Partners in Team Mobile – working for more than seven years to bring Airbus here – celebrated the news that Mobile would become the only site in the western hemisphere assembling Airbus aircraft. During an announcement held in downtown Mobile, Airbus executives announced a $600 million investment at Brookley Aeroplex, and the creation of 1,000 jobs.
AccordingtoAirbus,thefacilityinMobilewillassembletheindustry-leadingfamilyofA319,A320andA321aircraft.Thecompanysaidconstructionoftheassemblylinewillbegininsummer2013.Aircraftassemblyisplannedtostartin2015,withfirstdeliveriesfromtheMobilefacilitybeginningin2016.Airbusanticipatesthefacilitywillproducebetween40and50aircraftperyearby2018.
“Ithasbeenalongroad,alotofwork,butwe’reelatedtobringthisprojecttorealityinMobile,”saidcityofMobileMayorSamJones.“(Airbus’)effortshaveresultedinavictoryforourcitytodayandwellintothefuture.”
“ThisisarealgamechangerforMobileCountyandthewholeregion,”saidMobileCountyCommissionPresidentConnieHudson.“Mobilejoinsaveryselectcompanyasoneofjustafewcommunitiesintheworldcapableofmanufacturinghigh-tech,largecommercial
aircraft.Wecouldn’tbemoreproudofthisdevelopment,morethankfultoAirbusfortheirpartnership,ormoreexcitedforthefuture.”
“Thisshowsthevalueofdevelopingandmaintainingrelationshipsforthelongterm,”saidTroyWayman,vicepresidentofeconomicdevelopmentfortheMobileAreaChamberofCommerce.“TeamMobiledidnotgiveupafterthetankerprojectwentawayandEADSandAirbusnevergaveuponMobile.”
Theprojecthastwophases–afinalassemblylinewhereaircraftpartsfromaroundtheworldwillbedeliveredtotheBrookleyAeroplexsiteforassembly,andadeliverycenter–similartoashowroom–whereassembledplaneswillbedeliveredtoitsnewowners.
Tomeetthecompany’saggressiveplan,Waymansaidthereareanumberofsupplierswhowillneedtolocatewithincloseproximitytothefacility.
TeamMobile–dubbedbyEADSofficials–hasworkedwiththecompanyonvariousprojectsoverthelastsixyears,includingtheAirbusEngineeringCenteratBrookleyAeroplexwithmorethan200engineersandsupportstaff,andAirbusMilitaryNAatMobileRegionalAirport,supportingU.S.CoastGuardaircraft.
TheMobileAreaChamberofCommerce,theeconomicdeveloperofrecordforthecityofMobileandMobileCounty,hasworkedonrecruitingEADSNorthAmericatoMobilesince2005,includingtimespentonthetankercompetition.
TeamMobileworkedforseveralyearsonafailedbidasthesitelocationforEADStobuildtankersfortheU.S.AirForce,asrecentlyasFebruary2011.Throughouttheseyears,therelationshipbetweenTeamMobileandexecutiveswithAirbusanditsparentcompanyEADSremainedmutually-beneficial,saidWayman.
TeamMobileincludesthecityofMobile,MobileCounty,theMobileAirportAuthority,theAlabamaStatePortAuthorityandtheMobileAreaChamberofCommerce.

N ews of a $1.2 billion mining project will have a direct impact in four counties in Alabama, according to Walter Energy officials – Mobile, Tuscaloosa, Fayette and Walker. Included in the project is a $145.7 million coal export facility – Blue Creek Coal – on the Mobile River in Mobile, projected to bring with it more than 40 jobs with an average annual wage of more than $90,000.
DennisHall,directorofpublicaffairsforWalterEnergy,saidthemega-projectalsoincludestheconstructionofacoalmineinTuscaloosa,aneight-milerailroadspurinFayetteCounty,andacoalloaderandconveyorinWalkerCounty.Bytheyear2017,metallurgicalcoalwillbeminedandtravelbyrailcartobargetransportation,eventuallymakingitdowntoBlueCreekCoalwhereitwillbeexportedtoSouthAmericanmarkets.
