And now one year later, in October 2006 the first of its kind to be permitted by the Indiana Department of Environmental Management the Fulda Regional Sewer District is showing other communities that they were cor- rect in pushing the state to look outside the box to assist small communities that cannot afford the rates of traditional wastewater systems. A native of Evansville, Hinton has a life-long record of service to the local com-munity. He is a graduate of the University of Evansville, receiving a Bachelor of ScienceDegreein1975andaMasterofBusinessAdministrationin1982.Priortohisbankingcareer,Hintonspentfiveyears working at the Evansville Urban Transportation Study under the direction of Keith Lochmueller and Vince Ber-nardin, who later founded Bernardin, Lochmueller and Associates, Inc. Vince Bernardin notes that he and Mr. Lochm-ueller originally approached Mike about helpingthemstartthecompany.“I’llbetyoudidn’tknowourfirmwasalmostnamed Bernardin, Hinton, Lochmueller and Associates,” said Vince.

Continued from Page 1US 31 – Plymouth to South Bend Project Leading the Way for INDOT Major Moves ProjectsThe Indiana Department of Transporta-tion (INDOT) Commissioner Thomas Sharp announced that upgrading the U.S. 31 corridor through St. Joseph and Mar-shallCountiestoafree-flowhighwayis on the fast track now that the Federal Highway Administration (FHWA) has approved the Final Environmental Im-pact Statement (FEIS). This announce-ment was made at a press conference held in Lakeville, Indiana, on Wednesday, April 12, 2006, before an audience of approximately 30 people, including state representatives and other local officials. Commissioner Sharp characterized the an-nouncement as “… a wonderful day in terms of the transportation planning thatgetsusfinallyputtingpave-ment on the ground.”

In March 2006, the Indiana General Assembly passed landmark funding legislation to significantly upgrade thestate’shighways.Thisfundinglegislation, known as Major Moves, involved the leasing of the Indiana Toll Road as a source of funding. Governor

Daniels’MajorMovesfullyfundsmorethan 200 new construction and 200 major highway preservation projects across Indiana over the next 10 years. are typically 1/4 to 1/3 of the costs for conventional treatment systems. Over a twenty year planning period, the system is proving to cost approximately half the cost of traditional wastewater system with a goal to get costs even lower.

The innovative system, designed by Natural Concepts Water Quality Engi-neering, LLC, a subsidiary of Bernardin, Lochmueller and Associates, Inc. consists of individual septic tanks at each home or business that have a small pump within them. The septic tanks settle out the sol-ids,andtheliquideffluentispumpedtothe Eco-Treatment SystemTM for further treatment. The Eco-Treatment SystemTM is a recirculating constructed wetland planted with specific wetland species. Constructed wetlands use gravel and vegetation to remove pollutants from water,filteringitandpurifyingitmuchlikewaterispurifiedbynaturalwetlands.It is an attractive green space which ap-pearsmuchlikeaflowergarden.Itisnotwet and can be walked on.

And now one year later, the first 10 months of data from monitoring and testing prove that the constructed wet-land concept will work for small com-munities. Constructed wetland systems have been in use for years in private and industrial applications.

Eco-Treatment SystemTM is producing a high quality of wastewater prior to dis-charge to the soil absorption system with an average total nitrogen concentration oflessthan10mg/1,whichisEPA’srec-ommended limit for nitrate in drinking

water. The system is producing a dis-charge that rivals advanced mechanical wastewater treatment systems with sev-eral of the other pollutant measurements, such as biochemical oxygen demand and suspended solids, at extremely low and even non-detectable levels. This achievement may prove crucial in allow-ing on-site systems to be used in soils where conventional septic systems pose a threat to drinking water aquifers or where wastewater discharges to surface waters could be detrimental.

The BLA Wastewater Team, in con-junction with Clark Dietz Inc. and the Evansville Water and Sewer Utility, is completing design on the Evansville Westside Wastewater Treatment Plant Im-provements Project. The plant upgrades will nearly double the wet weather treat-ment capacity of the plant, thus reducing thenumberofcombinedseweroverflow(CSO) events. Primarily, this will be achievedbytheadditionofthefirstbio-filtrationprocessinIndiana.

