanding of File #2. Effectively this is a tweak that needs to occur if my theory remains intact, and readers should always bear that in mind in deciding if it’s canon or not. However, for such a minor tweak in a series, let’s be honest isn’t the greatest is fairly minor, and with that tweak everything else fits, and so many other questions from the main series gain some notoriety.

“Confidential Report File 2 is the second part of this all new series from the highly

successful Resident Evil franchise and takes place two days after the explosion at

the Research Facility. Tyler and Naomi receive a call from a local University and

realize that it was a message from an informant. Can you save them in time? Come

face to face with new monsters and locations in this.” thrilling second file as you

try to discover more about the confidential report.

RESIDENT EVIL CONFIDENTIAL REPORT FILE #3

This remains fairly self contained and I do not have anything to add to this scenario. It takes place 3 days after the explosion, which happened on the 26th, meaning this scenario starts on 29th September 1998. Which is the same day that File #2 ends, but there could be up to 12 hours time difference between the two scenarios. Something that I failed to point out in the last editorial, that the final boss for Naomi in this game are two Hunter B.O.W.S. As with most creatures in this series it is the MA-121 model as seen in Resident Evil Zero. In truth the pair are not a difficult boss as they do not have the summoning ability that others seem to have as an annoying gamplay device.

RESIDENT EVIL CONFIDENTIAL FILE #4

Introduction The final game in the series, and where all the action kicks off. Like the previous games it plays identically, with the action switching to the Special Laboratory B – labs underneath the Storage Facility from the first game. New features include the appearance of the Eliminator BOW as well as 2 Nemesis who serve as the final boss for the saga. In-Game Story It’s been 4 days since the explosion at the research/storage facility thus making it the 30 September 1998. It is late night on this day, as the majority of the action takes place on October 1st 1998 because the two heroes escape just as the city is about to bombarded, which we all know happens at around dawn on the first of October. The pair explores the labs separately. For Tyler quite why he is there is unknown really. Naomi on the other hand is on the cusp of finding the evidence she needs to bring Umbrella down, proof of their illegal activities. During the exploration Naomi encounters Project Leader, “A” who as it turned out to be the only main researcher not to cooperate with the FBI. It was he that set off the bomb to cover up the research. During Tyler’s exploration becomes infected (see below) before he escapes the laboratory with Naomi through the labs evacuation tunnel just before they are bombarded and destroyed. The pair are then rescued and escape the doomed city in time.

Infection During Tyler’s mission he accidently stumbles into a room. Upon entering a warning claxon goes off and he is told that he is infected with what is known as the Matchless Soldier (MS) Virus. There will be a significant discussion on this later in the editorial. But for this stage, this is the virus that “A” and the other scientists were working on. Initially in the previous editorial I came to the conclusion that this was the main cause of the outbreak. However I was shocked upon reassessment of the files, at no point does it ever say this. This makes a billion times more sense as it is clear that this is your bog standard T-Virus outbreak. Therefore ignore all the MS-Variant bollocks from the first editorial! So how does this leave Tyler with his infection? Well for starters this room is certainly the lab test room, and it appears from the information that the scientists developed an airborne version of the virus, akin to the later developed airborne T-Virus version seen in Code: Veronica. Whether or not the MS-Virus is actually finished and ready for weaponisation remains unclear, but what is known is that Tyler is infected. Following this revelation and using the clues from diary extracts Tyler has to choose one of two vaccine’s. M Vaccine or J Vaccine. M Vaccine is the correct one, and cures him of the infection that he has, and he manages to escape the city. Previously, using the theory that the MS Variant was predominantly T-Virus based, I had suggested that Tyler chose the wrong vaccine and turned to a zombie and died. Since then however, I have come to the conclusion that even though Tyler is never ever coming back to any future game, he should survive and is meant to survive. Tyler taking the wrong vaccine is purely a plot ploy and non canonical. Much like either Chris or Jill being captured in first game. This never actually happens, and nor does Tyler taking the wrong vaccine, so as such the results of what happens if he does take it is not canon either.

