develop a comprehensive and integrated network of bicycle ways that connect Adelaide, North Adelaide

and surrounding suburbs to provide safe and convenient access to workplaces, services, shops, leisure

activities and bus, train and tram services.

Strategic Plan: Liveable – Plan and deliver priority walking and cycling routes throughout and beyond the

City and Park Lands, including provision of East-West and North-South cycleways and connections.

Consultation

Engagement has been undertaken with the community on general bikeway typologies and design ideas.

No specific consultation has been undertaken yet for the East-West Bikeway.

It is Council policy to consult with adjacent owners/occupiers in relation to changes to on-street parking.

Legislation requires that Council consults with the community in relation to new street tree planting.

Resource $5.5m joint CoA and State Government funding as part of the City Bikeways Funding Deed.

Risk / Legal / Legislative

There is a risk that the required changes to traffic and parking arrangements will cause concern to some

members of the community.

Legislation requires that we consult with the community in relation to new street tree planting.

Opportunities

There are opportunities to enhance the street environment (trees, landscaping, footpath, lighting etc.) to

complement the bikeway.

There are opportunities to reduce the crash rate and improve road safety outcomes.

▪ The minimum width required

for a city street with a bikeway

is 16.6 metres.

▪ The three route options were

compared against the

minimum street width that is

required for a city street.

▪ The existing street width

(between kerbs) of the Pirie-

Waymouth street corridor is

13.5 metres, which is not

sufficient to accommodate the

16.6 metres required for a city

street with a bikeway.

▪ The Pirie-Waymouth street

corridor was therefore

eliminated from the selection

process.

PEOPLE RIDING BIKES

Connects to:

» Beulah Road Bike Boulevard to Norwood

» Angas/William local streets to Norwood

» West Terrace Bikeway

Closer to more bike riding destinations in

the city (workplaces, shops and

entertainment).

Connects to:

» Angas/William local streets to Norwood

» Grant Avenue to Burnside

» West Terrace Bikeway

Reconciliation Plaza is closed during major events in

Victoria Square, which would require an alternative

route for bike riders during these times.

PEOPLE WALKING

Some footpaths may be widened when the

bikeway is introduced.

Safety outcomes could improve if uncontrolled vehicle

turns are better managed.

The changes to the street required for the bikeway/bus

stop interfaces may reduce footpath widths in areas.

PEOPLE IN CARS

Generally configured to include two traffic lanes in

each direction during peak times and off-peak

parallel parking (apart from the section between

West Terrace and Morphett Street (western end)

which would include one lane of traffic in each

direction and parallel parking at all times).

Remain as two (2) traffic lanes in each direction at all times

PEOPLE USING

PUBLIC TRANSPORT

No bus routes

20 bus stops (serving around 5,000 passengers a

day) would be redesigned and reconstructed to

accommodate the bikeway, with some impacts.

PEOPLE IN

DELIVERY VEHICLES

On-street loading arrangements during peak periods

where off-peak only parking is provided would need to

be negotiated as required.

On-street loading would be permitted at various

locations all day.

The complex loading arrangements at Central Market

would be difficult to integrate with the bikeway.

PEOPLE RIDING BIKES

Currently approximately 380 people riding bikes per day

along corridor

Closer to workplaces of more city commuters

Around 80% more end of trip facilities for bike riders in

buildings adjacent to Flinders and Franklin streets than

along Grote and Wakefield streets

The bikeway is generally wider than on Grote – Wakefield.

Currently approximately 260 people riding bikes per day

along corridor

People who ride bikes will be delayed as they will be

required to give-way to bus passengers boarding/alighting

at 20 bus stops

The bikeway will be narrower at each interface with a bus

stop.

PEOPLE DRIVING CARS

Lower traffic volumes (approx 50%) than Grote and Wakefield

streets, resulting in fewer drivers that need to adjust to the

bikeway and less potential conflicts between bike riders and

motor vehicles.

Remains as two (2) traffic lanes in each

direction at all times

PEOPLE USING PUBLIC

TRANSPORT

There are no scheduled metropolitan bus services that use the

corridor.

Approx 5,000 daily bus passengers that board/alight at 20

bus stops would need to adjust to new bus stop/bikeway

interface

16,000 people on buses on this street could be impacted

by the new street layout.

PEOPLE IN

DELIVERY VEHICLES

Lower volumes of heavy vehicles than Grote and Wakefield

streets (approx 20% of the volumes on Grote and Wakefield

streets)

On-street loading would be permitted at various locations all

day.

The complex loading arrangements at the Central Market

would be difficult to integrate with the bikeway.

LOCAL WORKERS

Approx 12,000 workers currently located on the corridor Approx 6,000 workers located on the corridor

ROAD SAFETY

There have been 16 crashes in the last five (5) years for every

1,000 vehicles that travel along the street each day.

