The 2018-19 membership year and competition season begin on July 1, 2018, and all rule changes take effect on that date unless otherwise noted.

Should U.S. Figure Skating find errors in this edition of the Rulebook, corrections will be made in the online version. Any clarifications to rules will be found online in Technical Notifications. The Rulebook can be viewed as a PDF file online at usfigureskatingrules.org and is also available in the U.S. Figure Skating Publications App.

Important Information about the U.S. Figure Skating Rulebook

On the following pages, you will find the Table of Contents, which lists every section of rules. If you are viewing this document electronically, the Table of Contents contains hyperlinks, so if you click on a rule, it will take you directly to the page with that rule.

The rulebook is divided into the following sections: Part One: Governance and Administration and Part Two: Rules of Sport. Part One contains the bylaws, general rules and committee rules. Part Two contains competition rules, test rules (valid beginning Sept. 2, 2018), moves in the field rules (valid beginning Sept. 2, 2018), rules for singles, rules for pairs, rules for ice dance, rules for syn-chronized skating, test rules (valid through Sept. 1, 2018), moves in the field diagrams and pattern dance diagrams.

The bylaws have ascending article numbers using roman numerals. The committee rules consist of letters from the committee fol-lowed by ascending numbers. For example, the Judges Committee Rules are number JR 1.00 through JR 19.03. The rules in Part Two: Rules of Sport are numbered with ascending four-digit numbers beginning with 1000 and going through 9923. Each thousand (i.e. 1000, 2000, 3000) corresponds to a different section:

• Rules in the 1000s apply to all competitions;• Rules in the 2000s apply to qualifying competitions;• Rules in the 3000s apply to nonqualifying competitions;• Rules in the 4000s apply to test sessions (administration) beginning Sept. 2, 2018.• Rules in the 5000s apply to moves in the field beginning Sept. 2, 2018.• Rules in the 6000s apply to singles;• Rules in the 7000s apply to pairs;• Rules in the 8000s apply to ice dance;• Rules in the 9000s apply to synchronized skating.

Summary of Changes and Important Information for 2018-19:1. We have removed the separate page numbers for the Table of Contents, so the cover is now page 1 of the rulebook. We hope

this will make it easier to print select pages for those who need to do so.2. Phase 3 of the Test Refresh Project goes into effect Sept. 2, 2018. This phase changes the marking of tests, including adding

distinction and honors. Because Sept. 1 is in the middle of the publication of this rulebook, both sets of rules had to be included as follows:

• Test Rules that are valid through Sept. 1, 2018, can be found in the Test Rules section beginning on page 321.• Test Rules that are valid beginning Sept. 2, 2018, can be found as follows:

• Rules for holding test sessions, page 159• Rules for moves in the field tests, page 167• Rules for singles free skate tests, page 178• Rules for pairs tests, page 217• Rules for pattern dance tests, page 254• Rules for free dance tests, page 261

For this season only, the new sections contain the old Test Rule (TR) numbers in parentheses, where applicable, to make it easier to adjust to the new sections.

3. In order to accommodate the re-configuration of the test rules, the discipline rule section numbers each had to be increased by 2000 as follows:

• Singles rule numbers changed from 4000 to 6000. Singles competition rule number changed from 4200 to 6400.• Pairs rule numbers changed from 5000 to 7000. Pairs competition rule number changed from 5200 to 7400.• Ice Dance rule numbers changed from 6000 to 8000. Ice dance competition rule number changed from 6200 to 8400.• Synchronized rule numbers changed from 7000 to 9000. Synchronized competition rule number changed from 7200

to 9400 (this latter change was to keep all competition rules in the 400s within their rule sections).4. In the new moves in the field test section (page 167) and pattern dance test section (page 254), hyperlinks were added to make

it easier to find the diagrams. If you are viewing the document electronically, you can click on the note in the new moves in the field test expectation rules (sections 5100, 5110 and 5120) or the name of a pattern dance in the pattern dance test expectation rules (section 8250) to be taken straight to the applicable diagrams. Hyperlinks are identifiable by their blue font.

5. As part of an effort to try to combine all discipline rules, the Dance Glossary and Dance Music rules have been moved to the section Technical Requirements – Ice Dance (rule section 8000). The Dance Glossary is now rules 8100-8107. The Dance Mu-sic rules are now rules 8110-8112. For this season only, the previous DG and DM rule numbers are included in parentheses to make it easier to adjust to the new sections.