Thebiofiltrationprocessconsistsofasubmerged floating media, like poly-styrene beads, where bacteria grows. Wastewater and air are introduced throughthebottomofthemedia-filledtanks. As the wastewater f lows up through the media, the bacteria break down the organic matter in the wastewa-ter.Thisbiologicaltreatmentisflexible,easily expandable, cost-effective, and hasasmallfootprint.Biofiltrationisideal for an urban wastewater treatment plant with limited expansion space as it requires no additional settling tanks and no return sludge system. The backwash water, generated after cleaning the me-dia, is easily transported to the head of the plant for treatment.

Severalsuccessfulbiofiltersareoperat-ing in the U.S. including Syracuse, NY (84 MGD average and 126 MGD peak), Northfield,MN(3.5MGDaverageand10.4 MGD peak), and Freeport, IL (7.1 MGD average and 18.2 MGD peak). There are 65 successful facilities in Eu-rope and 10 in Asia. BLA has continued to strengthen its position in the State of Tennessee over the past year, thus further establishing itselfasoneofthetopplanningfirmsinthe central United States.

BLA was recently selected for a continu-ous planning contract with the Tennes-seeDepartmentofTransportation’sLong-Range and Project Planning Divisions. This assignment is a 2-year on-call contract to perform long-range and project planning for TDOT on a task order basis. Work could be as diverse as system-wide analysis, corridor econometric modeling, travel demand modeling, transportation planning reports, con-text sensitive solutions and roadway safety analysis. This contract repre-sentsBLA’sfirstcontractwithTDOTand has the planning staff excited about our opportunities in Tennessee.

This is notBLA’sfirstforayintoTen-nessee, though. The following provides a brief synopsis of the work that BLA has completed for small and medium metro areas in the state over the past few years:

Northeast/St. Bethlehem Transportation Study, Clarksville, Tennessee

As a subconsultant to Gresham, Smith & Partners (GS&P), BLA is participating in a study of transportation improvements in the northeast area of St. Bethlehem in Clarksville and Montgomery County, Tennessee. This area has experienced significant,rapidgrowth,includingcon-struction of 1,600 residential lots and 700 multi-family units, recent major expansion of the industrial park and an-nouncement of a new hospital adjacent to

I-24. BLA is responsible for reviewing the existing and forecasted population, employmentandlanduseandrefiningthe metro area travel demand model to address this growth. This study is cur-rently ongoing and is anticipated to be complete in early 2007.

Jackson, TennesseeLong-Range Transportation Plan

BLA is also currently completing a new multimodal long-range transportation plan and travel demand model for the City of Jackson and Madison County. To demonstratethefinancialfeasibilityofthe preferred long-range transportation improvementplan,thefinalPlanwillinclude a long-range multi-modal capital improvement program to the year 2035. The team is working with the Jackson Area MPO Project Team, as well as with representatives of state and local transportation operating and planning agencies, to prepare the new model and long-range plan. It is anticipated that the new long-range plan will be adopted by the Jackson Area MPO in the spring of 2007.

SR 386 Access Study, Nashville Metro Area

In June 2005, BLA, again as a subconsul-tant to GS&P, completed a transportation plan for the SR 386 Corridor from I-65 to the City of Gallatin in the metro Nashville area under contract to the Nashville Area MPO. SR 386 is a new four-lane limited

access freeway that travels east from I-65 into the suburbs surrounding Nashville and Gallatin and is experiencing rapid growth which is expected to continue as SR 386 is completed in its vicinity. BLA was responsible for reviewing exist-ingandforecastedlanduse,refiningthe

Nashville MPO travel demand model in the vicinity of SR 386

anddevelopingnewtrafficforecastsfor the area. This study has allowed the MPO and TDOT to adjust priorities for transportation improvements within the project area to better address the growth that’soccurring.

Knoxville, Tennessee Travel Demand Model

In late 2004, BLA completed its work on development of a new travel demand model for the Knoxville, Tennessee metropolitan area. The new TransCAD model and associated analytical tools werespecificallydesignedtomeettheKnoxvilleregion’supcomingplanningneeds and to address contemporary transportation, land use, and air qual-ity issues. This new model gives the MPO the tools to more effectively and accurately forecast the travel demands of the citizens in their region.

