The Chairman of the Board of the Management, Professor Mihir K. Chaudhuri, the Vice

Chancellor of the University welcomed all members on the Board the Hon'ble Vice Chancellor

of the University welcomed all members on the Board and expressed his gratitude to Professor

V.S. Prasad and Professor M.A. Kalam- the two external members who have come all the way

from Hyderabad and Chennai, respectively to the meeting. Professor A.S. Kolaskar, Professor

.and V. Karman who could not attend the meeting, have been granted leave of absence . . ;

Calling the meeting into order, the Chairman requested the Secretary of the BoM- the Registrar,

The Minutes of the 15th Meeting of the Academic Council held on 24/11/2011 is placed before the Board of Management for consideration.

1. On a suggestion from Professor V.S. Prasad for renaming of the Departments and the Schools, the Board recommended constitution of a Three Member Committee with representative faculties- one each from the Schools of Science and Technology, Humanities and Social SCiences and Engineering, to review the present nomenclature of the Academic Departments and the Schools and·to suggest ones that are more reflective of the interdisciplinary approaches.

2. The members advised that two broad based areas of focus for teaching and research should be developed for the Twelve Plan period.

Note Subject to approval of the Board of Management, Extra Ordinary Leave without Pay has been granted to Professor D.K Saikia, Department of Computer Science and Engineering for a period of 05 (Five) years with effect from 01/11/2011 enabling him to join as Director, National Institute of Technology, Meghalaya.

Business Administration.

Note Professor Debabrata Das, Department of Business Administration had tendered his resignation from the University and he was to be released from the services of the University with effect from 08/12/2011. This was ratified by the Board of Management vide Resolution No. B.62/2011/2/3.14 of the 62nd meeting held on 23/09/2011. Now, Professor Das has withdrawn his resignation from the University. Subject to approval of the Board of Management, his request for withdrawal of his resignation may be considered.

A case of alleged forgery and plagiarism in the M. Tech Thesis by Shri Pradeep Kumar Nath a past student of the Department of Energy, Tezpur University

The Vice-Chancellor received one e-mail on March 2, 2011 from Dr. A vinash Kumar Agarwal, Associate Professor, Department of Mechanical Engineering, Indian Institute of Technology, Kanpur, where it was alleged that Mr. Pradeep Kumar Nath, an M.Tech student in Energy Technology did his M.Tech Project under Dr. Agarwal during October 26, 2005 - April 16, 2006. It is alleged that Mr. Nath on expiry of his project period left Indian Institute of Technology, Kanpur without the permission of/information to Dr. Agarwal. It is also alleged that Mr. Nath, whose works at Indian Institute of Technology, Kanpur was not satisfactory for an M.Tech thesis, forged the signature of Dr. Agarwal and also forged a certificate for his thesis, on the basis of which Mr. Nath had obtained his M.Tech degree from Tezpur University in 2006.

In the same letter Dr. Agarwal alleged that Mr. Nath has copied the works of Mr. Deepak.Agarwal, another 2005 Batch student of Indian Institute of Technology, Kanpur, which is a clear case of plagiarism.

An Inquiry Committee was constituted with Prof. A. Choudhury, Pro Vice Chancellor as the Chairperson and Prof. N. S. Islam, Dean, Research and Development, Prof. M. Bhuyan, Dean, School of Engineering and Prof. S. M. Hazarika, Head, Department of Mechanical Engineering as the members. The Committee examined the allegations and called the student vide letter dated 09/03/2011 to appear before a Committee to ascertain the allegation, but he did not turn up. The Committee also called Prof. S. K. Samadarshi, Department of Energy, Prof. D. C. Baruah, Head, Department of Energy for their statements. As stated by Dr. D. C. Baruah, Sri Nath was attached to him for supervision of his M. Tech thesis towards the end of the Project period and Sri Nath was associated with Dr. D. C. Baruah for hardly ten (1 0) da,ys or so. As such Dr. Baruah could not comment on his work at liT, Kanpur or otherwise.

Prof. S. K. Samadarshi stated that Sri Nath was assigned his project at liT, Kanpur to be carried through procedure under Dr. Avinash Kumar Agarwal and he awarded 40 marks to Sri Pradeep Kumar Nath for his (thesis/work) done at liT, Kanpur. However, no other information was passed to the department.

By the time, the University received a copy of the thesis of Mr. Deepak Kumar Agarwal submitted to liT, Kanpur in 2005 for his M. Tech Degree vide letter of Dr. Avinash Kumar Agarwal dated 29/04/2011.

The Sub-Committee after thorough examination of the two theses stated that the contents of the thesis are similar to a great extent with that of Mr. Deepak Agarwal and is an act of plagiarism by Mr. Pradeep Kumar Nath.

·The University took up the matter with its legal counsel and decided to follow Statute 30 of the Tezpur University Act towards withdrawal of his M.Tech Degree.

The University issued charge sheet vide letter dated 03/08/2011 asking Shri Nath to reply within seven days from the date of receipt of the charge sheet. As per postal record, the charge sheet was delivered to Mr. Nath on 06/08/2011.

But, Mr. Nath has neither replied to our show cause (charge sheet) nor has tried to defend in other ways.

Now, the University has appointed an Enquiry Officer to cross examine the charges and to submit a report. However, Mr. Nath has not received the notification of the enquiry committee.

The members noted the development and suggested that the University may take decision on the alleged offence by the past student irrespective of the out come of the legal procedure within a definite deadline.

Transfer of Past Service Benefits in respect of Mr. Kumarjit Dutta, Assistant Registrar.

Consequent upon transfer of following past service benefits from Brahmaputra Board, Guwahati, Assam in respect of Mr. Kumarjit Dutta, Assistant Registrar, the past service rendered at from Brahmaputra Board for the period 23/05/1995 to 26/04/2007 is combined towards his retirement benefits at this University.

The University Grants Commission vide it's letter dated 16th November, 2011 has approved for creation of 19 Non-Teaching Posts (including 1 on outsource basis) under Xlth Plan .

Replacement of the Old Ambulance of the University under Buy-Back Scheme.

The old Ambulance of the University has been replaced with a new one under Buy-Back Scheme at an amount of~ 2,27,543/- (Rupees Two Lakh Twenty Seven Thousand Five Hundred and Forty Three) only after deduction of ~ 80,000/- (Rupees Eighty Thousand) only as the Buy-Back value.

B.63/2011/3/5.1 (i) In·stitute of Dr. Bhupen Hazarika Fellowship.

Note The University proposes to institute one Fellowship in the name of Music

Decision

Legend Dr. Bhupen Hazarika. The fellowship will be for doing research in the Centre for Assamese Studies. Fellowship amqunt is to be decided upon.

(ii) The Building/Department of CultUral Studies is proposed to be named after Dr. Bhupen Hazarika.

(iii) lOth Convocation of the University is scheduled on lOth February, 2012. Hon'ble Human Resource Development Minister Sri Kapil Sibal will grace the Convocation as the Chief Guest.

(iv) Action for the appointment ofthe next Vice-Chancellor has already been initiated.

On the proposal for institution of a Fellowship in the name of Dr. Bhupen Hazarika, the Board suggested that the Fellowship be called a Senior , Fellowship rather than a Post Do'ctoral Fellowship. The members also suggested that while determining the eligibility for the Senior Fellowship, emphasis should be on the potential of the applicant.
