TESDA’s Secretary Joel Villanueva graced the occasion. He said in his speech that “TESDA rec- ognizes the gap between existing skills and what the employers demand their workers in their work”. He further said, “So we innovate, enter into partnerships, market TVET, and develop Training Regula- tions on emerging skills because we want our youth to enter the world of work with confidence. Sa TESDA, may choice ka”. Before the said forum was held, there were series of focus group discussions (FGDs) that were conduct- ed and attended by big industry players to bring out their perceptions and concerns on TVET graduates and TESDA services espe- cially the Assessment and Certificalion Program. The five (5) FGDs that were conducted before the big forum on July 12 were Tourism, ICT, Health and Wellness, Construction and Maritime. These sectors are currently the priority eco- nomic drivers in the National Capital Region. Dir. Lenny Carreon of TESDA Pasmak led the facilitation of the FGDs for the ICT, Tourism, Construction and Maritime sectors, together with Ms. Marge Mendenil- la of TEV SAPHIL ond Dir. Mariflor Li wanag of TESDA Camanava. Effective July 15 of this year, TESDA Pasmak joins the other districts of the Nation- al Capital Region which implements the Courier System in the releasing of the NCs and COCs. Instead of claiming their NCs / COCs at the nearest district office of TESDA, the suc- cessful condidates for the National Competency Assessment will just go to the nearest WWW Express, the accredited courier of TESDA NCR. The requested NCs / COCs will be delivered to the chosen address all over the country within 3 to 5 days. The NCs or National Certif- icates and COCs or Cer- tificate of Competency are awarded to those who passed the National Com- petency Assessment and Certification for a particular qualification and level. The NC or CDC is TESDA’s seal of skills excellence for TESDA Specialists. “This is the best time to re-view and reflect on oursectoral and institutionalgoals vis-a-vis the successes of the previous year and to be able to renew the com-mitments andalliances, expand and max-imize the opportunitiesfrom the challenge brought about by the recent deve lopments in the sector”, Director Carreon said in her Welcome Message during the 2013 TVET Assembly forthe TESDA PasMak Districton March 1, 2013 at the

Tandang Sora Hall of theTESDA Women Center at the TESDA Compound in Taguig City.As promised by DirectorCarreon, the topics dis-cussed during the TVET Assembly were expected to have great impact on the TVET sector for this coming months. The topics inclu ded: 1) The PhilippineQualifications Framework: Its Implications to TVET, K12 and Ladderized Education Program; 2) PEGACE Performance and Priority Pro-

grams for 2013; 3) Dual -Training and Apprentice-ship Enterprise-based Pro-grams and 4) Reviewof Quality Procedures onProgram Registration underUTPRAS. The forum was at-tended by a little less than 100 participants.

The speakers invited wereExecutive Director Elmer Talavera, Executive DirectorMarty Hernandez, and Di-rector Jun Mamaril, all fromTESDA Central Office.

As of October 2013, theCash for Training Programor C4TP, a collaborativeeffort of the DSWD andTESDA, reported a 450enrolled persons where 366already completed theirtraining in 9 different TVlsin the district. Of the 366total graduates, 316 under-went the required NationalCompetency Assessmentwhere 285 or 90% passedor were certified and subse-quently awarded theirrespective National Certifi-cates for their chosen TVETqualifications. The 9 select-ed TVls which implemented the C4TP and the programs were:

1. Don Bosco Technical Insti tute -- Automotive Ser- icing NC II and SMAW NC II;2. IElI- Computer Hardware Servicing NC II;

3. Cosmos Training and Assessment Center- Beauty Care Servicing NC II;

4. Fine International Training and Assessment Center- Beauty Care Servicing NC II and Hilot (Wellness Massage);

5. MFI Foundat ion- Consumer Electronic NC II;

6. San Juan De Dios Educa tional Foundation, Inc. Housekeeping NC II, Commercial Cooking NC II, and Bread and Pastry Production NC II;

