1. The total estimated amount of this Award is $400,000.00 for a four year period.

Attachment B - Program Description

A. BACKGROUND, OBJECTIVES AND OUTCOMES

A.1 Overall Goal

The goal of the Nuclear Preparatory Program at (NPP) is four-fold. 1. To identify and recruitstudents into nuclear science courses and programs, assess where they are, and prepare themfor success. 2. To build curriculum in nuclear science. 3. To place well prepared students inresearch laboratories. 4. To perform and publish research to improve harnessing nuclear energyand nuclear safety. The project is a joint effort with members from mathematics, physics andcomputer science. We will develop the student by laying the appropriate mathematicalfoundation, teaching them nuclear science and engineering and giving them hands-on researchexperience. The course implementation and research activities will have a positive impactacross several STEM disciplines. Finally, improved understanding of radiation detection isimportant for both national nuclear safety and the involvement of students in research projectsat FAMU.

Development of Pre-calculus for Scientist and Engineers - Currently, the success rate ofstudents in calculus at Florida A&M University is less 35%! Written assessments given by the PIand some of his colleagues indicate that this is due to poor preparation. We have written arigorous Pre-calculus book, titled Mathematical Structure, and will implement a course completewith problems that involve scientific and mathematical reasoning.

Development of a Nuclear Science Curriculum - For two previous years we have volunteeredour time to teach an Introduction to Nuclear Engineering and current research topics to smallgroups of students under the heading of "Special Topics". Over he next few years we plan todevelop and deploy three formal courses in Nuclear Physics. In addition, we will create coursescovering heat transfer for nuclear reactors. These courses will focus on nuclear safety.

High performance computing has proven to be necessary to simulate nuclear reactors in realtime. To prepare students for modern problems, including heat transfer, we will construct acourse in Scientific Computing that includes parallel computing and numerical partial differentialequations.

Partnerships and Research Placement - We have formed partnerships with Duke, Cornell andTexas A&M University (TAMU) and Los Alamos National Laboratory (LANL). For two summers

we have placed students at TAMU. This summer we have placed three students at LANL. Wewill train and place student at all four research institutions during the summer of 2013. We hopeto expand our partnerships before the last quarter of this year.

Research and Development - We use the laboratories at the National Institute of Standards andTechnology and the Massachusetts Institute of Technology to develop advanced compositematerials and radiation detection devices. High performance computing will be used to simulatethe formation of the materials. The simulation will be optimized over these and other variables todetermine how to fabricate the best materials at a practical cost. We will also simulate andoptimize the performance of a microbial fuel cell powered radiation detector. Statistically, we willestablish confidence intervals to determine the life expectancy and accuracy of the radiationdetector. We will work with Los Alamos National Laboratory to test and deploy the microbial fuelcell radiation detector.

Building Capacity and Promoting Sustainability - We will maintain this program by increasingenrollment and building partnerships. We will provide a strong math foundation; our partners willprovide internships that attract students and expose them to research; and our research willgain external support.

Objective 1: Development of Pre-calculus for Scientist and EngineersOutcome la: Increased success rate - It stands to reason that the students who understandand create the theorems and algorithms in pre-calculus will be more likely to understandcalculus. We predict the vast majority of the students in NPP will pass calculus.Outcome 1b: Increased STEM retention - The structured framework taught in this course canbe applied in physics, chemistry and the engineering disciplines.

Objective 2: Development of a Nuclear Science CurriculumOutcome 2a: Internship preparedness - NPP students will be better prepared to carry out thetask required of their research projects. This will result in an increase in the number of NPPpublications and allow us to maintain and increase our partnerships.Outcome 2b: Workforce readiness - The NRC has a long-standing relationship with FAMU andhas employed many of its alumni. NPP-FAMU alumni will be better prepared to meet the needsof the NRC. The additional education will save NRC the money spent for on the job educationand training.

Objective 3: Partnerships and Research PlacementOutcome 3a: The possibility of a dynamic research internship has proven to be an outstandingrecruiting tool. Last October, it took less than 21 minuets to recruit seven students into a nuclearscience course. This fall, we plan to spend more than 21 days recruiting and begin the design ofcourses in math, nuclear engineering and computational physics.Outc'ome 3b: Increased workforce - During their summer internships students will be exposedto a variety of career opportunities in nuclear science and engineering. This exposure andexperience will be a pipeline from academia to professional nuclear engineering.

