QUALIFYING EDUCATION AND EXPERIENCEA Bachelor’s degree from an accredited college or university is required. An advanced business related degree is a plus. This position requires 10 years of experience in a senior security management position including three to five years of experience in a significant security and/or emergency management leadership

role. Combined public sector and private sector corporate security experience is desirable. Experience with a large utility or enterprise is an added plus.

LADWP Leadership will work in concert with Ralph Andersen & Associates to reserve the right to determine the best combination of education and experience required for the Director of SEM.

COMPENSATIONThe salary for this position is within an established annual range of $187,606 to $233,083. Placement within the range will be dependent upon the qualifications and experience of the selected candidate. In addition, LADWP offers a comprehensive and generous benefits package including retirement (requires long-term vesting). LADWP may offer relocation assistance to the selected candidate.

THE DEPARTMENT OF WATER AND POWERThe Los Angeles Department of Water and Power (LADWP) is a highly visible proprietary department of the City of Los Angeles established more than 100 years ago to deliver reliable, high quality, and competitively priced water and electricity to the residents and businesses of the City. The utility is governed by a five-member Commission. Ms. Marcie L. Edwards, General Manager, provides leadership to a staff of 9,500 and a combined annual budget of $6.4 billion. LADWP operations are financed solely by the sale of water and electric services. Capital investments are funded through a combination of revenues from operations and the sale of tax-exempt bonds.

LADWP is the largest municipal electric utility in the nation: servicing an area of over 460 square miles, providing domestic water service to nearly 700,000 connections, and maintaining in excess of 1.2 million electric customers. The LADWP maintains more than 7,100 miles of water pipelines and 100 water reservoirs, imports 50% of its water from the Eastern Sierra region of California, obtains 15% of its water from local groundwater pumping, purchases approximately 35% of its water from the Metropolitan Water District of Southern California, and owns and operates water filtration and treatment plants in the Southern California region. The LADWP also owns and operates electric generating facilities located within and outside the City, participates in joint generation and transmission facility ventures throughout the western United States, is expanding into other areas of California and the west to obtain renewable power resources, and maintains approximately 17,000 circuit miles of electric transmission and distribution lines. The LADWP also operates an extensive fiber optic network within the greater Los Angeles region to assist in managing its water and power operations. This fiber optic network is made available to outside entities through lease agreements.

THE SECURITY AND EMERGENCY MANAGEMENT DIVISIONLADWP’s Security and Emergency Management (SEM) Division is responsible for security and emergency preparedness programs and measures for the protection of LADWP’s physical assets, employees, and customers. With a 2015-2016 total budget of $50 million ($2 million capital equipment and projects; $48 million operating budget), the SEM Division has over 275 staff assigned to secure over 50 facilities in the Los Angeles Basin, coordinate emergency preparedness, conduct investigations, patrol various facilities, and administer contract security.

THE POSITIONThe Director of Security and Emergency Management is an at-will management level position reporting directly to an executive level manager. This position will have the full authority to lead and manage at the highest levels in order to direct the development of comprehensive security and emergency management strategies, programs, and measures to assess and mitigate risk. The Director will also focus on improving continuity of operations, and safeguard LADWP’s physical assets, employees, and customers. In addition to representing LADWP before elected officials as well as Federal, State, and local agencies on security issues, the Director of SEM develops relationships and partners with high-level law enforcement, intelligence, and utility industry (municipal and investor) counterparts to evaluate risks, share intelligence information, and recommend programs and controls to protect LADWP’s infrastructure. Specific responsibilities include:

• Advise and recommend a wide variety of security strategies in a variety of areas to ensure the uninterrupted flow of commerce; advise executive management on all security, emergency management, and business continuity issues;

• Direct staff in identifying, developing, implementing, and maintaining security processes, practices, and policies throughout the organization to reduce risks, respond to incidents, and limit exposure and liability in all areas of information, financial, physical, personal, and reputation risk;

• Research and deploy state-of-the-art technology solutions and innovative security management techniques to safeguard the organization’s assets, including intellectual property; establish appropriate standards and associated risk controls;

• Oversee and direct subordinate staff involved with intelligence, security, investigations, and emergency preparedness for LADWP; through subordinate managers, coordinate and implement site security, operations, and activities to ensure protection of executives, managers, employees, customers, stakeholders, visitors, etc., as well as all physical and information assets, while ensuring optimal use of personnel and equipment;

• Oversee homeland grants activities including seeking grant funds, development of grant proposals, and administration of grant-funded programs; and
