Message from our Director and Board President

Dear Friends,

Ben Franklin famously wrote,“energy and persistence conquer all things.” Well, this year, Save

The Bay’s persistence paid off in spades. By focusing on core strategic objectives and applying

our advocacy, restoration, education, and communications resources, we achieved important

progress on many fronts. Our ability to persist, stay focused and sustain our advocacy agenda

over the course of years is a key ingredient in achieving our mission to protect and improve

Narragansett Bay. Most importantly, it is you —our members, donors, and supporters—who

ensure we have the capacity and clout to achieve real results.

In the spirit of honoring our members, donors, and partners, we share with you our 2015 Annual

Report. You commit your time, energy and resources with the expectation that Save The Bay will

achieve real and lasting results. And while progress in an environmental context often plays out

over years and decades, 2015 stands out as a landmark year.

After years of persistent effort, we recorded two major legislative victories: the passage of a

cesspool phase-out law and the enactment of a wetlands act that significantly expands wetlands

protections. We also established new strategic partnerships with schools to educate and inspire

future generations of Bay stewards. We successfully engaged Rhode Island’s Attorney General

in shutting down an industrial polluter on the Providence waterfront. We used our expertise

and influence to encourage five cities and towns to submit winning water quality project grant

proposals to the US Environmental Protection Agency. These are just some of the important

milestones marked in 2015.

We thank you, our donors and members, for underwriting the work of our phenomenal team of

educators, advocates, experts and support personnel. We all share the same vision: a healthy

and resilient Narragansett Bay for generations to come. Your commitment helps us make this

In 2015, together, we:

• Championed the passage of a statewide cesspool phase-out law that will eliminate

Rhode Island’s 25,000 remaining cesspools, a major cause of groundwater

contamination and coastal pollution.

• Won passage of legislation that, for the first time in 45 years, significantly extends

protections for freshwater wetlands, which filter water that makes its way to the

Bay, provide critical wildlife habitat, recharge groundwater and reduce flooding.

• Halted pollution of the Providence River by Rhode Island Recycled Metals with

repeated calls to environmental enforcement agencies that, early in 2015, resulted

in intervention by the Attorney General’s office to end the company’s polluting

activities.

• Initiated a “call to action” to Westerly, Stonington, and upstream communities

to tackle pollution in Little Narragansett Bay and the lower Pawcatuck River. The

effort has led to collaboration by towns on both sides of the river and the Town of

Westerly winning a grant award to address chronic stormwater pollution sources.

• Urged Governor Raimondo to strengthen Rhode Island’s environmental

enforcement capacity and level the playing field for businesses in Rhode Island.

In 2015, together, we:

• Increased environmental vocabulary and content knowledge among students who

participated in our marine science and environmental education programs, better

preparing them for state testing.

• Increased interest in science, technology, engineering and math (STEM) disciplines

among students who took part in our marine science and environmental education

programs.

• Generated more positive behavior and feelings toward the Bay among students

who took part in our marine science and environmental education programs.

• Inspired a greater interest in outdoor environmental education and stronger

content knowledge among teachers who participated in our professional

development programs.

• Reached students in a critical watershed region by expanding education programs

into Fall River, Mass., the second-largest city on the Bay.

• Invested in more “high-impact” education programs in which students return to

Save The Bay several times throughout the school year.

Community members enjoy Seal Toursin Narragansett Bay

Overlooking Second Beach, Middletown

In 2015, together, we:

• Celebrated improvements to Narragansett Bay at our 39th Annual Save The Bay

Swim. 410 swimmers, 183 kayakers, and 1,500 spectators helped us raise $316,450

to support our advocacy and education efforts.

• Introduced nearly 300 guests to the tastes, sights and sounds of Narragansett Bay

at our 4th Annual Taste of The Bay, featuring local seafood and locally grown and

produced food and beverages.

• Welcomed 24,053 visitors—more than ever before—to our Exploration Center and

Aquarium to see marine life of Narragansett Bay, including some of the bigger

gamefish showcased in our new exhibit, Big Fish of the Bay.

• Introduced Mystic Aquarium patrons and members to Save The Bay through a new

Seal Tour partnership that attracted big crowds and new Save The Bay members.

• Reached communities in a critical watershed region by expanding seal tours into

Fall River, Mass., the second-largest city on Narragansett Bay.

