A CALL TO ORDER

Bill Reaves called meeting to order at 5:01 p.m.

B. CITIZEN PARTICIPATION

The purpose of this item is to allow citizens an opportunity to address the Bartonville Crime

Control and Prevention District Board on issues that are not the subject of a public hearing.

Items which require a public hearing will allow citizens or visitors to speak at the time that

item is introduced on the agenda. No formal action can be taken by the Board on items that

are not posted on the agenda.

There was none.

2. Discuss and consider approval of an order calling a special election to determine

whether the Bartonville Crime Control and Prevention District should be continued and

the Crime Control and Prevention District Sales Tax should be continued.

Town Secretary, Tammy Dixon explained the Bartonville Crime Control and Prevention

District (BCCPD) and Crime Control and Prevention District Sales Tax were created by

referendum of the voters in a special election held on May 8, 2010. The sales tax went into effect

on October 1, 2010 and pursuant to Chapter 363 of the Texas Local Government Code, the district

would dissolve after the 5th anniversary unless the BCCPD calls an election for a continuation

referendum and majority of the votes cast in the referendum are in favor of the District’s

continuation.

Ms. Dixon further explained Chapter 363, Texas Local Government Code provides for the

Board of Directors of the BCCPD to call such a referendum and that the statute provides that the

board specify the number of years for which a district should be continued, and further provides

that a district may be continued only for 5, 10, 15, or 20 years. She stated the special election

must be held on a uniform election date prior to the 5th anniversary which would be May 9, 2015.

Ms. Dixon further stated in accordance with the Texas Election Code, the special election

would be conducted jointly with the Town’s General Election and other political subdivisions of

Denton County. The proposed order provides for a joint services agreement with Denton County.

She stated the cost of the election would be split with the Town.

The board held a discussion on the number of years the district should be continued. Ms.

Dixon stated she was creating an information sheet that would be published to the community

regarding the BCCPD, what their purpose was, how it was funded and what the funds are used for.

Jeff Grubb moved to approve Order No. 2015-01 calling a special election to determine

whether the Bartonville Crime Control and Prevention District should be continued for 20 years

and the Crime Control and Prevention District Sales Tax should be continued for 20 years. Lori

VanAlstine seconded the motion.

A RESOLUTION OF THE BARTONVILLE CRIME CONTROL AND PREVENTION

DISTRICT (CCPD) CHANGING THE DESIGNATION OF THE AUTHORIZED CREDIT

CARD USER FOR THE BARTONVILLE CRIME CONTROL AND PREVENTION

DISTRICT

WHEREAS, the Crime Control District was created by election pursuant to Chapter 363 of the

Texas Local Government Code on May 08, 2010; and

WHEREAS, Section 363.153 of the Local Government Code provides that the Crime Control

District Board of directors shall manage, control, and administer the district funds, and thereby can

designate authorized signatories of the account; and

WHEREAS, on September 29, 2011, the Crime Control District by Resolution No. CCD2011-11

established the creation of a credit card account for the Crime Control District to expedite certain

transactions with NorthStar Bank of Texas; and

WHEREAS, the Crime Control District desires to change the authorized user for the credit card.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE

BARTONVILLE CRIME CONTROL AND PREVENTION DISTRICT:

hereby designates and authorizes Corry Blount to obtain a business credit card account with

NorthStar Bank of Texas with a maximum credit limit of $5000.00 in the name of the Bartonville

Crime Control and Prevention District and authorizes the use of the card for reasonable purchases

and reservations.