Since1976,WalterEnergyhasshippedcoaloutofMobile.ThecompanycurrentlyshipsbetweensixandeightmilliontonsoutoftheAlabamaStatePortAuthority’sMcDuffieCoalTerminalfromitsotherminesinAlabama.Butthenewminenecessitatesthecompany’sinvestmentinthe35-acreterminalonceusedbyU.S.Steel.HallsaidthecompanydoesnotexpecttoreducetheamountofcoalsenttoMcDuffie,butthesizeandscopeofthenewminewarrantsincreasedcapacity.
AnewbulkheadonthepropertyalongtheMobileRiveriscurrentlyunderconstruction.Followingitscompletion,thecompanyplanstokeeptheterminalsiteidleforseveralyearsasconstructionofthemineisfinished.Hallexpectstheterminaltoopenin2017.
HermanTinsley,seniorprojectmanagerfortheMobileAreaChamber,workedwiththeAlabamaDepartmentofCommerceandBirmingham-basedlawfirmBradleyArantBoultCummingstobringtheprojecttofruition.
“Thisprojectwillbringhigh-payingjobstoMobile,andisahugeeconomicdriverforthestate,”hesaid.

ClaudiaZimmermann,directorofeconomicdevelopmentfortheMobileAreaChamber,hasworkedwithTubeCitysinceMarchontheslagprocessingfacilityandmetalrecoveryplant.TubeCityIMSemployeeswilltakesteelscrap,mixandprepareittobemeltedinTKStainless’meltshopintodifferentgradesofstainlesssteel.Afterthisprocess,itwillrecovermetalsfromtheslag(wastefromthemelting)andthenselltheremainderto,amongothers,constructioncompanieswhooftenusetheby-producttomixintoasphaltandotherpavingmaterial.
IncentivesonthisprojectapprovedbytheMobileCountyIndustrialDevelopmentAuthorityincludednon-educationalsalesandusetaxabatementsduringtheconstructionphaseand10yearsofnon-educationalpropertytaxabatements.

ThewholeprocessstartedfouryearsagowhenDougHall,author,inventorandTVjudgeon“American
Inventor,”calledRichScott,presidentofQualityFilters,asasubject-matterexpertforReckittBenckiser.ScotthadparticipatedinHall’sinnovationtrainingthroughtheAlabamaTechnologyNetwork(ATN),andwhenanall-callwhenoutviaemailthatHallneededsomeonetrainedininnovationengineeringprocesses,Scottanswered.
“Idon’tknowifIwastheonlyonetorespondorjustgotlucky,”laughsScott.ButsittingatthetablewiththerepresentativesfromReckittBenckiserontheirprojectgavehimtheideaandcontactstopursuehisdream–topartnerQualityFilterswithLysolandcreateaproductthatwould“changepeople’slives.”
StartinginAugust,theLysolairfilter,createdwithQualityFiltertechnology,willbemass-manufacturedandavailabletoconsumersnationwide.Ithastriple-protectionfeatures,meaningthatfirst,itcatchesdustparticlesandallergens;second,hasanantimicrobialdesignedtoinhibitthegrowthofodor-causingbacteriaonthefilter;andthird,containscarbontohelpcapturechemicalvaporsandmolecularpollutants.
ScottsayshefeltsostronglythattheproductshouldbetestedindependentlythatQualityFiltersapproachedtheAAFAaboutdevelopingacertificationstandardforair
filters,andfinanciallybackedtheresearchtoachieveit.Anindependent,accreditedtestinggroup,AllergyStandardsLimited,definedthestandardsforLysolfiltersaswellasotherproductsdesignedtohelppeoplewithallergiesandasthma.Onceestablished,theAAFAreviewsitandobtainsagreementbyanindependentmedicalreviewteam.Theprocess,Scottsays,tookmorethanayear.
“There’snootherproductouttherelikeit,”Scottsays.“Thisisaonce-in-a-lifetimeopportunity,andthemarketwilldictateoursuccess.”