Objective 4: Research and DevelopmentOutcome 4a: We will develop advanced composites capable of being the next generation ofreactor materials. These composites will have higher strength and greater heat resistance thusincreasing nuclear reactor safety. The microbial fuel cell powered radiation detector should beable to. run for a few years without maintenance.Outcome 4b: FAMU students will be able to actively engage in more nuclear relevant researchtopics at FAMU.

Objective 5: Building Capacity and Promoting SustainabilityOutcome 5a: Increased tuition revenue - FAMU receives double funding from the State ofFlorida for each student enrolled in an upper division course. Unfortunately, due to the poorpreparation of the incoming freshman coupled with difficult economic times the enrollment inFAMU's upper division science courses continues to decline. Our program addresses both ofthese issues. We will provide new students with a rigorous mathematical foundation. During thefirst two years, we will provide existing students' small classes (15-20 students) so they can getthe one-on-one help that they need to fill in missing gaps in their background. NPP students willthen go on to internships that pay $5,000 - $9,000 that will help support the cost of education.Thus, as the program gains momentum, FAMU will gain the revenue to maintain it.

Outcome 5b: Increased research funding - We will publish the research results of experimentaldata gathered. With these results we will apply to both federal and private research-fundingagencies to support the radiation harnessing research.

Evaluation and Dissemination: We will evaluate our program annually based on theachievement of your objectives and make our educational and research results available at ourwebsite.

A.2 Rationale

Currently, Florida Agriculture and Mechanical University, like many other universities, has a highfailure rate in gateway mathematics courses and offers only two courses with a nuclear sciencefocus. Many students are unaware of the interesting array of problems and the vastopportunities in nuclear engineering, design and safety. In light of this, last summer thePresident and the administration at FAMU formed a nuclear energy committee.

The demands for energy are high and increasing. The successful future will include nuclearpower plants with increased safety, efficiency and power output.

There is an urgent national need for a trained nuclear workforce. An increased reliance onnuclear energy for our energy needs alone would require an increase in the nuclear workforce.However, this increased demand is coming at a time when the current nuclear workforce inaging, thus exacerbating the need to train more people for the future. The current nuclearworkforce is not representative of the demographics of society. Therefore, it is essential to tappopulations of students that are traditionally underrepresented in the nuclear workforce. Thereexists a lot of untapped potential for the nuclear workforce in this expanded demographic.Additionally, the nuclear power industry may be able to replenish its ranks with students that donot necessarily have a degree in nuclear engineering. Students whose degree is in another areaof engineering, physics, mathematics or chemistry who were provided with some specializedcourses or training in nuclear science/engineering will be very valuable contributors to the futurenuclear workforce. By educating the students that are more diverse both in terms of gender,ethnicity, race and technical major the nuclear workforce will be able to meet the needs of thenation.

Texas A&M, Duke and Los Alamos National Laboratory have an extensive nuclear engineering,nuclear science, and computational physics program. The academic proliferation of nuclearengineering curricula is best served by partnerships between schools without experience andschools and laboratories with comprehensive programs in the area. Other institutions without

nuclear engineering programs can start from the FAMU-TAMU-Duke-LANL model that wedevelop over the next few years.

A.3 Background

Florida A&M University (FAMU) is one of the nation's largest, single-campus Historically BlackColleges and Universities and FAMU is the top producer of African-American baccalaureatedegrees. Currently, FAMU is going through academic and administrative restructuring. The aimof the restructuring is to strengthen academic programs and academic structure whilecontending with fiscal constraints. We plan to integrate this program into the new blueprint forthe campus.

A.4 Previous and current NRC funding and results

A.4.1 With our first round of funding, ($5,400) we volunteered our time and taught threestudents an introduction to nuclear engineering and placed them in a 2010 summer REU atTexas A&M. The outcomes are as follows:

Triesha Fagan studied the stability of atomic nuclei as a function of the number of neutrons andexcitation energy. This is useful for the nuclear fusion.Alyssa Dibadad studied the environmental effects on the half-life of radioactive isotopes. Shedid this by placing radioactive material in a chamber and measuring its decay. This is useful fornuclear waste disposal.Kevin Lawrence used the Momentum Achromat Recoil Separator (MARS) to study theseparation of particles by velocity. Beams of high velocity particles can be used to produceheavy atoms that can be used for nuclear fuel.

