EXECUTIVE SUMMARY 

Terra  Environmental  Corporation  (Terra) was  authorized  by Mr.  Charles  Ingraham  to perform a Phase II ESA at 1123 W. 21st Street, Indianapolis, Indiana.  The purpose of the Phase  II was  to  evaluate  a  recognized  environmental  condition  (REC)  identified  in  a Phase I ESA performed for the Subject Property.  The REC was identified as an adjacent property  (former  Carrier‐Bryant)  which  was  found  in  several  Federal  and  State databases and a chlorinated solvent plume in the subsurface directly up‐gradient of the Subject Property.   The data reviewed during the Phase  I ESA  indicated that the former Carrier‐Bryant property may have impacted the groundwater on the Subject Property. 

The purpose of the Phase II was to evaluate this REC by collecting environmental data.  Groundwater samples were collected during the Phase II investigation.   

The groundwater samples were compared to the Indiana Department of Environmental Management  (IDEM) Remediation Closure Guide March 2015 Screening Levels.   These closure  levels  are  used  as  a  screening  level  to  determine  concentrations  that  may require to be cleaned up or may need a corrective action to protect human health and the environment.      

The  natural  site  stratigraphy  consists  predominantly  of  clay  rich  unconsolidated sediment from shallow surface to depths ranging from 4 to 8 feet below surface grade.  Below  the  clay  material  sand  and  gravel  were  encountered.    The  sand  and  gravel materials were saturated at approximately 26 feet.     

The  groundwater  samples were  analyzed  for  VOCs.    Certain  VOCs were  reported  at screening  levels  exceeding  the  IDEM  RCG  (March  2015)  tap  water  screening  levels.  Specifically  Tetrachloroethylene  (PCE)  and  Trichloroethylene  (TCE)  were  reported  at elevated levels.   

The analytical results  indicate exceedances  for PCE and TCE  in the groundwater at the site.  These exceedances appear to be directly related to VOC contamination located in the groundwater at the Carrier‐Bryant site which is up‐gradient of the Subject Property.  Terra recommends the pursuit of a comfort letter from the Indiana Brownfields program with regard to the chlorinated solvents  identified during this  investigation.   A Comfort Letter will  resolve  the Recognized Environmental Condition  (REC)  associated with  the chlorinated contaminant plume coming from an off‐site source.

 PHASE II ESA REPORT 1123 West 21st Street Indianapolis, Indiana 

Terra Project No. 15‐015 

1. INTRODUCTION 

Terra Environmental Corporation (Terra) was authorized by Mr. Charles Ingraham to perform 

a Phase II ESA at 1123 W. 21st Street, Indianapolis, Indiana.  The Phase II was conducted in 

conformance with the scope and  limitations of ASTM Practice E 1903‐11.   The objective of 

the Phase  II was  to evaluate a  recognized environmental condition  (REC)  identified  in  the 

Phase I ESA conducted by Terra for the Subject Property.  The REC includes: 

• An adjacent property  (former Carrier‐Bryant) which was  found  in  several  Federal and 

State databases and a chlorinated solvent plume in the subsurface directly up‐gradient of 

the  Subject  Property.    The  data  reviewed  during  the  Phase  I  ESA  indicated  that  the 

former  Carrier‐Bryant  property may  have  impacted  the  groundwater  on  the  Subject 

Property. 

The Phase II investigation was designed to evaluate the potential for impacts based on site 

observations and Phase I research.   

2. BACKGROUND 

Site Description and Features A.

The site is identified as 1123 W. 21st Street, Indianapolis, Indiana The property is located on 

the south side of West 21st Street at the northeast corner of the  intersection of West 21st 

Street and Rembrandt Street.  1.44 acres containing one (1) parcel which is identified as State 

Parcel number 49‐06‐34‐115‐006.000‐101.  The parcel is located in the northeast quarter of 

Section 34, Township 16 North and Range 3 East, Center Township, Marion County, Indiana.  

Figure 1 (Appendix A)  locates the site on the Indianapolis West, Indiana, USGS Quadrangle 

Topographic Map.

Physical Setting B.

1. Geological Setting 

The  site  is  located  in  the  Tipton  Till Plain Physiographic Unit of  Indiana.   Unconsolidated 

deposits  are  approximately  50  to  150  feet  thick  below  the  site  (Gray,  1983).    These 

unconsolidated  sediments  are mapped  at  the  surface  as  alluvium  of  Holocene  Age  and 

undifferentiated outwash of Wisconsinan Age.  The bedrock below the site is composed of 

dolomite and limestone of the Muscatatuck Group of Devonian Age (Gray et al. 1987). 

