TWISTER key elements
• Three-year programme started on 1 February 2004
• EADS Astrium coordinates a consortium of 12 partners
• Overall budget is 8,5 M�, of which 5 M� funded by the EC under the 6th Framework Programme
• TWISTER deploys and operates validation sites in rural areas throughout Europe combining bidirectional satellite broadband services with wireless local networks

Satellite component: benefits of DVB-RCS
� Powerful modulation and coding techniques
� Bandwidth on demand (BoD) functionality– Efficient and flexible sharing of satellite capacity between users
– A scalable solution for satellite service providers with respect to renting satellite capacity
– Resource sharing is facilitated by the DVB-RCS framing structure and terminal access to forward link signalling
� Low price user terminal compared with traditional VSAT– Less than 5000 euros instead of 10 000 to 20 000 euros
� Mature and operational solution– Since start of the first validation sites operations in June very
satisfactory operations of the satellite broadband services
– Easy and rapid to deploy

� The following QoS features are implemented in theTWISTER validation sites:

� The QoS Management Equipments allow to retrieve data statistics for the performance and usage evaluation ofTWISTER validation sites

� The following security features can be implemented in the TWISTER validation sites:
– Protection against security attacks from the Internet- NAT, port forwarding, firewalls, Web filtering, VPNs
– Wireless network security- WEP: activated by default- MAC address filtering: activated by default- Alvarion scrambling protocol:
– Virtual Private Networks: Lajski
– User Authentication, Authorisation and Accounting- Picopoint solution: Ardisa, La Almolda, Moyuela,
Pozuelo, Allier, Dordogne, University of Warsaw,Vianne, Paracuellos, Alpartir
- Dedicated RADIUS server: University of Malta, Lajski

Regulatory issues – salient points
� Significant efforts to find a frequency band, and to obtainthe appropriate licence, allowing to meet the specific user requirements for Greek validation sites:
– high bandwidth for medical applications
– large distances (> 4 km) between sites
– hostile environment for direct sequence propagation
� 5.4 GHz band reserved for mobile services
� 5.8 GHz band earmarked for FWA in Europe but not yetopened in Greece
– Greek radio regulations body EETT rejected our request for an experimental licence in this frequency band
� TWISTER promotes the opening of 5725-5875 MHz band atEuropean level for Fixed Wireless Access
