1 Introduction

Hindustan Petroleum Corporation Limited, a PSU under the Ministry of Oil and Natural Gas, intends to install a grass root LPG Bottling Plant with a capacity of 44,000 MTPA (working in two shifts) as per OISD 144 Guidelines at Phulokhari, Bathinda, Punjab

Following are the definitions:

Company/Client/Owner Shall mean Hindustan Petroleum Corporation Limited (HPCL),

Consultant Shall mean Mott MacDonald Consultants India Pvt. Ltd. (MMCI).

Electrical package Vendor Electrical contractor for Supply, Installation, testing and commissioning of entire Electrical system of LPG Bottling Plant at HPCL, Bhatinda

Manufacturer / Vendor Manufacturer / Supplier of various of Electrical equipment.

Shall This is to be understood as mandatory in relation to the requirements of this document.

Should This is to be understood as a strong recommendation to comply with the requirements of this document.

Equipment This is to be understood as vendor supplied equipment with all accessories.

The Vendor shall ensure that the job is executed complying with the requirements of this specification and its referenced specifications, data sheets & standards. Deviation, if any, should be specifically brought out at the offer stage in the Table of Compliance, Appendix A. Non-submission of the compliance table can cause rejection of the offer. Failure to clearly identify specific deviations, if any, shall be assumed by the Owner to be total compliance with the specification.

This specification does not relieve the Vendor from final guarantee as to materials, apparatus, workmanship and performance of the equipment supplied and work done.

2 Location and Environmental Conditions

2.1 Plant Location

The Plant is situated at Village Phulo Khari, Taluka – Talwandi Sabo, District Bathinda Punjab.

2.2 Environmental Conditions

Design ambient temperature for Electrical Equipment (Outdoor): 50 0 C

Design ambient temperature for Electrical Equipment (Outdoor): 55 0 C

2.3 Electrical System Data

Refer Doc No.: 266763-000-SP-4015BX [in Appendix – B] for details.

3 Scope of Work

The scope covers the minimum requirements for the Design & Engineering, Manufacturing and Supply including Material procurement, Fabrication, Assembly, Painting, Inspection at Vendors works, Delivery to site, Storage, Installation, testing and commissioning, Approval from State Electrical Inspector / Statutory authorities for installation, Technical support to Owner for electrical work.

Installation, testing and commissioning shall be carried out as per Technical specification no. 266763-000-SP-4009.

The Scope also includes engineering services and liaison with statutory authorities as defined in subsequent clauses including obtaining Approval from State Electrical inspectorate / Statutory Authorities.

An “Electrical Schedule of Quantities” is attached. This schedule depicts the tentative quantities of work to be executed by the package vendor. However the work shall be executed (supplied and installed) as per actual quantity worked out, based on subsequent detailed engineering drawings and documents supplied by owner. The Unit rates in “Schedule of quantities” will be used for billing purpose, in case the quantities vary from the schedule of quantities as attached with this specification. The Unit rates shall be firm and fixed till completion of project.

Providing/coordinating detailed design of all equipment and components shall be within the scope of package vendor.

Civil detailed design and construction work including foundation, concrete cable trenches shall be executed by the Owner. However cable trenches for buried cable shall be under the scope of the electrical package vendor.

Any other items, not specifically mentioned but required to make Electrical system complete, shall be in the scope of electrical package vendor.

The scope of work mainly involves as described below, but not limited to the following. Please refer to SOQ for identifying supply items.

3.1 11 kV Double Pole Structure

2 sets of 11kV Double Pole Structure with 11 kV Outdoor equipment as per “Specification for 11 KV outdoor GOD Air Break Isolator along with earth switch, Post insulators, CT, PT and the Double pole Structure”, Document no. 266763-000-SP-4013.

3.2 11 KV Switchgear

1 no. of 11 kV, 630A, TP, AL BUS, 31.5 kA (3 sec.) Switchboard (Tag No. 000-HVS 001) as per “Specification for 11 kV Switchgear”,and “Single Line Diagram -11 kV switchboard”. The Switchboard will be located at MCC Room.