2. Site Vicinity Map Topographic Setting 

According to the USGS topographic map, the site is approximately 712 feet above mean sea 

level with a nearly flat topography.   Runoff from the site appears to flow to the west and 

southwest.   

3. Shallow Soil 

Information  pertaining  to  soil  characteristics  in  the  project  area was  obtained  from  the 

United  States Department  of Agriculture  (USDA),  Soil Conservation  Service  (SCS)  and  the 

United States Geological Survey (USGS).  A copy of the soil report for the site is contained in 

Appendix 9.2 to this report.  The soil in this area consists of Urban land–Fox complex with 0‐3 

percent slopes.   These soils consist of about 50 percent Urban  land and 35 percent nearly 

level, well drained fox soils on bottom land.  Runoff is generally rapid on the Urban land and 

slow on  the  Fox  soils,  and drainage  is mostly  via  sewer  systems,  gutters  and  sometimes 

surface ditches (USDA SCS, Marion County, Indiana). 

4. Aquifer System 

The site is located in the White River and Tributaries Outwash Aquifer System.  This aquifer 

system is mapped adjacent to the White River in the central portion of Marion County, and 

the  three  tributaries entering  the county  from  the northwest and northeast.   This system 

includes thick glacial outwash sands and gravels that are generally capped by a layer of clay 

and silt deposits. 

This aquifer system is capable of meeting the needs of both domestic and high‐capacity users 

in Marion County.  Saturated sand and gravel aquifer materials are commonly 10 to 35 feet

thick with well depths ranging from 25 to 277 feet.  Domestic well yields are typically up to 

50  gpm.  There  are  37  registered  significant  groundwater withdrawal  facilities  (145 wells) 

using the White River and Tributaries Outwash Aquifer System.  These facilities are used for 

energy production, public water supply, industry, irrigation, and miscellaneous. The reported 

high‐capacity yields for the wells range from 70 to 3,040 gpm. 

The White River and Tributaries Outwash Aquifer System  typically  is highly  susceptible  to 

surface contamination where sand and gravel deposits are near the surface and have little or 

no clay deposits.  However, areas having relatively thick clays overlying the sand and gravel 

deposits are moderately susceptible to contamination (Schmidt 2011). 

Site History and Land Use C.

According to information obtained for the Marion County, Center Township Assessors Office 

on February 3, 2015, the current owner of the property is Tranum Insulation Inc.  The site is 

currently  occupied  by  Midwest  Exterior  Services  and  Marion  County,  Center  Township 

records classify  the site as a commercial warehouse.   Previously  it was used  for container 

manufacturing  (stone,  packing  materials,  plywood),  millwork,  peanut  and  soybean 

processing, among other uses. 

Adjacent Property Land Use D.

Adjacent  properties  have  been  used  for  residential  and  a  variety  of  industrial  purposes 

historically.    A  railroad  right‐of‐way  runs  north  south  immediately  east  of  the  site.    The 

adjoining property to the east was utilized as a stone cutting facility in 1915.  The property 

was converted to a coal yard in the 1930s/40s and to a parking lot in between 1950 and 1956 

associated  with  an  industrial  facility  utilized  for  the  processing  of medical  waste.    The 

adjoining property to the south was identified as a vinegar warehouse in 1950 through 1969.  

The property is currently owned and operated by Harris Barrier Corp.  Adjoining properties to 

the west have been used historically  for  residential and  industrial properties, however no 

directories, photos or maps going back to 1914 showed any development on the industrial 

zoned property.  The adjoining property to the north has been utilized for industrial purposes 

since  at  least  1914.    The  property was  occupied  by  International Machine  Tool  Co.  and

Capital Gas Engine Co. in 1914.  As of 1924 only International Machine Tool Co. was listed in 

the  city  directories  and  this  continued  until  1943.    From  1949  through  1990  various 

companies  have  used  the  site  for  the  manufacturing  of  appliances  including  washing 

machines and  furnaces.   After 1990 the site was  listed as vacant and currently consists of 

vacant land owned by the City of Indianapolis, Department of Metropolitan Development.      

Summary of Previous Assessments E.

Terra is not aware of any previous assessments conducted on the Subject Property.  Reports 

for adjacent properties were reviewed from the IDEM Virtual File Cabinet (VFC). 

3. WORK PERFORMED AND RATIONALE 

Scope of Work A.

The scope of the work included performance of soil borings on the north property line and 

immediately south of the structure on the site to evaluate whether the site was impacted at 

all, and if so, whether the building may also be impacted by vapor intrusion (see Figure 2 for 

soil  boring  locations).   Direct  push  soil  borings were  performed  in  these  areas  to  collect 

groundwater samples for analysis.  In total three (3) soil borings were conducted.     

Methods B.

