Water, Sewer and Administration Projects for FY 2021

During this period of COVID-19, TVWSD has continued to function smoothly and meet the operating requirements of the EPA and WY DEQ. Plant personnel are considered essential workers and have been on the job throughout the recent months spent flattening the curve. And, while COVID-19 has and will continue to have an impact on TVWSD revenues, the TVWSD Board of Directors has approved a FY 2021 budget that continues the mill levy at 3.5 mills and taps into reserves to ensure completion of important capital projects. These projects include the replacement of water and sewer mains, repair of the water tank, replacement of flow meters for Wells 3 and 4, and a new master PLC for all of the wells. The team will also be making sure that a new chlorine storage area is built, that sewer manholes are sealed and that a redesigned roof covers the wastewater treatment plant. In the District Office building, upgrades started in FY 2020 will continue, and plans call for the purchase and implementation of new utility billing software meant to improve the overall customer experience by offering e-bills, accepting online payments and providing a portal to view usage, billing and payment history. Please note that the water main replacement will be big - affecting the intersection of Rachel Way and McCollister Drive for several weeks and taking place this fall, with specific timing to be shared at a later date.

2019 Annual Drinking Water Quality Report The water source for Teton Village is one of the cleanest in the country. The alluvial aquifer deep below Teton Village is recharged by previous years’ precipitation and snowmelt. Water is pumped from the District’s five wells to a water storage tank. While the water is lightly chlorinated to prevent microbial growth, it is not fluorinated, although there is natural fluoride present. The water is tested every day for chlorine residual to ensure public safety. In addition, monthly water samples from different locations within the distribution system are tested. In 2019, all samples were absent of pathogenic bacterial contamination. The water measures an approximate hardness level of 113 ppm calcium carbonate units (6.6 grains/gallon) which is “moderately hard.” The certified water professionals at Teton Village Water and Sewer District are dedicated to providing some of the highest quality drinking water in the country. Protection of drinking water is everyone’s responsibility. You can protect your community’s drinking water source in several ways …

✓ Pick up after your pets; eliminate excess use of lawn and garden fertilizers and pesticides ✓ Dispose of chemicals and household hazardous waste per TVWSD and Teton County guidelines ✓ Eliminate cross connection risks, where it is possible to introduce contamination into the water system,

through the use of backflow prevention devices and hose bib vacuum breakers ✓ If you remain on your own septic system, properly maintain the system to minimize leaching, and

consider connecting to the public sewer system provided by TVWSD ✓ Consider getting involved with Protect Our Water Jackson Hole, which serves as a powerful advocate for

reducing nutrient pollution and protecting water quality in Jackson Hole, WY, now, and for the future

REMINDER TO ALL PROPERTY OWNERS The TVWSD Rules & Regulations prohibit discharges of harmful materials to the sewer system. These regulations are required by the U.S. EPA and the Wyoming DEQ so that treated water from the sewer system meets drinking water (Class I) standards.

A fine of up to $2,500 could result from each occurrence.

To Flush or Not to Flush

With the arrival of COVID-19, our sewer plant, and many around the country, have seen an increase in non-flushable products coming through the wastewater treatment system. You can help keep our sewer lines clear and plant running smoothly by knowing what to flush and what not to flush. Those items on the not to flush list don’t easily break down like toilet paper and, thus, create blockages in the sewer lines and back-ups at your property. In addition to the items noted by the U.S. EPA, plant operators also request that you do not flush disinfecting wipes, disposable masks and disposable gloves.

What Contributes to Your Water Use?

Did you know that the average U.S. household uses approximately 400 gallons of water per day or 100 gallons per person per day? For a better understanding of what can drive your water use higher than expected, check out the list below.

• Letting your sprinkler / irrigation system apply more water than the soil can absorb

• Not using an inexpensive, easy to install, water-efficient showerhead

• Running the water while brushing your teeth, shaving and washing your hair

• Running your clothes washer and dishwasher when they are not full

• Failing to repair or replace a leaky faucet or toilet, which you can identify by listening for drips and running water, or looking for pooling of water under pipe connections

Small low-cost, even no-cost, changes can make a big difference in helping you manage your water use – try one today and soon it will become second nature.