A.4.2 With our second round of funding, ($16,000) we volunteered our time taught sevenstudents an introduction to nuclear engineering and special topics in nuclear and computationalscience and placed five of them in 2011 summer REU at Texas A&M and Los Alamos. They areworking on the following projects:

Kyle Miller is working with Dr. Ricardo Eusebi at TAMU testing silicon detectors. The detectorsare used to detect particles that come out of high-energy collisions. He has developed aprogram that is able to move the probe station from point to point, testing each one at a range ofvoltages for resistance and capacitance.Sondra Miller is working with Dr. John Hardy at TAMU on the measurement of the internalconversion coefficient. Sondra has identified the atoms present in the irradiated sample bymatching their unique spectra to the gamma ray spectra, which are taken by the detector.Maria Aisagbonhi and Justin Allen are working with Dr. Jones (FAMU) and Dr. Scott Runnels(LANL) to develop solutions to the heat equation using the method of manufactured solutions. Ina nuclear reactor the temperature on the boundary can change rapidly with time. Highperformance computing solutions are needed to give real time data to increase nuclear safety.Justin and Maria are writing computer code that will produce faster solutions of the heatequations that results from non-linear sources.Chelsea Armbrister is working with Dr. Jones (Florida A&M) and Dr. Scott Runnels (LANL).She is running the CASH program which is a simulation of a nuclear explosion in downtownChicago. In addition to this task, she has created a multi dimensional diffusion solver programthat will determine how long it takes heat to travel through a material given an initial andboundary conditions.

B. CURRICULUM DEVELOPMENT

There will be three academic foci:

1. Pre-calculus Mathematics2. Applied Nuclear Science3. Scientific Computing

B.1 Pre-calculus Mathematics

The majority of incoming freshmen at FAMU who plan to study a STEM discipline are notprepared for calculus. In high school they memorized algorithms and formula, passed the exam,and then forgot what they had just memorized. According to the article, "Are We EncouragingOur Students to Think Mathematically?" by Steven G. Kranz,, American Mathematical Society,1999, many students come to college believing that mathematics centers on computationaltechniques, rather than interpretation and understanding. For the current pre-calculus course atFAMU students are required to memorize algorithms and formula and pass the exam. Needlessto say the same practice yields the same results; they forget and go on to fail calculus. The passrate of students in calculus is less than 35%. If the nation plans to maintain leadership in energyand technology, it must respond to the decline in K - 12 mathematics education (The US is nolonger in the top 25) with rigorous remediation at the colleges until our high schools turn around.

The course that we are proposing requires that students understand mathematical structure anduse this to create algorithms and formula. We approach sets of numbers, polynomials, andfunctions with the same systematic format: (1) A set; (2) Relationships; (3) Operations; (3)Axioms (or rules); (4) A system of logic; (6) From which follow theorems.

The second course in pre-calculus will follow the same frame work but include the manipulationand graphing of more complex functions, (e.g. rational, exponential and logarithmic functions)and more challenging scientific word problems. All six trigonometric functions will be introducedgeometrically. Students will be required to derive trigonometric identities, graph and solveproblems from the definitions.

In summary, students will not be spectators and watch mathematical formulas and algorithmshanded to them. Students will be active participants, building their own formulas, designing theirown algorithms, and finding solutions to problems their way. This framework can be used tostudy physics, chemistry and the entire math based engineering course.

B.2 Introduction to Nuclear Science

The course will have the prerequisite Physics I1. This course will give an overview of atomic andnuclear physics, nuclear reactors and nuclear power and the interaction of nuclear radiation withmatter. Students will learn the concepts and calculations related to: (1) Nuclear stability andradioactive decay; (2) Nuclear reactions and interactions; (3) Neutron flux and attenuation; (4)The fission chain reaction; (5) Components of nuclear reactors;(6) Nuclear cycles; (7) Thediffusion equation; (8) Neutron diffusion and moderation; (9) Nuclear power plant operation; (10)Nuclear safety.

B.3 Heat Generation from Nuclear Fuel

Since the students at FAMU will not necessarily have an extensive background in nuclearscience, the beginning of the course will fill in that gap. We propose to develop a course on thebasics of nuclear science and generation of heat from nuclear

Students will learn the role of moderators on theenergy output of the core and how to determinethe effectiveness of different moderators andtheir cost. Students will also learn the role ofmoderators and how they can be used tochange the criticality of the reactor. We willdiscuss the effects of different control rodmaterials. Finally, students should learn the roleof control rods in nuclear reactor safety.