7. St. Therl!’se of the Child Jesus Institute of Arts and Sciences- Bread and Pastry Production and Commercial Cooking NC II;

8. Techno Development Center of the Philippines Automotive Servicing NC II and Driving NC II; and

9. WCU Development and Training Center Commer cial Cooking NC II.

1. Presents CARS with 3 passport size colored pictures, white background2. Fills up www express form - House - way bill and provide the following information in the form: - Name of the AC where the competency assessment was taken - District office No - (05 for Pasay-Makati Assessment Date - Specific Qualification of the assessment eg Household NC II - Name of the Competent Candidate (as seen in the CARS) - Name of the Representative (needs to present Special Power of Authority with signature of the Competent Candidate+ 1 xeroxed valid ID of the representative)- Specific Address where the NC/COC will be delivered3. Pays certificate Fee of P50 and delivery fee of P75 (nationwide)4. Receives Official Receipt for delivery fee5. Receives Acknowledgement Receipt for the Certification fee6. Gets consignee’s copy of the filled up Housewaybill.

Waits for the Delivery of NC/COC at the designated address based on the

Housewaybill(Delivery is within 3 to 5 working days)

Receives the package from the courier

P1M Trainers’ Scholarship for PASMAKThe TESDA Pasmak spearheadedthe implementation of the Train-ers’ Scholarship for the PasMak district by allocating PIM schol-arship fund from its District’s fund allotment under the TESDA’s Training for Work ScholarshipProgram (TWSP)for 2013.

The PIM TWSP fund was used to train 120 TVET Trainers from the Pasmak District with The requisite Trainers’ Methodology I Training and Assessment before the TVETTrainers can be given theNation-al TVET Trainers’ Certification or NTTC.

The program was implementedthrough the University ofMakati and Pasay-MakatiTVET Association called PAMATEA

AC Managers’ and Assessors’ MeetingThe performance of the districtin the Assessment and Certification Program, one of the flagship ser-vices of TESDAPasMak, has been driven bythe support and cooperationof the network of privately-owned accredited AssessmentCenters and TESDA accreditedAssessors for indemandqualifications in TVET like Household Servicing NC IIfor Domestic Helpers, Seabased-re-lated qualifications,Driving NC II and NC III, Bartending NC II, HausekeepingNC II, Commercial Cooking

NC II, Bookkeeping NC III,among others.

The meeting of AC Managersand Assessors just like the photo at the right side held at the Ship Hotel Cruise Institute of the Philippines at Paseo de Roxas in Makati City in November 4, 2013 was the 4th time that the group met for the year. ParT of the discussions were issues confronting them in the implemen-tation of the Courier System in thereleasing of NCs/ COCs, review of the deployed Quality Proceduresand result of the internal audit for ISO preparation.

PAMATEA (formerly PAMEASTA)The TVET Association for the PASMAK district, the PAMEASTA (recently renamed PAMATEA) led by its Presi-dent, Mr. Oscar Ibay of the Datamex Institute of Computer Technology in Pasay City, has always been very supportive of the district’s implemen-tation of its priority programs and services.

It initiated and sponsored the TVET fora held for the year for the district as well as supporting the initiative ef-forts of NATSA, the NCR Association of the TVET School Administrators.

It provided the allowances ofthe 3 PASMAK Competitorsduring the 2013 RegionalSkills Competition, facilitatedthe Team Building cum Workshopfor the PAMATEA membersand accredited assessorslast December 20I3 and helpmanage the dissemination andimplementation of the P1Mscholarship for the Trainersunder the TWSP.

PASMAK joins the 2013 NCR Regional SkillsCompetitionThe district of Pasay-Makati joined 2 competition areas during the 2013 NCR Regional Skills Competi-tion held last November 12 to 14, 2013. These were in Automotive and Cooking. The compe titors were adjudged “best sludents ”from Don Bosco TechnicalInstitute of Makati andCATFABSin Pasay.

Through the PAMATEA, the 3competitors were givenallowancesduring the 3 da competition which motivated them more to excel during the competition.

