The Azalea Park and Hollywood Park Revitalization Action Plan(RAP) started in October 2000 with the goal of creating a holisticapproach to address revitalization efforts within the neighborhoods ofAzalea Park and Hollywood Park in City Heights. Many issuesaddressed in the Plan are based on the creation of a village-likeatmosphere in both neighborhoods.

Residents, both new and old, met with City staff at the Azalea ParkRecreation Center to start this process. The “Charrette” was success-ful because it outlined the courses of action needed to fix the problems that residents identified in the neighborhoods.Subsequently, at each meeting, the participants discussed a part of theproblem and established a course of action to solve the problem. ThisRAP was very different from the other Revitalization Plans that Ihave been involved with because law enforcement was not an issue.The RAP is a culmination of this holistic approach.

A part of the ongoing process to revitalize the neighborhoods is findingfinancial support to fund improvement projects. During the meetings,many financial avenues were discussed to assist in mitigating commu-nity-identified issues. Each issue has suggestions on where to findfinancial support. As the RAP is implemented, a holistic and creativeapproach will be needed to finance projects.

This document is the beginning of a long and arduous process torevitalize two significant neighborhoods in City Heights. Let thisdocument be used, changed and shaped to continually provide theelements needed to make these two neighborhoods in City Heights apart of the greatest community in San Diego.

The proposed Azalea Park and Hollywood ParkRevitalization Action Program (RAP) is the resultof the community’s desire to enhance their neigh-borhoods through a partnership with the City. Thisgroup of tightly-knit residents have worked togeth-er to reinforce their neighborhood identities andcreate a revitalization plan. The plan is intended toimplement strategies for procuring neighborhoodamenities and infrastructure that exemplify theartistic and inventive efforts of these residents. Inthese two communities, neighbors are friends, shareneighborhood maintenance responsibilities andactively pursue community public improvements aswell as policing, code enforcement and neighbor-hood identification programs.

The RAP provides an action plan designed toorganize the Community’s goals and objectives.This document functions as an implementationplan and status report intended to prioritize themost immediate community development goals.The RAP is also intended toimplement the community’sgoals and recommendationsfound in the Mid-CityCommunities Plan, adoptedby the City Council onAugust 8, 1998.

Azalea Park andHollywood Park

Area residents came together as a community andhosted a forum on October 10, 2000 with Cityrepresentatives to discuss their vision and goals fora revitalized community. Thirty-nine residentsattended the evening meeting. From that meeting,a revitalization committee was created to meet on abi-weekly basis with city representatives to discussimplementing the goals and objectives of AzaleaPark and Hollywood Park residents.

The vision established by program participants rec-ognizes that traffic, streetscape, canyon and parkimprovements will provide the greatest physicaland economic benefit to enhance and sustain thewell being of both neighborhoods.

On October 10, 2000, the residents of Azalea Parkand Hollywood Park and the City of San DiegoPlanning Department sponsored a workshop toidentify the issues affecting quality of life in theirneighborhoods. Issues raised by participants as partof the Azalea Park-Hollywood Park RevitalizationProgram will be addressed in relation to the goalsand recommendations of the Mid-CityCommunities Plan. The Mid-City CommunitiesPlan is the product of a four-year collaborationbetween residents and business representatives, thefour recognized planning committees of Mid-City(including the City Heights Area, Kensington,Talmadge, Normal Heights and Eastern Areas) andCity of San Diego planning staff.

BACKGROUND

Azalea Park and Hollywood Park are two estab-lished neighborhoods within the Lexington Parksub-division of City Heights and the Mid-CityCommunity. The neighborhoods of Azalea Parkand Hollywood Park are defined by their relation-ship to the two public parks of the same names.Both neighborhoods are characterized by a mixtureof single- and multi-family homes, most of whichwere constructed more than 45 years ago. Smallapartment buildings are clustered along PoplarStreet and most streets have one or two small mul-tifamily structures among the single family homes.Several larger complexes have been built adjacentto Hollywood Park and along Fairmount Avenue.

STUDY AREA BOUNDARIES

The RAP Committee defined the study areaboundaries as represented in Figure I. The generalboundaries of the Azalea Park-Hollywood ParkRevitalization Action Program include FairmountAvenue to the East, Interstate 805 to the West,Manzanita Canyon along the North and HomeAvenue to the South.

METHODOLOGY

During the months of October 2000 throughMarch 2001, the revitalization team met on a regu-lar basis with staff members of various City depart-ments to address the six key issues identified by thecommunity. A number of identified sub-issues werereferred to the appropriate departments for imme-diate action (see following tables). These includedissues related to policing, litter control, codeenforcement, traffic control, canyon restorationand park improvements and are addressed in detailin this report.

The following methodology was followed duringthe development of this revitalization program:

• Staff conducted field surveys and inventories ofland use, traffic, and physical conditions to confirm problem sources and identify solutions.

• Contacts and discussions with staff representing various City departments with responsibility foraddressing the identified issues and to develop technical solutions.

• Validation of issues through neighborhood meetings and staff review.

The Azalea Park-Hollywood Park RAP Committeeidentified recommendations to address each of thesix key issue areas. In addition, implementationmeasures were identified to achieve each recom-mendation. Some of these implementation meas-ures have been accomplished during the course ofthe RAP effort. The remaining measures have beenprioritized by the committee.

The accomplished and prioritized implementationmeasures are outlined in tabular form on the fol-lowing pages. Each entry describes the recommen-dation and related implementation measure(s) aswell as the responsible lead party, anticipatedschedule, current status, and projected cost.

1) Four-way stop signs were requested at PoplarStreet and Sycamore as well as Violet Streets toenhance both pedestrian and vehicular safety. Staffanalysis determined that these locations do notmeet established warrants and policies for stopsigns. Traffic engineering staff recommend anincrease in enforcement to address safety concerns.

