    Over the past few decades, Taiwan's bicycle industry has been playing an important role ininternational arena. With its complete production system, leading manufacturing technology, andglobally famous brands, Taiwan now becomes the most important source of supply in the world formid-to-high end bicycles. Realizing the pressing need to upgrade Taiwan's bicycle industry,particularly in an era of globalization, the Department of Industrial Technology (DOlT), Ministry ofEconomic Affairs (MOEA), R.O.C began in 1996 the annual In ternational Bicycle Design Competition(IBDC) in hope of injecting more innovation into the industry and making Taiwan an epicenter ofcreativity. Our utmost goal is to create Taiwan the "Kingdom of Bicycle Designs."

    The IBDC, now into the 13th year, has won recognition and praises from home and abroad.Not only does it enhance Taiwan's image, but it a lso has helped the industry by transferr ing sophisticated technologies derivedfor the activity to local manufacturers, spurring their revenues and profits. I am delighted to see that Taiwan's bicycle industryhas managed to transform itself handsomely from the adverse situation characterized by upward spiral in costs and stiffcompetition from labor-intensive economies. Although different companies adopt different business strategies, the key tosuccess has always been "Product Innovation." This is why MOEA keeps supporting the design contest.

    I would like to convey my heartfelt appreciation to those who have devoted themselves to the development of Taiwan'sbicycle industry. With their great effor ts and unreserved contribution, Taiwan is able to gain a wor ld-acclaimed reputation as themecca of high quality bikes. My thanks also go to the organizers of IBCD who have made this annual event an internationalsuccess.

    Fol lowing the current trend of global compet it ion and enterprise restructuring, the knowledgecapitals you own determine the competitive advantages in this knowledge-based economy, and that"innovation and design" are effectively the core of this capital. Although bicycle industry is usuallyseen as a traditional industry, it is actually one of the most successful example in applying advanceknowledge and technology into the industry.

    Even with threats of industry migration and domestic labour shortage, our bike industry is stillable to maintain their competitiveness and international position by focusing on design innovation,distribution channels, and international labour divisions. IBDC is an action of revealing intangiblevalues because the wisdom from worldwide designers has been incorporated into their designs. Notonly does IBDC allow everyone to absorb the features, characteristics and knowhow of global designs, it also helps in molding

    Taiwan into a global centre of b icyc le designs.It has now been 13 years since the Cycling & Health Tech Industry R&D Center first organized the design competition in

    1996. Here, I would like to say special thanks to the Department of Industrial Technology for their long-standing supports. Inorder to develop the event more rigorously, we will be organizing the event continuously year after year using the experiencesand knowledge we gained, and also try our best to bring the designs from IBDC alive in industry. We hope that more and morecommercialization of bicycle designs is encouraged through the promotion of this event, and that we also hope to see thatbusinesses can work together with this event , creating an environment for sustainable bike development.

    The future of bicycle civilization fromMicro Mobility.

    B y Jan-Nan Chen, IBDC JurorIBDC has been searching for great designs from allover the world for 13 years. Since 2007 which is the 12th year of IBDC,

    "Micro Mobility" has been used repeatedly as a main theme. Whilst IBDC is still the only design competition in the world forbicycles only, why has the concept been so important, and what is the rea l meaning of "Micro Mobility?"

    Well, "Micro Mobility" represents a trend of how bicycle design is to be developed in future as well as a start of brand newbicycle culture. I personally think that it at least incorporates four of the fo llowing elements:

    1. Light Weight. Bicycles represent a tool for individual mobility. A light weight bicycle means greater portability andsmoother pedalling for consumers, and for the whole industry, it is a breakthrough of material, design and manufacturingprocesses. The bicycle company, Scott, for example, has recently been promoting a carbon fibres road bike "Addict LTD" whichweights 5.9kg only. Although many have found it quiet unbelievable, there is no doubt that a less-than-5kg bike will soon bepublished as the current bicycle technology is advancing rapidly.

    2. Scale Down. Alex Moulton from UK first started selling his own design of small-wheeled bicycles in 1962. Since then,bicycle industry had been very keen on minimising sizes effectively for easy folding and storage without affecting ridingcomfortableness. We have then seen the folding bike by Brompton from UK in 1975 and Dahon from USA in 1980 on market.After almost half century of refinements and improvements, folding bikes no long appear as basic as it first looked like and havebecome a fashionable mobility tool for individual in metropolis. We can even feel heat of the wave ever since the trend of small-folds (eg. Nickname for folding bikes) first emerged in Taiwan in 2007.

    3. Connection with Public Transportation. Following the effects of global warming and newly emerged eco-trend of cuttingcarbon dioxide emissions, using private automobiles as means of day to day transportation is no longer anticipated. Publictransports which have the important elements of riding together and sharing have been heavily promoted and encouraged.Coupled with the characters of Light Weight and Scale Down as mentioned above, bicycles offer tremendous potentials forindividual to move about easily with the combined use of public transports. In fact, in addition to the environmental friendlycharacter , bicycles also increase the usage effectiveness of public transports in unban cities .

