Your delegates have now returned from the 2010 ASPE Convention and Engineered Plumbing Exposition. This year ASPE partnered with WTO (World Toilet Organization) and ICC (International Code Council). I met people from Japan, China, South Korea, South Africa, Croatia, Finland, India, and Britain. It was interesting to share our cultural differences and see how we are all basically the same. All supporting our families while hoping to make a
difference for others.
ASPE has a new Board of Directors: President - William (Bill) Hughes, Jr., CPD; VP Technical - Timothy Smith, PE, CPD; VP Education - Mitchell Clemente, CPD; VP Legislative – David BeBord, CPD; VP Membership – Jeffery Ingertson, CPD; VP Affiliate – William (Billy) Smith; Secretary/Treasurer – Gary Mahoney, CPD, FASPE; Region 1 Director – Paul Silvestre; Region 2 Director – Chris Graham, CPD; Region 3 Director – David Anelli; Region 4 Director – Chris Scott; Region 5 Director – Kelvin Kennedy. Congratulations to the outgoing Board for their dedicated effort. The combined outgoing Board and incoming Board took action on hiring a new Executive Director before retiring the old Board. Our new Executive
Director is James Kendzel.
Mr. Kendzel will taking over the reins of ASPE at the end of this year, upon Stan Wolfson’s retirement. Jim has over 25-years of experience in national and international standards and

The topic for this month will be “Everything You Always Wanted to Know About Grease Interceptors”. The speaker is Ben Eichler, Applications Engineer, Spec Drain Operation, Zurn Engineered Water Solutions. Next month, because of the holidays, there will be no meeting. The next meeting will be January 31, 2011. The topic is “Clean Agent Sprinkler Systems”. The speaker is Brad Schottke of the
Viking Corporation.
If you didn’t attend the ASPE Plumbing Engineering Exposition and Convention in Philadelphia, PA, you missed a great convention and a good time! The Exposition was the best ever and a great success! The seminars were very good, with a good mix of topics. This year the Society went with the “green” concept, all of the delegate information and all of the seminar power point presentations were on flash drives (separate flash drives for each). If anyone would like a copy of the seminars or the delegate packet,
send me an email and we will get you a copy.
As always, anybody who has a topic they would like to see at one of our meetings please
contact me. All help will be greatly appreciated!
VP Legislative — Bill Deardurff
Please see attached summary of the bylaws changes which were discussed and voted on at
the recent ASPE Convention.
Proposed Bylaw Amendments #1 or #2 would have changed the name of the society to hopefully reduce any resistance overseas as we try to grow in international acceptance and
recognition. - Both were defeated.
Proposed Bylaw Amendment #3 added part-time students to those qualified for membership but clarify that student membership is only to be utilized for 5 years. During the discussion it was clarified that student members receive all the benefits of The Society except that they receive the Data Book(s) on CD, not a hardback book- It
was approved.
Proposed Bylaw Amendment #4 was similar to
#3 but was more restrictive. - It was defeated.
Proposed Bylaw Amendment #5 would have added a “Long-Standing Member” category for those with over 30 years of membership and over age 65 at a greatly reduced membership fee. Discussion was leaning toward a proposal at least similar to this in the future. However, at
this time, - It was defeated.
Proposed Bylaw Amendment #6 would have required “official” notification (in advance) of any delay in dues rebates from the Society to the local chapters. There was a great deal of discussion. The Society overcame some major cash flow problems a few years ago and were “on the right track” until the start of the latest recession. They acted promptly with some cut-backs and bought a foreclosed office building for less than they could renew their lease. The Society seems to again be moving in the right directions (financially) so the need for this kind of (micro?) management should not be necessary. - It was defeated (more than 50%
but less than 75% require to change a bylaw).
Proposed Bylaw Amendment #7 would have required a specific pay-off plan to that chapter who are still owed delinquent dues rebates. - It was defeated (more than 50% but less than
75% required).
Proposed Bylaw Amendment #8 would have changed the election of Regional Directors from representative (each chapter having one vote) to democratic (all delegates from the region having one vote). - It was defeated (more than
50% but less than 75% required).
Proposed Bylaw Amendment #9 changed the minimum years of membership for V.P. Affiliate to four (it had been eight) years. - It was
approved.
Proposed Bylaw Amendment #10 clarified that a

