THE CITYYuba City, with a population of just over 65,000, is located 41 miles north of the state capitol, Sacramento, at the crossroads of Highway 99 and Highway 20, in the central part of the Sacramento Valley. Nestled between the famous Sutter Butte Mountain Range and the picturesque Feather River, the City of Yuba City is the social and economic hub for the 170,000 people that live in the Yuba-Sutter area.

Bounded on the east by the Feather River and on the west by the Sacramento River, the Yuba City area offers an abundance of recreational, hunting and fishing opportunities. Uncongested lakes provide a wonderful opportunity for boating and water-skiing enthusiasts. The Sutter Buttes, dubbed the smallest mountain range in the world, are a beautiful backdrop for Yuba City.

Yuba City serves as the county seat for Sutter County and is in close proximity to the City of Marysville, which serves as the county seat for Yuba County, and home to Beale Air Force Base. Both cities resulted from the Gold Rush, with a stream of miners coming up the Feather River by steamboat.

Yuba City offers an outstanding combination of quality-of-life attributes including affordable housing, friendly people, quality schools, a great climate, safe community, excellent recreational opportunities, and proximity to major metropolitan areas.

Founded in 1849, Yuba City has developed through the years as a growing community and serves as the retail and service center hub for the surrounding area. The economy of the area is based on agriculture, food processing, lumber and wood products, medical offices and government, including Beale Air Force Base.

Yuba City offers small-town events where you will likely run into your friends, neighbors and co-workers. A huge event for the City is the Sikh Parade, which attracts a large crowd every year to view the parade and participate in the numerous associated activities. The Certified Farmer’s

Market offers locally grown fruits, vegetables, flowers and baked goods from May to October.

In the Yuba City Unified School District, eighteen schools serve the students, faculty and parents. Private educational institutions, as well as a community college, provide a well-rounded educational

opportunity for Yuba City residents. In addition, California State University, Chico, California State University, Sacramento, and the University of California, Davis are within 45 minutes of the City and provide additional options for higher education.

Even with the growth Yuba City has seen over the years, it has retained its “small town” feeling which makes it a great place to live!

THE ORGANIZATIONIncorporated in 1908, the City of Yuba City is a full-service general law city that operates under a Council-Manager form of government. The mission of the City of Yuba City is to anticipate and provide for the needs of the community through quality service, innovation, and leadership for today and in the future. The City Council is made up of five members who are elected at-large, serving four-year staggered terms. The Council selects the City’s Mayor and Vice-Mayor each year. The City Council appoints the City Attorney. Both the City Clerk and City Treasurer are elected. There are five Commissions: Planning, Parks and Recreation, Economic Development, Senior, and Youth that advise the City Council on specific issues.

The City Manager is the City’s top appointed position that is directly accountable to the City Council. The City Manager reports to, and receives direction from, the Mayor and City Council. The City Manager is responsible for providing direction to the departments to carry out the mission, goals and work program of the City Council.

The City adopts an annual fiscal year budget and is financially stable. As a full service city, including Police and Fire, the 2020-2021 general fund budget is $45 million with $59 million in Capital Improvement Project appropriations including grant funds for projects. The enterprise funds, water and wastewater, have a 2020-2021 combined budget of $30 million.

The City has approximately 300 full-time employees in Police, Fire, Public Works, Community Services, Development Services, Finance and Human Resources. The seven department heads report directly to the City Manager. Three of the department heads (Fire,

Development Services, and Finance) were recently appointed to their position. The four remaining department heads (Police, Public Works, Community Services, and Human Resources) have a combined 83 years of city experience with department head experience between seven (7) and twelve (12) years.

THE POSITIONThe City Manager receives policy direction from the City Council in planning, organizing and directing the overall administrative activities and operations of the City; advises and assists the City Council; represents the City’s interests with other levels and agencies of government, business interests and the community at large; and exercises direct supervision over management, professional and clerical staff. Responsibilities include the direct and indirect supervision of executive service, managerial, professional, technical, contracting, and clerical personnel. Essential duties of the City Manager include, but are not limited to: prepares and submits to the City Council annual reports of financial and administrative activities; keeps the Council advised of financial conditions, program progress and present and future needs of the City; develops, plans and implements, with Council participation, City goals and objectives as well as policies and procedures necessary to provide municipal services; approves new or modified programs, systems, administrative/personnel policies and procedures; directs the development, presentation and administration of the City budget; prepares and oversees the financial revenues and expenditures and makes mid-year corrections; appoints, trains, motivates and evaluates employees including discipline and termination.

