OFFICES / BRANCHES / CONTACT CENTRE IN SOUTH GUJARAT ZONE

Bank Of Baroda invites sealed offers in two bid system, from security agencies for providing security services in Offices / Branches / Contact Centre in South Gujarat Zone. The security agencies registered with Director General Resettlement and also registered with the State Govt. under Private Security Agencies (Regulation) Act, 2005 and meeting criteria mentioned below may apply in sealed cover. The PSA should have an office at Baroda and Surat, which should not be less than -3- years old. Initially the contract would be for -1- year with a provision to renew every year based on the performance and it will be at the sole discretion of the Bank. The numbers of Supervisor, Armed / Unarmed guards required in the Zone is as follows-

However, Tender Form downloaded from website shall accompany the Pay Order / Demand Draft for Rs. 5000/-along with the Technical Offer.

The Bank reserves the right to reject any / all applications without assigning any reason whatsoever. The PSA must sign each page of Tender document. The Tender document must be duly filled & signed along with supporting documents, failing which the application is liable to be rejected. The application received late, or without application fee and EMD or conditional applications would also be rejected. Scope of the Work- To provide Ex-servicemen Security Supervisors, security guards (armed & unarmed) for guarding duty at Branches / offices / contact centre of Bank of Baroda, South Gujarat Zone.

TWO BID SYSTEM OFFER

The offer will be in two parts; Technical & Financial. Both the parts should be submitted in separate sealed covers duly super-scribed "Technical Offer for providing Security Services” and "Financial Offer for providing Security Services” respectively and both sealed envelopes should be placed in another sealed envelope super-scribed “Offer for providing Security Services” and should be submitted latest by 1.30 PM on 18.09.2015. The offer should be dropped in the Tender Box kept in Bank of Baroda, Zonal Office, South Gujarat Zone, 6

th floor, Suraj Plaza III, Sayajiganj, Baroda-390005 In the

event that the specified date for the submission of Bid offers is declared a holiday, the offers will be received up to the appointed time on the next working day. ADDENDUM: - Kindly note that further “ADDENDUM” to this tender shall be issued on the Bank’s website only and the bidder has to refer the same before final submission of the tender. The envelopes shall contain the following: a) Envelope No.1 (Technical Bid): This should contain all technical details alongwith Financial terms and conditions such as:

i) List of all the documents enclosed; ii) The EMD as indicated in Tender Document. iii) Attested copy of the valid licence issued under Private Security Agencies (Regulation) Act, 2005, and the rules framed there under to provide the security services in Gujarat.; (PSARA) iv) Copies of last Income Tax Returns and Service Tax Returns filed with the concerned Authorities; v) Details of the firm(s) including details of the proprietor/partner/director with regard to name, address for communication, telephone number, e-mail etc. vi) In case of a firm, each partner or power of attorney holder shall sign the Bid. The attested copies of power of attorney of person signing the Bid shall be enclosed with the Bid. The power of attorney shall be signed by all partners. In case of private limited/public limited companies, the power of attorney shall be supported by board resolutions and appropriate and adequate evidence in support of the same shall be provided; vii) All pages and pasted slips should be signed by the Bidder and no page shall be added or removed from the set of Bid Document. Duly signed Bid document is to be returned as a token of its acceptance;

b) Envelope No.2 (Financial Bid): This envelope shall only contain category-wise price for the services to be hired at specified places, duly filled in and initialled on each page and signed by the Bidder at prescribed places of the Bid. Opening of Bid

The Bid received on or before the time and date specified in Tender Notice, will be opened as per the specified program, in the Zonal Office, South Gujarat Zone, in the presence of Bidders or their authorized representatives who choose to remain present on the opening day, at the scheduled time. Opening of Financial Bids Financial Bids of only those PSAs will be opened who qualify technically. These will be opened on notified date and the rates quoted by the bidder in price schedule shall then be read out. Acceptance of Bid The Bank is not bound to accept the lowest or any Bid. The Bank reserves the right to reject any or all Bids received without assigning any reason whatsoever. Execution of Contract Document The Successful PSA should produce an unconditional Performance Bank Guarantee from a Public Sector Bank (other than Bank of Baroda) for Rs 10.00 lacs and is also required to execute an Agreement on a stamp paper of proper value. The Agreement should be signed within 15 days from the date of acceptance of the Bid. The Contract will be governed by the Agreement, the Conditions of the Contract (CoC) and other documents as specified in the CoC.

It shall be incumbent on the successful Bidder to pay stamp duty, legal and statutory charges for the

Agreement, as applicable on the date of the execution. All bidders must give a written undertaking duly

signed by the Company for giving a Performance Bank Guarantee of Rs 10.00 lacs .