B.4 Heat Transfer from Nuclear Fuel

We will implement a course that will give science and engineering students who have not beenexposed to a nuclear engineering curriculum the skills and techniques necessary to model theheat transfer processes in a nuclear reactor. These students will then be able to apply theseskills and techniques to thermal-hydraulics model development, reactor physics, fuelperformance, and fluid flow transport problems that are a part of the nation nuclear energy goalswith less on-site training.

Requiring a year of physics and mathematics and a semester of nuclear engineering as thebackground for every student enrolled in the course, we will introduce the Heat-Conductionequation assuming a given heat generation rate for the fuel.

We will introduce the affects of cladding through thermal circuits and Fourier's Law ofConduction to calculate the heat transfer rates from given the solutions to the above equations.This will be implemented in MATLAB's control systems toolbox.

The final part of the course will be numerical solutions and simulation of the above equations in1, 2, and 3 dimensions. Students will program in MATLAB to visualize their results and easilyview the effects of various material properties and fin geometries. These methods yield niceanalytic results so that the student can understand the physics behind the nuclear reactor. Wewill then introduce modeling techniques for actual 2 and 3 dimensional fuel elements. For thiswe will introduce the students to various Finite -Difference Methods schemes for multipledimensional problems including matrix schemes, iterative schemes, and relaxation methods.We will begin by numerically solving the Poisson equation using Finite-Differences. Thenumerical simulation of the results will be compared to the analytic solutions the students foundearlier in the course.

B.5 Computational Physics

To increase nuclear safety, real - time simulation of nuclear operations must be accuratelycreated and deployed. We must be able to accurately predict the results from different eventsbefore they happen. This course will build from our existing numerical analysis course. Thetopics will include:

Iterative Methods for Linear SystemsNonlinear EquationsOptimizationNumerical Solutions to Ordinary and Partial Differential Equations

This course will give a modern introduction to the basic methods in computational physics andan overview of the recent progress in scientific computing. Examples from recent research inphysics and related areas will be taught. Basic computational tools and routines, including theones for differential equations, spectral analysis, and matrix operations, are dealt with throughrelevant examples, and more advanced topics, such as Monte Carlo simulations, moleculardynamics, and quantum computing will also be covered.

B.6 Existing Nuclear PhysicsFAMU currently teaches two courses in nuclear physics:

1. Radiation Physics with Laboratory: Student study radiation emitted by atomic nuclei,nuclear transformations and nuclear reactors. Experimental detection of radiation is also

.covered.2. Nuclear Physics: This course covers nuclear structure and the stability of atomic nuclei.

It also includes the interaction of electrons, alpha particles and gamma rays with matter.

C. NUCLEAR RESEARCH

With the increase of nuclear power plants and the threat of nuclear attacks the need foraccurate, continuous and inexpensive radiation detection is both necessary and immediate. Wewill design, simulate, optimize and deploy a radiation detector operated by a microbial fuel cell.This device, once placed in a body of water, will operate without maintenance for several yearsand report radiation contamination to a remote receptor. We will begin by modeling andsimulating and optimizing a microbial fuel cell as a function the fluid flow and the growth anddistribution of microbes. We will chemically and statistically determine the effect differentcontaminates have on the current produced by the fuel cells.

The recent events in Japan have brought additional focus to the materials that make up nuclearcontrol rods and the shielding materials in a power plant. We plan to use elements with highneutron absorption, like boron, and strategically deposit these elements in a fiber matrix. Theresulting composite will have neutron abortion properties of boron but not the brittleness ofboron. We will produce these materials by chemical vapor infiltration. We will use the laboratoryat NIST to verify our existing gas transport model. We will use this simulation of gas transport(imagine blowing gas through a sponge and filling up the holes) to produce a solid matrix.

D. TASKS, QUALIFICATIONS AND INVESTIGATORS

D.1 Andrew D. Jones, Jr., P1 - Dr. Jones holds the equivalent of bachelors in physics, a master'sdegree in mechanical engineering and three degrees in pure and applied mathematics. He haspublished a dozen papers in high temperature materials processing and computer simulations.Twice, the PI has successfully taught and prepared students for research in nuclearengineering. Currently, Dr. Jones is completing a computational physics research project at LosAlamos National Laboratory.Dr. Jones will lead the construction and deployment of the pre-calculus courses, the introductionto nuclear engineering and heat transfer course. He will assist on the construction of thescientific computing course. He will also lead the effort to numerically simulate the microbial fuelcell and the chemical vapor infiltration process. Dr. Jones will also lead to effort to formpartnerships with other universities and national laboratories.

