INVITATION FOR BIDS BID REFERENCE NO.3217 (R)-1C TRANSMISSION SCHEME FOR DISPERSAL OF POWER FROM NEELUM - JHELUM HYDROPOWER PROJECT UNDER NTDCL OWN RESOURCES 1. The National Transmission and Despatch Company Limited (NTDCL) “the Employer”, one of the corporate entities established by restructuring power wing of Pakistan Water and Power Development Authority (WAPDA) under the aegis of Pakistan Electric Power Company (PEPCO) and responsible for the development and control of power transmission system in the country, intends to get works done for Construction of 500kV Double Circuit Quad Bundle Neelum-Jhelum to Domeli Transmission Line (Approx. 145km) under “Contract No. 3217 (R)-1C: Transmission Scheme for Dispersal of Power from Neelum-Jhelum Hydropower Project ” through its own financing resources for the following three (03) Lots: Lot-I: From Neelum-Jhelum Power Plant upto 45 th km of the Transmission Line. Lot-II: From 45 th km to 95 th km of the said Transmission Line. Lot-III: From 95 th km to 145 th km of the Transmission Line near Domeli and Interconnection of the said Line with the existing 500kV Single Circuit Rewat – Gakkhar Transmission Line. 2. The bidding is open to all eligible bidders in their sole capacity without joint venture/consortium arrangement on National Competitive Bidding (NCB) basis. The Bidder may submit a Bid for complete scope of work envisaged in a single Lot or any combination of Lots. In case the bidder quotes for combination of Lots, it shall be mandatory upon him to quote for Lot-I. The evaluation and comparison of Bids shall be made on per Lot basis. The Employer will award Contract to the Bidder whose Bid is held lowest evaluated substantially responsive Bid for a Lot or combination of Lots as per criteria given in the Bidding Documents.

1. 3. The Employer invites sealed bids from eligible firms or persons licensed by the Pakistan Engineering Council (PEC) in the appropriate category relevant to the value of Works.

4. The bidder in order to qualify for a Lot, must possess construction experience on single responsibility basis including but not limited to survey, soil investigations, construction of towers foundations, erection of towers and controlled tension stringing of conductor of at least 50 km of 220kV and above transmission lines as a main contractor during last ten (10) years and such transmission lines shall have been operating successfully for at least two (02) years.

5. Interested Bidder may obtain further information, inspect and acquire the bidding Documents from the office of the Employer at the address given below, during office hours.

6. A complete set of Bidding Documents along with soft copy (CD) containing Schedules of Prices, Appendices to the Bid and Form of Bid in English language may be purchased by interested bidders through authorized representative on the submission of a written application, on the Company's letter-head, to the Chief Engineer (MP&M), NTDCL at the address given below and upon payment of a non-refundable fee of Pak Rupees Ten thousand only (PKR 10,000/-) during office hours from April 07, 2014.

7. The method of payment for purchase of Bidding Documents will be in the form of pay order or bank draft in favour of Chief Engineer (MP&M), NTDCL. The bidders unable to visit the above said office personally shall remit well in advance of the deadline for submission of bids along with written application, an amount of PKR 10,500/- through pay order or bank draft, in favour of the Chief Engineer (MP&M) NTDCL so that the Bidding Documents may be sent to the prospective bidder expeditiously. However, NTDCL shall not assume any responsibility if either the written application/amount is not received by him or belatedly received resulting either in non-dispatch or late dispatch of the Bidding Documents to the prospective bidder.

8. All bids must be accompanied by a 2% Bid Security of the total bid price in the format prescribed in the bidding document.

9. All Bids must be delivered in Room No.211, WAPDA House, Shahra-e-Quaid-e-Azam, Lahore - Pakistan by 11:00 hours, Pakistan Standard Time, on April 28, 2014. The Bids will be opened at 11:30 hours on the same day in the presence of bidders’ representatives who choose to attend, at the same address.

10. The Employer reserves the right to reject all bids and to annul bidding process at any time prior to contract award as defined in Clause 33(1) of PPRA Rules 2004.