The  soil borings were performed using direct push  sampling  technology.   Water  samples 

were obtained from a discrete interval via a 4 foot drop screen.  The sample technology used 

was a Geoprobe© Screen Point 15 (SP‐15) system.  The SP‐15 sampling system procedure is 

detailed in a SOP provided by Geoprobe©:

The SP‐15 sampling system is used for collecting water samples from the discrete screened 

interval while the outer casing eliminates vertical communication.  Borings were conducted 

to a maximum depth of 32 feet. 

Soil  borings  were  blind‐drilled  to  depth  as  the  contaminant  plume  identified  in  the 

groundwater was the recognized environmental concern.

Soil Samples  C.

No soil samples were collected during this investigation.       

The  drilling  equipment was  decontaminated  by  a  cold water  soap  and  brush wash,  and 

double rinse.           

Groundwater Samples D.

1. Grab Groundwater Samples from Soil Borings 

Groundwater grab samples were collected from the SP‐15 system using a slotted stainless 

steel screen which was exposed after retraction of the outer casing.  The screen is exposed to 

the water bearing  formation during outer  casing  retraction.    The outer  casing  eliminates 

vertical  communication,  protecting  and  allowing  a  grab water  sample  from  the  discrete 

screened interval.  The borings are then grouted from the bottom up during removal of the 

outer  casing.  The  objective  of  the  procedure  is  to  collect  a  representative  groundwater 

sample at depth.  Soil borings were conducted to a maximum depth of 32 feet. 

2. Sample Identification 

Terra has a unique sample  identification scheme that  includes  information concerning the 

location of  the sample, sample matrix  type, date and project  identification.   The sampling 

scheme is as follows:  (xxx‐xxdate‐xx#).   The first part of the sample ID corresponds to the 

location or boring number (e.g., SB1 = soil boring one), the next two letters after the hyphen 

correspond to sample type (for example, GW groundwater, SD sediment).  The next series of 

numbers following sample type correspond to the sample date, than a hyphen and the initial 

of the company (T for Terra), followed by the sample depth on the boring log (1A being 0 to 

2.5 feet). 

All sample custody was documented with the necessary paperwork that  included the date 

and time of sample collection and the appropriate chain‐of‐custody.  The analytical samples 

were  cooled  and maintained  at  a maximum  of  4°  Celsius  and  shipped  to  an  analytical 

laboratory.

 Sample Analysis E.

The groundwater samples were analyzed by Pace Analytical Services Inc.  Pace is located at 

7726 Moller  Road,  Indianapolis,  IN  46268,  phone  number  317‐228‐3100.    The  results 

conform to the most current NELAC standards, where applicable, unless otherwise narrated 

in the body of the report.  

3. Analytical Methods 

The groundwater samples were analyzed for VOCs via EPA Method 8260. 

4. RESULTS 

Stratigraphy A.

The natural  site  stratigraphy  consists predominantly of  clay  rich unconsolidated  sediment 

from shallow surface to depths ranging from 4 to 8 feet below surface grade (bsg).   Below 

the clay material sand and gravel were encountered.   The sand and gravel materials were 

saturated at approximately 26 feet.  The boring logs are attached in Appendix C.  The borings 

were blind‐drilled to maximum depth of 32 feet bsg.  

Soil Analytical Results B.

No soil samples were collected from the site during the current investigation.   

Groundwater analytical Results C.

1. Groundwater Flow 

The regional flow for the unconsolidated aquifer  is to the south.   The groundwater on site 

was  encountered  at  a depth of  approximately  26  feet bsg,  the  elevation  is  estimated  at 

approximately 686 feet.  The elevation of the regional White River and Tributaries Outwash 

Aquifer  System  in  the  area  of  the  site  is  between  690  and  680  feet,  indicating  that  the 

groundwater  encountered  and  sampled  in  the  borings  was  associated  with  the 

unconsolidated White River and Tributaries Outwash Aquifer System.   

2. Grab Groundwater Samples 

Grab groundwater  samples were  collected  from  three borings  SB‐1,  SB‐2, and  SB‐3.   The 

groundwater was encountered at a depth of approximately 26 feet bsg.   The groundwater

was encountered  in  a well‐defined  sand  and  gravel  formation  associated with  the White 

River and Tributaries Outwash Aquifer System.   

Tetrachloroethylene  (PCE) and Trichloroethene  (TCE) had exceedances  in the groundwater 

when  compared  to  the  IDEM  RCG  (March  2015)  tap  water  screening  levels.    Neither 

compound was found  in exceedance of the vapor exposure criteria for  industrial property.  

Table 1 (Appendix B) details the results of the groundwater sampling.  Appendix D contains 

the laboratory analytical results and the chain of custody data. 

5. EVALUATION OF POTENTIAL EXPOSURE PATHWAYS 

Direct Contact A.

