THE PREZ SEZ
November - the eleventh month of the year in the Gregorian calendar and one of
four Gregorian months with the length of 30 days. November retained its name (from the Latin novem meaning “nine”) when January and February were added to the Roman calendar.
Here we are November, and we still have some of the beautiful fall colors in our trees and
beautiful days to match – probably not for much lon-ger. It is the month in the year one typically pauses to Honor our Soldiers, past and present, and to Give Thanks for all that makes our lives fulfilled.
Our country was born out of irresolvable differences – for which military action
became the answer. We still have the need for military disciplines in many aspects
of our lives, although most within our borders have been replaced with various levels of suc-
cessful communica-tion, negotiation, and
agreements. These alternatives also became the
foundation of the IRWA and the Chapters’ educa-tional programs.
We have reviewed our recent past courses and propose the offerings for 2009. At this time I
extend to you the traditional offer to coordinate the class of your choice (if you’re quick!) In exchange for the tuition costs are your duties, which are relatively minor in time consumption, however, major to the success of the class. HQ lets you take the course for free, after you complete their on-line coordinator exam, and in exchange for a little work on your part - complementing the efforts of our Education Team. An essential, new Coordinator Training workshop will outline the duties and is set for January 10 at the Woodburn Fire Station. Email me with the course you would like to coordinate to get on the training notification list, for any last minute details! A partial

I have received word from “World HQ” that they not only have a new produc-
tion vendor, but that they have heard us and our requests for spiral or ring-bound course texts that lie flat when open! We will be watching for other course changes,
in addition to e-Facilitator evaluations.
I would also like to encourage those of you who have just been accumulating your classes, to make them
count! Talk with our Professional Development Commit-tee (PDC) as we plan to have some special incentives to help you on your way toward SR/WA in 2009! Time is always of the essence to boost your career!

HUD Neighborhood Stabilization Program
HUD’s new Neighborhood Stabilization Program will provide emergency as-sistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight
within their communities. The Neigh- borhood Stabilization Program (NSP) provides grants to every state and cer- tain local communities to purchase
foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighbor- hoods and stem the decline of house
values of neighboring homes.

President Elect — Darlene Rose. Darlene is Region 1 R/W Manager for ODOT and has been a member of the Chapter 3 Board in previous years, including a stint as Chair of the Summer Event Wine Tour!
Vice President - Stephen Planchon, City of Portland, Parks Dept. Steve is a former Chapter 3 Board member and was an active member of the Anchorage Chapter before moving to Portland.
Secretary/Treasurer - Matt Gossett, ODOT Region 1. A newcomer to Chapter 3, Matt was secre-tary of his previous IRWA chapter.

December Officer’s Installation/Holiday Party/Past Presidents' Night – will be held at the Rheinlander again this year on Thursday December 4, 2008. The September 12, 2008, minutes were approved as written.
Marta distributed the treasurer’s report on 7 accounts held by Chapter 3 showing that the Chapter is operating well in the black. Marta has been actively collecting past due amounts on educational course billings. Some delinquencies go back to October 2007.
Eilene provided another excellent written report of the past month’s progress. There is still no change in the fact that Headquarters has provided member rebate payment on a total of 156 members despite our records showing anywhere from 174 to 181 members for which we should be compensated.

Course 600 will be held next week (14th) at the Portlander. Emmy Jensen will be the course coordinator. Course 501 will be held in December with only one registration so far.
In MemoriamOne of the original members of Chapter 3, C. H. "Jack" McGirr passed away October 9. A past president of the Chapter (1964), Jack was one of the moving forces behind the original Chapter 3 Education program and later the interntional education program. An attorney who later became Vice President of the firm now known as Ticor Title, Jack always opened the doors of the title plant for training sessions. He was co-chair of the 1969 International Educational Seminar held here in Portland, and until last year, always attended our annual Past Presidents' Night.
Jack's list of civic credentials is too long to list, from the Oregon Symphony Board to the Mazamas. He managed to do a lot of living in his 93 years, and gave back much to the commu-nity as well. Our sympathies to his family; he will be missed.

Quorum — continuedCourse coordinator training for the Chapter will be held on January 10 at the Woodburn firehouse. Due to the coordinator "failure to perform" issue, a coordinator contract is being drawn up by Carol that will help ensure that coordinators will invoice or help collect outstanding course fees. The balance of unpaid registrations has been reduced to about $7,000.
Joe Pestinger stated that The Chapter’s Own Educational Foundation (T-COEF) will provide one scholarship (tuition) for the Relocation Rendezvous next year. A list of applicants will be solicited with a goal of selecting a person with journey-level experience in relocation. T-COEF will provide a scholarship (tuition).for the SRWA Exam when held. Also, at any Chapter 3 Annual Educational Seminar –members pay the first $25; qualified applicants will receive a tuition scholarship for the remainder of the fee. TCOEF also provided tuitions to the Ethics course earlier in the year to the tune of about $5,000. Tuition scholarships are also available for the Instructor Clinic -- Registation fee, only. Joe recommended that the Chapter look into hosting an instructor training session.
Need to redistrict and deal with new governance processes. All Regional chairs will effectively serve on the international board of directors. All 2008 Beaver Tales have been posted to the website. When we have established a process for doing this in a timely fashion, an e-mail notice can be sent out with a link to the website. This will eliminate problems with agency document-size imitations.
In response to a query about whether dues should be raised, it was pointed out that the $5 dues amount has been in place since the beginning of Chapter 3. Since the chapter has never had to depend on dues to exist, there was unanimous support for rretaining the existing dues structure.
Evar announced that the time is here for Board Members to send him nominations for Professional of the Year. He and the last two Professionals of the Year constitute the committee to screen this year’s nomina-tions. Evar also said that October is Right of Way Month and that HQ is asking for nominations for outstanding transportation projects over the last several decades.
Casey Liles, PE, and Carly Francis of the Columbia River Crossing task force gave the luncheon talk. Their Powerpoint presentation covered the progress that has been made since 2005 when ODOT, WASHDOT and 7 other Federal and local governmental agencies undertook to study how to best replace or not to replace the existing I-5 bridges over the Columbia River.
Over the next year, CRC will work closely with the public and its six local partners to refine the Locally Pre-ferred Alternative to address the problems on I-5 and meet community needs. Before a final design can be developed, decisions will be made on project elements, including:
• Number of auxiliary lanes and design of the I-5 bridge.• Highway and interchange design and bicycle pathway location and design• Light rail alignment on Hayden Island and in Vancouver• Travel demand management strategies• Sustainability plan• Mitigation plan• Financing and tolling planFinal EIS expected in late 2009.