In 2015, together, we:

• Celebrated with local, state and federal partners the completion of a

20-year fish passage project on the Ten Mile River in East Providence,

opening up three miles and 340 acres of spawning ground to river

herring and American shad, important migratory fish of Narragansett

Bay.

• Partnered with volunteers and agencies to dig thousands of feet of

small creeks in salt marshes at Jacobs Point, Barrington Beach, Sachuest

Marsh, the Narrow River and Ninigret Pond to reduce salt marsh

degradation resulting from rising sea levels and to reduce mosquito

breeding habitat.

• Piloted an aquaculture and shellfish restoration program with the

installation of shellfish upwellers at Fields Point.

• Assisted the cities of East Providence and Cranston in securing funds for

stormwater management projects at Sabin Point Beach and Stillhouse

Cove to reduce and treat polluted runoff that degrades water quality

along the Providence River.

2,199 volunteers joined the Rhode Island International Coastal Cleanup

In 2015, together, we:

• Mobilized 3,403 volunteers and interns who contributed 29,525

hours of time and talent, a 45% increase over last year.

• Empowered volunteers to help advance our mission by leading

beach cleanups, supporting fundraising events, organizing

mailings, staffing our centers, making thank-you calls, researching

grants, testing water quality, planting dune grasses, monitoring

wetlands, writing press releases, deploying storm drain markers

and more.

• Hosted the International Coastal Cleanup, engaging 2,199

volunteers who picked up 19,469 pounds of trash at 85 cleanups

covering 65 miles of Rhode Island shoreline.

• Launched a petition drive that collected signatures from 2,177

citizens representing every city and town in Rhode Island, 27 states,

and 17 countries, asking Governor Raimondo to strengthen the

state’s environmental enforcement capacity.

Dear Save The Bay Supporters,

The landscape in which Save the Bay operates is constantly evolving. Evaluating changes in that

landscape is an important element in informing us how best to deploy Save the Bay’s financial

and human resources.

In 2015, total support and revenue decreased 14 percent from last year. We experienced a

decline in government contracts and grant income, consistent with the diminishing availability

of such resources. Changes in AmeriCorps program requirements allowed us to re-evaluate the

perceived benefits of continued involvement and, after careful consideration, we decided not

to apply for AmeriCorps funds. These declines were offset, in part, by an increase in program

revenues made possible by having two vessels available for tours and educational programs.

Total expenses decreased by seven percent in 2015, principally as a result of reduced funding

availability for habitat restoration projects and the elimination of the AmeriCorps program. For

2015, general and administrative expenses comprise only 11 percent of our total expenses. We

continue to monitor our expenses to manage increasing operating costs while enhancing our

outreach and other activities that support our mission.

Save the Bay’s mission would not be possible without the continued generosity of donors,

members, businesses, foundations and volunteers. Our staff is dedicated and focused on

meeting the challenges that lay ahead and looking for new and exciting opportunities to lead us

into the future.

Endowment funds are long-term investments in the future of Narragansett Bay. They

support critical strategic initiatives, reduce dependency on annual giving and help us

keep pace with rising costs. In our 2020 Strategic Plan, our Board identified growing

our endowment as an important priority to lead Save The Bay into its second half

century. Our endowment funds are as follows:

Board-Designated Endowment for Operating SupportDesignated by the Save The Bay Board of Directors, this endowment provides

general operating support and the greatest flexibility in managing organizational

resources in response to changing circumstances.

Donor-Designated Endowment for Operating SupportThe Julia Sands Chase Fund honors the memory of Mrs. Chase and supports Save

The Bay’s critical mission.

Donor-Designated EndowmentsThe Alison Walsh Fund supports a yearly community award for outstanding

environmental advocacy. The Roosa Family Fund for Marine Education supports

marine environmental education for schoolchildren. The John H. Chafee Memorial Fund honors the Senator’s lifelong commitment to the environment and supports

Save The Bay education programs. It can be used to designate endowment

contributions below the threshold for individual endowments.

Remembering Save The Bay in your will is one of the most meaningful gifts you can

give. Within Narragansett Bay, seagrass beds are a primary source of food and shelter

for an abundance of marine life. Just as seagrass beds are the foundation of a healthy

Bay, the Seagrass Society ensures a long-term, healthy financial foundation for Save
