CAMDEN COUNTY COLLEGE POLICE ACADEMY

IN-SERVICE TRAINING RULES AND REGULATIONS CLASS STARTING TIME All classes will begin at 8:30 a.m. and end at 3:30 p.m. unless otherwise noted. In-service classes are held at the Regional Emergency Training Center (RETC) unless otherwise noted. Classroom assignments will be posted in the lobby. REGISTRATION Pre-registration is required. Complete the on-line registration form a minimum of one week in advance of the start of the course. Register early to assure a seat in the desired course. All registrations must be approved by the requesting agency’s Chief or Designee. An automated response will be e-mailed to the student at the student’s address provided on the registration form. The automated response is not a registration confirmation. It is simply an alert to the student that a registration request has been submitted in his/her name. COURSE CONFIRMATION / CANCELLATION Registration Confirmation will be e-mailed to the requesting agency’s training coordinator (Chief or Designee on file with the Academy). It is the responsibility of the requesting agency’s training coordinator to notify the student(s) that the course registration has been confirmed. Courses that do not have the minimum number of attendees registered will be cancelled and those agencies will be notified of the course cancellation by e-mail. Please notify the Academy as soon as possible when a registered student is unable to attend a course so that the next person on the Wait List can be notified. CLASS ATTENDANCE Class attendance is mandatory for certificate consideration. Any absences will be reported to the sending agency. If an absence is unavoidable, please notify the Academy. All attendees are required to sign-in on the class roster. CERTIFICATES Certificates of completion will be awarded at the end of the last day of classes. TUITION / PAYMENT Training fees are waived for Camden County Agencies unless otherwise noted. All checks, money orders or purchase orders should be made payable to Camden County College Police Academy. Cash payments cannot be accepted. Co-sponsored Courses listed in this catalog require registration with the vendor. Payments should also be made to the vendor.

REFUND POLICY No refunds will be issued due to failure to attend the class. Refunds may be authorized based on written justification from the agency 24 hours prior to the start of class. DRESS CODE Department uniform or Business Casual is the appropriate attire for the Academy setting and is required at all times unless otherwise noted in the Course Description. Sweats, shorts, tee-shirts, jeans and sneakers are prohibited. SMOKING The use of tobacco products is strictly prohibited on all the campuses of Camden County College. FIREARMS Unless dressed in department uniform, law enforcement officers are asked to conceal their weapons, especially when walking across campus. TELEPHONE With the exception of an emergency, no class will be interrupted for telephone messages. Academy telephones are restricted to the use of the Academy staff and instructors. Please place all cell phones on silent mode prior to entering the classroom. CLEANLINESS Eating or drinking in the classrooms is strictly prohibited. ORDER In-service students are expected to set an example for the Basic Recruits by refraining from using profane, loud or offensive language. All students are expected to treat instructors with courtesy and respect. Interaction with recruits is prohibited unless prior permission has been granted by the Academy Staff.

ADVANCED RIFLE OPERATOR

Course# CE.POL-082-01 (64298)

This three (3) day course is designed to build upon the skills learned in the Basic Rifle Operator Course and to introduce more advanced techniques. Topics of instruction include shooting on the move, natural and unorthodox shooting positions, individual and team live fire exercises, high speed shooting drills, multiple threat assessment and engaging, strong and support side shooting, clearing malfunctions, shooting from cover and vehicles, and low light operations. NOTE: All Firearms Courses at the Camden County College Police Academy require participation in