Rights of the Bank The Bank reserves the right to suitably increase/reduce the scope of work put to this Bid. The right to split up the hiring of security services in two or more parts is reserved by the Bank and also the right to award contract to more than one agency is reserved. In case of any ambiguity in the interpretation of any of the clauses in Tender Document or the conditions of the Contract, interpretation of the clauses by the Bank shall be final and binding on all Parties. Cancellation of Tender: The Bank reserves the right to cancel the tender at any time during process without assigning any reason. EARNEST MONEY DEPOSIT Earnest Money Deposit of Rs 500000/- (Rs Five lacs only), in the form of a demand draft/pay order issued by a scheduled commercial bank favoring Bank of Baroda, payable at Baroda must be submitted along with the Technical Offer. Offers not accompanied with Earnest Money Deposit of Rs 500000/- will not be accepted. This amount will be forfeited if, having been selected by the Bank for the job, the offerer refuses to accept purchase order or having accepted the purchase order, fails to carry out his obligations mentioned therein. Bank Guarantee in lieu of Earnest Money Deposit will not be accepted. No interest will be payable on the Earnest Money Deposit. The Earnest Money Deposit will be refunded to the unsuccessful offerers. The Earnest money paid by the successful Offerer will be released only after completion of the deployment at all location and submitting of Performance Bank Guarantee. Pre-Bid Meting Pre-Bid meeting in connection with the tender will be held on 08/09/2015 at 2.00 PM. Only those bidders are allowed to participate in the meeting who have purchased the document from Bank of Baroda, Zonal Office, Baroda. The bidders who have downloaded the documents from Bank of Baroda website can participate in the meeting provided they submit a banker cheque or a demand draft of Rs 5000/- in favour of Bank of Baroda, payable at Baroda towards the cost of Bid Document on or before the date of pre-bid conference. Prospective bidders are requested to submit their points for clarification during pre-bid meeting latest by 07/09/2015 within office hours (5 pm). Validity of Bids The bids will be valid for a period of 90 days from the date of its opening.

NO COMMITMENT TO ACCEPT LOWEST OR ANY TENDER

The Bank shall be under no obligation to accept the lowest or any other offer received in response to this tender and shall be entitled to reject any or all offers at any stage without assigning any reasons whatsoever. SPLITTING OF ORDER The Bank reserves its right for splitting scope of work between two or more PSAs. Bank reserves the right to allot work to any other technically qualified PSA on L-1 rates.

Compliance with all Statutory Requirements- The PSA shall comply with all statutory requirements prescribed by the Central / State Government.

The mandatory requirements are as follows-

a. Private Security Agency should have been in the business for at least 5 years. This period of -5- years in business should have been completed on the date of application. Proof for previous five years for services provided to Govt. or Public Sector Organization / PSU Bank / Public Sector Undertaking and should submit report of satisfactory service from them.

b. Should have effective infrastructure for the training of the Guards.

c. Should have credible supervisory infrastructure and network.

d. The Agency should have DGR registration and also registered with Govt. of Gujarat under Private

Security Agencies (Regulation) Act, 2005 (PSARA). The case of having applied for PSARA 2005 will not be considered.

e. Should have a certificate of Registration with Registrar of companies or Registrar of Firms or Letter of Proprietorship. f. Should have filed Income Tax Returns for past 3 years. Copies of acknowledged IT Returns or

Assessment Orders for these three years are to be attached. Certified True Copy (CTC) of PAN card to be attached.

g. Should have Audited Balance Sheet (Last 3 years). CTC with schedules to be attached.

h. Should have Registration under Shops & Establishment Act. CTC of the document must accompany the bid document.

i. Should have certificate from ESI Corporation and EPF Organization under EPF & Misc.

Provision Act 1952. Certificate or inspection report indicating all clear from Employees Provident Fund Organization (EPFO) local Office under whose jurisdiction the Agency operates for the previous year should be produced.

j. Registration Certificate under Contract Labour Act (Regulation & abolition) 1970.

k. Registration certificate for service tax. l. Should have documents providing compliance of Minimum Wages Act, 1948 and Central Rules

(latest).

m. PSA should furnish 3 Reference Sites preferably from Gujarat and on request by Bank the referees should testify about the performance of the PSAs to the Bank‟s satisfaction.

n. PSA should have on its role of minimum 100 Security Guards (Attach proof) o. Should have average turnover of Rs 5.00 crores or above in the last 3 years.

p. The initial period of contract will be -1- year with an exit clause of notice period of one month for terminating the contract on Bank‟s option. If found satisfactory the term can be extended. q. The agency must be in a position to provide supervisor, armed guards / unarmed guard and position them in the required branches within -30- days from the day of awarding of contract. r. PSA to have an office in Baroda and Surat, both the places, which should be minimum -3- years