3.3 Distribution Transformer

1 no. 750 kVA, 11 / 0.433 kV, Dyn11, 5% impedance, ONAN, Two Winding Transformer (Tag No. 000-DT 001 with On Load tap changer range ±10% in steps of 1.25% and RTCC as per “Specification of 1.0 MVA, 11/0.433 Distribution transformer”, The Transformer will be located at Transformer yard adjacent to MCC Room

3.4 415 V PMCC with Capacitor panels

1 no. of 415V, 1600 A, TPN, AL Bus, 50 kA (1 sec.), Draw out type, Double Front, Compartmentalized PMCC (Tag No. 000-PMCC 001) as per “Specification for 415 V PMCC, BUS DUCT, MCC, PDB & MLDB”, and “Single Line diagram” Drg. PMCC will be located at MCC Room.

415V, 300 kVAR capacitors bank along with its control panels & APFC relay, used for power factor improvement shall be integrated with 415V PMCC as per “Specification for 415V Capacitor Banks”.

3.5 415 V Bottling Plant MCC

1 no. of 415V, 400 A, TPN, AL Bus, 50 kA (1 sec.) Draw out type, Double Front. Compartmentalized MCC (Tag No. 000-BPMCC 001) as per “Specification for 415 V PMCC, BUS DUCT, MCC, PDB & MLDB”, and “Single Line diagram”, Drg.. PMCC will be located at MCC Room

3.6 415 V Bus duct

1 set of 415V, 1600A, 3PH, 4 wire, 50kA (1sec), Non-Phase segregated type Bus Duct (Tag No. 000-BD 001) in between Distribution Transformer (Tag No. 000-DT 001) and 415V PMCC (Tag No. 000-PMCC 001) as per “Specification for 415 V PMCC, BUS DUCT, MCC, PDB & MLDB”, and “Equipment layout of MCC Room & Transformer cell”,. Package vendor will submit detail drawing of Bus duct showing interconnection between 415V PMCC and Transformer.

3.7 415V Power Distribution Boards

2 nos. 415V, 125A, TPN, AL Bus, 25 kA (1 sec.), Non-draw out type, Single Front PDB (Tag No. 000-PDB 001/002) as per “Specification for 415 V PMCC, BUS DUCT, MCC, PDB & MLDB”, and “Single Line diagram”, Drg.. PDBs will be located at MCC Room.

3.8 Main Lighting Distribution Board

1 no. 415V, A, 400A TPN, AL Bus, 50 kA (1 sec.), Non-Draw out type, Double Front MLDB (Tag no. 000-MLDB 001) as per “Specification for 415 V PMCC, BUS DUCT, MCC, PDB & MLDB”, and “Single Line Diagram”, Drg.. MLDB will be located at MCC Room.

3.9 AC Uninterrupted power supply system (UPS)

1 set of 20 KVA, 230V, single phase output, Parallel Redundant UPS system (Tag No. 000-UPS 001) with Bypass having Static Voltage stabilizer, VRLA batteries for backup time of 30 minutes and ACDB as per specification for UPS,. The UPS with battery will be located at Control room.

3.10 Battery and Battery Charger

1 set of 110V DC Battery (Tag No. 000-BTB 001) and Battery Charger (Tag No. 000-BC 001) consisting of Dual Float cum Boost Charger and Tubular Lead acid battery (Minimum 80 AH) with backup time of 3 hours and DCDB (with 10 feeders) as per “Technical Specification for 110V Battery, Battery Charger cum DCDB”,. The battery charger and battery will be located in MCC room.

3.11 415V VFD Panels

7 nos. VFD Panels (Tag No. 000-VFD 001 to 007) as per “Specification for Variable Frequency drives”. The VFD Panels shall be located at Electrical building.

3.12 415V DG Sets

3 Sets of 415V, DG of following ratings as per “Specification for DG Sets”,

2 sets of 500 KVA, 415V, 50 Hz. 3 Phase, 0.8 Power factor with Common AMF cum DG Control Panel.

3.12.1 1 set of 250 KVA, 415V, 50 Hz. 3 Phase, 0.8 Power factor with Control Panel.

3.13 FLP and Non-FLP Local Control Stations

Local Control station for LV Motors. Quantity as per “Electrical Schedule of Quantity”,

3.14 Plant Electrics including Cabling, Illumination, Earthing, Lighting protection, etc.

3.14.1 Cabling system

Scope includes Supply( wherever mentioned in SOQ), Laying and termination of entire Cabling of the plant based on design and engineering and document provided the Owner / Consultant

A tentative quantity of HT and LT Power and control cables are given in “Electrical Schedule of Quantities”. The Schedule of quantities also includes HT Termination kits and Cable Glands. The Termination accessories including cable lugs, cable tags, cable route markers, ferrules, consumables etc are to be considered by the package vendor within the scope.