Bombardment Another surprise in this series was the fact that through File #4 Project Leader A talks about the city being bombarded. Well without repeating myself too much, he is of course referring to the destruction of Raccoon City. Now in the game, he talks about the lab being targeted specifically and not one all encompassing nuke as what did happen. That is until the Outbreaks turned up and said that the city was bombarded as well. Theories have gone around the forums and instead of writing off Outbreak ending videos (for both File 1 and 2 remember) it is likely that before the nuke was

detonated, the Angels from Outbreak File #2 went out and bunker bombed specific targets. This was the theory before Confidential Report was ever looked at in this much depth. It can bee seen in the video and in the picture too. Confidential Report merely confirms this theory. Before the nuke came the bombardment taking out specific targets including Special Laboratory B from this game.

B.O.W.S Eliminator

Since last time, there has been great debate on Project: Umbrella regarding the origins of the Eliminator in terms of infection. It was assumed that the creatures were Progenitor based organisms, which is what I worked with when theorising their presence in File #4. I came to the conclusion that these Eliminators were not Progenitor but used the same art design or something like that. Well it turns out that I was right and wrong at the same time. Due to translation errors of that file, we now know that Eliminators along with Lurkers and Plague Crawlers were all T-Virus creations after all. This means that my

hypothesis that these Zombie Monkey’s were T-Virus was right, although I took a wrong method in getting there! Now it can be said with ease that these were simply test monkey’s that either escaped in the carnage or were subsequently infected following the outbreak. Regardless it means less headaches and less theorising as we have facts on the creature’s background now. There is also the Über Eliminator which you can see in this picture: A somewhat larger variant of the monkey beast. Most likely to test out the virus and form key experiments before human testing could begin. A formidable foe and acts as Tyler’s final boss in the chapter and therefore series.

Nemesis Reappearing as the final boss is not one, but two Nemesis as shown by the picture below. I will freely admit after this was drawn to my attention thanks to the screen rips from Ridley, panic stations were hit, how can this be explained?

Well as it turns out – fairly easily. A lot of this information has been regurgitated from the previous editorial, but in the context of this scenario I feel it is important to repeat it. The answer lies with the original Nemesis Report as translated by xfactor many moons ago. It states that in the development of the Nemesis, a total of four versions were created.

Nemesis T-Type I was killed due to a failure;

Nemesis T Type II was the main Nemesis sent into Raccoon City;

Nemesis T Type III & IV were deemed failures as they had limited intelligence.

Their fate however remains unknown. Well look above and we indeed to have two Nemeses, is it not feasible that these are the two missing Tyrants? It’s possible, and in truth the only way the series now works in conjunction with the overall mythos. And before anyone can mention the Survivor 2 Nemesis on Rockfort – that one is made in America, check out the Survivor 2 files on the site. So it does work extremely well I think and answers question that whilst no one was asking, again like so much information in this series really does contribute. Canonicity update: Since writing this section the validity of this theory has been thrown into doubt by the emergence that perhaps the Nemesis report is not canon after all. This is arguably a matter of opinion, and whilst it is freely accepted that it comes from a Chinese strategy guide, that doesn’t automatically mean it’s non-canon. Regardless if my hypothesis that these two Nemesis are Type II & IV, it is clear that there are two extra Nemesis in the city. Seeing as the whole game series is debatable canon anyway, what difference does another debatable source make? In my mind none whatsoever.

No-where does it say in the official canon that only one Nemesis was sent to Raccoon as far as I am aware. Sure one is stalking STARS and Carlos, but importantly there is nothing to say that only one went. The Nemesis (from RE3) is often referred to as “the Nemesis”, and the nemesis was sent to eliminate Jill etc. but it fails to say only one Nemesis was created to be sent to Raccoon. Perhaps I am clutching at straws here, but I don’t see why the Nemesis Report should be considered non-canon. It doesn’t contradict anything, adds to the storyline and is widely accepted as being canon. As a final point, isn’t it worth thinking for a minute here about the very decision to actually have two Nemeses in the final chapter. Clearly these games are based on main series games (Zero in particular) with the addition of the Nemesis. Surely it would make a lot more sense if the final boss of the game would have been Nemesis V3? This following on from the fact that in File 1 we have mutation 1, file 2 mutation 2 and, yea, a gap in File 3, but why go back to the first mutation again? Seeing the Nemesis in the final form would be obviously the most logical finale? But no. This is not the case. Instead we have two Nemeses. Why do the developers do this, as mentioned it makes little sense, unless of course they were privy to the Nemesis Report and the existence of the other Nemesis? Speculation of course, but it does raise questions on the decision here. Perhaps not as random as perhaps it seems…

