Dear Fellow Chapter Members:
Spring weather is here and so is our CGFM recognition month for
March 2011. Our next meeting is a luncheon meeting to be held on
March 10, 2011. Food lines for the March luncheon will begin at
11:50 a.m. We will be recognizing our chapter members that have
obtained the Certified Government Financial Manager (CGFM) des-
ignation. Since its inception in 1994, the CGFM has become the
certification of choice for government financial professionals. More
than 15,000 individuals have received the designation so far nation-
ally. We should all be proud that our chapter’s practices of study
groups, CGFM scholarships, and such are all recognized as best
practices by other chapters nationally.
We are fortunate to have Bill Miller, Senior Vice President for Section II of the Association
of Government Accountants, as our speaker. Bill has audit experience that spans all levels of
government and is presently serving as the County Auditor for Johnson County of the State
of Kansas. Prior to that appointment, he served as the Director of Performance Audits for the
Missouri State Auditor’s office from 1999 – 2004. I would like to note that AGA national
is providing the funding for Bill’s visit to our chapter. We are grateful for the visit from sec-
tion leadership as well as the opportunity to hear him speak.
For those who attended the February meeting, I hope you enjoyed hearing and meeting our
State Finance Director, David Perry. I know that we are all working hard to maintain some
sense of ―order‖ in these chaotic times with talks of budget cuts, layoffs, and so forth. I also
know that we, as government financial officers, can be part of the solution and remain resil-
ient in our quest to demand accountability by our elected officials. Times are not easy for
any of us and it seems that the future financial outlook is going to be, at best, gloomy. How-
ever, we have weathered storms like this before. We need to maintain our networking in our
organization so we can all learn best practices from each other as well as to lean on each
other for support.
The Community Services Committee has several upcoming events. Relay for Life and Joy to
Life are among those events. Please contact Pam Henderson if you would like to be a part of
these events. It’s time to be thinking about our AGA year that begins in June 2011. If you
would like to be considered for an officer or director position, please contact William Wal-
droff, our President-Elect. The next audio conference is scheduled for March 9, 2011. The
topic will be ―Auditing Tools‖. Information regarding the audio conference can be found at
the www.montgomeryaga.org website or by contacting Josh Zender of the Education Com-
mittee. I look forward to seeing you at the March luncheon.

Bill’s audit experience spans National, State and local governments. He focuses on per-formance auditing and uses the audit process to effect change in governance. He has a pas-sion for strong effective government at all levels and pursues audits that have impact on government operations. Bill has received distinguished awards for his service including two of the top three awards issued by the Association of Government Accountants. He has written articles for several publications and is a sought after speaker on auditing and su-pervision topics. Bill has a Bachelor’s degree in Business Administration and a Master’s in Government Bill is currently AGA’s Senior Vice President for Regional Services – Section II.

The Cities of Birmingham, AL, Dothan, AL, Greenville, AL, Mont-gomery, AL and the State of Alabama have pro-claimed March 2011 as Certified Government Financial Managers (CGFM) Month. ―The CGFM Program is distinguished by academic achievement, rigorous examinations and ex-perience in government financial manage-ment.‖ The CGFM is the first designation that is broad enough to encompass the federal, state, and local government financial manage-ment field. It measures a wide range of skills and knowledge that professionals need to be successful in the federal government financial environment, or to meet the challenges faced by state and local government financial managers. In addition, the CGFM Committee will award free door prizes and have tables re-served for CGFMs at the March luncheon. STUDY SESSION HIGHLIGHTS
All active CGFMs must renew their certification annually. At the beginning of each year, invoices will be sent to all active CGFMs. Annual CGFM re-newal payments are due by March 31, 2011. AGA reserves the right to peri-odically adjust the renewal rates. CGFMs must promptly notify AGA of any change of mailing address. It is the responsibility of each CGFM to pay the annual CGFM renewal fee, even if that individual did not receive an invoice from AGA. Go to CGFM renewal page at www.agacgfm.org/cgfm/maintain/renewal.aspx to renew your CGFM.