BASIC DESIGNATED MARKSMEN/OBSERVER SCHOOL

This five (5) day course is designated to give the operator the basic working knowledge and skill to safely deploy in a designated marksman role and learn the basics of the sniper rifle. It is designed to prepare law enforcement snipers for emergency response operations and surveillance operations that would require observation and concealment techniques. This course also provides instruction in rifles, scopes and other equipment related to the law enforcement sniper along with marksmanship techniques, the use, care and cleaning of equipment, data book, effects of weather, and marksmanship exercises. This five (5) day course is designed for the officer newly assigned to a SWAT/ tactical team. The course will provide the officer with a comprehensive introduction to tactical skills. Students will be introduced to basic SWAT topics, tactics, and techniques, including a historical overview of SWAT, team organization, structure, resolution of barricaded suspect situations, covert individual and team movement, searches and room clearing, chemical agents, less lethal options, DM/O operations, and high-risk warrant service. Course# CE.POL-026-01 (62511) This three (3) hour course will be devoted to the requirements for operating and maintaining a safe and secure detention facility, as set forth in Chapter 34 of the New Jersey Administrative Code. The “Cell Block Management” segment will review sound security practices and the minimum requirements for supervising detainees will be stressed. The "Suicide Awareness" segment will focus on such topics as the profiling of suicidal detainees, the screening and supervision of such detainees, the various ways in which detainees may attempt suicide, the liability factor and appropriate policy and procedures for handling suicide attempts. CHILD ABDUCTION RESPONSE TEAM TRAINING CONFERENCE Course#CE.POL-086-01 (63827)

This one (1) day training conference is designed to focus on training for the development of the Camden County Child Abduction Response Team (CART). The presentation will address team members, CART protocol, and the importance of preplanning when investigating missing children. This conference is specifically for personnel that have been designated as CART Team members by their respective agencies. **Representatives from each law enforcement agency within Camden County are asked to attend to ensure compliance with the New Jersey Attorney General’s Guidelines**. This two (2) day course is designed to assist patrol officers and detectives in identifying child abuse and investigating such cases. This course will provide an overview of the Division of Youth and Family Services, the protocol for contacting the Camden County Prosecutor’s Office Child Abuse Unit, how to interview a sexual assault victim, and investigating physical abuse cases. This course will also provide a brief refresher of the criminal statues involving child abuse allegations. COMPUTER CRIMES – COMPUTER SEARCH & SEIZURE Course# CE.POL-027-01 (63534)

This is a one (1) day BASIC course designed to introduce the Law Enforcement Officer to the safe methods used to retrieve evidence during a search warrant or patrol stop. The primary focus of the course is to give the “street officer” the ability to recognize computers, diskettes, tapes and CD’s as evidence even if the crime is not directly related to computers initially. The course will teach computer seizure and will demonstrate the proper techniques used to “tag and bag”, the proper handling of the evidence following the seizure as well as basic hands-on forensic methods using machines developed for the program. Following the course, students will be able to recognize computer media as evidence in an array of crimes and will safely demonstrate the seizure of equipment. A basic knowledge of computers and operating systems is not necessary. NOTE: Students are required to bring a copy of electronic media to class. CONDUCTED ENERGY DEVICE (TASER) – OPERATOR CERTIFICATION COURSE

Course#CE.POL-070-01 (62551) or (63823) or (64318) or (62553) This two (2) day course is an AG requirement for officers assigned by their department to carry & operate a Conducted Energy Device. The student will be instructed and certified on the operation, use, policies and procedures (manufacturer and PTC) of the Taser X-2 Conducted Energy Device. NOTE: Four (4) two-day classes are scheduled for 2019. BDU style pants or Class B uniforms are appropriate.

This one (1) day course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance their ability to recognize and identify the universe of identity-related documents issued by and relied upon by the MVC and the factors that motivate fraudsters. With emerging technology it has become increasingly difficult to identify fraudulent documents. Students will learn what tools are available to assist them in identifying counterfeit documents by providing “hands on” training and experience in the recognition of fraud as it pertains to documents such as: driver licenses, green cards, passports, birth certificates and social security cards. Participants will learn the newest trends in counterfeiting of drivers licenses by “on-line” manufacturers, which has becoming increasingly common due to the ease in obtaining access to technologies. TRAFFIC INCIDENT MANAGEMENT This four (4) hour course is designed to introduce quick clearance practices and related incident management techniques. TIMS gives officers a basic level understanding of traffic incident management skills needed to comply with federal guidelines and DOT expectations to reduce traffic congestion.