2) Two-way stop signs were requested at DahliaStreet and Poplar Street as well as Tulip Street andPepper Street to enhance both pedestrian andvehicular safety. Staff analysis determined that theselocations do not meet established warrants andpolicies for stop signs. Traffic engineering staff rec-ommend an increase in enforcement to addresssafety concerns.

3) Speed humps were requested at Manzanita Drivefrom Marlborough Avenue to Columbine Street toenhance both pedestrian and vehicular safety. Staffanalysis determined that speed humps do not meetestablished warrants and policies. Traffic engineer-ing staff recommend an increase in enforcement toaddress safety concerns.

Traffic/Circulation Improvements

Azalea Park-Hollywood Park Revitalization Action Program

Poplar Street is a 2-lane collector street that runs through the Azalea Park neighborhood and is character-ized as a neighborhood serving commercial corridor. Many of the concerns with traffic are focused alongthis corridor. However, other traffic issues within the Azalea Park neighborhood were identified. The fol-lowing are traffic and circulation principles that were seen by the community as important to the promo-tion of the neighborhood:

• Enhance safety along the Poplar Street commercial corridor by reducing the speed limit through traffic calming measures.

• Construct “curb extensions” to shorten the crossing distances for pedestrians at intersections.• Prevent cut-through traffic on Manzanita Place from Fairmount Avenue.• Reconstruct sidewalks and pedestrian ramps that meet Americans with Disabilities Act requirements.

4) A turn-about at the intersection of Poplar Streetand Columbine Street was requested to enhanceboth pedestrian and vehicular safety. Staff analysisdetermined that a turn-about does not meet estab-lished warrants and policies. Traffic engineeringstaff recommend an increase in enforcement toaddress safety concerns.

During community meetings, the following specific recommendations and implementation measures relat-ing to traffic were proposed. The following traffic-related recommendations require additional analysisand/or alternative implementation measures.

CODE COMPLIANCE: PRIORITIZED RECOMMENDATIONS

Code compliance promotes conformity with theCity’s Municipal Code and helps to abate theimpacts of inconsistent property maintenance andfailure to observe existing codes regulating land-scaping and trash disposal. Uniform adherence tothe City’s existing codes can help foster a sense ofcommunity pride, commitment and participation.The code compliance component of the RAPincludes the following principles and are intendedto encourage code conformance by residents andbusiness owners alike:

• Enforce litter codes consistently and pro-actively.• Assist property owners, through a design

assistance program, to develop unobstructiveenclosures for trash receptacles.

• Establish a litter abatement education programfor local school children.

Many of the concerns raised by participants duringthe revitalization meetings relate to the characterand visual quality of the streets within the studyarea. A comprehensive program of streetscapeimprovements, addressing both public and privateproperty, has been developed based on participantcomments.

Visual and StreetscapeImprovements

The visual/streetscape component includes the following principles:

• Development of a street tree planting programfor Poplar Street concentrating on the area from Fairmount Avenue to Violet Street as well asother streets in Azalea Park and Hollywood Park.

• Development of gateways setback southwesterly from the corner of Fairmount Avenue and Poplar Street as well as at the north end of the I-805 bridge to include prominent physical features that celebrate the character and diversity of the neighborhood.

• Construction of additional street signage thatreflects the street names found in Azalea Park.

• Extension of commercial storefront design assistance and improvement program to aid merchants in improving their storefronts.

• Establishment of a residential design assistanceand improvement program to assist homeowners in improving their homes and properties.

• Establishment of an apartment facade designassistance and improvement program to assistapartment owners to improve and maintain their properties.

Azalea Park-Hollywood Park Revitalization Action Program

The canyon system, including Manzanita, Snowdrop,Tuberose, Shamrock, Violet, Hollywood, and Peppercanyons, is an integral part of both Azalea Park andHollywood Park. Neighborhood participants statedthat improvements to these neighborhood canyonsare a high priority in terms of restoration and preser-vation. The development of a brush managementplan for residents to utilize to reduce the risk of fire aswell as restoration of the natural habitat are twoimportant components addressed in the RAP.

Community promotion is a key component of therevitalization strategy to be undertaken by area resi-dents. Area residents have a history of initiatingsuccessful efforts to enhance and promote bothAzalea and Hollywood Parks. The Lexington Park subdivision has two dedicatedCity parks: Azalea Park, which comprises 9.00acres, and Hollywood Park, constituting 13.19acres. Azalea Park provides the neighborhood with asmall recreation center, basketball court, a children’splay area, picnic tables and an amphitheater likeslope area. Hollywood Park serves the surroundingarea with its children’s play area, two softball fields,and picnic areas. Hollywood Park is the beginningof an inner city system of inter-connective canyontrails and is a regional center for youth soccer.

ConclusionThis Revitalization Action Program establishes ablueprint for neighborhood improvement that focus-es on the application of existing City programs andidentifies additional annual costs that must be pro-grammed from City and other funds, including butnot limited to: Community Development BlockGrants (CDBG), transportation funding and facaderebate funding. Ongoing monitoring and annualsoliciting for grant funding opportunities will benecessary to achieve the objectives identified. TheAzalea Park Neighborhood Association should spear-head this effort since some grant funds are typicallyonly available to non-profit organizations. CityPlanning Department staff will assist as needed, andpursue other grants available to government entities.

Implementation of the recommendations identifiedin this Revitalization Action Program will requirecooperative efforts of City staff, property owners andtenants, the City Heights Area Planning Committee,business improvement associations, neighborhoodassociations, and others interested in the preserva-tion and enhancement of the study area. In additionto accessing currently budgeted programs, imple-mentation will require that additional funds, includ-ing public and private grants, be obtained.