D.2 Charles Weatherford - Co-PI - Dr. Weatherford is the Chairman of the President'sCommittee on Nuclear Energy and Director of the NSF CREST Center for AstrophysicalScience and Technology. Dr. Weatherford has one hundred and seventy two publications incomputational physics and over the past seven or eight years has concentrated on theconstruction of parallel algorithms for bound and continuum problems in atomic and molecularphysics. A particular recent specialty is the simulation of quantum control for the standoffdetection of molecular explosives. Dr. Weatherford will assist in the overall management of theprogram and in the construction of the computational physics course. He will lead effort topackage, present and incorporate the nuclear science courses into the physics curriculum. Hewill institute a minor in nuclear science.

D.3 Ray H. O'Neal, Jr., Co-PI - Professor O'Neal is director of the AstroParticle and CosmicRadiation Detector Research and Development Laboratory (APCR-DRDL) and Co-PI of theNSF CREST Center for Astrophysical Science and Technology. Dr. O'Neal is an experimentaland observational astronomer/astrophysicist and recently fabricated the radiation source to beused for in situ calibration of cryogenic superconducting transition edge sensor based x-ray

detectors to be operated in space on board the Micro-X rocket instrument. He has coauthoredmore than 15 publications and 1 patent application. Dr. O'Neal will lead the radiation detectionresearch. He will lead in the creation of course Heat generation from Nuclear Fuel. He willcontribute to the teaching of nuclear and radiation physics.

D.4 Edward L. Jones, Co-PI - Dr. Jones is CIS Department chairman and Professor. He hasover 30 years teaching experience, and 13 years in industry as software engineer responsiblefor software engineering technology to enhance productivity and quality, and for definingsoftware processes that incorporate best practices. At Florida A&M University, he is widelypublished in software testing, computer science education, and scientific computation. Dr. Joneswill assist in the construction of the computational physics course and in the effort to incorporatethis course into the curriculum. He will also assist in the computational portions of the materialsresearch,

D.5 Honqmei Chi, Co-PI - Dr Chi is an Assistant Professor in the CIS Department. Her researchinterests span many areas related to parallel computing, bioinformatics and computer security.Her work in parallel quasi-random number generation, grid computing environments, and MonteCarlo, span a number of disciplines, and has been published in top journals and conferences.Dr. Chi will lead the construction of the computational physics course. She will also assist in thecomputational portions of the materials research.

E. TIMELINE AND IMPLEMENTATION

We will initiate each course in three phases. First we will develop the content and package andpresent the course for college and university approval. Second, while the course is undercommittee review, we will pilot the course to demonstrate sufficient enrollment numbers. Thethird phase the course will be sustained by it enrollment. From experience, we are confident thatthe enrollment will remain high since they are connected to summer internship opportunities.We will use existing textbooks for the science courses. Because there is no rigorous pre-calculus book in print, we will use our own textbooks for the pre-calculus courses. We arewriting Pre-calculus I Summer 2011. We will write Pre-calculus II.

Our research project will be executed in the following phases. 1. Set up the laboratory. 2. Runexperiments. 3. Create numerical simulations. 4. Write and publish results.

The Grantee is obligated to conduct such project oversight as may be appropriate, to managethe funds with prudence, and to comply with the provisions outlined in 2 CFR 215.41 Withinthis framework, the Principal Investigator (PI) named on the award face page, Block 11, isresponsible for the scientific or technical direction of the project and for preparation of theproject performance reports. Modifications/Prior ApprovalNRC's prior written approval may be required before a Grantee makes certain budgetmodifications or undertakes particular activities. If NRC approval is required for changes in thegrant or cooperative agreement, it must be requested of, and obtained from, the NRC GrantsOfficer in advance of the change or obligation of funds. All requests for NRC prior approvalshould be made, in writing (which includes submission by e-mail), to the designated GrantsSpecialist and Program Office no later than 30 days before the proposed change. The requestmust be signed by both the PI and the authorized organizational official. Lobbying RestrictionsThe Grantee will comply, as applicable, with provisions of the Hatch Act (5 U.S.C. §§1501-1508and 7324-7328) which limit the political activities of employees whose principal employmentactivities are funded in whole or in part with Federal funds.

