Circuiar Orders and Miscellaneous Iuformation.

C.O. }~.-The Commissioner has to draw the attention of the Police th roughout the Colony to the frequent recurrence of charges of "Obstructing and resisting Police ill the performance of their duty." The Commissioner wishes to discourage the practice. The Police a.re not justified in taking any oue into custody without being able to prove some specific act by which the law has been broken. No Constable should deprive anyone of his liberty for words ollly, a.nd JanO'uage however violent towards the P olice ouO'bt n;t to be noticed. Circular Orders and Miscellaneous Information.

C.O. j}.-Whenever a.ny member of the Force has occasion to hire a conveyance he must ascertain the cost of same and see that the legal fare only is charged or paid. 'V"hen an excess fare is charged for detention or any other cause, it must be explained. If not satisfactorilv accounted for, the excess will have to be paid by the member of the Force incurring the charge.

Members of the' Force incurring any expense for the conveyance of a prisoner to the lockup are re­quired to report the amount to the officer prose­cuting in court before the case is heard, so that the item may be included in the costs against the prisoner. In the event of his neglecting to do this the member of the Force concerned will be called upon to pay the amount.

When the police have occasion to convey any sick or injured person to the hospital or elsewhere, they must see that the cost of conve.vance is defrayed by such person or his relations. Only when the individual so conveyed is destitute and without friends will the cost be paid by the Government.

Any member of the Force neglecting to report the hire of any conveyance he has used in the perform­ance of his duty wil1 have to pay su<;h hire himself.