TETON VILLAGE SPECIAL FIRE DISTRICT

Fire Prevention Recommendations for 2020 It is the ignitability of a building in relation to its immediate surroundings

that has the most influence on damage or loss

The Teton Village Special Fire District (TVSFD) wants to remind property owners of the importance of defensible space. Maintaining an area around structures that consists of green space and limited fuels or fire-resistant fuels can slow the advance of fire and allows easier access and protection for firefighters responding to a fire. Defensible space helps protect against structural fires from wildfire, either from direct flame or radiant heat. There are many things that property owners can do to help limit property vulnerability:

• Trim trees, shrubs and plants to prevent them from touching buildings and growing up walls

• Remove downed trees and deadfall

• Remove dead or dry leaves and pine needles from the yard, roof, and rain gutters

• Water vegetation that is within 30 feet of structures

• Remove branches to a height of 10 feet and keep shrubs pruned

• Remove vegetation and items that could catch fire that are below or near decks

• Install a screen constructed of non-flammable material over the flue opening of every chimney or stovepipe; mesh openings of the screen should not exceed ½”

• Treat shake roof shingles with a fire-retardant material prior to installation and every three years afterwards to maintain fire resistance

Property owners in the residential area of the original Village as well as the commercial area are reminded that the Teton Village Architectural Committee must approve any tree removal; however, trees may be limbed to remove branches that touch the building.

Donate to Your Local Firefighters! Old Bill’s Fun Run for Charities, reimagined for 2020, will be held on Saturday, September 12th. Please watch for the donation packet to arrive in your mailbox, and make sure to include TVSFD on your list of recipients on the donor card. All donations are tax deductible and will be matched on a percentage basis by sponsors of the event. Funds raised last year helped pay for new firefighter SCBA or self-contained breathing apparatus. The Teton Village volunteer firefighters thank you for your support and generosity.

Arrival of TVSFD Multi-Purpose Fire Engine, and Ongoing Search for Land for a Future Fire Station

A note from Jon Bishop, Fire Chief

With the continuing construction of dozens of new homes, sustained commercial development, and risks associated with our wildland urban interface here in Teton Village, TVSFD has responded to our community needs by purchasing an additional fire apparatus. Our new wildland fire engine, Engine 52, brings welcomed supplementary pumping capacity and wildland fire capabilities. Engine 52 was delivered to Teton Village on June 19th, and is four-wheel drive, able to pump 1,000 gallons per minute and will carry extrication as well as rescue equipment.

TVSFD plans to house the new truck on the Maintenance Lot in the storage bay owned by Teton Village Improvement & Service District. This is a temporary arrangement as TVSFD continues to work with other District entities and local stakeholders, as well as Teton County, to identify a possible new home for the fire station in Teton Village. TVSFD asks for your support in securing additional land for a future fire station. With more apparatus and equipment, there is a significant need for increased space for securing and maintaining these items. With additional firefighters responding to a rising number of fire and medical calls each year, we also need additional dedicated training space.

TETON VILLAGE IMPROVEMENT & SERVICE DISTRICT

Budget Recap for FY 2021

The mill levy to property owners from Teton Village Improvement and Service District (TVISD) will continue at 3.91 mills for the upcoming fiscal year. Property owners should expect services for road and sign maintenance and repair to remain at current levels, with the largest line item in the budget again being for snow removal. The budget also allocates funds into reserves for road resurfacing, to ensure that reserves are sufficient to avoid any special assessments when the time comes to do the work.

Granite Loop Road Drainage Improvements Winter ice build-up along Granite Loop Road near the Four Seasons Resort has been a problem for years and resulted in numerous traffic accidents. The good news is that work has recently been completed by TVISD, with financial support from Teton Village Association, to install a new storm drain in this area to help with the water run-off that creates the ice build-up.

Updates to TVISD Rules & Regulations New Rule 13 – Hazardous Road Condition Restrictions: When winter storms significantly impact travel in Teton Village, the TVISD’s chain law for McCollister Drive and Granite Loop Road will go into effect. TVISD will post signage along these roadways that indicate (a) hazardous conditions exist and (b) the location of designated / approved chain-up areas. TVISD's new chain law is two-tiered. Level 1 is declared when conditions are rated as "hazardous." Travel is restricted to vehicles equipped with tire chains, or to vehicles with adequate snow tires, or to all-wheel-drive vehicles. When conditions deteriorate to "extremely hazardous," Level 2 is declared. Travel is then restricted to vehicles equipped with tire chains or all-wheel-drive vehicles equipped with adequate mud and snow or all-weather tires. For commercial vehicles, chains should be on at least two of the drive wheels, at opposite ends of the same drive axle. Update to Rule 12 – Construction Impact Permit: This amendment will require a property owner to obtain a construction impact permit – prior to commencement of the property owner’s construction project – for construction vehicles that exceed AASHTO HS-15 Load ratings, that have tracks and/or that may damage or obstruct vehicle traffic. The hearing for this amendment is set for Tuesday, August 11, 2020, at 9:00 AM at the District Office. Hearing details, including possible conference call numbers for a virtual hearing, will also be posted on the District’s website.