(a) Cable laid on cable Trays:-

The scope shall include supply and laying of GI cable trays, tray supporting structure, GI protection Pipes / conduits, etc. within the plant. A tentative quantity of GI Cable trays and structural steel are given in “Electrical Schedule of Quantities”. Insert plate for cable tray support within concrete cable trenches shall be provided by Owner as a part of CIVIL job. All other cabling routing accessories such as GI pipes, clamps, nut-bolts, saddles, cable tie items are to be estimated and considered by the package vendor within the scope.

(b) Cables laid buried in ground:-

The scope shall include excavation, supply and spreading of sand and bricks / tiles, backfilling, supply and laying of GI protection Pipes / conduits as required. Tentative quantity excavated cable trenches are given in “Electrical Schedule of Quantities”. All other cabling routing accessories including cable route markers are to be estimated and considered by the package vendor within the scope.

(c) Cables laid in Concrete trench filled with sand

Concrete trench shall be provided by Owner. The scope shall include supply and spreading of sand as required.

Cables wherever mentioned in SOQ shall be supplied as per “Specification for HT/LT Cables”. Installation, testing and commissioning shall be carried out as per Technical specification no. 266763-000-SP-4009.

3.14.2 Illumination system

Supply ( wherever mentioned in SOQ), installation, testing & commissioning of complete Illumination system for the Plant.

Main Lighting distribution board (MLDB) is covered under Clause 3.8. The Scope of this package includes installation of FLP and Non FLP Lighting Fixtures with lamps, FLP and Non-FLP Lighting Sub-distribution Boards / Panels / JBs, Switchboards, Lighting Cables and wires, Accessories like Conduits, Conduit accessories, Cable protection pipes, lighting cable trays (perforated), junctions Boxes, Cable termination, clamps, saddles, consumables etc.

A tentative quantity of major illumination items like Lighting Fixtures, Lighting Distribution Boards, Lighting Cables, are given in “Electrical Schedule of Quantities”, All balance lighting accessories including Junction Boxes required for complete illumination system of the plant shall be estimated and considered by the package vendor.

Installation, testing and commissioning shall be carried out as per Technical specification no. 266763-000-SP-4009.

Illumination system has been broadly classified in following areas:-

(a) Outdoor Illumination: -

Outdoor Areas shall be illuminated by 30 Mtrs High Mast of suitable quantity. High Masts along with Lighting Fixtures shall be free issued to the electrical package vendor. The scope shall include unloading and physical verification at site, assembly, installation, testing and commissioning including minor civil works. Foundation design and construction shall be executed by Owner.

(b) Indoor Illumination for Plant buildings located at Hazardous Area:-

The following building shall be illuminated by FLP Lighting Fixtures. The Scope of this package includes installation of FLP Lighting Fixtures with control gear, lamps etc., FLP Lighting Distribution Boards, Lighting Cables and Accessories, Cable protection pipes,

Lighting wiring in the following buildings shall be carried out with Lighting cable either clamped along wall/structure or on perforated cable trays or both as may be required. The scope of this package includes supply ( if mentioned in SOQ), installation of Non-FLP Lighting Fixtures with control gear, lamps etc, Non-FLP Lighting Distribution Boards, Lighting Cables and Accessories, Cable protection pipes, lighting cable trays (perforated), junctions Boxes, Cable termination, clamps, saddles, consumables etc.

• Store Room

• MCC Room

• DG Room

(d) Indoor Illumination for Non-Plant Building at Non Hazardous Area:

Lighting Point wiring in the following buildings shall be carried out with PVC insulated lighting wires in concealed rigid PVC conduit. The Scope of this package includes supply and installation indoor lighting fixtures, 240V sockets outlets, Fan points, Non-FLP lighting boards / panels, junction box, conduit & accessories, down rods, PVC insulated lighting wires, cable protection pipes, lighting switchboard with piano type switch, fan regulators, necessary consumables etc. Majority of concealed conduit shall be laid by building contractor employed by Owner / consultant. Scope of Electrical package vendor shall however include conduit laying in some minor areas like some wall portion where concealed conduit might have been missed by Building contactor, conduit accessories, junction boxes, minor civil work etc. • Office Building

3.14.3 Earthing system

Supply including inspection / testing, delivery at site, unloading at site, installation, testing of entire Earthing system of the plant.

