SCHEDULE ‘A’ TECHNICAL SPECIFICATION
1. PURPOSE:
Oil Recovery Vessel “Annam” is a special purpose vessel and is used for recovery
of spilled oil from sea and has wing tanks to store about 50 kilo litres of oil. It has one
propulsion engine and one generator engine by which power supply is given for operation
of skimmer and spill spray system. The craft can carry men and materials such as booms
required for combating oil spills. The craft is regularly used for garbage collection and
cleaning of oil traces in the water front and for pollution prevention and combating
operations.
ORV “ANNAM” built in the year 1994 is at present lifted up at the boat basin to
facilitate carrying out complete retrofit of the vessel so that the life of this special purpose
vessel can be extended and it is proposed to carryout the repairs to the hull and
machinery. The retro fit of the vessel shall be carried out at the boat basin jetty.
The vessel was taken on boat basin and thereafter cleaning and chipping was
carried out. After chipping it was noticed that in many places especially engine room
bilge area and rudder compartment the hull plates are holed and thinned down. Ultrasonic
thickness gauging has been carried out by the Trust and hull, deck and bulwark steel
plates are required to be renewed as per the recommendation of Third Party Inspection
Surveyor who shall be engaged by the contractor prior to commencement of the work.
The scope of work includes complete refurnishing of wheel house and removal of pipe
lines, valves, accessories etc., by gas cutting and welding. The contractor shall put back
all the machineries, equipments and fittings etc. after overhaul / repairs or renew as per
the scope of the work and recommendation of IRS / Chennai Port on completion of
welding of the steel plates. The work also includes installation of new machineries and
equipments, pipelines etc. including pollution control equipments. The work shall be
carried out to the satisfaction of DC or his authorized Trust officials. Necessary care
shall be taken while gas cutting and welding and all the precautionary requirements and
procedures shall be followed.

3. BRIEF DERCTIPTION OF WORK :
Grade of steel to be used IS 2062 Grade B steel and Grade certificate shall be
produced to the Trust along with the IRS approval .
The contractor shall carryout the work as per the recommendation of the surveyor
and in case any frame, web plates, bulk head plates or any other strengthening member
are found damaged or thinned down the same shall be cropped up and renewed. The
entire work and workmanship shall be approved and certified by the surveyor of the IRS
classification society as third party. The materials used and persons engaged for the work
shall be approved and certified by such surveyor. The frames and structures shall be as
per the original drawings and all directions shall be approved by TPI Surveyor. In case of
any damage to the equipments, fittings, etc., it shall be replaced or repaired at the
contractors cost and to the entire satisfaction of the DC or his authorized Trust officials.
The required M.S. Plates, angles, Steel pipes etc. shall be arranged by the
contractor as per the requirement. The old and cropped plates, angles etc. shall be handed
over at Trust Returned Store Yard after obtaining necessary forms from Dock Master.
The firm shall have to work at worksite at their own cost. The firm shall have to
maintain high quality of welding by engaging qualified welders as followed in good ship
building practice. The welding and work carried out shall be approved by third party
inspector.
4. SCOPE OF WORK:
Budgetary offers are invited from Ship yards and Marine workshops for Retro‐fit of Oil
Recovery Vessel 'ANNAM'. This Pollution Control Craft owned by Chennai Port Trust‐ORV
'ANNAM', which is 20 years old and requires extensive plate renewal. The Retro fit work shall be
carried out as per the IRS Class requirements for refit of ships operating within harbour areas.
The vessel was originally built under IRS Class but presently not under Class. As part of retro‐fit
all the redundant systems, old and unused and damaged machineries and equipments shall be
dismantled and new pollution equipments will be mounted. The tanks for collecting oily wastes
shall be repaired and the void spaces and unused compartments are to be converted into tanks
to increase the waste oil holding capacity without affecting the stability of the craft. The
conversions and addition and removing/shifting of loads require the approval of Class.. It is
therefore necessary to engage Naval Architect to plan the Retro‐fit. The new equipment shall
also be designed as part of the modification of the vessel. IRS approval has to be obtained for
the Retro‐fit plan and on completion of retro‐fit of the Vessel, an Inclination has test has to br
conducted by Class for issuing Revised Trim and Stability book shall be issued..