Documentation

All documents shall be provided to Security Deptt, Bank of Baroda, Zonal Office, Baroda.

a. Nominal Roll of Guards

b. Personal particulars of each guard (Bio data)

c. Appointment letter issued by the security agency to the Guard when taken on employment.

d. PF No and ESI card to be provided within reasonable time.

e. Guard‟s Identity card with photographs and signatures.

f. Police verification report.

g. All Armed guards to possess a valid Gun licence of 12 Bore DBBL gun either issued for all

Gujarat / all India. All India licence should be got locally registered with Police authorities.

h. All armed guards must possess at least 25 cartridges and 15 cartridges must be with the

weapon while on duty.

i. Identification document-passport / UID / Voter I Card/ Ex serviceman (ESM) Identity Card / Ration

card.

j. Service Book

Agreement between the PSA and the Bank

The successful PSA shall execute an Agreement in duplicate on a non-judicial Stamp Paper of appropriate value, as per the format provided by the Bank, and all expenses shall be payable by the PSA.

1. PSA shall maintain daily register at each Branch and guards duty attendance records shall be kept on daily basis. Private Security Agency shall produce this register for inspection of the Bank as and when demanded. Officials of the PSA will carry out regular checks on the attendance, alertness and standard of training and morale of the personnel deployed at Branches of Bank of Baroda, South Gujarat Zone.

2. Bills shall be submitted to the respective Branch Manager‟s in person / post by the PSA. The monthly payment shall be released by the Branch and credited in account of the guard. Each guard to have his account opened in the Branch where he is deployed.

3. In case of delay of submission of bill to the Branch, Payment of wages to guard must be done by the agency on or before 5

th day of the following month to which the wages pertain.

4. It will be the responsibility of the PSA to respond to any emergency situations. No extraordinary payment will be demanded for working at odd hours / emergency works.

5. Any dispute arises between the parties to this agreement. The court of Baroda shall have exclusive jurisdiction.

6. Documents to be submitted along with wages bills shall include the following-

a. Wages bills for the guard in clear mentioning the number of days worked during the month.

b. Attendance record of the concerned guard.

c. Details of previous month‟s PF and ESI deposited with concerned authorities.

Loss / Damages

a. All security guards deployed in the Branches shall be regularly checked for alertness and

fitness by agency staff.

b. Any loss / damage to Branch equipment and instruments under charge of the PSA staff

guarding and security shall be investigated by staff of the Bank.

c. In case the loss is proved to have resulted due to negligence, commission or omission or

any such act by the PSA staff shall be required to make good the value of such a loss.

Mandatory Requirement- Guards

a. Should be Ex-serviceman not to be more than 50 years of age (retired from Army / Navy /

Air Force). Upto 10% personnel may be from para-military forces like Assam Rifles /

Manipur Rifles or Central Police Organization like BSF, CRPF, ITBP, CISF etc.

b. Should be SHAPE-1 at the time of retirement.

c. Should hold matriculation certificate or army matriculation.

d. Should have no physical or any other disability that is likely to affect performance of duties.

e. Should not be obese.

f. Character at the time of retirement should be “ Exemplary”.

FINANCIAL BID The rates quoted should be only in Indian Rupees and as per DGR guidelines. Other terms and conditions are as follows-

a. The Armed Guards provided by you would be deployed in various branches / Offices of Bank of Baroda in Baroda City Region, Baroda District Region, Panchmahal Region, Bharuch Region, Surat City Region, Surat District Region, Navsari Region and Bulsar Region.

b. The Armed Guards provided will only be Ex-servicemen. The Rates quoted must be as per DGR

guidelines. (fill the attached appendix). Cost of providing one supervisor, Armed / unarmed guard at a Branch will be given, depending upon area „B‟ and „C‟. Baroda City Region and Surat City Region come under area “B” and rest in area “C”

c. The responsibility of deducting EPF. PF etc., will be that of the agency.

d. In case of the deputed Armed Guard remaining absent/ on leave/ falling sick, an immediate

suitable replacement must be provided.

e. The agency will provide registration with the Police authorities, as well as registration with the office of Assistant Labour Commissioner (Central).

f. On awarding of the contract, the agency / firm will provide police verification of all the deputed

Armed Guard.

g. The initial period of contract will be -1- years with an exit clause of notice period of one month for terminating the contract on Bank‟s option. If found suitable, the period can be extended.

Prices shall be valid during the contract period. However, on revision of minimum wages by DGR / State Govt. the same will be revised.
