WITH REFERENCE TO THE NIT, PUBLISHED IN THE WEB SITES FOR FOR CONSTRUCTION OF FOUNDATIONS, PILE CAPS, ROADS, DRAINS, TRENCHES, SUPER STRUCTURE CIVIL AND ARCHITECTURAL FINISHING WORK AT 3X18 MW POWER & BLOWING STATION, IISCO STEEL PLANT AT BURNPUR, WEST BENGAL. FOLLOWING CHANGES MAY PLEASE BE NOTED AND COMPLIED WHILE SUBMITTING THE OFFER FOR THE SUBJECT JOB.

REF: TENDER DOCUMENT NO-PSER:SCT:IIS-C912:08 01. Based on the detailed deliberations on the clarifications sought by various

bidders, the same has been clarified by our engineering and concerned and enclosed herewith as per Annexure-A and Annexure-B. Bidders are requested to note and consider the same while quoting.

02. Based on the above clarifications and other details, the complete BOQ cum

Rate Schedule have been changed and enclosed herewith as VOLUME-IIIA, REV-1. All the bidders are requested to submit their price bid based on this revised rate schedule (Rev-1). Earlier BOQ cum Rate Schedule, Rev-0 stands deleted from NIT.

03. Following new Documents/ drawings have been attached with this TCN-02 for

better understanding of the specification. Bidders are requested to note and consider the same while quoting for the tender.

04. The due date of submission of bid is hereby extended to 14/10/2008. BIDDERS TO NOTE THAT ALL TCNS WILL FORM PART OF TECHNICAL SPECIFICATION & SPECIAL CONDITION OF CONTRACT OF TENDER DOCUMENT. ALL OTHER TERMS & CONDITIONS OF THE TENDER SHALL REMAIN UNCHANGED. BIDDERS ARE REQUESTED TO SUBMIT OFFER BY THE ABOVE DUE DATE.

SDGM (SCT)

Phenolic Foam Underdeck Insulation:- Phenolic Foam Underdeck insulation shall be of rigid slab of 25mm thickness and approx. 1000mm x 500mm size as specified and shall conform to IS: 13204. It shall have density of 32 kg /Cu. Mtr. and K Value of 0.034 w/mk at 53 deg. mean temprature. The insulation shall be classified as ` Non Combustible ' as per BS 476, part 5 and >Class I= for surface spread of flame as per BS 476 ,part 7. It shall be prelaminated on both sides with kraft paper. The entire soffit of slab and beams shall be thoroughly cleaned. Bituminous primer or zinc chromate primer shall be applied evenly @ 0.5 kg/m2 over the entire surface. Hot bitumen or CPRX adhesive shall then be applied on the insulation panel @ 1.5 kg/Sq.M. The panels shall be pressed in position and further secured by dash fasteners. The underdeck insulation shall be fixed only after all fixtures like hooks, clamps, cleats etc. for light fixtures, ducts etc. have been fixed in the ceiling.

1 This preamble forms part of tender document and schedule of items. The tender should read this preamble carefully in ratesfor various items. Clauses under this preamble shall be read in conjunction with Volume- IB, Volume- ID and Volume- IIand other tender sections as applicable.

2 The work shall be carried out strictly as per specifications description of the items in these schedule and / or Engineer’sinstructions.

3 Items of work provided in this schedule but not covered in this specification shall be executed strictly as per instruction ofthe Engineer.

4 Unless specifically mentioned otherwise in the tender document, the tender shall quote for the finished items and shallprovide for the complete cost towards power, fuel, tools, tackles, equipment, constructional plants, temporary works, labour,dismantling of all temporary piping, structures, valves, pumps, tanks & other misc. equipment, strengthening ofroads/culverts/bridges etc. including arranging all clearances etc. required for carrying out different activities & tests,materials, consumables, levies, taxes (except service tax), transport, layout, repairs, rectification, maintenance till handingover, supervisions, colonies, shops, establishments overheads, profits and all incidental items not specifically mentioned butreasonably implied and necessary to complete the work according to the complete tender document and this schedule.

5 The quantities of the various items mentioned in this schedule of items are approximate, based on very preliminaryinformation and may vary to any extent or be deleted altogether. The quoted rates of each item will remain firm throughoutthe period of execution including extension, for reasons whatsoever, as long as variation in the total value of work executedunder any part of this contract including extra, if any but excluding any price variation remains, within thirty percent (¡ 30%) of the awarded price as per LOI.

6 The rates quoted shall be inclusive of cleaning of site of any vegetation, dressing, clearing of oldstructures/foundations/pipelines and leveling etc. including fixing of gird pillars, benchmarks etc. required forcommencement of site activities. No separate payment will be made towards the same.

7 Rates shall be quoted in figures and in words in clear legible writing. No overwriting is allowed. All scoring andcancellations should be countersigned and in case of illegibility the interpretation of Engineer shall be final. All entries shallbe in English language.

8 All works items wise shall be measured upon completion and paid for at the rates quoted and accepted as per BHELapproved payment schedule / billing break-up.

9 The tender shall be deemed to have visited site and made himself aware of all the site conditions, studied the specificationsand details of work to the done within the time schedule attached and to have acquainted himself of the conditionsprevailing at site.

10 No splitting of the job is envisaged. Decision of BHEL in this regard shall be final and binding to the bidders.11 Engineer’s decision shall be final and binding on the contractor regarding clarification of items in the schedule with respect

to the other sections/volumes of the contract.12 The work shall be carried out as per construction drawings, specifications and the description of the items in this schedule

and/or Engineer’s instructions. Drawings enclosed with this documents are only indicative giving some idea of the idea ofthe type of work involved.