Conclusion That concludes the analysis of the four individual games. I would refer you to the old editorial for more details on the other B.O.W.s in the game, the specific locations and other trivia from the series. Obviously some theories have been surpassed with this latest editorial but generally it does show what the games are all about. All of what I have explained are facts in accordance with the games own parameters. With the exception of the date error from file #2 all of the above is proved within the game. I have fluttered ideas around including the lickers and the Nemesis. Remember whilst these are drawing parallels with other games, they themselves are facts from the games. So for example, I theorised that the lickers in the game were the same ones from the Hellfire scenario. This can’t be proved, but factually, there are lickers from the labs that then appear in the university and museum showing an infestation. Compare that to Hellfire that has very early lickers in Raccoon City. Unlikely to be the Birkin Lab lickers, some may be natural, but here we have a possible cause. It is a connecting the dots exercise that has always been at the heart of Project: Umbrella. Looking at it from a legal point of view (I am lawyer by trade, it cannot be said that the lickers here are the hellfire ones, or the Nemesis are the missing ones beyond reasonable doubt. I accept that, but on the balance of probabilities (the UK civil ratio) then they are. At the end of the day, it doesn’t matter if that and the other theories are correct or not. I have presented facts from the game that just so happens to fit in with the established mythos and canon and in the circumstances not only fit but also manage to back up and even enhance particular questions and points that we have been debating for years. Is it coincidence? Is it purely speculative? This is for your opinion and thought processes to decide. A lot of work went into these little games, and a lot of work has gone into to mimicking at least, the events from Raccoon City. Confidential Report shows early lickers, shows the last two Nemeses, and shows the bombardment like Outbreak. I repeat my earlier comments, coincidence? Hmm, who knows?!! I say this because Confidential Report is a rare breed of portable game with an original storyline. Effort has clearly gone in with files, storyline, game play etc. Contrast this to Resident Evil: Assault the Nightmare a new story for sure, but oh dear is it clear it is meant to be non-canon. You don’t know who you are, what you are doing in a random castle, who you are rescuing, why you are rescuing, what caused the outbreak, where is the castle? Etc. All this is simply not answered and it shows with this first person shoot ‘em up.

This cannot be said with Confidential Report, and with so many subtle and will stress subtle links to the main story arc, it has to be considered in line with the big boys of the series. Just because it is on a rubbish platform doesn’t mean it shouldn’t be excluded. This is a Capcom game after all.

THE MATCHLESS SOLDIER VIRUS

The source of all the research in the laboratory and something that Tyler himself becomes infected with. Below is another substantive look at the MS Virus. I have looked at this again for a few reasons. Firstly, the MS-Variant idea that was discussed previously was incorrect. Secondly Tyler’s infection with the virus, and thirdly, Resident Evil 5 came out. So looking at the first two issues together, yes I was wrong with the MS-Variant idea but despite this, elements of my theory were true – namely the fact that the MS-Virus that Tyler is infected with is not the complete version. Indeed this version of the virus is the mouse version as shown in this diary:

One can assume that a mouse version either literally refers to an animal stage of development or as a prototype perhaps similar to the early T-Virus statistics from Wesker’s Report II. If though, we look at this file:

So it looks like perhaps actually does mean to a mouse version tested on mice of the MS-Virus. Regardless it shows whatever “A” and his team were doing, significant steps had been made but the virus was not quite finished yet, it was flawed for human use, or in other words the administration of the virus would not produce the Matchless Soldier. So what is the MS Virus and what were the goals and ambitions? The answer lies in the christened name for the virus – to create a matchless soldier, a soldier that is incomparable to any other on earth.

How was this to be achieved? This can be answered by looking at the title of a research paper that Tyler discovers:

The virus appears to awaken a non death cell which then has the desired effect of creating the matchless soldier, as it stops the host from dying. Through the administration of the complete virus (which as we can see from the files is no there yet) one would create an army of theoretically invisible soldiers. Doesn’t this sound somewhat familiar? Indeed it does inquisitive reader, and this was my main theory from the last editorial. Last time I had proposed the rather radical idea that the virus that is being developed in this game is in fact the same virus Albert Wesker uses before he is impaled by the Tyrant T-002. Soon after Resident Evil 5 came out some had already dismissed my theory on this subject citing that RE5 proved that the theory simply does not hold up next to the new information that the fifth game provided. So what do we know about the fabled Wesker Virus. All the information that will now be replicated is from certainly canon sources, direct from the games themselves: We know that Wesker Virus is an experimental virus developed by Lord Spencer in an attempt to select out the compatible Wesker Children. The virus originated from the Progenitor Virus, where a similar selection process was used on the tribal kings of West Africa using the Sonnetrappe Plant where Progenitor Originates. This is new information from Resident Evil 5. Spencer believed that using the virus from Sonnetrappe, he could create super intelligent, super strength servants to him in a twisted scheme of creating himself in a God figure. However as I have stated, many of the Wesker Children would die from taking the virus, as they were not compatible. The virus would be given to various Wesker’s at some point during their lives, and in this case, Albert’s date of destiny was to be July 1998.

After contacting William Birkin, he obtained a sample in the “mutation stocks” and gave it Wesker before his mission to betray both STARS and Umbrella. Birkin had some knowledge of the virus, and noted the following:

This tells us that the virus has as far as Birkin is aware been tested on animals at some point and even then the chances of a successful rejuvenation is 70%. If you actually stop and look at this Virus Memo and compare it with what we know of Sonnetrappe and Progenitor, there are aspects that even these two canonical sources don’t really seem to be on the same page. This memo suggests that the virus is widely used by Umbrella, but RE5 says it is for the use of the Wesker Children for selection purposes. On the face of it, they don’t really match. One really has to push the boat out to connect the dots, and that’s from two canon sources.

The sample you have been given is from one of the mutation stocks. It possesses a unique characteristic. It should be injected into the host at least 5 minutes before needed. The results are almost immediate, but they do require a few minutes too completely take effect. Even in death, as long as some portion of the host remains, the virus can reconstruct the rest of its body and bring it back to life. During this process, there is a brief period where the host appears, for all intents and purposes, dead. In experiments with animals, 70% of the subjects grew more powerful as a result of this resurrection. Their muscular and circulatory systems for exceeded those they possessed in life. This virus has been designed to conquer death. 20% came back to life, but with none of the beneficial side-effects present in the primary group. The remaining 10% remained dead. In other words, there was a 90% revival rate. The virus has not been used on a human yet, but that is soon to change. I'm not sure how this will help, but I'm sure you will put it to good use! My theory last time, and as I write this it is the first time I have reviewed it, it’s clear that my theory from the first editorial at the time was solid. (Remember this was pre Resident Evil 5). The information from Confidential Report with the non-death cell to create soldiers etc. really did match up with the Virus Memo which at the time was the only source of information regarding the Wesker Virus. So has anything changed? Yes, and no really. I still believe that there are similarities between the MS Virus and the Wesker Virus, however more now than ever, in order for that theory to work or at least be acknowledged, more dependency is placed on Birkin’s Virus Memo. Without the Memo, I can’t really see my theory being championed. Wesker Virus is a specialist virus for Wesker’s effectively, why develop it any further? However with the Virus Memo we see clear evidence of some else stemming out of the Progenitor and Wesker Virus. We see animal testing, we see combat data really, and percentages. We see an attempt to mass produce the virus. This is how my theory ends and has evolved from last time. Is the MS-Virus an attempt by Umbrella to mass produce the effects of the Wesker Virus on a population? We have direct evidence from the Virus Memo that the Wesker Virus wasn’t exclusively used on Wesker’s. Indeed animals have been tested. This is canon. So does this show that Spencer or Umbrella had expansion plans with the Virus? Did Spencer commission a top secret team to build on and expand the Wesker Virus? Was Spencer’s comment that “all was lost with Raccoon City” add more weight now? Certainly the effects of the virus, as seen in the Memo, are similar. Rejuvenating people, combat death, super strength etc. The link and clues are there to suggest that the two virus’ are connected. Similarly, what about the actual state of the Wesker Virus? Can it be said for certain that it was in fact complete? We know it was used for selection processes, and indeed the majority of the Wesker Children died, but is it not a bit of an inconvenience that you have to die first before the compatibility test shows and brings you back from the brink? Surely a finalised version of the Wesker Virus would work upon immediate administration without the need to die or later to require booster shots of PG47 A/W to stabilize the virus. And we know it was experimental. In other

words, the Wesker Virus that Albert uses, is not complete, is not ready, is a mouse version? Is the mouse version of the Wesker Virus the same as the mouse version of the MS Virus? Both shown to be either incomplete or have flaws, some catastrophic really and both with similar goals as well. Is it not feasible that Spencer wished to rectify this problem so that all people would see him as god, and be his servants? And does Spencer’s comment that “all was lost with Raccoon City” suddenly add even more weight now and make more sense? I know I’m floating ideas about here, and I appreciate that many will disagree. For me, whilst Resident Evil 5 did actually resolve the problem with the Wesker Virus being perfect and superior to the T-Virus by having the virus as unique etc, it doesn’t quite kill off my theory.

