The diagnosis that appears next consists of generating a report that allows to measure, determine and to characterize individual particularities of the demonstrators, making possible to orchestrate strategies of intervention in agreement with the detected necessities.

General Objectives• Verification and appreciation of the development and

progress of each demonstrator in its own surroundings.

• Identification of strengths, weaknesses, opportunities and threats.

• Pertinent recommendations about the work that is necessary to make for the solution of the problems.

FINDINGS:

The diagnosis of the demonstrators, has been made analyzing the stories gathered of the interviewed people, internal and external experts, in function to thematic categories: planning, organization, production, execution and evaluation. – Planning:

• Deficiencies on the planning phase.

• It is not clear the selection of objectives and what actions should be done to achieve them

• The plans do not contribute to the achievement of the demonstrators’ purposes.

RECOMMENDATION

– To know clearly what is what it is wanted to obtain, to establish objectives and goals to length and medium term to reach this intention, and mainly to have a person that directs each action, and more important even that it motivates, and transmit the objective that is wanted to reach to each one of the members of the work party, so that the sense of property in each one of them is deep and do his the project, of this one way will be managed to avoid the isolation sensation, and will cause that it arises the creativity and desire to altogether work all by a same aim.

It is suggested for the people who are in charge to coordinate the different demonstrators, take into account the following aspects at the time of being defining the objectives and plans to obtain them.

What type of organizational structure is needed

What type of work group is needed and when

How to direct to others in a more efficiently way

Provide control standards

ORGANIZATION

– The roll that each one carries out within the work group is not defined.

– It is not known clearly that a person’s work contributes to the effort of the group and if they have the authority, the tools and the information necessary to fulfill the task .

RECOMMENDATIONS

– Establish the different phases on which the project its divided, define the rolls and task that will be implied on each of the phases

– Assign all necessary tasks to accomplish the goals and assigned these to the people that is best suited for the job. Although the structure must define the tasks to be realized, roll assignment must be designed depending the capacities and motivations of the available resources

– The roll definition such as the enrollment policies for each task its not an easy job, however keep in mind that for the success of the project this is vital. The organizational structure should be recognized as a valuable administrational tool

PRODUCTION AND EXECUTION

– Lack of a suitable planning.

– The lack to count on a clear profile of the people who must carry out each task, (it does not exist a clear description of the positions and functions of each roll).

– Duplicity of functions, or in the worse one of the cases of not knowing as is their attributions, is not clear the line of authority.

– One often falls in the error to assign to a single person the work of two.

– Lack of procedures in where responsibilities are delegated.

– Lack of internal controls.

– The ignorance of a methodology to develop suitable contents to be distributed virtually.

– Not to have a clear guide of which it is expected or it would have to be a focused educative material to e-learning.

– Not to count with the right publicity

– The teachers fundamental piece on the execution phase do not have the real concept of the roll they will carry out and the magnitude of the commitment they acquire

– Lack of incentives to the students so that they take virtual courses.

RECOMMENDATIONS

– Definition of the phases of the process, and the roll that each participant carries out.

– Definition of profiles and attributions.

– To count as much on the suitable personnel in number as in abilities.

– Constant qualification in which it is and it implies a methodology of this type.

– To make a redesign of the content of the courses, oriented to e-learning.

– To establish efficient communication channels.

EVALUATION

– Constant evaluations are not made that facilitate the profit of the plans.

– In each one of the demonstrators, the evaluations have played a little important role with exception of the case of IDEA.

– Evaluations but not at an suitable level have

been made of some or another way, which often disables the decision making.

RECOMMENDATIONS

– To establish critical control points, in each phase.

– To take into account that the activities of control and evaluation are related to the measurement of profits.

– One is due to count on quality standards.

– Technical evaluations or audits, of the material developed for the course.

– To select or to implement indicators to measure the degree of fulfillment of each one of the objectives of the planning stage.

– Evaluations are due to establish, as much for the student, as for the developers of content, and the one in charge of the course.

– Results obtained must to be analyzed carefully, so that on the base of these decisions were taken that will provide feedback of all the process, that will guide us to a redesign of processes, of rolls, to take alternating solutions, everything to reach our objective, that is to implement a successful program of e-learning.

– There is no material that comes to the light that cannot improve somehow. Even it is no wonder after successive evaluations and redesign still they are left aspects that can be improved

STRENGHTS

– It exists vocation of services and levels of competitive academic performance for university education.

– Most of the students they show interest by the use of new technologies, and innovating modalities of study, that allow them to continue their studies.

– At the moment the university is modifying its organization, curriculums, syllabus according to the scientific, technological advance and demands of the labor market.

– Motivation for the permanent qualification exists.

– Pick up of students of diverse social layers.

– Innovation. Since we are being the pioneers on this type of projects, it is to count with the satisfaction to connect this new ideas on the education area

– Collaboration. The interest and help received from people and entities inside and outside the university motivates the participants on the projects implementation

– Diversity. The different areas involved on the project provide diverse points of views and objectives to be reached, which can only enrich the project’s experience and increases the participants’ interests

– Interaction . The project has offered the opportunity to belong to a great community of involved people in one or another way with education, allowing to the participants to know and to work with people of experience in different areas.

WEAKNESSES

– Lack of commitment from part of the academics personnel to contribute with the development of the project as an ´-learning experience

– Most of the teachers does not handle didactic methods and adequate evaluation systems for the virtual education

– Lack of a planning and suitable organization.

– Limited human resource specialized in planning and organization of virtual platforms

– Increasing demand of continuous learning, education at a distance implemented by means of technological tools.

– Most of involved people (educating and educated) they offer a natural resistance to the new forms to educate.

– Inform all of the involved people, as well as the people objective of the project is transformed into one of the tasks most important, as well as difficult.

– The lack of information generated an unsatisfactory result in some occasions. The lack of incentives generates a lack of commitment in some people involved in the project, reason why it falls on the general coordinator the pursuit of the respective tasks, as well as pressing to these people.

– The continuous growth of the project requires of a continuous increase of participants, as well as a greater dedication of the general coordinator.

THREATS:

– Political and economic instability of the country.

– Competition of actual and virtual foreign universities, that distribute studies of pre-degree, post-degree and graduated of quality

– Growth of deprived universities of prestige, that

use technology, offers good service and competes aggressively in the pick up of students

– Disrepute of the universities in its social surroundings, by the inadequate performance of withdrawn.

CONCLUSION

– These results have made possible to elaborate the action plans for short, medium and long terms, with the primarily objective of correcting all detected deficiencies on every phase of the process