Continuing Professional Education (CPE) Requirements All active CGFMs are required to complete at least 80 hours of continuing professional education (CPE) every two years in government financial man-agement topics or related technical subjects. The 80 CPE hours must be completed within the CGFM’s two-year CPE cycle. CGFMs do not need to submit supporting documentation of the CPE hours at the time of renewal. The payment itself serves as the CGFM's affirmation of his or her compli-ance with the CPE requirements. CGFMs are required to maintain support-ing documentation on CPE hours earned for a minimum of three years and provide it to AGA upon request. This documentation may be requested by AGA as part of the annual audit of a random sample of CGFMs. Waivers or extensions on earning CPE hours are granted on an individual case basis. All requests for waivers must be sent in writing to the AGA’s Office of Pro-fessional Certification no later than April 30th in the year following the end of the two-year CPE cycle.
Meet Sandra Steele, CPA, CGFM, CPM Chief Financial Officer
State of Alabama Department of Insurance
Sandra Steele is employed as the Chief Financial Officer at the
Department of Insurance. She has been employed with the
State of Alabama since June 1983 and has more than 20 years
of professional government accounting/auditing experience.
She received her Master of Business Administration December
1993 from Troy University in Montgomery and her Bachelor of
Science in Accounting from Auburn University at Montgomery
August 1984.
Sandra currently serves as the Treasurer of the Montgomery
Chapter Association of Government Accountants (AGA) and
the Secretary of the Mt. Sinai Missionary Baptist Church Board
of Trustees. She previously served as the CGFM Director of
the Montgomery AGA Chapter and as the Treasurer of the
Baldwin Arts and Academic Magnet School PTSA during 2009
-10 Program Year. She has also had the opportunity to serve on
the Chapter’s Meetings Committee, Membership Committee
and Scholarship Committee. She received AGA Montgomery
Chapter’s Government Financial Manager Award during the
2009-10 Program Year; Recruiter of the Year and the Profes-
sional Development Award during 2008-2009 Program Year;
and the Highest Growth Overall Growth Award during the 2007
-2008 Program Year.
She is a Certified Financial Government Manager, a Certified
Public Accountant, and a Certified Public Manager. She is a
member of various professional and social organizations, such
as, the Association of Government Accountants, Government
Finance Officers Association of Alabama, Alabama Society of
Certified Public Accountants, American Institute of Certified
Public Accountants, Montgomery Chapter of Jack and Jill of
America, Inc. and Lamplighters. She is also a member of Au-
burn University Montgomery and Troy University’s Alumni
Associations.

Read each test question twice prior to answering. Be sure that you understand what the question is asking.
Understanding the material is vital; however, being able to apply the material is critical to the success of passing the exam. Memorizing the material may not be enough.
The day before the exam, allow yourself some down time. In other words, decide when you will stop study-ing. In most cases, studying right up to the exam could be overwhelming as well as confusing.
Prepare your own timed exam . Use questions from the end of each chapter and/or section exam (in the ap-pendix area). This will help your time management skills.
When answering review questions, ask yourself did you really know the material or did you guess the correct answer. If it was a guess, then you may want to go back and reinforce your understanding of the subject mat ter.

The Montgomery Chapter of AGA has awarded six in-dividual scholarships for AGA members who passed parts or all of the CGFM (Certified Government Fi-nancial Manager) Examination during this program year (June 1, 2010-May 31, 2011). These scholarships are awarded on a first come, first served basis. Three scholarships have been awarded. As of December 15, 2010, there are three scholarships left to award.