Please SLOW DOWN! Please note that new radar speed limit signs have been installed along Rachel Way and Michael Drive. The signs are meant to reinforce the 20 MPH speed limit on residential roads in the Village. Also, please take extra precaution as you move through the intersections of Rachel Way – McCollister Drive and Rachel Way – Michael Drive as these are high traffic areas for walkers, joggers, bikers and skiers of all ages, not to mention guests of Sundance Swim & Tennis Club.

Another Reminder About the Parking Regulations

Residents living in the residential areas of the original Village and Granite Ridge are reminded that parking is not allowed on any residential road, except by special permit. Parking During Construction: Property owners may request a permit for street parking during construction. The permit requires a $2,500 deposit. Fines are issued for violations of the permit. Parking for a Special Event: Residents may request a one-day permit for a special event at no charge. Contact Beth McCoy in the District Office (307) 733-5457 at least five days in advance to request a parking permit. Bill Barrett, Director of Public Works, says that permits are issued with the condition that all vehicles park on the same side of the road, otherwise, the roads may become impassable for emergency vehicles. Enforcement continues to be higher due to the number of construction projects underway. Vehicles parked without authorization may be towed at the owner’s expense. *Please see an additional parking communication regarding driveways and Village parking lots on the bottom of page 8*

Noxious Weed Control

TVISD contracts for the control of noxious weeds in the road easements in the residential areas of the original Village and Granite Ridge. Landowners, however, are responsible for mitigating noxious weeds on their private property. These are some of the species that are common in and around Teton Village:

Oxeye Daisy: Leucanthemum vulgare, or Oxeye Daisy, is often mistaken for a common white daisy. It can be identified by its white petals and yellow centers, and its stiff upright stems up to 3’ tall. The best way to rid your garden or lawn of the Oxeye Daisy is to dig it out from the roots. Yellow Toadflax: Linaria vulgaris, or Yellow Toadflax, resembles snapdragons and can grow to be 1’-3’ tall. It contains a poisonous glucoside that can harm wildlife. Herbicides and digging the plant out from the roots are the best means of control. St. John’s Wort: Hypericum perforatum, or St. John’s Wort, though commonly recommended for a wide range of medical conditions (most commonly depression), is another noxious weed in the area. This weed is an upright perennial that typically grows 1’-2.5’ in height. It has a yellow flower with five petals and tiny black dots on the margins. Herbicides and the Klamath weed beetles offer the best control of the plant. Meadow Knapweed:

Centaurea jacea¸ or Meadow Knapweed, is easily identifiable by its large pink flowers and a height up to about 3.5’ tall. Rototilling or plowing will be a better choice over pulling the flower. Herbicides are usually the best method to control large or established infestations in areas that cannot be tilled.

TVAC Review of Projects

Owners of commercial and/or residential property within the boundaries of the original Village are reminded that project approval from the Teton Village Architectural Committee (TVAC) is required for the following:

• Any exterior changes - this includes color changes and any changes in the type of material used

• All remodel projects that involve any exterior modifications

• Any landscaping changes, including tree removal and the addition of hot tubs and decks

• All signage

• All requests to burn debris

• All new construction, and the addition of any outbuildings The TVAC meets regularly on the third Tuesday of each month, beginning at 8:00 AM. For new construction, drawings and the Developer’s Checklist must be submitted two weeks in advance of the meeting. Details for signage and smaller construction projects may be submitted one week in advance of the meeting. Depending on the project, permits may also be required from Teton Village Water and Sewer District and/or the Teton Village Improvement and Service District.

Satellite Dishes

Article 1 Paragraph K “Television and Other Antennae” of the Restrictive Covenants

addresses the requirements for satellite dishes:

Satellite dishes shall be permitted below the roof line. Maximum diameter of the dish shall not exceed 24 inches and shall be located or screened in such a manner as to minimize visual impact from neighboring properties. If the dish is mounted on the ground, no point shall exceed six feet in height. All satellite dish locations shall be specifically approved by the Architectural Committee.

Parking of Recreational Equipment: Maximum 7 Days Article 1 Paragraph D “Parking” of the Restrictive Covenants addresses the requirements for parking of recreational equipment: Recreational equipment such as campers, motor homes, trailers of all types, and trailered boats must be parked within a carport or garage except for temporary parking not to exceed seven days.

A Note Regarding Overflow & Recreational Equipment Parking from TVA/TVRD

Village parking lots are for day / hotel guests only; there is no overflow or recreational equipment parking in the lots for owners / guests of residential homes and condos. Additionally, there is no camping permitted in any Village parking lot.

