As you are aware, during the Gram Uday se Bharat Uday Abhiyan , Gram Sabhas are to
be conducted between 21 to 24 April 2016. In this context, the Ministry has developed model
guidelines for persons who will facilitate the Gram Sabhas, in Hindi and English (attached).
These persons could be the village Sarpanches themselves, resource persons or officials. You
are requested to adapt and translate these in your State context, and share them widely within the
State, while ensuing appropriate capacity building of, and communication with people who will
facilitate the Gram Sabhas ..

Guidelines For Facilitators At The Gram Panchayat Level For
GRAM SABHAS FOR NATIONAL PANCHAYATI RAJ DAY

This advisory is for Gram Panchayat representatives, officials and resource persons
who will support the Gram Panchayat to conduct Gram Sabhas for the celebrations
of the National Panchayati Raj Day under the Gram Uday Se Bharat Uday Abhiyan.
This note provides pointers to the activities that can be taken up in the four day
celebrations for National Panchayati Raj Day in Gram Panchayats and Sabhas. The~'. ~.activities to be taken up are to be decided by the Gram Panchayat and need to be
planned well in advance.
Introd uction
National Panchayati Raj Day is celebrated on 24th April every year, as this is the day
on which the Seventy Third Constitution Amendment came into force. This is a very
important day for Panchayats, and an opportunity for them to get all the people of the
village together for the development of the village. This year, National Panchayati
Raj Day is to be celebrated as part of the Gram Uday Se Bharat Uday Abhiyan (14
April 2016 - 24 April 2016).
For this, all Gram Panchayats of the county should hold a Gram Sabha on any day
between 21st April to 24th April, 2016. These Gram Sabhas should aim to make
people aware of the potential and need for local economic development and the
Gram Panchayat Development Plans, as well as key social and economic issues. All
the people in the Gram Panchayat should come together to resolve for the
development of the village and the country. Gram Panchayats may collaborate with
self Help Groups to make and other voluntary groups to mobilize and motivate
people. In this period, Prabhat Pheris (morning walks), sports competitions,
sanitation campaigns and cultural programmes may be held in the Gram Panchayat.
On 24th April 2016, Honourable Prime Minister will address all Gram Sabhas across
the country, and all villagers may gather together to hear the address.
Prabhat Pheri
Prabhat Pheri or morning walk with all the villagers may be undertaken to build the
atmosphere for the National Panchayati Raj Day. This can be done in two segments,

one involving children and the other involving adults. The participants can use
placards, slogans and other communication material to communicate key messages
of economic development and social justice.
Prabhat Pheri by children may carry message on sanitation, education and other
local issue affecting children. Schools may be encouraged to undertaken the activity.
A competition in schools may be organised for the preparation of placards for the
Prabhat Pheri. The charts and posters prepared by children can be carried during
Prabhat Pheri along with slogans by the children.. .
The Prabhat Pheri by adults may focus on the participation of all the people in the
Gram Panchayat planning process. Along with Panchayat representatives, it is
important to involve elderly people, SHG members, youth clubs/groups, community
resource persons of different schemes, functionaries of different departments. In the
Prabhat Pheri, social and economic issues of different areas of the Gram Panchayat
may be highlighted.
Sanitation Drive
A sanitation drive may be taken up between 21st April 2016 to 24th April 2016, which
may include general cleanliness activities such as cleaning of village roads and
streets, cleaning of water bodies & hand pump platforms, digging of garbage pits,
visiting households for awareness generation etc. The Gram Panchayat members
may divide into three to four sub-groups to take up activities simultaneously at
schools, public institutions, visiting households for awareness and ensuring general
cleanliness. Each group should include people of different age groups including
women.
Cultural Activities
Every Gram Panchayat may plan some cultural activities which could include street
plays, traditional performances, songs, folk dance etc., during 21 st April 2016 to 24th
April 2016. Participation from each revenue village/ hamlet must be encouraged,
along with participation of women. SHGs, youth clubs and schools could be
encouraged to prepare for the event. School children could also be encouraged to
stage plays etc. on developmental and social themes.

Sports Competitions
Sports competitions may be organised in the Gram Panchayat, for which different
villages, hamlets etc. may form their teams and participate. The choice of these
sports activities may be such that many people participate in the event. The Gram
Panchayat may call volunteers to carry out the activity as well as intimate to the
schools, SHGs, youth clubs etc. Based on the size and population of the Gram
Panchayat, events may be planned either at the village level or at the Gram
Panchayat level. The Gram Panchayat may decide to give awards to the winners of
differentcompetitions in the Gram Sabha.
It should be ensured that the competition is not of a type to cause physical injury to
the participants. Care should be taken by the Gram Panchayat to ensure that a first
aid kit is available. Schools could be encouraged to organise the event.
Conduct of Gram Sabha
A Gram Sabha may be organised on any day between 21st April to 24th April, 2016 to
celebrate the National Panchayati Raj Day. The venue for the Gram Sabha meetings
should be spacious and facilitate the participation of all concerned, irrespective of
their caste, religion or political affiliation. Information about the Gram Sabha should
be given at least 7 days in advance. A special drive may be undertaken to ensure
widest possible attendance. Ward members may visit wards and explain the purpose
of the Gram Sabha.
Before the Gram Sabha a meeting of all the Self Help Groups in the Gram
Panchayat may be organized. Self Help Groups can play an important role in
mobilizing people, and in brining issues related women to forever Responsibilities for
the Gram Sabha may also be given to Standing Committees, Functional committee,
Parent Teacher Association, Hospital Committee etc.
In the Gram Sabha, the importance of National Panchayati Raj Day may be
explained to the people. The Gram Sabha should be an occasion for people to
reflect on the development status of their Gram Panchayat, and identify the way
forward through the Gram Panchayat Development Plan. The Gram Sabha may
focus on the following issues: -

• Optimal use of Funds by Panchayats
• Clean Drinking Water & Sanitation
, Role of Women in Rural Development• Social inclusion including welfare of Scheduled Castes, Scheduled Tribes,
Persons with Disabilities and other vulnerable groups
Reading and discussion material on these issues is being provided. Resource
person may use this to facilitate a good discussion in the Gram Sabha. Important
schemes of the government, for which material is also being provided, may also be
explained. Gram Sabha members may be encouraged to ask questions, and
resource persons and Panchayat members may respond.
In this Gram Sabha, special attention may be given to the welfare of the
marginalized persons, and the aged may be honoured.
Prime Minister's Address on 24th April, 2016
Honourable Prime Minister will address all the Gram Sabhas of the country on 24th
April, 2016. In many Gram Panchayats, Gram Sabhas will be organized on this day.
In others, where the Gram Sabha have been held on another day, a special meeting
would need to be called. On 24th April, a venue may be chosen for facilitating a
people's gathering to listen to the Prime Minister's speech. For this, sitting
arrangements need to be made by the Gram Panchayat. The time and venue should
be communicated to all Gram Sabha members well in advance. Arrangements for
TV/Radio should be made so that the Prime Ministers Address to the Nation on
Panchayati Raj Day can be listened to collectively.