Scope of this package includes Supply and installation Earth Electrodes / Plates, Earthing conductors (Flat / wires / wire ropes / cable), earthing bars, test links, Earth station markers, earthing accessories and consumables etc.

A tentative quantity of major earthing items Earth Electrodes / Plates and Earthing conductors (Flat / wires / wire ropes / cable) are given in “Electrical Schedule of Quantities”, Balance Earthing accessories shall be estimated and considered by the package vendor.

Supply, Installation, testing and commissioning shall be carried out as per Technical specification no. 266763-000-SP-4009.

3.14.4 Lightning protection system

Scope of Lightning protection system includes supply, inspection / testing, delivery at site, unloading, installation, testing for all materials required for Lightning protection

.

A tentative quantity of major lighting protection items like Lightning Arrestors, Electrodes, conductors are given in “Electrical Schedule of Quantities”,

3.15 Miscellaneous equipment

The miscellaneous equipment includes all the equipments which are not explicitly covered in equipment specification. This includes mainly following:

3.15.1 TPN Welding Sockets.

3.15.6 Protective rubber mats of appropriate grade.

3.15.7 Portable Fire extinguishers for electrical fire at strategically important and easily accessible locations.

3.15.8 Sand filled Buckets with MS stand(s) to be placed at strategically important and easily accessible locations.

3.15.9 Passive fire protection items like, fire retardant paints fire proofing materials for cable entry / exit points.

3.15.10 First aid kit in a cabinet.

3.15.11 Danger boards

3.15.12 Board in MCC room for KEY SLD and other important drgs.

Notes:

(a) Supply, Installation, testing and commissioning shall be carried out as per Technical specification no. 266763-000-SP-4009.

(b) Minor Civil jobs required for completion of job, like chipping, cutting, minor concreting, minor excavation, civil work for laying of underground cable protection pipes, minor foundations etc. and making good the damages as required shall be in the scope of work.

(c) Supply of all drawings, design documents, catalogues, guaranteed technical particulars, BOQs, type, routine, site and performance test reports, installation, operation and maintenance manuals, filled-up inspection / test procedures, master charts for inspection and schedules for completion of supply, billing schedules etc for equipment and structures supplied.

(d) Package vendor will submit Type test certificate for all equipment supplied by them. Type test certificates should not be mote than 5 years old.

(e) For the sake of plant-wise standardisation, package vendor shall select equipment from manufacturers listed out in the HPCL List of Preferred Makes.

4 Engineering Services

The Vendor shall provide engineering services, which shall include, but not necessarily be limited to, the following:

(a) Resolving engineering queries related to the equipment and components within the scope of supply.

(b) Co-ordinating all aspects of design.

(c) Providing progress reports etc.

(d) Providing expediting services for all sub-vendors.

(e) Providing Quality Assurance, including all sub-vendors with respect to ISO 9000 or equivalent.

(f) Installation, Testing and Commissioning.

(g) Training of Owner’s personnel at site / Vendor’s works.

5 Liaison with Statutory Authorities

The package vendor shall provide liaison services, which shall include, but not necessarily be limited to, the following:

(a) It shall be total responsibility of package vendor to obtain approval for total Electrical system

from State Electrical Inspector.

(b) Package vendor shall provide necessary technical assistance to HPCL for coordination and liaison with local authorities for supply, installation and commissioning of Electrical equipment.

6 Exclusion

Civil detailed design and construction work including foundation which shall be executed by the Owner (Note – All inputs required by Owner / Consultant for civil detail design job shall be provided by package vendor.

For foundations design, package vendor shall provide certified drawings for Loads, Base plate details, height of mounting of base plate, etc ) The Building layouts shall be finalised by Owner / Consultant based on relevant details of Electrical and Control equipment to be provided by the package vendor that are under his scope of supply)

7 Conflicting Requirements • In case of any conflicting information in engineering documents found, the package

Vendor shall immediately inform the Owner for technical resolution of the conflict before placement of PO.