Soil impacts were not assessed as a part of the scope of work for this project. 

Groundwater Ingestion B.

The groundwater was encountered  in a well‐defined sand and gravel formation associated 

with the White River and Tributaries Outwash Aquifer System.   The groundwater did have 

exceedances for PCE and TCE.  The groundwater is associated with a drinking water source.  

However  the  site  and  surrounding  areas  are  currently  provided  drinking water  from  the 

municipality.  The IDNR identifies 4 significant withdrawal wells within approximately ½ mile 

of  the  site.   These wells are  identified as being owned by Citizens Energy Group and are 

reported at depths of 80 to 271 feet.  They are used for public water supply.  The impacted 

groundwater  zone may  be  underlain  by  a  substantial  clay  that  separates  the  impacted 

groundwater from the aquifer resources at greater depth. 

The concentrations of PCE and TCE are relatively low but do exceed the tap screening levels 

and therefore are a risk to a drinking water resource. 

Vapor Intrusion  C.

No COCs were encountered  in  the  groundwater which exceeded  the  screening  levels  for 

vapor exposure for a commercial facility.  Therefore vapor intrusion is not an exposure risk.  

TCE does exceed  the vapor exposure  for  residential use, however, and  therefore  the  site 

would not be eligible for residential use without mitigation.

6. CONCLUSIONS  

The objective of the Phase  II was to evaluate certain recognized environmental conditions 

(RECs) based on the Phase I conducted by Terra Environmental Corporation.  The results are 

detailed below. 

Recognized Environmental Conditions A.

1. An adjacent property  (former Carrier‐Bryant) was  found  in  several Federal and State databases and a chlorinated solvent plume  in  the subsurface directly up‐gradient  of  the  Subject  Property.    The  data  reviewed  during  the  Phase  I  ESA indicated  that  the  former  Carrier‐Bryant  property  may  have  impacted  the groundwater on the Subject Property. 

The  results of  the  groundwater  analytical  indicate  that  the groundwater exceeds  the  tap 

water concentrations for PCE and TCE.  These exceedances appear to be directly related to 

the  groundwater  contamination  located  on  the  former  Carrier‐Bryant  site  which  is 

immediately adjacent and up‐gradient of the Subject Property. 

Adequacy of Investigations  B.

The REC as  identified  in  the Phase  I was evaluated  through  the collection and analysis of 

groundwater  analytical data.   This data was  compared  to  the  IDEM Remediation Closure 

Guidelines March 2015 Screening Levels to  identify specific contaminants that may require 

remediation.   

Exceedances for certain chlorinated compounds were encountered in the groundwater grab 

samples taken from soil borings.   The  levels encountered on the site appear to be directly 

related to the contamination located on the former Carrier‐Bryant site which is immediately

Conclusion D.

Exceedances  for  certain  chlorinated  compounds,  specifically  tetrachloroethylene  and 

trichloroethylene were  encountered  in  the  groundwater.    These  chlorinated  compounds 

were encountered up‐gradient of the site in the groundwater at higher concentrations that 

those  encountered  on  the  site.    Therefore  it  seems  conclusive  that  the  impacts  to  the 

groundwater are from an up‐gradient source flowing onto the property.  The distribution and 

concentrations of the chemicals of concern (COCs) indicate an off‐site source.  

7. RECOMMENDATIONS 

Terra recommends pursuit of a Bona Fide Prospective Purchaser (BFPP) comfort letter from 

the IDEM Brownfields that would provide for the Contaminated Aquifer and Comfort Letter 

Policies.

and information research presented in this report.  In addition, this report is intended for the 

sole  use  of  Charles  Ingraham  and Midwest  Exterior  Services.    Any  use  or  re‐use  of  this 

document or the findings, conclusions, or recommendations presented herein are at the sole 

risk of said user. 

Groundwater conditions were field investigated on a limited basis as part of this study and 

other areas may differ  from  the conditions  implied by  the observations.   Additionally,  the 

passage of time may result in a change in the environmental characteristics at this site and 

surrounding properties. 

It must be noted that no investigation can absolutely rule out the existence of any hazardous 

materials  at  the  given  site.    This  Phase  II  ESA  has  been  based  upon  prior  site  history, 

observable  conditions  and  activities  and  limited  subsurface  investigation  and  analytical 

testing.  Hazardous materials and contaminants can escape detection using these methods.  

The results of this study suggest that the site has been environmentally impacted.  If a higher 

level of  confidence  is  required  than  that expressed  in  this  report, additional  investigation 

would,  of  course,  be  required.    It  is  Terra’s  professional  opinion  that  this  study  was 

appropriate  for a Phase  II ESA and  that additional services are needed with  regard  to  the 

Subject Property.
