Every person who wishes to ply as a waterman in any port, must ma.ke a.pplication in writiug to the Harbour Board for a license, such applicatiol1 to he conntersigned hy two rospectable residents in the said port, who sh'1.11 testify to the applica.nt's respectttbility. 'l'his "ppliea.tion, if for tL renewal of "license, must be Rent in not lesd than fourteen days before the first of July in eMil. year, hut may be sent in at any time for a new license.

The Post Olliee is not, by htw, responsiblo for any loss or inconveniunce which may arise from the non-delivery, mis-sending, or mis-delivery of any letter, book, or other postal pncket (eyen if the packet bo registored); nor is the Post O~c? responsible for any injm-y which a pncket may sustain dming its lrnnslUlsslun.

To guard against such injury, all postal packets which 111'0 likely to sufi'er from stamping or from great preSSUl'e, should be placed ill strong covers; and cven with this precaution no fragilo article should be sent through the Post.

No information can be given respecting letters which pass through a Post Ollico except to the persons to wholll they arc addressed; and in no othor way iti official inforlllation of a pri vato character allowed to be made public.

Postmasters are not allowed to retUl'n any letter or othel' packet to the writer 01' sender, 01' to anyone else, 01' to delay forwarding it to its destination accOl'iling to the address. even though a request to such effect ue written thereon.