• In case of any conflict information found after placement of PO, the Owners decision shall be final. Generally, the most stringent requirement shall be followed.

8 Applicable Documents and Drawings

Documents / Drawings for use on this project to support the work required by Electrical contractor will be issued.

Package vendor shall perform all work in accordance with these Documents / Drawings and shall inform Owner / Consultant immediately, in writing, with any proposed deviations. All deviations require written approval from Owner / Consultant.

9 Package requirements

9.1 General

It is not the intent of this specification to completely specify all the details of design and construction. Nevertheless, the equipment to be supplied by the package vendor shall also conform to the high standards of engineering, design, workmanship, etc. in all respects.

Any part of equipment or component irrespective of whether these are specifically mentioned herein or not that are required for proper installation, operation and maintenance and making the Electrical system complete, safe and reliable should be provided by the package vendor at no extra cost. for proper installation, operation and maintenance.

The package vendor shall make all possible efforts to comply strictly with the requirements of this specification and other specifications as mentioned in this specification. In case, any deviations are considered essential by the package vendor after making all possible efforts, these shall be separately listed in the offer under ‘List of deviations to specifications’ for Owner’s considerations. The deviations / exceptions shall be listed separately for each specification / document with cross references and proper reasons for the deviations. In case of any deviation not listed under the ‘List of deviations to the specifications’, although it is appearing in other part of the offer, shall not be considered / applicable. Hence all the requirements shall be binding on the package vendor without any cost and schedule implications to the Owner.

Compliance to this specification shall not relieve the package vendor of the responsibility of supplying the equipment and auxiliaries of proper design, material and workmanship to meet the operating requirements specified. In case of requirements of additional instruments, controls, safety devices and any other auxiliaries for safe, smooth and trouble free operation of the equipment, the package Vendor shall include the same in his scope of supply.

The offered equipment or its accessories shall be sourced from a reputed and established manufacturer and having requisite design, engineering, manufacturing and testing facility.

The offered model shall be from the regular manufacturing range of the supplier and the design shall have had a minimum of two years successful field operation with the same model having the same design and materials of constructions. Relevant information of the offered equipment like catalogues, references, user’s certificate etc. shall be furnished along with the offer.

All equipment shall be designed to operate satisfactorily under the ambient, environmental and power supply conditions indicated in Appendix B.

Any and all other works not indicated explicitly, but required to complete the job including obtaining statutory clearances, interaction Electrical Inspectorate, etc are included in the package vendor’s scope.

The package vendor shall review the specifications / requirements of Owner / consultant, for all equipment /systems including civil works. Deviations/differences, if any, between such specifications / requirements shall be brought to the notice of Owner / Consultant. The same shall be reviewed and approved by Owner / Consultant. No extra claims towards fulfilling the requirements of State Electricity Board shall be entertained.

Package Vendor shall take due care while obtaining vendor drawing approval from State Electricity Board for all equipment/systems/civil works, which is included in the package vendor’s scope.

Necessary approval of the Chief Engineer (Electrical) and any other Govt agencies as required will have to be obtained by the package vendor.

9.2 Services by Owner

9.2.1 Graded Site.

9.2.2 Approach to site.

9.3 Bidder’s obligations

9.3.1 All consumables / non consumables required to complete the job.

9.3.2 All tools tackles, etc to complete the job.

9.3.3 Setting up of WORKSITE establishment and all temporary construction like office, stores, fabrication yard, lighting etc as per the space provided by owner.

9.3.4 The package vendor shall visit site as and when required to ensure successful completion of the project.

9.4 Instructions to Package Vendor

9.4.1 All necessary co-ordination with regard to sub-contracted equipment as well as other package vendors of the project shall be carried out by the Electrical package Vendor.

9.4.2 Prices quoted by the package Vendor for all items shall be Firm FOR site.

9.4.3 Prices quoted for the equipment in the price Schedule shall be exclusive of type test charges, where typical type test certificates are available. Otherwise, Type test shall be carried out without extra cost to Owner.

9.4.4 All unit prices quoted shall be valid until the date of successful commissioning.

9.4.5 Owner/Consultant has full authority for deletion of items which are not required from the scope of supply. Rate for deletion will be considered as per the unit rate prices quoted.