Scott,togetherwithJimGates,thecompany’sbrandmanagerwhohelpednegotiatethedeal,hasmadeextensivestrategicplanstopreparefortheproduct’slaunch.ThefirstmajorretailertocommittocarryingthebrandisMenards,theMidwest’sthird-largesthardwarechainwithmorethan250stores.Gatesandhisteamarepursuinglocalvendors–forexample,it’snotuncommonforWalmarttocarrylocalmerchandise,heexplains–andadditionalagreementsarealreadyinplacewithtraditionalandonlineretailtradingpartners.

Headingintothe2013legislativesession,theChamberexpectstoworkwiththelegislativedelegationonadditionalpropertyinsurancereform,taxcreditstospurfurtherdowntownareadevelopmentandfundingforkeyinfrastructureprojectsatthePortofMobile,aswellasroadandbridgeimprovements.ThisfalltheChamberwillsurveyitsmembersonissuestheybelievearecriticalforeconomicgrowthnotonlylocally,butalsostatewideandnationally.Fromthere,thelocal,stateandfederalgovernmentalaffairscommitteeswillmeettofinalizethecommunitylegislativeagendathatwillbepresentedtotheChamber’sboardofdirectorsforapproval.
2012 Alabama Legislative Session ReportArecord number of pro-
business items were successfully passed by the legislature and signed by Gov. Robert Bentley during the regular session. These bills will help to grow the economy, create jobs, reduce wasteful government spending and debt, and allow for more local control of schools. The Chamber continually monitors and advocates for business-friendly legislation. Here is a final report on items included in the Mobile Area Chamber’s 2012 community legislative agenda:
1. Fourpropertyinsurancereform billsthatwill(1)requireinsurers toprovidepolicydatatoastate website;(2)allowforthecreation ofcatastrophesavingsaccounts; (3)granttaxbreakstocompanies writingpoliciesinpartsofsouth Alabama;and(4)makeinsurance fraudafelony.
2.Astatesalestaxexemptionfor parts,componentsandsystems thatbecomeapartofacertified transportaircraftthatundergoes conversion,reconfigurationor maintenance.
3.Establishedregulationsforthe saleofmetalstoscrapdealers.
4. Astatetaxcreditforinvestments madeinlow-incomecensustracts, callednewmarkettaxcredits,which mirrorsthefederalNewMarket taxcredit.
5. Allowcitiestoestablish entertainmentdistrictsforspecial retailliquorlicensesgrantedbythe ABCBoard.Thisbillwillallowfor speciallicensesforsidewalkservice
ofalcoholandspecialeventlicenses foreventsinparksandotherareas withintheentertainmentdistrict.
6. Changingthepublicschoolstart datetonoearlierthan14daysbefore LaborDayandtoendnolaterthan theFridaybeforeMemorialDay (byoverrideofthegovernor’sveto).
7. Limitcivilliabilityto$5,000for MobileBarPilotsprovidingpilot servicetoavesselunlessthedamage orlosswascausedbyawillful, intentionalorrecklessactof thepilot.
8. Asales/usetaxexemptionforcertain metalsheldbyaninvestmenttrust andpubliclytraded.
9. Aprovisiontoprovideforpaymentof localtaxesthroughanelectronic singlepointtaxfilingprogram.
10. CreateanindependentAlabama TaxAppealsCommissionunderthe executivebranchbyabolishingthe currentAdministrativeLawDivision oftheAlabamaDepartmentof Revenue.Unfortunatlythebillwas pocket-vetoedbyGov.Bentley.
11.Prohibitsendingtextmessagesor e-mailswhiledriving,effective August1,2012.
12.A$3millionappropriationfrom theeducationbudgetforthe UniversityofSouthAlabama MitchellCancerInstitute.
13.Expandedincentivesapproved in2011forfilmandtelevision productionsinAlabama.
14.Establishaschoolperformance gradingsystemthatwillallow parentsandcommunityleadersto betterunderstandhowlocalschools arefaringandwillsetupaschool performancebonussystemto improvestudentachievement.
