THE CITY GOVERNMENTThe City of Brookings operates under theCouncil-Manager form of government, which was adopted in 1999. A Home Rule Charter City, under South Dakota Law, the City is governed by a mayor and six council members, all elected at-large for three year overlapping terms. The City Manager serves as the Chief Administrative Officer of the City and is directly responsible to the City Council for all day-to-day operations, the financial condition and practices of municipal government and selects, appoints and directs all departments of the City.

The current City Manager has been with Brookings almost 10 years and has over 27 years of professional city management experience. The City operates with a leadership team of 13 department directors in a collaborative and open environment where people work together across departments striving to provide excellent customer service. The City has two collective bargaining units represented by the International Brotherhood of Teamsters, one of which includes police department staff. Current contracts expire in January 2019 and a positive labor-management environment exists within the City.

THE DEPARTMENTThe Brookings Police Department is committed to providing exceptional public safety services, preserving life and property, and enhancing the community’s overall quality of life. The department’s values are: community engagement, transparency, accountability, and developing partnerships with other law enforcement agencies, citizen groups, business community, the public school system, South Dakota State University, and others.

The department has a total budget of $4.5 million and 48 full-time employees covering patrol, investigations, E-911 dispatch/communications, and animal control. Four part-time employees assist with animal control, parking enforcement, and vehicle/equipment maintenance. The department maintains an active Police Reserve force of 13 Reserve Officers. The E-911 Dispatch Center is a city-county combined system dispatching for five law enforcement agencies, nine fire departments, and five ambulance responders.

THE DEPARTMENT CONT.The department’s current structure includes the Chief, Assistant Chief, two Patrol Lieutenants, one Investigative Lieutenant, one Communications Commander, four Patrol Sergeants, one Investigative Sergeant, and 25 Patrol Officers. Additional civilian staff include: two administrative/records staff, one Evidence Technician, and eight dispatchers. One Animal Control Officer manages the Animal Control Unit. Many personnel have specialized public safety duties such as school resource, K-9, SRT, firearms training, vehicle/equipment maintenance, parking enforcement, drug task force, and others.

In 2016, the department responded to 11,601 logged reports, citations, and tickets. The E-911 Dispatch Center responded to just under 80,000 calls for service from the public and other agencies. Crime arrest records for 2016 were 8,959 for traffic, 98 for property, 366 for alcohol, 320 for drugs, and 100 for crimes against persons.

THE POSITIONThe Chief of Police is an executive management, at-will position selected by, and serves at the direction of the City Manager. The Chief is part of the City Manager’s Leadership Team. The new Chief of Police will need to be experienced, respectful, honest, ethical, and possess the highest levels of integrity and professionalism and capable of building a strong rapport with elected officials, fellow department heads, general public, local organizations, outside agencies, and most importantly, departmental employees.

PRIMARY DUTIES INCLUDE:• Manage all police functions and formulate/maintain policies and procedures for the department.

• Advise the City Manager and other appropriate public bodies on matters of public safety to ensure the proper and efficient operation of the Police Department and overall safety of the City.

• Prepare and submit an annual department budget request as directed by the City Manager and administer the budget throughout the fiscal year. Maintain/control expenditures in accordance with the budget.

• Performs departmental planning and oversees the function of departmental staffing and supervision.

• Administer the Police Dept., Animal Control, and firearms range facilities, and ensure the proper care and disposition of all property assigned to the Police Department.

• Serve as a liaison with County, State and Federal agencies involved in law enforcement matters and maintain a cooperative and effective working relationship with other criminal justice systems such as prosecution, courts and court services and detention facilities.

• Represent the department before civic groups and public functions.

• Ensure compliance with policy directives, resolutions and ordinances approved by the City Council, South Dakota Codified Law, Federal Regulations and Guidelines.

• Work cooperatively and effectively with other entities to mitigate emergencies or public safety threats such as fire departments, ambulance providers, county emergency management personnel and other state and federal EMS responders.

• Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Institute and implement operational changes as needed.

• Personnel duties include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

• Oversee the coordination of activities and performance of all personnel in the department, E-911 Dispatch Center, Investigations, and the Animal Control Unit, to include special assignments, including but not limited to: K-9, SRO, FTO, SRT, and gun range.

• Maintain cooperative and effective working relationships with Sheriff’s Department, University Police Department, Highway Patrol, and other law enforcement jurisdictions.

• Responsible for researching supply and equipment needs for the department, including preparation of specifications for purchases and procurement of equipment and supplies.

QUALIFICATIONS,EDUCATION AND

EXPERIENCE

The Chief is expected to possess the competencies identified in this candidate profile. Additional qualifications include:

• Bachelor of Science Degree in Criminal Justice or related field and a minimum of ten (10) years progressive responsible experience in law enforcement including management/ command level experience of at least five (5) years preferred. Previous experience in Police Administration in a municipal setting desired.

• Master’s degree and Advanced Law Enforcement Training are preferred.

• Successful completion of a senior executive-level police academy such as FBI National Academy, Northwestern School of Police Staff and Command, etc. preferred.

• Demonstrated ability to assume responsibility and discretion in decision-making and supervision of subordinate personnel which impact the daily operations of a full service law enforcement agency.

• Experienced across all functional areas; patrol, support services, investigations, and other specialized units.

• Extensive knowledge of principles, policies, codes, laws and statutes relating to law enforcement operations required. Applicants with prior law enforcement related budget preparation experience preferred. • Ability to successfully pass an extensive criminal background and credit history investigation.

• Certified law enforcement officer in the State of South Dakota or able to obtain certification as required under the South Dakota Law Enforcement Standards and Training Act within six (6) months of hire date.

• Articulate with ability to demonstrate good communications skills both orally and in writing.

COMPENSATION ANDPRIMARY BENEFITS

COMPENSATIONAnnual salary range of $84,223 to $113,702. Starting salary dependent upon credentials, experience, skills and education.

RETIREMENTParticipation in South Dakota Retirement System (SDRS); 8% payroll deduction matched with 8% employer contribution.

HEALTH/LIFE INSURANCECity provides 85% of premium for all levels of coverage under a group health plan, 75% of single premium is paid towards all levels of dental and vision plans, and 100% for group life insurance.

LEAVE TIMEEmployees earn 6.67 hours/month for the first five years of service and increases with each five-year increment of years of service toward vacation. Sick leave is earned at 12 hours/month. Exempt employees have 10 paid holidays.