9.4.6 Package Vendor may note that the Owner reserves the right to split the order in any manner.

9.4.7 This being a lumpsum all inclusive contract all expenses for commissioning including transportation, lodging and boarding of vendors personnel is included in the scope of the vendor.

9.4.8 As & when the need arises, the package vendor shall depute his representative / engineer for discussions with the Owner/consultant till the completion of the project to finalise outstanding issues.

9.4.9 Makes of all equipment including bought out items & consumables shall be subject to Owner’s approval. This list shall be submitted along with the offer by package vendor.

Equipment of only accepted makes shall be supplied by package vendor without any commercial implications.

9.4.10 Package Vendor shall submit bar chart indicating schedules of drawing submission, manufacture, delivery etc. immediately on placement of LOI / PO (whichever is earlier) to enable Owner to monitor work progress.

10 Quality Assurance

(a) The package Vendor is expected to demonstrate that he has working Quality Assurance System which complies with ISO 9001 or may be appropriate to the type of contract and his product.

(b) If the Package Vendor elects to sub-contract part of the work he shall ensure that only those sub-contractors or suppliers are used who can demonstrate that they operate Quality Systems based on ISO 9001 or ISO 9002 as applicable. The Package Vendor shall give his sub-contractors or suppliers assistance in attaining the required standard, if necessary. This shall not relieve the Package Vendor of his responsibility for the quality of the finished work. The Owner reserves the right to audit the Vendor’s Quality System.

(c) The Package Vendor shall assign sufficient full time personnel to the Project to ensure the Quality Assurance / Quality Control System, documented in a Quality Assurance / Control Manual, is maintained and kept up-to-date throughout the duration of any purchase order. The Package Vendor’s Quality Assurance / Control System shall become an integral part of any Purchase Order. Package Vendor shall organize a prefabrication / inspection meeting with the Owner.

(d) Within 3 weeks from the date of Purchase Order the Package Vendor shall submit a “Quality Assurance Plan” for the review of the Owner.

11 Inspection and Testing

(a) The responsibility for inspection, certification, etc. of all materials, parts lies with the Package Vendor.

(b) The Package Vendor shall specify all of the inspection and testing requirements in the

quality plan which shall identify the activities requiring the Owner’s approval, review, witnessing etc.

(c) Inspection and testing requirements shall be in accordance with this specification, other applicable standards as listed in this specification and the data sheets.

(d) All Equipment shall be inspected for compliances with:

• Requirement of Owner’s specification & correspondence therefore.

• Applicable codes, standards and specifications, which shall also include sub-referenced standards therein.

• Test and Inspection Plans produced by the equipment manufacturer.

(e) Inspectors have the right to request additional inspections or tests to ensure that the

equipment complies with the specification and all relevant codes & standards.

(f) Package Vendor shall furnish valid Type Test Certificates of similar models along with the offer. Fresh type tests for the equipment are not needed, provided the Package Vendor can submit certificates that the equipment complies with all type tests as prescribed by IS Standard specifying the test requirements for that equipment.

(g) Routine tests on all the equipment shall be carried out as per the relevant IS. Equipment offered for final inspection shall be complete and ready for shipment, with the possible exception of the final paint finish.

(h) Factory acceptance test (FAT) is required to be done at no extra cost to the Owner. The Owner or his representative shall be advised of the tentative date for FAT at least 3 weeks in advance prior to the test date.

(i) Access to the manufacturing shop of Package Vendor / Sub-Vendor, at all reasonable times shall be made available to representative of Owner / Consultants / Third Party Inspection Agency for Inspection & Testing of switchyard equipment.

(j) Any defects found by the Owner / Consultants / TPI or the Owner’s appointed Inspector shall be rectified in his presence. Where this is not possible or practical, check lists shall be prepared and signed by the representative of Owner / Consultants / Third Party Inspector stating all “pending items”. Copies of these lists shall be sent to the Owner to enable their subsequent checking. The equipment shall not leave the Vendor factory before all defects have been rectified and without the written permission of the Owner.

(k) All spare parts shall be subjected to the same inspection standards and full material certification as the main order.

(l) The equipment shall not leave the Vendor / Sub-Vendor’s factory before all discovered defects have been rectified and without the written permission of the Owner.