The following are the works involved in the Retro‐fit of ORV ‘ANNAM’
PLATE RENEWAL
1.)Complete deck plate renewal to be carriedout and side and bottom plates renewals will be
according to IRS recommendation.
2).UTG of hull to be taken if required by Class.
3) The Wheel house side and ceiling steel plates are to be completely renewed and interior
paneling, glass and flooring as well as exterior to change..The Mast and other structures on the
wheel house are also to be renewed. The wheel house to be designed for good aesthetic look
and all round visibility. The possibility of raising the floor height for a clear view of the activities
at the forward without affecting the stability to be considered while designing the wheel house.
.
The Navigation and electric panels, switch board, lighting, wipers, remote (for speed setting)
and other equipments/controls to renew/repair.install as required.
4) The inspection and testing (if recommended by Class) of frames and all transverse and
longitudinal members and strengthening/renewal as required. Also to provide extras frames as
per recommendation.
5) The dismantling of all the redundant systems and old and unused machineries and
equipments, pipelines and valves and welding of suitable inserts or fitting blanks.
6) The strengthening of tank bulkheads and renewal of manholes/doors, combings, fittings,
vent and sounding pipes.The man hole doors to be of uniform/standard dimensions wherever
possible..
7) The tanks for collecting oily wastes shall be repaired and the void spaces and un used
compartments to be converted into tanks to increase the waste oil holding capacity without
affecting the stability of the craft with necessary approvals
8) )To renew all the railings on the deck and wheel house top and deck and E/Room bulwark to
renew as required.
9) To fix anodes as per the Ckass requirement
10) E/Room top cover to repair and sky light doors and exhaust blower to provide.
The total quantity of steel renewal for hull and deck plates is approximately 25,000 kgs. To
reduce the cost the cut and dismantled hull plates found in reusable condition are to used
suitably such as man hole doors, combings, bulwark, fittings etc.,
The scaffoldings necessary for carrying out the shall be arranged by the contractor.
VESSEL SYSTEM
11) All unused machineries and pipelines to remove and new pipelines, valves and fittings to
renew wherever found thinned down/damaged.
12) To fit suitable G.S.Pump, fuel transfer pump, bilge pump, air compressor, fuel service tank
(these will be supplied by Trust in as is where is condition and may require o/haul, repairs and
new spares) with new or exsisting pipe lines, valves and valve chests in Engine Room. Sea chests
and gratings to repair and wherever required new pipes, valves and chests to provide.
13) All electrical panels/boards and switches and cables and blowers to repair/renew.
14) All electrical fittings in E/Room , deck and navigation lights, focus lights and cables
are to be fitted new.Also to provide sockets in E/Room , Deck and W/House.
15) To provide new fire hydrant system in E/Room and deck ( 8 to 10 nos.,) from G.S/ pump
discharge with hoses and nozzles and fixing suitable stands for hoses.
16) To overhaul/repair 1no., alternator, 1no., gear box and steering gear systems and fit back
and commission.
17) To dismantle Kort nozzle, overhaul and fit back with new spares‐bushes ,seals, O‐rings etc.,
18) To install and commission main engine: Couple with o/hauled gear box, aligning after
checking the trueness of the shaft and stern tube and fit with new spares‐bushes,seals, O‐rings,
couplings, bollts,nuts etc.,
19) To install and commission generator engine couple with Alternator(o/hauled by contractor)
after checking the alignment etc., and fit with new spares‐bushes, seals, O‐rings, couplings,
bollts, nuts etc.,
20) Propeller shaft and propeller to dismantle and shaft trueness to check. Propeller profile to
check and necessary repairs to carry out .To assemble back with new bushes.
21) To provide heavy duty plug points and service air at different locations in E/Room and deck.