“A New Way to Attract Accounting Talent? E&Y Might be onto Something Big”

With tax season in full swing, Big Four firm Ernst & Young is already checking out the list of hiring possibilities among accounting
students and soon-to-be grads. This year, the firm is taking an unconventional approach to reaching the top talent. That is, it is meeting the
students where they "live," online. E&Y's Facebook page features a short six-question quiz which you can receive on your mobile phone. Anyone
can take the quiz, but to win a prize, you have to meet the eligibility requirements. Every Monday, from February 7 to April 4, the questions
change. Participants are invited to take all the quizzes and can retry any quiz as many times as they want, with only their best ranking from each
week recorded. According to America's Leader for Branding and Communication for Recruiting at E&Y Deborah Compagner, when the quiz is
all over, the top three scorers will each win an iPad. The top scores are determined by the highest number of correct answers combined with the
best times. What is
E&Y hoping to achieve with the quiz? The firm wants a meaningful outreach to the next generation of
accountants, using a tool with which students are comfortable. The quiz is part of a social media con-
nection to those seeking careers in accounting in the near future as well as to those who are looking for
career direction. E&Y wants to drive home its brand as a place where talented individuals want to work.
Dan Black, America's director of campus recruiting for E&Y, said "We want to find the best and bright-
est, for internships and for full time jobs." Black said his firm has been on Facebook for nearly five
years, so this campaign is more than just a mobile app. "It adds to our accessibility and draws attention
to our site." Compagner told AccountingWEB, "We want to drive awareness. You'd be surprised with
respect to what we offer new hires, like our culture. The quiz shows we are forward thinking, entrepre-
neurial, inclusive." She added that E&Y hasn't changed everything. The client care, the independence,
and the quality of work at E&Y are still foremost. But the firm wants to make it known that it is on the
cutting edge with technology... it is "newer, faster, more efficient." E&Y offers things that are attractive
to the top talent, and the E&Y quiz is one way to reach a different segment of the population. Now in its third week of this campaign, Compag-
ner said the response to the quiz has been promising. "We've gone through recruiting offices on campus to promote this and the results have
been great." As noted above, when the contest is over, three winners will be given iPads. Compagner expects to have at least 200 or more en-
trants by then.
The Overall Outreach
The quiz is just one component of the firm's effort to brand itself as a tech-savvy, engaged employer-of-choice. E&Y reaches out to students on
LinkedIn and Twitter, as well as doing a lot internally to stay connected with current and potential employees. Accountants who work for E&Y
enjoy the latest technology which, whenever possible, is used to incorporate flexibility into the job for those who travel to client offices or for
those who need to work temporarily from home. This summer, said Black, E&Y is offering a global internship for the first time. That means a
student can work for a couple of weeks in one of E&Y's domestic offices, then spend four weeks abroad in a global location. "We want to expose
our top candidates to everything E&Y has to offer," he added. Also this summer, Black said E&Y is sponsoring its first ever Emerging Leaders
Summit in Washington DC. "Two hundred and fifty of the best and brightest early identified candidates will be there to get a look at E&Y. They
will be welcomed by the firm's CEO... we are very excited about that." Sounds
great, but... what happened to the formal hiring process? Black
assured AccountingWEB that the traditional path to getting hired at E&Y has not been abandoned. Recruiters still meet people, scour resumes,
and hold office interviews. Students can still go to their campus recruiting representatives and find information about working for E&Y. But the
firm is shooting now for a coordinating element of casual. For example, the E&Y Web site is more casual in design and approach."This is just
another way for people to meet us and learn about us, what we do," said Black. "The world is a different place and this generation can some-
times bear the brunt of it. Older accountants say, 'It wasn't this way when I was in school.' But the truth is, this is all these students have ever
known." Sticking to the old way just because it's the way things have always been done is not good, explained Black. "It's folly to think you can
reach the best and brightest the old-fashioned way. We understand life is different and at E&Y... we want to change with the times."
What does this mean to me?
If you're looking for a job, keep in
mind the fact that your public persona
is just that, public. Employers are all
over the Internet, using the same tools
for learning about their employees and
potential employees that you use for
sharing your life experiences with your
friends. This doesn't mean you should
stop using Internet tools to communi-
cate. Just the opposite. You should
take advantage of Internet tools to
project the kind of image you want
your employer, or potential future
employer, to see. Take a look at the
guide, "Business Etiquette: The New
Rules in a Digital Age," for tips on
avoiding online gaffes.

