The village study aims to sensitize the Officer Trainees towards realities and complexities of rural life. The objectives are: • Assess the socio-economic political dynamics that exists in a village. • Recognize the importance of the need to learn from the villagers in evolving people based solutions to their problems • Evaluate the spatial and temporal changes that have occurred in the village in terms of quality of life as a result of Governmental and non- Governmental interventions or through the sheer efflux of time. • Evaluate the working of various village level institutions, both formal and informal in terms of participation and effectiveness. • Understand and analyze the problems faced by the rural people especially the marginalized sections such as S.Cs, S.Ts, Physically Challenged, old, poor, landless and women, etc.

• Each sub-group has to write a village report (See Annex-I & II of Village visit manual) and also make a presentation on their return to the Institute. Usually, the SGL introduces the subject while each member of the sub group presents one part of the report. Gold, Silver and Bronze medals will be awarded to the 1st, 2nd and 3rd groups, respectively, along with certificates

• Each member of the sub-group is required to prepare an issue based

individual report of approximately 1000 words (Hand written). It would be assessed for 10 marks out of the total marks for Public Administration.

(The SGL in consultation with other members of the sub-group will assign one issue to each member. )

• Also collect data in Annex-I relating to disaster management and

submit. • (Read Village Visit Manual for further details and follow)

FORMATION OF GROUPS & SUB-GROUPS

The 169 O.Ts have been divided into 6 groups (5 groups with 28 O.Ts each and 1 group with 29 O.Ts) Each group is divided into 7 sub-groups of 4 O.Ts each. There will be total of 42 (6 x 7) sub-groups.

One group will go to one District. 6 Districts in three States are selected. They are Mahabubnagar, Nalgonda and Nizamabad in A.P., Bellary and Gulbarga in Karnataka and Solapur in Maharashtra.

7 villages are selected in each District. One sub-group will go to one village.

There will be a group leader for every group and sub-group leader for every sub-group In every sub-group one O.T knowing local language is accommodated, to the extent possible. The Dist. Collector is requested to provide interpreter where there is no such O.T. There are minimum two female O.Ts wherever they are in a team. The 4 O.Ts in a group are drawn from different services and States. No request for any change will be entertained. The itinerary is as follows; 3.11.13 A.N.- Departure to District 4.11.13 - Briefing by Collector, departure to villages, stay in village upto 10.11.13 for vg. study. 10.11.13 – From Vg to Dist. Mahabubnagar is the southern Dist. of Hyderabad State under Nizam (Now it is in Telangana region of A.P and one of the most backward districts) and bordered with river Krishna in the South and surrounded by the Nalgonda, Hyderabad, Kurnool, Raichur and Gulbarga Districts. It is the second largest Dist. In terms of area (18432 Sq.Kms) with highest rural population (89%) in A.P. Drought is the ever persistent problem for the district which pushes it to the backward. This place is formerly known as “Rukmammapeta” and “Palamuru”. The name was changed to Mahabubnagar on 4th December on 1890 in honour of Mir Mahabub Ali Khan Asaf Jah VI, the Nizam of Hyderabad. This region was once known as “Cholawadi” or the “land of Cholas”. It is said that the famous Golconda diamonds including famous “Kohinoor” diamond came from this Dist. 700 years old Pillalamarri great banyan tree which is spread into many branches with a tomb of Muslim sage nearby is one of the wonders attracting many people. One could not see the main trunk of the tree. Jurala project (Irrigation & Power project) over river Krishna is the other major tourist attraction. This place is also famous for handloom sarees spun in silk and cotton, called as “Gadwal Silk”.

Its name is derived from two Telugu words Nalla (Black) & Konda (Hills) i.e. Black Hills. It was earlier referred to as Neelagiri, the name given by some Rajput rulers and the name was changed to Nallagonda only after its conquest by Allauddin Bahaman Shah, a Bahamani king. It has a population of 34,83,648 roughly equal to the nation of Panama. Nalgonda district occupies an area of 14,200 square kilometres comparatively equivalent to Indonesia's Flores. Nearly 500 villages in Nalgonda district are affected by the high flourine content in water. The popular Pochampalli sarees are made here. It is famous for cement factories like Vishnu, Priya, Raasi etc. The places of interest includes Nagarjunasagar Dam, Yadagirigutta temple and Bhuvanagiri fort.

The district derived its name as NIZAMABAD from the Nizam of Hyderabad Asaf Jahi, VI who had ruled Deccan during the 18th century AD. Originally it was called INDUR known to have originated in the name of king Indradatta who had ruled this region during the 5th century AD. Nizam Sagar Project & Sri Ram Sagar Project are the major sources of irrigation and tourism places in Nizamabad district. Recently, Telangana University was established at Nizāmābād, which serves the three districts of Adilabad, Medak and Nizamabad.

BELLARY DIST. Earlier Bellary District was part of Rayala Seema, a region in today's Andhra Pradesh. With the formation of states based on languages Bellary became part of Karnataka. Historical sites, Farm Land and Rich minerals characterize Bellary district. Recently making headlines with mining industry. Bellary district has 25% of India's Iron ore reserves. Despite the availability of minerals in large quantities, this district is considered to be an industrially backward district The main source of irrigation is Tungabhadra Dam. Bellary to its credit has the second largest single rock mountain in the world. Hampi, known for the ruins of Vijayanagara is the major tourist attraction. Also the home of famous Vijaya Nagara Empire World Heritage Site.

The city of Gulbarga was founded by the Bahmani Sultans in the 14th century as their capital. From 1724 to 1948 it was part of Hyderabad State ruled by the famous Nizams. It was integrated into India in September 1948. In Persian language Gul means flower and berg means leaf thus making Gulberga once a land of lavish living. But, now it is one of the most backward and drought prone districts in Karnataka. The Upper Krishna Project is major irrigation venture in the district.. Hazrat KHWAJA BANDE NAWAZ Dargah is a major attraction for devotees irrespective of caste and creed, dedicated to the famous Sufi saint who preached understanding, tolerance and harmony. Thus Gulbarga is known to be a hub of Hindu-Muslim harmony.

'SOLAPUR' is believed to be derived from two words 'Sola' meaning sixteen and 'pur' meaning village. The present city of Solapur was considered to be spread over sixteen villages. It is the fourth largest district in Maharashtra in terms of land area and seventh largest in terms of population. After Marathi, Telugu is spoken widely in the District. Solapur is well known for its textile industries often referred as Manchester of India. Solapur chadars and towels are world famous. Solapur had the world's second largest and Asia’s largest spinning mill. The Solapur district has the largest industry in Maharashtra for Beedi production. Solapur is also known for its oilseed-market. Bhima Ujjani Irrigation Project is the only major irrigation project in Solapur district. Solapur is popular for Pandharpur – the Dakshin Kashi of India. Akkalkot is a significant pilgrim centre dedicated to Shri Swami Samarth Maharaj – said to be an incarnate of Lord Dattatreya. The Great Indian Bustard Sanctuary, located in Solapur is also one of the tourist attractions.