22) Also provide necessary fire extinguishers.
POLLUTION CONTROL RELATED EQUIPMENTS
23) To procure and install following pollution control equipments on deck :
a) Screw pump for transferring oils of different viscosity including waste oils.
b) Submersible pump and sufficient hoses, strainer, couplings etc.,
24) 1no., work boat supplied by Trust to be repaired and suitable arrangement made for fixing
out board motor. 2nos., out board motors supplied by Trust to be o'hauled and tried out.
25) Sweeping Arm: To design and fit sweeping arms (JIB) of minimum 12 mtrs length
fabricated with materials capable of withstanding corrosion. The one end of jib to be fitted on
deck on both the sides suitably located between forward and mid shipand the other end to a
float to which the booms is also connected.(see photos attached).
26) Garbage collector: To fit garbage/trash collecting tray (suitable shape and size) fabricated
with steel capable of withstanding corrosion due to permanent immersion in sea water. (see
photos attached).The tray is to be fitted at the forward and operated by electrical/electro
hydraulic davit. When the tray is lowered the garbage collects into it and when lifted collected
garbage fall into bins kept on the platform erected at suitable level between the forepeaks.
Arrangement to lock the tray in vertical position while it is not in use.
A platform made of anti corrosive steel to made at appropriate level between the fore
peaks for dumping the garbage when the tray is lifted up. The PVC bins into which the garbage is
filled can be lifted up by means of mechanically operated davit by means of opening at the
ford’(the gratings fitted on the opening at the ford’).
The deck at the ford’ to be extended as shown in the photograph for the workers to
handle the garbage collection operations.
27) To fabricate and install 1no., mechanically and 1 no., /motor/electro‐hydraulic davits one on
port and another on the stbd. sides. Chain blocks of 2 and 5 tons capacity to provide.
28) To provide talk back communication system at the ford’ to communicate with amaaster
while collecting garvage. Also to provide 2nos., Walkie Talkies with spare batteries and charger.
29) To make and lay wooden gratings on deck all around the tank manhole doors.
30) To repair/overhaul spill spray equipments including engine and pump and install spill spray
arms and driving gear with motor, gear box, connecting hoses,tank etc
31) To overhaul and fit 1no., hand operated winch (Trust supply) at suitable location on deck.
32) The surfaces of new and old plates fitted to be suitably prepared on both sides as per the
Class requirements prior to applying primer and finished coats.
33) To paint deck, wheel house, tanks, deck and engine room, machineries and all equipments,
pipe lines and engine room.
34) To paint hull as per Class painting scheme.
35) Engraving and fixing of name boards at the forward,aft and on the top of wheel house.
36) All thescrap ferrous and non‐ferrous certified by Trust officials as unusable and condemned
to be shifted periodically and on completion of entire work to Trust's RSA Yard.
37) To carryout inclination test and issue Approved Trim and Stability booklet (Revised after
Retro fit) and other mandatory certificates for refit and equipments and to take Sea Trials.
38) All the charges towards IRS, Naval Architect, tests and trials, certification etc., to bo borne by
the contractor.
39) All taxes, Insurance, transportation shall be to thecontractor’s account and service tax will
be reimbursed on production of documentary evidence.
5. COMMENCEMENT OF WORK:
The firm shall after acceptance of the order submit a detailed program showing
procedures and methods and the order in which the work is proposed to be carried out
within 10 days from the date of award of Contract. The work shall be commenced within
20 days from the date of issue of work order. The Contractor shall also intimate the
details of TPI Surveyor engaged by them.
6. COMPLETION OF WORK:
The firm shall complete the entire work within 90 Trust working days from the
date of receipt and acceptance of the order or from the date the craft is made available.
The contractor shall be given extension for 15 days for extra steel renewal given
subsequently based on TPI Surveyor’s recommendation. After completion of the entire
work all the old steel plates, pipes and other scrap shall be returned back to RSD, stores
department of Chennai Port at firms cost.