The Virus Memo remains solid canon, and shows the Wesker Virus was being tested on elsewhere. As mentioned this on the face of it goes against even RE5. I failed to pick up on the mouse version of the virus last time, but I feel it adds some validity to my arguments. I would love to hear some more thoughts on this. Please comment in the forums people!

A second theory is that the virus (no matter how it originated) was used to create the UT cleaners from Resident Evil Survivor. Here we actually see a genetically engineered BOW army which the files from CR hint at, but fails to combat death like the files suggest. Again however one can use the mouse version as being incomplete to forward that theory by suggesting by the time the city was nuked; only disintegrating soldiers could be created not non-death soldiers.

Timeline

For everyone’s sanity and ease of understanding and if you haven’t been cross referencing the first editorial (tut tut!) I have compiled an extensive timeline extract covering all four entries into the saga as well as other possible semi-canon inclusions. The timeline will be written as if it was part of the Project Umbrella main timeline. As such, and as will always be the key with the confidential report games, the in-game actions will be coloured differently representing the debateable and semi-canon status that these and other mobile games attract. Key: This colour font = canon This colour font = semi canon/debatable canon 23 September 1998 USS operative HUNK leads his team to the Umbrella Underground Facility to retrieve the G-Virus that researcher William Birkin had developed. Birkin is shot, T-Virus spreads through rats etc… (you all know this bit) The Nemesis T-Type II and T-Type III & IV arrive in Raccoon City from Umbrella Europe ready to be deployed into the battlefield to wipe out remaining S.T.A.R.S members. All three are temporarily stored at the Special Research Laboratory B situated within the city. 24 September 1998 AM: As the infection slowly spreads throughout the city many of the lab workers and the storage facility above are infected by the T-Virus. The sewer network flows through the heart of the facility, and it was only a matter of time before the rats carrying the virus as well as Lurker B.O.W.S infected the researchers working there. During the pandemonium many of the viral experiments including Lickers from the Research Lab escape the confines of the underground facility and begin to populate in the Storage Facility above. The facility itself had been under surveillance from the F.B.I who had managed to persuade many of the key personnel to defect, and supply the bureau with incriminating evidence. “S” a researcher and informant, notes in his diary: “The lab is finally under investigation. I've prepared a data disk to give the FBI in exchange for my personal safety. I plan to hand it over myself...” The events of “Outbreak” and “Hellfire” occur.

25 September 1998 AM: Rookie cop, Tyler Hamilton starts his shift guarding the Storage Facility. He sets himself up in a small room near the back entrance seemingly unaware of the accident that has occurred within the facility and the impending perils outside. Meanwhile an FBI Agent has infiltrated the facility with the mission of rescuing informants. However communication between the agent and the FBI is lost. Following the continuing infection plaguing the city, Raccoon City is quarantined. PM: In the Laboratory Project Leader “A” is formulating a plan to cover up his research into the MS-Virus having discovered that some of his colleagues have betrayed him by supplying the FBI with their findings. “A” plans to detonate a bomb that he believes will cover up his work. Meanwhile the defecting researchers, “K”, “S” “M” and her husband make also make plans to escape the laboratory. “K” Notes in his diary: “Only “A”, the project leader, has turned down the chance to cooperate with the FBI. He said he'll blow the place up and escape. It might be hard to get out with the lab mice.” “M” also notes in her journal: The mouse version of the MS virus and its vaccine are complete. My husband has asked me to prepare samples to give the FBI. There's not much time before A's bomb goes off... 26 September 1998 The U.B.C.S. are deployed to Raccoon City. A unit is sent straight to the Research Facility for unknown purposes. AM (early) “A’s” bomb is detonated sending a devastating explosion through the entire facility. Tyler is knocked out as the walls around him collapse. The back entrance is blocked up as Tyler soon discovers that he is trapped inside the facility. At the same time having lost contact with the FBI Agent, Naomi McClain, herself an agent leaves a local police station having felt the bomb beneath her feet. Taking on her lost colleague’s mission Naomi enters into the facility through a manhole cover in the street. Tyler begins his mission to get back to the police station in one piece, but after descending the ladder he soon discovers the extent of the infection. Zombies, infected guard dogs and Licker B.O.W.s litter the storage facility. Using only his trained survival skills, Tyler begins to battle through the hoards of the undead. At the same time, Naomi also discovers in her mission to rescue the informants and agents that the facility is infected with Zombies. She also battles through the facility.