PLEASE KEEP PETS ON A LEASH The CC&Rs state that all house pets must be “restrained on a leash, or other attachment”, when walking through the Village so as not to cause a nuisance to others, and should never be allowed to harass or endanger wildlife. Also, no pet or animal should be tied up, or left unattended in any public area within Teton Village. Horses, chickens, or other livestock are not allowed, and at no time should there be more than four house pets of four months or more kept per lot.

A SPECIAL THANK YOU

Many of you may not know that Bill Barrett has been the Director of Public Works for TVWSD and TVISD since 2014. He also served in that capacity for TVA until last summer. Back in 2010, he joined TVA as Director of Maintenance. Through the years, Bill has been busy - very, very busy. We’d like to share some of the highlights from his long career.

• Before Jackson Hole: 20 year retired Police Sergeant for Las Vegas Metro Police, Commercial Helicopter Pilot, Licensed A&P Aircraft Mechanic, Master Scuba Diver, Ambulance Coordinator, EMT-II, Search & Rescue Instructor, FEMA Task Force Leader for Heavy Urban S&R, Union Carpenter.

• In Jackson Hole (since 1998): began managing local construction projects that included Hotel Terra, Jackson Whole Grocer, restaurants and other commercial kitchens, retail buildouts, maintenance shops, custom homes, underground utility projects, Corps of Engineers projects, District facilities, the TVA Ice Rink and Commons … and he also continued in Search & Rescue and as an EMT with Teton County.

As Bill and his wife Rene begin to truly settle down in Star Valley, there will be cookouts to attend and spec homes to be built. We have a feeling that there will be travel on the agenda as well, whether to see family and friends, or to put that recreational camper to use. Bill tells us that his last day with us will be January 17, 2021. Please join us in recognizing and thanking Bill for his many years of service and friendship.

The Teton Village Association (TVA) Board has proposed a budget for fiscal year 2021 that supports TVA’s mission to provide a seamless visitor experience. Teton Village Resort District (TVRD) sales tax collections for fiscal year 2020 are down 3.6% compared to the previous fiscal year and are expected to fall as much as 36% in fiscal year 2021. TVA and TVRD have significantly reduced capital improvement projects for next fiscal year based on the expected loss in revenue due to COVID-19. Operations and capital improvement projects are focused on the health and safety of our visitors, employees and neighbors.

In Teton Village, we care deeply about our guests, the community and the environment. TVA and all of the businesses in Teton Village are dedicated to keeping visitors and employees safe now and always. TVA has implemented strict sanitizing procedures for our facilities as recommended by the CDC, including disinfecting of public restrooms, bus stops and all public equipment multiple times daily.

We encourage folks to continue practicing social distancing, sanitize frequently and use a mask or face covering when social distancing is not possible.

ALIVE @ FIVE

July will offer virtual programs with Teton Raptor Center and we are hopeful to be able to hold Raptor programming in the Village Commons at 5 PM on Wednesdays and Thursdays in August. More details to come.

CONCERTS ON THE COMMONS

Now in its 11th year, Concerts on the Commons are still brought to you by TVA with support from Jackson Hole Mountain Resort and all TVA business partners. We tentatively plan to present shows on Sundays at 5 PM in August. We continue to monitor the impacts of COVID-19 and will follow all appropriate State, local and CDC public health guidelines.

FALL 2020 ELECTIONS FOR BOARD POSITIONS Teton Village Water and Sewer District (TVWSD) Board Four Director positions - three positions for four-year terms and one position for a two-year term. Candidates must own property and live within District boundaries to serve on this board. Teton Village Special Fire District (TVSFD) Board One Director position for a four-year term. Candidates must own property and live within District boundaries to serve on this board. Teton Village Improvement & Service District (TVISD) Board One Director position for a four-year term. Candidates must own property in the residential area of Teton Village or Granite Ridge to serve on this board. Teton Village Architectural Committee (TVAC) One Residential-Dwelling Representative position for a three-year term. The position will be voted upon by owners of residential properties within the boundaries of the original Village. Candidates must be residents of Teton County to serve on this committee. Anyone interested in running for TVWSD, TVSFD or TVISD must submit an Application for Election between August 6 and August 25, 2020. Anyone interested in running for TVAC must submit an Application for Election by October 31, 2020. All elections are conducted by mail ballot. If you are a registered voter within District boundaries, you will automatically receive a ballot to vote in the November 3, 2020, elections for TVWSD, TVSFD and TVISD, and the December 15, 2020, election for TVAC. In addition, property owners may vote in the November 3, 2020, elections for TVWSD, TVSFD and TVISD by requesting a ballot in writing. Please note that mailed ballots cannot be forwarded and will be returned to sender. Please also note that ballots cannot be returned by e-mail or facsimile.
