The Ministry of Urban Development (MoUD) has designated IRADe as

the Centre of Excellence (COE) in the area of Urban Development and

Climate Change as well for the Ministry of Housing and Urban Poverty

Alleviation. Since 2008, the COE-IRADe is engaged in addressing the

issues related to urban development and climate resilience in India.

IRADe is rendering support to national, state and local government in

the areas of urban development and climate change.

IRADe — The Centre of Excellence (COE)

The study developed climate vul-

nerability profiles for 20 JnNURM

cities. This is to assess the climate

change induced risk of the cities

including various hazards such as

cyclones, storms, floods and

droughts in the context of climate

change and infrastructure needed

for resilience. This is also to un-

derstand city level vulnerability in

terms of infrastructure and socio-

economic dimensions and nature

of actions needed.

velop a working paper on the HIGS

framework for Rapid Vulnerability

Analysis of Cities, in order to bring

the methodology developed by

IRADe used in the report into the

public domain.

Dr. Jyoti Parikh, Founder Director, was amongst the

recipients of the Nobel Peace Prize awarded to the

Intergovernmental Panel on Climate Change

for 2007. She is a member of the Prime Minister's

Council for the National Action Plan for Climate

Change and also a member of the board of the Na-

tional Institute of Urban Affairs.

8. Okhla Landfills: Waste Management

Funded by: United States Environmental Protection Agency

IRADe studied the gases emitted from the land-fill site of Okhla,

New Delhi and analyzed whether the gases can be captured com-

mercially as the land fill site emits methane. The assessment was

done based on the observations and information provided by the

Officials at Central Pollution Control Board, Delhi Pollution Con-

trol Committee, Municipal Corporation of Delhi and Okhla Land-

fill site. Feasibility of the Land Fill Gas (LFG) supply as domestic

fuel to the surrounding areas was assessed by using the existing

network in Okhla Sewage Treatment Plant

9. Preparation of Master Plan of Jodhpur City under

Solar Cities Devolvement Program

Funded by: Ministry of New and Renewable Energy,

Government of India

IRADe developed the Master Plan for the solar city of Jodhpur

city with detailed action plan for various activities for the year

2009-10, 2010-11, 2011-12 during the 11th plan period for the

development of Jodhpur city as a solar city, as per the specifica-

tions, guidelines, terms and conditions of the Ministry of New

and Renewable Energy,.

10. Strengthening of Solid Waste Management Sys-

tem in Industrial Park Cherlapalli

Funded by: Bread for the World

IRADe studied the viability of various solutions for the municipal

solid waste management system in the industrial park. The study

also addressed social, economic and environmental concerns,

including livelihoods of the involved workers. The investigation

covered the analysis of different waste streams, and the state of

the existing waste management system, the identification of all

the different stakeholders, consultations with them, and the iden-

tification of viable technical options for collection, storage, treat-

ment, disposal, recycling, etc. along with a rough cost estimate

for a sustainable waste management system.

RAV was done for 14 cities in India based on various indica-

tors of vulnerability to climate change, to strengthen national

policy framework. IRADe’s approach and methodological

framework include developing an index to assess the vulner-

ability to climate change of Indian cities, generating baseline

data pertaining to urban development in terms of socio-

economic and infrastructure aspects in order to recommend

adaptation strategies, which can help in formulating efficient

urban policies and programmes. Two cities were studied in

greater details, namely Surat and Haridwar.

3. Rapid Assessment of Vulnerabilities (RAV) to Climate

Change of Indian Cities

Funded by: Ministry of Urban Development, Govt. of India

The study identified the areas of vulnerability and adaptations

measured to be included into city development plans. Capac-

ity of local bodies should be enhanced to ensure climate resil-

ience.

The working paper will help policy makers, urban planners, city admin-

istrators, experts, academicians, students and aid agencies to appreciate

issues regarding urban climate vulnerability, and help them to deal with

climate change related impacts and formulate adaptation strategies.

IRADe reviewed the Asian Cities Climate Change Resilience Net-

work (ACCCRN) project from policy perspective and gave sup-

port in assessing vulnerabilities due to disasters such as

floods and droughts and developing climate resilience

strategies in cities, namely Gorakhpur, Surat and Indore under

the ACCCRN project supported by Rockefeller Foundation This

report identified the opportunities to re-orient urban develop-

ment programmes in order to address convergence points and to

facilitate the development of city level climate resilience. The les-

sons from these are brought to national level and also appraise

the city governments concerning opportunities offered by the

Central Governments. IRADe integrated the policy structure and

decision-making needed at national, state and city level.

4. Mainstreaming Climate Resilience in Urban

Development: Policy Landscapes for Urban Climate

IRADe has reviewed the CDMPs of the six cities, namely Bhu-

baneswar, Gangtok, Madurai, Trivandrum, Shimla and Vijayawada,

with a view to assess the clarity, comprehensiveness, efficiency,

appropriateness and dissemination of disaster management meas-

ures as a part of the city disaster management plan. This also in-

cludes the integration of climate risk management measures in

the CDMP planning process. IRADe has made specific recom-

mendations to improve efficacy, visibility and implementation of

the CDMP and presented strategies to each city administration

on addressing gaps observed during the review process to update

the existing CDMP.

6. Vulnerability of Coastal Cities on Rivers to Climate

Change: Case Study of Surat for Floods Management

Funded by: Ministry of Earth Sciences, Govt. of India

The study aims to develop an

integrated analytical framework

for floods and disaster manage-

ment strategy in the urban ar-

eas considering Tapi basin, Ukai

dam and sea level proximity.

Specific case study of Surat city

has been developed to assess

the vulnerability of the city us-

ing RIS/ GIS tools to identify

inundation of vulnerable areas and locations, such as slums,

schools, hospitals, industries, etc. These are surveyed to under-

stand their difficulties and vulnerability due to floods.

A hydrological model of the river has been developed to assess

the extent inundation and water depths under various scenarios.

The lessons for other cities are also drawn and linkages neces-

sary with decision support system are highlighted from the study.

7. Sustainable and Disaster Resilient Cities Casing 10

JnNURM Cities

Funded by: Ministry of Urban Development, Govt. of India

The study will provide city level decision support (DS) and coor-

dination with state level administrative bodies like Municipal Co-

operation, Urban Development Authority, other parastatal agen-

cies and think tanks. The study will prepare package and se-

quence of activities in the context of the city’s financial/ technical

capacities, planning/ budgeting cycles, and political/ cultural envi-

ronments and would outline details of implementation. The ten

cities (Shillong, Bhubaneswar, Guwahati, Pune, Ahmedabad,

Vishakhapatnam, Hyderabad, Bhopal, Dehradun and Srinagar) will

be approached to address effectively the hazards and risks, city

specific capacity building, knowledge dissemination as well as

stakeholder engagement.