As Tyler continues his escape, he encounters the first survivor, an FBI Agent. Confused, Tyler asks the unknown Agent what is going on. The response is simply classified, and the Agent leaves Tyler to his own devices. He soon hears gunfire in the distance unsure as to its origin. As Tyler edges closer to an escape route, he encounters Naomi in one of the main halls of the facility. Tyler enquires about the route to the police station. Naomi warns him of the dangers, and advises Tyler to stick with the underground route. Tyler informs Naomi that he had encountered another survivor, another FBI agent during his travels. Both encouraged by each others news, the pair continue their journey separately. Naomi continues to explore the facility and notices human footprints and shells left behind by the USS soldiers sent to eliminate the informants. Unsure of their intentions she quickly discovers the extent of the USS’s mission. The FBI Agent had been mercifully shot by the Special Forces in cold blood and left for dead. The Agent upon seeing Naomi calls out to him and with his last breath mutters to her that there is a memo, and that an informant’s initial is “K”. The Agent then dies slumped against the wall. Having taken the memo, Naomi tracks down K’s I.D card. An essential piece of information as it says rear entrance facility on the tag. The care is one aspect in bringing a case against Umbrella and she sets about to locate him. Meanwhile as Tyler continues he finds mucus footprints and the early T-Virus experiment, the Lurker. Having battled through that monstrosity, Tyler locates the emergency escape ladder up to main street level. Naomi however having also located a secret rear entrance, where she believes K is hiding is about to flea when she is confronted by the Nemesis. A fierce battle ensues but Naomi is able to temporarily hold back the B.O.W. and escape up a nearby ladder. In the next room she finds “K” who had during the commotion nearly fled the facility. K informs her that the other three informants are hiding in the city having escaped the labs earlier. The events of Resident Evil 3: Nemesis begins. (Late) Umbrella Researcher, known only as “S” had been hiding out in Raccoon University. Knowing that the FBI would be looking to find him, he

instructs some of the surviving students to send out a distress call to the nearby local police station hotline. After this, “S” tells the student to evacuate the university as soon as possible. The distress call makes it way to the police station where Tyler Hamilton has been hiding out. Picking up the signal believing there to be survivors, Tyler heads off to the university. Meanwhile FBI Agent Naomi McClain also intercepts the call and realises that one of the informants is behind it. She like Tyler journey’s to the university to continue her mission. As Tyler enters the building he figures that it was unlikely that a student would call a police hotline number so believes that there may be more survivors than initially thought. The whole building has been infiltrated by the undead, leeches and infected bats. He soon discovers a student survivor in dormitory room 102, after a brief exchange, Tyler is informed that he knows of four other students hiding in other dormitories in the university. Meanwhile Naomi, at the other end of the university quickly discovers the USS soldiers have made their way to the university presumably on the same information that an informant is hiding there. She finds some footprints and calls out near the lecture theatre. A student voice responds by telling Naomi of an underground passage in a nearby dormitory. She takes the instructions and heads to the passage. Tyler enters dormitory room 103 and locates another student who had been in contact with the informant when the distress call was made. Aside from avoiding the USS soldiers and further exploration of the university, Naomi calls out in another room from behind a door. It was another student survivor. Naomi instructs him to stay put and await rescue. Looking in the next room (104) Tyler finds another student in hiding from the undead masses. The student tells Tyler that two other students fled underground via the manhole cover in the courtyard. With this tip off Tyler heads off to the courtyard. Naomi then encounters a scared, hysterical individual. After calming him down, Naomi continues his journey. 29 September 1998 (Midnight) After ringing the bell at St. Michael’s Clocktower a rescue helicopter is in sight. As the chopper comes into land, the Nemesis launches a rocket, destroying the machine. During the subsequent encounter in the courtyard Carlos fires his assault rifle at the rocket launcher wielding creature