7. PAYMENT TERMS:
The payment shall be made for the actual area covered for the renewal of deck,
hull, bulwark and steel fender etc. Payment shall be made only after completion of all the
works and trials and tests and submitting proper bills in the Trust format by the firm and
accepted by the Deputy Conservator or his representative. All efforts will be made to
arrange payment within 30 days.
8. GUARANTEE:
The entire work carried out by the firm shall be guaranteed for the materials and
workman ship for 12 months from the date of acceptance of the work by the Trust and in
case any of the works are given to a sub contractor by the contractor to whom the work
has been awarded it shall be the responsibility of the contractor for proper exececution
and timely completion of the work and for guarantee for the materials, equipments,
spares and workman ship .
The firm is responsible for the cleanliness of the area on deck and inside the
Engine room, rudder compartment of the vessel ORV “Annam”” and surrounding areas
on the jetty, The firm shall remove and clean all the old wasted items and they shall dump
all the waste materials in the area specified by the Trust Engineer.
9. RATE TO BE QUOTED:
The tenderers shall inspect the vessel ORV ‘Annam’, which is lifted up at boat
basin jetty before quoting. The firm while submitting the tender shall indicate
specification of steel plates as mentioned in the cost schedule. The work shall be carried
out at the boat basin. The offer shall be submitted in the Trust format indicating rate per
ton and the total cost for each item mentioned in detail in the Annexures I - IV .
The contract involves steel renewal of 25 tons of steel plates, angles, pipes
etc., of different sizes for hull, deck, wheel house and bulwark and deck outfittings.
The actual quantity of steel shall be based on TPI Surveyor recommendation.
The details of steel renewal works and painting are given as ANNEXURE-I and
rates per each work shall be quoted separately.
All other works are given in ANNEXURE-II & III and the tenderer shall
quote separately for each work.
The rate shall include all taxes, third party surveyor charges, contingencies,
insurance, transport etc., and shall be quoted separately as ANNEXURE- IV.
Even though the breakup details of work involved are mentioned in the
ANNEXURES –I to IV and the tenderers are required to quote for each item separately,,
Chennai Port Trust shall award the work to the overall lowest offerer i.e.) total cost
inclusive of taxes.
The tenderer is also required to QUOTE SEPARATELY IN COST
SCHEDULE –A1 the cost of labour, consumable materials for welding and cutting
including surface preparation for OLD AND DISMANTLED PLATES OR NEW
STEEL PLATES, if supplied by Trust.
10. SECURITY DEPOSIT:
The successful tenderer prior to commencement of the work shall pay a security
deposit of 5% of the contract value and on awarding the additional steel renewal work
over and above the minimum of 25 tons of steel renewal work shall pay additional
security deposit @ 5% of the value of the additional work awarded within 7 days from
the date of acceptance of the work order of the additional work.
11. GENERAL PROVISION
The vessel is on the jetty at the boat basin to facilitate carrying out the work. The
firm has to bring all equipments and accessories for carrying each specified work as per
schedule like gas for cutting & renewal. A good quality welding electrodes approved by
Class having radiographic quality above shall be used. The contractor shall on
completion of the welding test all the welded sections as per the TP Surveyor
requirements and procedures. Representatives of Chennai Port Trust shall be present
whenever testing is done by TP Surveyor and any re-work / rectification shall be carried
out. On satisfactory completion of the testing and prior to handing over surface
preparation on the inner and outer sides of entire steel plates of the craft shall be done and
a coat of zinc primer shall be applied on both sides. The contractor shall fit back all the
machineries, equipments, pipelines, wheelhouse fittings and cables and confirm in
writing that all are in order and in working condition.
12. EXPERIENCE & WORKMANSHIP:
The firm shall have the ship building/ship repairing experience with complete
facilities to do the repairs mentioned above. The firm shall have technical know how
sufficient experience and facilities for hull and deck plate renewal. The firm shall have
adequate and competent personal supervisory staff and equipment to carryout the work.