    4. Private Domain into Public Domain. The transferring of bicyc les' property r ight from pr ivate to public increases the usageeffectiveness of bicycles. The Velib a public bicycle scheme in Paris of France provides one fine example. It allows greatconvenience for transferring in and between public transports, of which raises the usage of public transportations. This hasfurther he lped to ease traffic problems in Par is, created topics of green and environmental issues, and even helped in promotingParis's urban image and its tourist value. In fact, such scheme may also be adopted in many places such as sightseeing scenicareas, amusement park, shopping center as well as campus to create positive images for the areas in terms of mobilityconvenience for individuals. There is definitely a great potential in the development and application of public bicycle scheme.

    The above-mentioned is my humble view on "Micro Mobility" that was formed from being an IBDC judge in the past years. Ido hope it can spark more creative and valuable thoughts, which can provide a basis for more outstanding designs in IBDC infuture.

    Power to the individual consumerInspiration for young bicycle designers

    By Han Goes, IBDC JurorThe IBDC International Bicycle Design Competition has a long standing history of innovation, creativity and conceptual

    designs. During that history young designers have always tried to avoid the traditional conventions in the bike industry and theyseldom followed the same paved road like the industry itself has been doing for the last 25 years. Most of the entries and most ofthe young designers, unintentionally though, have tried to change the industry paradigm of production and sales orientation toreal, individual consumer orientation. Not every consumer is going from A to B in the same way, with the same needs, ambitionsand aspirations. Over and over again these designers have asked themselves the same questions: "what are the functionalitiesindividual consumers need from a bicycle, are they really looking for a bicycle or something different to bring them from A to B?".And more precisely: "What specific consumer do I have in mind, and how do consumer requirements differ from one another?"

    This year's finalists of the 13th IBDC stand in this tradition of clear consumer focus, be it a substantial group of consumerwith an obvious need or just 1 single individual with a very peculiar need. Without being hindered by the economic laws ofmanufacturability and marketability as being practiced by the bike industry, the finalists have put the consumer and his needs asno. 1 priority. Please find herewith a short outline of some of the most consumer driven entries to the 13th IBDC finals.

    Walker B ikeIs it a bike, is it a tricycle ora mini scooter? It's a supersimple folding device with asingle monowheel drivetrain (which does not needmaintenance and will notsuf fer from wear). Designedfor short distances, verylight, very compact, easy tofold and easy to store awayand offer ing comfor t duringtransport.

    Metro Urban

    Tribo Over the last couple of years, thecity of Bogota has developed thelargest cycling infrastructure inSouth America, more than 350km. of bike lanes. Yet consumersstill feel uncomfortable andunsafe to use regular bicycles onthese bike lanes. A roll cageprotects the cyclist who is insemi-recumbent position,comfortable and with sufficientoverview in the crowded traff ic.

    This is a multifunctional waterbike with the African continent in mind. It can storeand transport water in the wheels which serve as storage tanks. No need forpeople to carry the water from to well to their house on their heads for a longdistance. Stronger is an amphibian vehicle, with or without water in the wheels itcan ride on the water and on the road. In addition it is means of transport duringflood hazards and it can serve as a tool for water sports.

    With a smart quick release system the frame of the MetroUrban bike can easily be changed a gents into a ladies frameand vice versa. The same quick release system serves aslocking mechanism system on the front fork in order to preventtheft.

    City- PedelecNot very revolutionary, but a very beautiful and c lever integration of consumer needsinto a stylish design with modern, environmental friendly technology. The CityPedelec (pedal assist electric bike) was specifically designed with Bike Sharingprograms like the Paris Velib' system in mind: user friendly, robust and heavy duty,low maintenance and electronics to reg ister and safeguard to bike.

    1=2The eternal quest for the perfect combination of a short distance bicycle and ashopping cart has been inspiring a whole generation of young designers. Over thelast couple of years we have been seeing various designs of this highly desirablemulti-purpose combination.

    xAnother transformer bike not for shopping. But an upright riding position forperfect overview and control during urban traffic circumstances and a relaxedrecumbent position for high-speed cruising in the country side. The bike can simplybe transformed according to the r ider's needs.

The new folding system is created togive users an opportunity to store the bike in very small spaces like carboot, basement, train ... etc. The target group for this design has nolimits, everyone can use it. The materials used for most parts of thebody are recycled plastic fibres, cardboards, and eco-friendly polish.The lighting is supported by high luminous LED-diodes. The most partsof the bicycle body can be folded into a small shape. I use 16inchwheels. The idea of my new design is to show the new folding system,usage of new mater ials and shapes.