causing the weapon to explode. After infecting Jill, the Nemesis is badly injured and trudges off, away from the Clocktower. Once again Tyler and Naomi cross paths during their respective missions. The two passed notes with Tyler telling the agent that he was at the school because of the distress call. Naomi aware of his mission tells Tyler that she had heard a voice by the lecture hall. Meanwhile Tyler enters the underground passage and rescues another student survivor who tells him that another student had ran off towards the lecture hall. Tyler heads off to find the individual. Whilst searching the library, he uncovers secret blueprints of the dormitory and sees that there is a hidden room in the lecture room. Naomi is still on the hunt for the informant but is having little luck. Having further explored the university she enters a room where the Nemesis, having being severely damaged by Carlos, has lost its limiter coat and mutated accordingly. She battles the enraged beast rendering temporarily disabled before escaping from him. Naomi enters a small dormitory where a hidden door is concealed on the floor. Naomi calls out, but fails to get a response. However after mentioning the word data disc, “S” responds and is rescued and gives her the data disc containing substantial evidence of Umbrella’s activities in the Special Laboratory B. Meanwhile Tyler continues to the room where he was told a voice was heard. In the main lecture hall however he is stalked by a Giant Spider B.O.W. Tyler is however is able to defeat the arachnid and enters the secret room and rescues the final student. With that, Tyler calls it a day and heads back to the police station. Naomi, having successfully completed her mission leaves the university grounds. A few hours later in the Raccoon City Art Museum, Umbrella researcher’s codenamed “M” and her husband, who have been hiding try to safely secure keys and evidence, lose one another amongst the hoards of the undead and other B.O.W.S. In a bid to attract the attention of the FBI, M’s husband opens up a safe in the vault. As a result the police alarm rings from Raccoon Art Museum. Tyler unable to resist his sense of duty sets off to rescue any survivors. Naomi who just happens to be resting in the building next door, can’t help but hear the museum alarm and figures that an informant is likely to be behind it. She sets off to uncover the truth. She arrives at the museum and quickly realises that the USS soldiers have changed their stance to an indiscriminate massacre of any survivor. Naomi explores the museum to locate her informant. Tyler arrives at the museum and instantly realises the alarm came from the second floor. He makes his way through the central exhibit room and upwards towards the second floor vault. Whilst investigating the surrounding area,

Tyler encounters M although he is unaware of this fact. Startled, Tyler called out to her, but she ran away dropping a vial in the process. Continuing to explore the Museum, Tyler encountered a member of the USS team that have been targeting informants. Having never met one before, Tyler enquired with the soldier about the vial that he had found. The unnamed soldier, having heard what Tyler had discovered began acting strangely and hastily departed. Naomi and Tyler once again encounter one another during their respective missions in the attic of the museum. Tyler reports to Naomi about his meetings with the USS soldier as well as M, described as white lab coat wearing women. Naomi realising that he had met her informant, warned Tyler that he should leave fearing that the soldiers could turn their attention to him. Upon hearing the news that Naomi’s informant was still alive, she left Tyler to locate her. Tyler continues to explore the museum and encounters another white coat wearing individual. M’s husband upon seeing the police officer flees the scene. Tyler figures as he approaches the vault he could have been the individual who set off the alarm but had no time to quiz him. After returning to the museum’s main level it didn’t take Naomi long to secure “M” hiding in one of the museum’s toilets on the main level. However she has yet to locate her husband so Naomi sets out to the vault to find M’s Husband. In the bathroom, “M” leaves behind a rock sample. Naomi takes the sample to a nearby bust which upon insertion a gold safe key is revealed. With the key safely collected, Naomi heads to the vault. Meanwhile turning the corner Tyler enters the vault only to find that M’s Husband had somehow disappeared. He discovers the source of the alarm as one of the safes had been open. Making her way to the vault back in the attic, Naomi is attacked by two Hunter B.O.W.S. Using all her experience; she is able to stop the creatures from killing her. Tyler exits the vault only to encounter a mutated centipede B.O.W. After a lengthy battle Tyler leaves the gallery and see’s that M’s Husband had been shot dead by one of the soldiers. Horrified, Tyler quickly realised that the soldiers had began a program of indiscriminate killings. Naomi enters the vault to find it empty. Upon investigation of the second safe, she unlocks it with the key obtained earlier. Inside is a sample of the virus left by “M” and her husband. Realising that the source of all the madness lies at the Research Facility, Tyler make his escape from the museum and heads back to bomb site.