There have been 13 crashes in the last five (5) years for every

Flinders-Franklin Grote-Wakefield

Positives

Provides a low-stress and comfortable experience for people riding

bikes by:

▪ providing a route that is closer to where people want to go

▪ has fewer interactions with motor traffic and bus passengers

▪ better connects to low-stress bike routes in the inner-suburbs,

particularly to the east

▪ provision of a wider bikeway for most of the route

Significant potential for:

▪ improved safety for all street users

▪ future commercial/residential development along the route

▪ increasing trees and landscaping

▪ creating a more consistent experience for people driving cars

The generous street width would allow the bikeway to be

installed whilst retaining the median and two traffic lanes

in each direction and parallel parking at all times.

Significant potential for increasing the number of trees

and landscaping.

Negatives

Will have impacts to on-street parking by:

▪ changing all angle parking to parallel parking

▪ providing parking during off-peak times only on some sections

Is likely to have impacts to existing on-street dining areas

Is likely to impact on some existing uncontrolled right turn accesses

to/from Flinders-Franklin streets

Provides a lower level of service for bike riders due to:

▪ delays waiting for passengers boarding/alighting at bus

stops

▪ a route that is further from most of the places that they

want to go, in particular workplaces and shopping.

Will have impacts to on-street parking by changing all

angle parking to parallel parking.

Requires 5,000 bus passengers a day to interact with the

bike riders, creating more potential for conflicts between

these user groups.

Based on this analysis the Flinders-Franklin corridor would provide a lower stress and more comfortable experience for bike riders which better

connects to established and developing bike routes in inner-suburbs. It would have a lower impact on motor vehicle traffic and bus passengers

and there are significant opportunities to improve safety and streetscape outcomes.

Officer

EXECUTIVE SUMMARY:

It is the recommendation of the Chief Executive Officer that the public be excluded from this Committee meeting

for the consideration of information and matters contained in the following Agenda Items:

Strategic Alignment – Smart

9.1 Ten Gigabit Adelaide Update [s 90(3) (b) & (d)]

Strategic Alignment – Liveable

10.1 O-Bahn City Access Project - Bus Stop Changes [s 90(3) (j)]

The Order to Exclude for Item 9.1 and 10.1:

1. Identifies the information and matters (grounds) from s 90(3) of the Local Government Act 1999 (SA) utilised

to request consideration in confidence;

2. Identifies the basis – how the information falls within the grounds identified and why it is necessary and

appropriate to act in a meeting closed to the public; and

3. In addition identifies for the following grounds – s 90(3) (b), (d) or (j) - how information open to the public

would be contrary to the public interest.

ORDER TO EXCLUDE FOR ITEM 9.1: THAT THE COMMITTEE:

1. Having taken into account the relevant consideration contained in s 90(3) (b) & (d) and s 90(2) & (7) of the

Local Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017 resolves that it is necessary

and appropriate to act in a meeting closed to the public as the consideration of Item 9.1 [Ten Gigabit

Adelaide Update] listed on the Agenda in a meeting open to the public would on balance be contrary to the

public interest.

Grounds and Basis

This Item contains commercial information of a confidential nature (not being a trade secret) the disclosure of

which could reasonably be expected to confer a commercial advantage on a person with whom the council is

conducting business, prejudice the commercial position of the council and prejudice the commercial position

of the person who supplied the information and confer a commercial advantage to a third party.

Public Interest

The Council is satisfied that the principle that the meeting be conducted in a place open to the public has

been outweighed in the circumstances because the disclosure of this information will result in release of

information which is ‘commercial in confidence’.

2. Pursuant to s 90(2) of the Local Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017

orders that the public (with the exception of members of Corporation staff who are hereby permitted to

remain) be excluded from this meeting to enable this meeting to receive, discuss or consider in confidence

Item 9.1 [Ten Gigabit Adelaide Update] listed in the Agenda, on the grounds that such item of business,

contains information and matters of a kind referred to in s 90(3) (b) & (d) of the Act.

ORDER TO EXCLUDE FOR ITEM 10.1: THAT THE COMMITTEE:

1. Having taken into account the relevant consideration contained in s 90(3) (j) and s 90(2) & (7) of the Local

Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017 resolves that it is necessary and

appropriate to act in a meeting closed to the public as the consideration of Item 10.1 [O-Bahn City Access

Project - Bus Stop Changes] listed on the Agenda in a meeting open to the public would on balance be

contrary to the public interest.

Grounds and Basis

This report includes commercially confidential information provided by the Department of Planning, Transport

and Infrastructure (DPTI) in relation to the development of the O-Bahn City Access Project - Bus Stop

Changes. This confidential information relates to costs and timeframes including the construction schedule of

the Project which may have commercial implications to stakeholders. This information and the concept plans

have been provided to Council in confidence by The Department of Planning Transport and Infrastructure

who have requested that this information remain confidential.

Public Interest

The Committee is satisfied that the principle that the meeting be conducted in a place open to the public has

been outweighed in the circumstances because the disclosure of this information may result in release of

information prior to the finalisation of ‘commercial in confidence’ negotiations between the proponent and

their suppliers and may materially and adversely affect the financial viability of the proponent in relation to

contract negotiations which on balance would be contrary to the public interest.
