Joseph has been a member of the teamhere at The BEAT, and at our sisternewspaper The Post, since 2009. In thattime he has become indispensable in somany areas that it is hard to list them all.

He was always friendly, always ready witha smile or a joke to brighten everyone’s day.He was always courteous and kind, andalways ready to lend a helping hand and gothe extra mile to make sure that the paper, and his colleagues, did as well as possible.

When it became known in the office that Iwas going to be writing this editorial, I wasapproached by no less than three membersof staff with the words “don’t forget aboutthe coffee!” Joseph, on the occasions whenhe graced us with his gift, made the mostdelicious coffee. Any day wasimmeasurably improved by seeing Josephin the kitchen.

Joseph was also deeply involved in thecompany’s charity efforts, often makinglong drives to deliver donations where they

Still no official decision over public library

The head of the Bela-Bela municipality’sDepartment of Social Community Services,TJ Mothapo, said that negotiations still needto take place in order to reinstate the town’slibrary for public lending.

Mothapo explained that there are a numberof factors that have to be considered by themunicipal council and the Department ofSports, Arts, and Culture before the librarycan be opened to the public.

According to Mothapo the library falls underthe department’s jurisdiction and a servicelevel agreement has to be signed by thedepartment and the municipality.

“Factors such as financial responsibilitiesand hiring adequate staff for the library has tobe considered. There are many obligationsthat have to be agreed upon before the library

Justin Steyncan lend out books and functions properly. This must be signed in the service levelagreement by the department and themunicipality,”

Mothapo said that another factor to beconsidered is the issue of staff. Heexplained that the municipality uses theirown employees, but that they are notequipped for lending.

“This is one of the most important issueswe face. We need to negotiate this with thedepartment so that the right people areappointed,”

He said that he knows the importance ofthe library being reinstated for lending butthe negotiations need to be put in place.

“I am hopeful that 2016 will see thelibrary in its fully functional state.Education is important for the publicespecially children who can take bookshome to learn,” he said.