With the sample and the data disc secured, Naomi realises that she still needs some form of finished product and heads back to the Research Facility to secure the last piece of the of the puzzle. The events of Resident Evil 2 begin 30 September 1998 (late) Tyler and Naomi independently head back to the blast site and the Research Facility in an attempt to find the clues they are both looking for. Tyler receives a call calling for all survivors to gather at the facility and enters through the main entrance. He soon discovers that place is in ruins and overran with B.O.W.S. However upon arrival, Tyler unbelievably encounters a researcher still alive and talking to himself. He sees Tyler and is equalled amazed at seeing another survivor. The scientist tells Tyler to escape immediately using the evacuation tunnel before running off into the labs. Meanwhile, Naomi arrives first above the facility where she finds an emergency ladder leading down to the labs. She encounters Eliminator Type B.O.W.’s before descending the elevators further into the laboratories. Tyler continues onwards and as he reaches the main elevator room, sees that the researcher has been brutally attacked, and has collapsed on the floor. Tyler rushes to his aid, but can only tell him in a dazed and confused state that the bombing has begun, you must escape”. The scientist then dies in Tyler’s arms. 1st October 1998 Having just witnessed the death of the researcher, Tyler meets with and exchanges notes with Naomi. She confirms that the bombings will begin very soon and gives Tyler an ID card that she had acquired and tells him to make his way to the evacuation tunnel. Naomi though needs to find the evidence she needs and heads off to locate the Special Research Laboratory B to uncover the truth. She further explores the labs and comes across diaries of three of her informants; however it is not enough to be used in evidence. Meanwhile heeding the advice of Naomi, Tyler attempts to locate the evacuation tunnel. He enters the room key to his exit plans but as he tries to open the door a warning claxons go off. The MS-Virus has leaked – contamination high risk. Administer the vaccine immediately. Tyler listens in amazement and he realises that the virus is all around him, and that he is now infected. Acting quickly, Tyler searches and finds two vaccines and accompanying notes. Tyler administers the “M” vaccine and is cured of the effects of the virus.

Naomi however has located a secret door that leads directly into the Special Research Laboratory B. Upon arrival, she is greeted by Project Leader “A” who has had a change of heart. He runs at the agent carrying a whole host of evidence that can be used against Umbrella. As “A” leaves the room to collect more evidence, Naomi hears a gunshot. She enters the next room and sees that Nemesis T Type III & IV are waiting for her. After disposing of these Nemeses she finds “A’s” corpse in the corner of the room. The USS soldiers have assassinated “A”. Having escaped the virus room, Tyler reads the title of the notes that he is clutching and reads that the research at the facility was called the Matchless Soldier Research of the Non-Death Cell. With little time to read it, Tyler heads off to the evacuation tunnel. However he suddenly encounters one of the labs biological weapons. A much larger, tougher Eliminator variant. Despite the death of “A” Naomi has the evidence she needs, and worried about the time, makes her way to the exit. After a brutal exchange with the Eliminator, Tyler manages to down the simian and he makes it to the Evacuation Tunnel. He is quickly joined at the exit by Naomi who is pleased to see him alive although she fears for his safety and recommends that he is placed in F.B.I protective custody. (dawn) The pair leave the facility, just as the bombing by the Angels begins. They escape by unknown means, but are rescued nonetheless. Shortly after the bunker bombings, Raccoon City is wiped off the map with a nuclear bomb killing all 100,000 inhabitants. Mid October 1998 Naomi begins to collate her evidence that she has gathered from her ordeal so that it can be presented to prosecutors and the media. However before anything is published, the US Government step in and stop all investigations into the laboratory and the killings by the USS soldiers. The entire affair is classified as Top Secret and is closed. With little to show for her hard work, Naomi McClain hands in her resignation at the F.B.I.

And that’s it folks! Hope you enjoyed it, the timeline is a little more thought out than before and fleshes out good aspects of the storyline. As a side note the fate of “M”, “S”, “K” and the five rescued students are unknown. It is likely that the students died, but also likely that the informants were saved somehow. I will end by saying that once again it has not been enjoyable playing through these games, but somehow worth it. You are now free to make your own minds up about these games and their place in the Resident Evil mythos.
