Assuming this basis of fact, it seems desireable, as you are not likely to overtake Price, and are in danger of making too long a line from your own base of supplies and reinforcements, that you should give up the pursuit, halt your main army, divide it into two corps of observation, one occupying Sedalia, and the other Rolla, the present termini of Railroads; then recruit the condition of both corps, by re-establishing, and improving, their discipline and instruction; perfecting their clothing and equipments, and providing less uncomfortable quarters. Of course both Railroads must be guarded, and kept open, judiciously employing just so much force as is necessary for this. From these two points, Sedalia and Rolla, and especially in judicious co-operation with Lane on the Kansas border, it would be so easy to concentrate, and repel any army of the enemy returning on Missouri from the South-West, that it is not probable any such attempt to return will be made before, or during, the approaching cold weather. Before spring the people of Missouri will be in no favorable mood to renew, for next year, the troubles which have so much afflicted, and impoverished them during this. If you adopt this line of policy, and if, as I anticipate, you willPage 2 see no enemy in great force approaching, you will have a surplus of force, which you can withdraw from these points and direct to others, as may be needed, the railroads furnishing ready means of re-inforcing these main points, if occasion requires. Doubtless local uprisings, for a time, will continue to occur; but these can be met by detachments, and local forces of our own, and will, ere long, tire out of themselves. While, as stated at the beginning of this letter, a large discretion must be, and is, left with yourself, I feel sure that an indefinite pursuit of Price, or an attempt, by this long and circuitous route, to reach Memphis, will be exhaustive beyond endurance, and will end in the loss of the whole force engaged in it. It is intended, therefore, to leave a considerable margin for the exercise of your judgement & discretion. ``The main rebel army (Price's) west of the Mississippi, is believed to have passed Cedar county, in full retreat upon Southern Kansas & the Indian country, leaving Missouri almost freed from the enemy, excepting in the South-East of the State. business all the consideration I could today; and am much impressed by the prospects it offers. . . . Blair, Sr., seems also to have been called upon for an opinion, for in a lengthy and favorable report Blair recommended that Henry T. Blow, U.S. minister to Venezuela, be sent to Chiriqui to examine the premises for the government (F. P. Blair, Sr., to Lincoln, November 16, 1861, ibid.). Although the Blairs went so far as to prepare an order assigning Captain Ambrose Thompson (son of Ambrose W. Thompson, who headed the Chiriqui Improvement Company) as military escort for Henry T. Blow and an order detaching a vessel from the fleet for the purpose of conveying him (Francis P. Blair, Jr., to Montgomery Blair [December, 1861?] ibid.), Lincoln seems not to have followed their recommendations. The Chiriqui project was held in abeyance until April, 1862.

Order Retiring Winfield Scott from Command [1]Executive Mansion, Washington, November 1, 1861. On the 1st day of November, A.D. 1861, upon his own application to the President of the United States, Brevet Lieutenant General Winfield Scott is ordered to be placed, and hereby is placed, upon the list of retired officers of the Army of the United States, without reduction in his current pay, subsistence, or allowances. The American people will hear with sadness and deep emotion that General Scott has withdrawn from the active control of the army, while the President and a unanimous Cabinet express their own and the nation's sympathy in his personal affliction and their profound sense of the important public services rendered by him to his country during his long and brilliant career, among which will ever be gratefully distinguished his faithful devotion to the Constitution, the Union, and the Flag, when assailed by parricidal rebellion. Annotation[1] AGO General Orders No. 94, November 1, 1861. General Scott's retirement had been delayed since August 9, by the president's request. Although Scott's physical infirmity was the reason given the public for his retirement, McClellan had long been in disagreement with his superior, and on August 8 wrote him a letter which Scott deemed an insult. Scott's letter to Cameron of August 9, indicated the nub of dissension as follows: ``McClellan has propagated, in high quarters, the idea expressed in the letter before me, that Washington was not only `insecure,' but in `imminent danger' . . . . I am confident in the opposite opinion. . . . Accordingly I must beg the President. . . to allow me to be placed on the officers' retired list. . . .'' (DLC-RTL). On August 10, Lincoln asked McClellan to withdraw his critical letter and requested Scott to withdraw his resignation. Scott wrote to Cameron, August 12, that he still wished to resign because of his conviction that McClellan intended to maintain an attitude of insubordination: ``The original offence given to me by. . . McClellan. . . seems to have been the result

of deliberation between him & some of the members of the cabinet, by whom all the greater war questions are to be settled---without report to, or consultation with, me. . . .'' (DLC-RTL). [2] A preliminary draft of this paragraph, in the handwriting of Salmon P. Chase, is as follows: ``The President avails himself of this occasion to express to Lieutenant General Page 11Scott his profound sense of the important services rendered by him to his country during his long and brilliant career; among which a grateful people will ever especially distinguish his faithful devotion to the Constitution, the Union & the Flag, when assailed by parricidal rebellion.'' Remarks to Winfield Scott [1]November 1, 1861 GENERAL: You will naturally feel solicitude about the gentlemen of your staff, who have rendered you and their country such faithful service. I have taken that subject into consideration. I understand that they go with you to New-York. I shall desire them at their earliest convenience, after their return, to make their wishes known to me. I desire you now, however, to be satisfied that, except the unavoidable privation of your counsel, and society, which they have so long enjoyed, the provision which will be made for them will be such as to render their situation hereafter as agreeable as it has been heretofore.

Fitch (18571861) as brigadier general. Lincoln's endorsement follows that of Cameron recommending the appointment on condition that Fitch ``. . . raise three more regiments, independently of those being organized by the Governor.'' Fitch was appointed colonel of the Forty-sixth Indiana Infantry, November 1, 1861, and served until August 2, 1862.

Of several persons bearing the name, this James Lawrence has not been positively identified, but Dr. Ira Russell was surgeon in the Eleventh Massachusetts Infantry, and Dwight Foster was attorney general of Massachusetts. Colonel Charles Devens of the Fifteenth Massachusetts Infantry was made brigadier general of Volunteers, April 15, 1862.

Order Approving the Plan of Governor Gamble of Missouri [1]November 6, 1861 This plan, approved with the modification that the Governor stipulates that when he commissions a major-general of militia it shall be the same person at the time in command of the United States Department of the West, and in case the United States shall change such commander of the department, he, the Governor, will revoke the State commission given to the person relieved, and give one to the person substituted to the United States command of said department.