Greetings Membership,
Hope all is well with you these days. We have a
new member which brings our membership up
to 75. Please welcome Thomas Rieker. Tom is
with Solar Usage Now. Glad to have you Tom
and welcome to the Central Ohio chapter of
ASPE. (I would be remiss if I didn’t give his
sponsor, Bill Deardurff, some props. Nice job
Bill.)
For those of you who ventured to Philadelphia a
couple weeks ago for the convention you
happen to be a part of what they say was one of
the largest attended conventions in recent
years. There are a lot of things in the society
pipeline for membership. The society has come
to a crossroads in their membership
demographics. If you were to guess what the
average age of our membership is, what would
it be? Go ahead, take a stab. You’ll be a little
surprised to learn that 57 is the average age of
our members in ASPE’s 61 chapters.
With our membership numbers sliding and
society realizing that we’re not getting any
younger Jeff Ingertson, our newly re-elected VP
Membership, will be setting in motion next year
things that will help re-vitalize our membership.
His goal is to raise our membership 12% to
bring our national total back to over 7,000
members. One way he hopes to accomplish this
is a “membership drive”. Although details are
few, he promises big prizes and incentives for
our regions, chapters and members. Also, it’s
being kicked around to have regional
membership training sessions. VP membership
people from each region will collaborate to learn
how to recruit, where to recruit and when to
recruit a newer, younger ASPE member. It’s a
great idea and one that will pay big dividends in
the future for us.
So keep looking for an opportunity to bring
someone new to our meetings and turn them on
to ASPE.

codes development. He has spent the last 4-years with the Institute for Credentialing Excellence, an organization devoted to promoting personnel certification. Jim said he is humbled and honored to assume this position, looking forward to serving the membership, achieving the vision of the profession and
advancing the plumbing engineering profession.
The College of Fellows also inducted 20 new members into the college bringing the total
membership to 40 living members.
The delegates acted on 17-proposed bylaw amendments. As always, it is interesting in watching the dynamics of the society’s delegates as they attempt to advance the society’s governance. Over the years, I have witnessed vary difficult and long drawn-out discussion by vary passionate members. But this year, everyone had civil discussions and concluded the Society’s business in a timely manner. I’ll leave the specifics of the bylaws to others for discussion. This month the Central Ohio Chapter will celebrate a belated 30th anniversary of its formation. The chapter held its first official meeting on October 25, 1980 with presentation of the charter by then ASPE President A. Calvin Laws. The chapter had 55-charter members, 7 of those members made-up the Chapter’s Board. We will recognize those charter members, in attendance, at this months meeting. I hope to see as many of the membership who can attend our November meeting. It was interesting to look at the original list of members that had the foresight to form
the Chapter to advance the profession.

board member serving in two functions (generally secretary and treasurer) only has one vote (per person) not two (one for each
position). - It was approved.
Proposed Bylaw Amendment #11 clarified that the positions of secretary and treasurer (but only those positions) can be filled by one
person. - It was approved.
Proposed Bylaw Amendment #12 would have changed the procedure to remove an officer. - It
was defeated.
Proposed Bylaw Amendment #13 would have lowered the percentage of membership required (5% instead of 15%) to initiate the recall of an
officer. - It was defeated.
Proposed Bylaw Amendment #14 clarified filing
a board position after a recall. - It was approved.
Proposed Bylaw Amendment #15 would have added that the president be required to serve on the board (in some other office) a minimum of two years prior to election as president. Discussion seemed to stress that this has usually happened automatically. However, is it wise to make this requirement mandatory? - It
was defeated.
Proposed Bylaw Amendment #16 clarified that the Executive Director attends all board meetings but is a non-voting member and is to be excused if the board is discussing his (or
her) employment. - It was approved.
Proposed Bylaw Amendment #17 was
withdrawn.
Proposed Bylaw Amendment #18 clarified that
(Continued from page 5) Region Directors must be a member in good standing with a local chapter and resides within
their region. - It was approved.
Proposed Bylaw Amendment #19 would have required anyone nominated from the floor to a Society office (already) be prepared to distribute copies of biographical materials and other paperwork. [Editorial comment – Running for office without biographical materials (copied and ready for distribution) would already be an “uphill” battle. However, this amendment would
make it nearly impossible.] - It was defeated.
Note that the discussion of these bylaws was (mostly) interesting and I would encourage others to be a delegate at the next convention. I even stood (nervously) at a microphone to
comment on one of the amendments.