The Director of Finance directs the accounting functions and control
functions of the Montgomery Housing Authority (MHA). Major
work responsibilities include analyzing the work performed by the
accounting department and comparing the work to existing and new
regulations/laws, producing and maintaining financial reports and
documentation, serving as a liaison for the accounting department,
preparing and administering a multi-million dollar budget, supervis-
ing the accounting department employees, and performing various
related administrative duties. The incumbent functions as a working
department head and reports to the Executive Director or designee.
Qualified candidates will possess a bachelor’s degree in accounting
or finance; three years of managerial experience in accounting, fi-
nancial analysis, or budget preparation, as well as, the implementa-
tion of federal, state, and local laws; and two years of supervisory
experience. An equivalent combination of education and experience
will also be considered. A Certified Public Accountant designation
is preferred but not required. Experience working with HUD ac-

Things are looking a little brighter these days for the unsung folks in state government who estimate how much money their
treasuries will have in the coming year. After two years of wild swings in tax collections because of the worst recession in 70
years, state revenue has stabilized enough that officials have a better chance to predict the amount of money governors and
legislatures will be able to work with as they put together state budgets. And the outlook isn’t just for greater stability; it’s for
significant increases in the amount of revenue coming in.
A study out March 1, 2011 documents the extent to which state revenue estimates were off target during 2009, the worst year
of the recession. Revenue forecasts were incorrect by 10.2 percent that year, according to the study by the Pew Center on the
States (Stateline's parent organization) and the Rockefeller Institute of Government. Put another way, the median 10 percent
error means states had an unexpected combined shortfall of $50 billion added to the budget gaps they already were closing
through spending cuts and tax increases and by raiding rainy day funds.
Collections from personal and corporate income and sales taxes still are hard to predict in a shifting economy. Governor Mitch
Daniels of Indiana, one of the states where revenue forecasts have improved, warns of the continuing volatility of the economy.
―There’s a huge uncertainty here,‖ he said at a meeting of governors in Washington over the weekend.
Daniels has been conservative about revenue estimates: At one point he asked state forecasters to revise the revenue estimating
formula to reflect the drop in sales taxes. At Sunday’s meeting of governors, he said the depressed housing market and the pos-
sibility of $4-a-gallon gasoline threaten the improvement in revenues.
Cautious Approach But most state officials say the slowly improving economy has led to more accurate and more favorable estimates of tax reve-
nue. Kentucky is on pace in the current fiscal year to meet its revenue estimates for the first time since 2007, says state budget
director Mary Lassiter. Pennsylvania’s general fund tax collections from July through January were 2 percent above the initial
forecasts, says revenue secretary Daniel Meuser. North Carolina Governor Bev Perdue lowered the state’s projected fiscal 2012
budget shortfall after revenue forecasters predicted February 9 that North Carolina would bring in an estimated $600 million in
additional tax revenue next fiscal year above what forecasters predicted last April. ―Given the uncertainty surrounding the pace
of growth in the economy, the…forecasters took a cautious approach,‖ says Barry Boardman, a North Carolina state economist.
Two years ago at this time, nearly every state forecast offered revenue estimates that proved inaccurate weeks after they were
issued. The Pew-Rockefeller report, citing the volatility of state taxes, concluded that the size of the estimating errors grew pro-
gressively worse during the last three economic downturns: 1990-92, 2001-03 and 2007-09. Indiana’s revenue forecasts were
off by less than 1 percent over the 23-year period of the study, an admirable rate considering the median error among the 50
states was 3.5 percent. But during the recession, Indiana forecasters were typical of those in other states, missing their revenue
estimates by a substantial amount for 17 straight months. Those days seem to be over; through the first seven months of the cur-
rent fiscal year, tax collections are 1.1 percent above the most recently updated revenue forecast. Driving the Indiana increase
was a record January for sales tax collections, a trend also seen in other states after the 2010 Christmas shopping season. A
sharp decline in sales tax collections, normally a stable, predictable revenue source, was a big cause of the volatile estimates in
2009, according to the Pew-Rockefeller report. Preliminary figures collected from 41 states by the Rockefeller Institute for the
last three months of 2010 period showed sales tax collections up about 6 percent over the same three months in 2009.