BLA Opens Office in Maryville, IL

The office is located at 3 Oak Driveroads for overpass structures, drain-age design, and a storm-water pollu-tion prevention plan. Structure plans are for two grade separation structures, an interchange grade separation, and a 5-span river crossing. This project is near completion.

IL Route 159 – Mr. Watters is the project manager for the public in-volvement effort for the widening and resurfacingofILRoute159throughCollinsville, Illinois. Due to the urban constraints and challenging nature of the project, the public involvement effortsarebasedonIDOT’sContextSensitive Solutions (CSS) guidelines. Public involvement efforts include an outreach program, a project website, stakeholder meetings, a Community Advisory Group (CAG), newsletters, and full scale public involvement meetings. The community outreach has been designed to include public input on potential solutions to conges-tion and safety issues as well as input on aesthetic design for mitigation of impacts to the community.

Consultant Management (On Call Services) – Mr. Watters is the proj-ect manager for this IDOT contract in District 8 in which IDOT is utilizing a consultant manager for ongoing consultant projects. BLA is currently managing a consultant in the preparation of an Alternatives Analysis, Phase I report and Phase II finalplansfortheFirstStreetprojectin Madison, Illinois.

Lynch Road Phase III is Open to the Public

Public officials from Vanderburgh and Warrick Counties cut the ribbon on the county line to open Lynch Road.

Lynch Road now extends from Highway 41 in Vanderburgh County to SR 62 in Warrick County.

On June 6, 2006, Vanderburgh County, Indiana Commissioners Cheryl Mus-grave, Bill Nix and Tom Shelter, Jr. along with Warrick County, Indiana Commissioners Carl Conner, Don Wil-liams, and Phillip Baxter announced the completion of Phase III of the Lynch Road Extension Project. The ribbon cutting ceremony marked the end of the ten year project.

This phase was the last of the Lynch Road Extension project built in War-rick County. This project was initiated in response to the increase in industrial, commercial, and residential development in the northeast portion of Evansville and Vanderburgh County. Phase I extended Lynch Road past Green River Road to BurkhardtRoadatVanderburghCounty’seastern border. Phase II extended from Burkhardt Road to Interstate 164 with an interchange. Phase III now extends to connect with S.R. 62 at Telephone /Epworth Road in Warrick County.

The now completed corridor connects SR 62, I-164 and US 41. This new corridor will change some local and regional travel patterns by diverting some travel off SR 62 and other paral-lel facilities, as well as open up new economic possibilities.

Bernardin, Lochmueller and Associates, Inc. was contracted to perform the road and bridge design, survey, right-of-way and construction engineering services for all three phases of the project.

In July of 2006, Judy Thomann joined the BLA team as a project coordina-tor. She will be responsible for a wide range of locally and federally funded proj-ects and will work closely with clients to solve infra-structure problems and secure funding for com-munity projects.

Before joining the staff of BLA, Ms. Thomann held the posi-tion of Director of Southwest Regional OfficewiththeIndianaDepartmentof

Environmental Manage-ment. For eight years, she served as liaison to legisla-tors, mayors, local elected officials, industries and environmental groups. Ms. Thomann was responsible for press and public rela-tions,financial/budgetary,administrative functions, supervised seven environ-mental programs, served

on the Region 11 Advisory Council for Economic Development, Rural Subcom-mittee; served on the multi-county air workgroup of ozone and PM2.5 non-at-

tainment; and chaired the Streamlining andEfficiencyTaskForceforCommis-sioner Thomas Easterly.

Previous to working for the Indiana Department of Environmental Manage-ment, she was Director of Community andLegislativeRelationsfortheOfficeof the Utility Consumer Counselor. She wasresponsibleforfinancial/budgetaryneeds, press and public relations, super-vised the administrative staff, was the liaisontostatelegislatorsandGovernor’sOffice,actedasHumanResourceDirec-tor, and implemented and directed the consumer education program.