The plating work shall be carried out as per the ship building practices and accordance
with the existing rules and regulations. The firm is responsible for the safety of their
employees as per the industrial Act. The Deputy conservator or the Deputy Marine
Engineer’s authorized by him has full powers to adopt any materials and to confirm the
quality of the work carried out by the firm. The firm shall claim for the work carried out
for the actual area measured.
The firm shall carryout any rectification/redoing of the work not done properly
specified by the representative of DC without any extra cost. If the rectification ordered
to be done is not rectified during the time specified by the DC or his representative. Trust
shall have the right to change such work to any other agency and recover the cost from
the contractor. The entire work carried out by the firm shall satisfy and accepted by the
DC or his representative.
13. STORAGE OF EQUIPMENTS / MATERIALS:
The storage of all equipments / materials under safe custody and safeguarding of
the equipments / materials used for the work shall be entirely the Contractor’s
responsibility and the Trust shall not be responsible for any damage or loss of any of the
equipments / materials.

Main and Generator Engines to Install & Commosioning

be installed and coupled with gear box (o/haul in
contractor's scope) and 1 no., Generator Engine o/hauled
and supplied by Trust shall be installed and coupled with
Alternator (o/haul in contractor's scope) .All the materials
including couplings,bearings & other gear box spares shall
be procured and assembled by the contractor.

To Remove of Propellor shaft, renew bushes, fit back in
place ,align with M/E and & Trial test to be done. To
check trueness and carry all the necessary repairs. All the
materials including ,bearings spares etc., shall be
procured and assembled by the contractor
All electrical motors, blowers, panels, main switch boards
and switches and cables to repair/renew. Engine charging
cicuits, alternators,starting motors to repair/new to

supplied by the Trust . To Overhaul the following E/ Room
Machineries : 1no.‐ Main Engine gear box , 1no.‐
Alternator, 1no.‐ General Service Pump, 1no.‐Air
Compressor, 1no.‐Exhaust blower,1no.‐ Bilge pump . The
contractir shall provide suitable or repair/modify existing
base,foundation,suction and discharge chests ,sea
suction, pipe lines ,o/board & by pass whre ever
required.1) GS/Fire Pump to be installed for deck and
E/Room hydrant system.(6 hydrants) 2)Bilge p/p for
pumping out E/Room and Steering compartmentts. 3) Air
Compressor with reciver and service air lines to E/Room
and deck.

To design and fit sweeping arms (JIB) 25) Sweeping
Arm: To design and fit sweeping arms (JIB) of
minimum 12 mtrs length fabricated with materials
capable of withstanding corrosion. The one end of jib
to be fitted on deck on both the sides suitably
located between forward and mid shipand the other
end to a float to which the booms is also
connected.(see photos attached).

To fit garbage collecting arrangement:
Garbage collector: To fit garbage/trash collecting
tray (suitable shape and size) fabricated with steel
capable of withstanding corrosion due to permanent
immersion in sea water. (see photos attached).The
tray is to be fitted at the forward and operated by
electrical/electro hydraulic davit. When the tray is
lowered the garbage collects into it and when lifted
collected garbage fall into bins kept on the platform
erected at suitable level between the forepeaks.
Arrangement to lock the tray in vertical position
while it is not in use.
A platform made of anti corrosive steel to
made at appropriate level between the fore peaks
for dumping the garbage when the tray is lifted up.
The PVC bins into which the garbage is filled can be
lifted up by means of mechanically operated davit by
means of opening at the ford’(the gratings fitted on
the opening at the ford’).
The deck at the ford’ to be extended as
shown in the photograph for the workers to handle
the garbage collection operations.

To install Spill Spray unit and Spill Spray arms: To
overhaul the complete spill unit (engine and pump with
new spares as required and install the same with new
base. To Provide Electrical Drive for Spill Spary arms
mechanism on Maindeck Port & Stbd side with 2 sets of
Electrical motors with new connections from E/Room
mains and start/stop pyeh buttons , suitable gear
drive,hoses, stays etc. Materials to be Used for Spill Spray
unit base stand