Income Tax Improvements The other two taxes studied by Pew and Rockefeller — personal and corporate income — also rose in the third quarter of last
year in many states. By contrast, the declines in personal and corporate income and sales tax revenue were especially sharp in
the first three quarters of 2009, compounding the estimators’ difficulty in forecasting how much money states would have avail-
able to spend.
Despite improved forecasts, no one is really celebrating, because tax collections still have not caught up to pre-recession levels
in many states. That is why many states still are closing budget gaps through spending cuts, tax increases and borrowing. Ten-
nessee is typical. Largely because of a year-over-year increase in sales tax receipts, the state has collected $115 million more in
overall tax revenue through December than was first estimated in April, says finance commissioner Mark Emkes.
Tennessee Governor Bill Haslam said in an interview at the weekend governors meeting that he is still playing it cautiously,
ordering state agencies to prepare a list of cuts up to 2 percent in the budget that takes effect July 1. He said previous estimates
in the growth of revenue before he took office in January were too optimistic and assumed the depletion of about $185 million
in rainy day funds. ―We’re working hard to not draw those down,‖ Haslam says.
Missouri’s tax collections have improved dramatically compared with a year ago, rising 6.3 percent and exceeding forecasts.
That allowed Governor Jay Nixon to restore school bus transportation subsidies to local school districts that suffered cuts last
year. Nevertheless, with the end of federal stimulus money, the state will still have a sizable budget gap to close in the fiscal
year that begins July 1. Nixon said in an interview at the governors meeting that pinning down estimates is a constant challenge.
―In a state where 85 percent of our revenue comes from sales and income taxes, it’s going to vacillate with the economy,‖ he
said. Jeffrey Carr, one of Vermont’s revenue estimators, says that forecasting turning points in economic cycles ―is always
trickier.‖ But he says the fact that Vermont is on a recovery track and that there have only been minor technical corrections in
the last two forecasts ―implies a sense of greater stability to the flow of revenue receipts. That is always a welcome development
for those of us doing forecasts.‖

Minutes for CEC Meeting February 3, 2011
Members in attendance: Keren Deal, Kathleen Baxter, Sandra Steele, Margie Toney, Pamela Hill, Pat Hemme, Pamela Henderson, Schenese Wade, Carmen Leonard, Marcus Johnson, Josh Zender The meeting was called to order at 11:05 a.m. by President Keren Deal. President Deal discussed early career day at the February meeting: twenty eight students and nineteen sponsors to attend. She also discussed Bill Miller, guest speaker for March luncheon, to attend CEC meeting in March.
Meeting Discussions:
Education Committee: Spring Seminar will be held on April 14, 2011 at RSA Activity Center. Director discussed an afternoon session starting at noon and cost per member and non-member to
be announced at a later date. There were 17 attendees at the audio confer-ence held on February 2, 2011. The di-rector is exploring ways to encourage
attendance. Suggestions were made to send reminders of audio conferences
prior to dates. Membership Committee: President dis-cussed ideas to encourage membership. Scholarship Committee: The new mem-bers appointed to scholarship commit-tee are Pamela Hill, Josh Zender, and William Waldroff. Scholarship applica-tions are to be reviewed after Spring Seminar. Audit Committee: Director of Commit-tee posed two questions to Committee to be answered from auditor. She was directed to Research Committee for further assistance. Community Service: Joy to Life and Re-lay for Life projects upcoming in the month of April. The date for the zoo project will be discussed at a later date.