oversees the enforcement of all City ordinances and the Municipal Code; monitors all contractual agreements with vendors and contractors; confers with residents, taxpayers, businesses and other individuals, groups and outside agencies having an interest or potential interest in affairs of City concern. The City Manager also responds to and resolves difficult and sensitive citizen inquiries and complaints; represents the City in the community and at professional meetings as required; attends all City Council meetings and directs the preparation of City Council agendas; coordinates City activities with other governmental agencies and outside organizations; performs other or related duties as assigned.

THE IDEAL CANDIDATEThe City of Yuba City seeks a City Manager with the skills in exceptional interpersonal relationships, communication, and diplomacy. The City Manager should have the expertise to work with City Council and staff to achieve City Council’s goals and priorities. This requires being open to new ideas, valuing staff, and listening to different opinions other than his/her own. It requires strategic thinking, the support and understanding of performance based culture, the ability to set and communicate a vision, the ability to hold staff accountable, and to be a positive team builder while empowering others to collaborate and solve problems. This position requires courageous and transparent decision making in the face of various interests, contrary opinions, and beliefs.

With the COVID-19 pandemic, this is a critical time financially as revenues are reduced while expenditures and staffing needs continue to grow among the lean City departments. These times require the City Manager to work closely with the recently appointed Finance Director to ensure long-term financial stability while balancing the needs of the organization. The City Manager should be fiscally conservative and capable of understanding and developing businesses within the community. This includes providing fiscal oversight and accountability of the City’s

combined $134 million dollar budget as well as expertise in budget development, revenue forecasting, and grants/loans.

The City has a total of eight bargaining units along with unrepresented staff in Confidentials and Department Heads. The City values positive working relationships with the bargaining units and unrepresented staff. The ideal candidate must have experience with collective bargaining, the negotiations process and laws, and developing and maintaining bargaining unit relationships.

The City Manager should communicate and keep the entire City Council informed of all issues and hold themselves accountable to ensure accurate communication occurs routinely with all of City Council. The City Council should be confident that the incoming City Manager will establish and implement their goals and priorities effectively.

The City Manager should have experience in: organizational change, conflict resolution, interpersonal relationships, the development of staff, creating organizational stability, and consensus building. Additionally, the City Manager should appreciate and value the diversity within the City and community. The ideal candidate will understand work-life balance and will advocate for staff when needed.

The City Manager will engage with community leaders and value connecting with community organizations, business owners and other government leaders. The candidate needs to participate in local events and build community presence. The ideal candidate must have an interest in working with local and regional leaders for the benefit of the Yuba-Sutter area and partnering with other interests to develop Yuba City. The ideal candidate will have skill and experience in business development and will continue to move the City in a positive direction by providing clear direction to staff, engaging and building relationships with the business community, and bringing a broad perspective to further economic development.

The City is looking for a leader who will work with City Council and staff to move the City towards the future in a proactive, thoughtful way. This leader will remain friendly, courageous, calm, and steadfast through the challenges and demands of being a City Manager.

EDUCATIONA Bachelor’s degree from an accredited college or university with a major in political science, business or public administration or closely related field. A Master’s degree in public administration or related field is highly desirable.

EXPERIENCETen (10) years of increasingly responsible municipal or closely comparable administrative experience, including significant administrative and personnel management responsibilities, five (5) years of which is at the executive management level.

THE COMPENSATIONThe annual salary for the City Manager is up to $204,996, dependent upon qualifications and experience. The City of Yuba City offers a competitive compensation and benefit package including:

Retirement – New employees into the CalPERS retirement system: 2% @ 62 formula. CalPERS classic members: 2% @ 55 formula; employees pay 7% of the CalPERS employer contribution rate. The City contributes 2% of annual salary to deferred compensation but does not participate in Social Security.

Health – Full-family medical insurance, dental, and vision coverage or cash-in-lieu, life insurance, flexible spending, and retiree health plan benefits.

Leaves – Sick Leave, Vacation, Long-Term and Short-Term Disability, and Administrative Leave.