Meet the PASMAK Medalists during the 2013 NCR Skills Competition

Carl is now enrolled at Don BoscoTechnical Institute in Makati taking up Au-tomotive Mechanic. He is now undertaking advanced training at Porsche Recruitment and Training Center Asia in Makati.

His mentor, Mr. Neil Dichoso end his coach, Mr. Lawrence Rodriguez, describe Carl as “intelligently skillful”. He is by nature silent but has very good attitude and work values. His trainer said that there is a great possibility that Carl will be absorbed by Porsche Center as a regularmechanic.

Ronnel is olso a Don Bosconian, currentlyenrolled in Automotive Mechanic at the Don Bosco Technical Institute in Makati.

Ronnel is friendly, “one of the gangs” guy. His smiles can lighten up the room. But when given the task,he can be serious and “practi-cally skillful”.

Roger, as he is fondly called byhis friends, has star quality in himwith strong personality. Thesetraits can give him more chancesof being a successful Chef. Hewas a student of CATFABS, aregistered training institution inPasay. Under the stewardship ofChef Roberto Francisco, he wasoble to gain the required competen-cies for Commercial Cooking NC II for two and a half months training.

Upon the recommendations ofone of his trainers at CATFABS,Chef Tony Gantiogui, he become port of the regular morning show of UNTV as Demo Chef.

He was grateful and thankful for his invaluable experience when he was chosen to compete for the PASMAK District during the NCR Regional SkillsCompetilion last November 2013.

TESDA Sa Komunidad Program at the Tent City

A special program entitled TESDA sa Komu-nidad: Kasanayang Pangkabuhayan para sa Atin, specifically targets the more vulner-able sectors in the society especially thosewho are economically disadvantaged.Through the program, TESDA reaches out its services and provide them relevant skills training that will Increase their economic productivity.

Under TESDA PASMAK District, the program reached out to the Yolanda victims who opt to stay tentatively in Manila, specifically in the recently set-up Tent City in theVillamor Airbase Elementary School (VABES) in Pasay City.

The programs that were implemented in the Tent City at Pasay were Hilot/ Massage/ Foot Spa, Manicure, Pedicure and Hair-cutting for the women ond Small Engine Servicing for the men. The Yolanda victimswere also given short training and demo on

Emergency Preparedness.

After training, those who completed the 3 to 5 days training were given starter kits.

It is worth to report that one of the trainers who handled the livelihood training programs under the TESDA sa Komunidad Program is also a trainer / assessor in Tocloban who happened to be one of those who temporarily stayed at the Tent City in Pasay while making the necessary arrangements with his relatives In Cavite to care for his siblings.

Mr. Nelson Nosenas, Is a Yolandasurvivor, and an accredited trainer/assessor in Beauty Care NC II,Hairdressing NC III and MassageTherapy NC II.

Another colorful year haspassed. A year of both expansion and re-duction in all areas of operation rounded up as a very challenging and interesting one.

The regular operations of TESDA PASMAK kept at high gear as the region prepared for the ISO audit early this year. Additional efforts by the remaining staff were called for when some JOs had to leave the PASMAK Family due to the imple-mentation of the Rationalization Plan of TESDA.

A speciol event during TESDA’sAnniversary in October 2013marked the “settling in” of thePASMAK family in its new home within The TESDA Complex in Taguig when the new PASMAKOffice was blessed by Father Din-do Vitug of Don Bosco. With all The partners celebrating with us, it cer-

tainly was a beginning of a wonder-ful stay in our new home.

There were also expansion andreduction in the partnership withsome of our stakeholders whorenewed and reinforced theirsupport and commitment withTESDA’s programs and services,and those who had to discontinuecollaborating with us and formallyclose for same reasons.

To our partners who, through thickand thin, still continue the journeywith us in providing quality TESD(technical education and skillsdevelopment) and certifying ourskilled workers, we express ourheartfelt gratitude.

May we all be filled with renewedcommitment for the coming year and carry on with our mission to provide quality services.