(m) Any acceptance or release of equipment following an inspection or test activity shall in no way relieve the Package Vendor of his contractual responsibility to provide guarantees as to the suitability of the materials, workmanship and performance of the equipment in accordance with this Specification.

(n) Package Vendor shall mobilise all the testing equipment to carry out these tests & for which no extra cost shall be borne by Owner.

(o) The cost of inspection, witnessing type and pre-dispatch inspection of material by State Electricity Board will be borne by Package Vendor. Necessary liasioning /coordination are included in the Package Vendor’s scope.

(p) Owner/Consultant reserves the right to waive the inspection at any stage. Inspection shall be carried out only on receipt of Vendor's internal test report of the equipment offered and scrutiny of the same. In the event, on receipt of inspection call, the Owner/Consultant’s representative reaches the Vendor's works and finds the material not ready for inspection/incomplete/has short supply, the inspector will return to his base station and all expenses incurred by the inspector including to and from travelling expenses from his base station to place of inspection, boarding and lodging etc shall be reimbursed by Package Vendor.

12 Vendor Documentation (a) All information listed here is to be furnished along with the offer as a minimum.

• Clause wise comments / deviations on specification in T̀able of Compliance’ [enclosed Appendix A]. If not furnished, compliance to all requirements in specifications will be binding on the Package Vendor.

• A detailed scope of supply that fully describes the package offered.

• List of all equipment supplied in package with Makes.

• List of recommended spares of each equipment for two years normal operation with itemised rates.

• Type test certificates of each equipment.

• Technical Catalogues and brochures of major Components.

• List of Owners for similar installations in last 5 years.

• Complete list of special tools (if required)

(b) Any other drawing required for approval from State EB / statutory authority, for installation

shall be included by Package Vendor.

(c) The Owner/Consultant will review drawings submitted by Package Vendor & return to the Package Vendor one copy of drawings with comments to carry out necessary changes, if any, during the engineering / manufacturing stage.

(d) Drawings submitted by Package Vendor shall clearly indicate schematics, B.O.M., GA, foundation drawings, terminal diagrams etc. The schematic drawings shall clearly indicate cross reference catalogue numbers, component relays of each scheme along with range & variable steps of each component / scheme & the recommended settings.

(e) The documents required by the Third Party Inspection Agency are not covered under this specification. The Package Vendor shall provide all the drawings and documents required by the Third Party Inspection agency in compliance with the applicable codes and standards.

13 Spares and Special tools

13.1 Spares

13.1.1 The Package Vendor shall furnish list of spares and provide all necessary spares for testing, pre-commissioning, commissioning. Any of the spares if used during testing/commissioning must be replenished at no extra cost to the Owner.

13.1.2 The Package Vendor shall also provide all consumables during erection up to commissioning.

13.1.3 In addition to above, Package Vendor to recommend two years operation

13.2 Special tools

The Package Vendor shall supply a set of any special tools, which are required for the installation, commissioning, operation and maintenance of the equipment being supplied based on the recommendation by equipment manufacturer. A list of special tools shall be furnished along with the offer.

14 Installation Testing and commissioning (a) Installation, Testing & Commissioning shall be included in Package Vendor scope. Package

Vendor shall despatch Installation, Testing and Commissioning instructions at least 2 weeks before the arrival of the equipment.

(b) Package Vendor shall provide qualified personnel to supervise the installation and carryout site testing and commissioning of all equipment supplied under this package contract.

(c) Prices for these services shall be included by Package Vendor.

15 Packing and Transportation (a) Packing, Shipping and delivery at site, unloading etc. of equipment shall be in Package

Vendor’s scope.

(b) Preparation of the equipment for shipment is a crucial step in the completion of this contract. The Package Vendor must take into consideration that all equipment shall be prepared for land transportation.

16 Guarantee

(a) Equipment & installation shall be guaranteed to meet the specified performance at specified conditions in terms of power, air flow, thermal performance, design conditions etc.

(b) Equipment and its components & Installation shall be guaranteed against faulty design, defective / improper materials poor workmanship or failure from normal use during the guarantee period.

(c) Package Vendor shall make all necessary and desirable alterations, repairs and replacement free of charge in the even of mal performance or defects occurring in the equipment during guarantee period.

(d) Also refer to guarantee clause under Purchase Order.