The Grantee shall comply with provisions of 31 USC § 1352. This provision generally prohibitsthe use of Federal funds for lobbying in the Executive or Legislative Branches of the FederalGovernment in connection with the award, and requires disclosure of the use of non-Federalfunds for lobbying.

The Grantee receiving in excess of $100,000 in Federal funding shall submit a completedStandard Form (SF) LLL, "Disclosure of Lobbying Activities," regarding the use of non-Federalfunds for lobbying within 30 days following the end of the calendar quarter in which there occursany event that requires disclosure or that materially affects the accuracy of the informationcontained in any disclosure form previously filed. § 215.13 Debarment And Suspension.The Grantee agrees to notify the Grants Officer immediately upon learning that it or any of itsprincipals:

No additional procurementstandards or requirements shall be imposed by the Federal awarding agencies upon Grantees,unless specifically required by Federal statute or executive order or approved by OMB.

TravelTravel must be in accordance with the Grantee's Travel Regulations or the US GovernmentTravel Policy and Regulations at: www.,sa.,qov/federaltravelrequlation and the per diem ratesset forth at: www.,sa.qov/perdiem, absent Grantee's travel regulation. Travel costs for thegrant must be consistent with provisions as established in Appendix A to 2 CFR 220 (J.53).All other travel, domestic or international, must not increase the total estimated award amount.

Domestic Travel:Domestic travel is an appropriate charge to this award and prior authorization for specific tripsare not required, if the trip is identified in the Grantee's approved program description andapproved budget. Domestic trips not stated in the approved budget require the written priorapproval of the Grants Officer, and must not increase the total estimated award amount.

All common carrier travel reimbursable hereunder shall be via the least expensive classrates consistent with achieving the objective of the travel and in accordance with theGrantee's policies and practices. Travel by first-class travel is not authorized unlessprior approval is obtained from the Grants Officer.

International Travel:International travel requires PRIOR written approval by the Project Officer and the GrantsOfficer, even if the international travel is stated in the approved program description andthe approved budget.

The Grantee shall comply with the provisions of the Fly American Act (49 USC 40118) asimplemented through 41 CFR 301-10.131 through 301-10.143.

Property and Equipment Management StandardsProperty and equipment standards of this award shall follow provisions as established in2 CFR 215.30-37.

Procurement StandardsProcurement standards of this award shall follow provisions as established in 2 CFR 215.40-48

Intangible and Intellectual PropertyIntangible and intellectual property of this award shall generally follow provisions established in2 CFR 215.36

Inventions Report - The Bayh-Dole Act (P.L. 96-517) affords Grantees the right to elect andretain title to inventions they develop with funding under an NRC grant award ("subjectinventions"). In accepting an award, the Grantee agrees to comply with applicable NRCpolicies, the Bayh-Dole Act, and its Government-wide implementing regulations found at Title37, Code of Federal Regulations (CFR) Part 401. A significant part of the regulations requirethat the Grantee report all subject inventions to the awarding agency (NRC) as well as includean acknowledgement of federal support in any patents. NRC participates in the trans-government Interagency Edison system (http://www.iedison.gov) and expects NRC fundingGrantees to use this system to comply with Bayh-Dole and related intellectual property reportingrequirements. The system allows for Grantees to submit reports electronically via the Internet. Inaddition, the invention must be reported in continuation applications (competing or non-competing).

Patent Notification Procedures- Pursuant to EO 12889, NRC is required to notify the owner ofany valid patent covering technology whenever the NRC or its financial assistance Grantees,without making a patent search, knows (or has demonstrable reasonable grounds to know) thattechnology covered by a valid United States patent has been or will be used without a licensefrom the owner. To ensure proper notification, if the Grantee uses or has used patentedtechnology under this award without license or permission from the owner, the Grantee mustnotify the Grants Officer. This notice does not necessarily mean that the Government

authorizes and consents to any copyright or patent infringement occurring under the financialassistance.

Data, Databases, and Software - The rights to any work produced or purchased under a NRCfederal financial assistance award are determined by 2 CFR 215.36. Such works may includedata, databases or software. The Grantee owns any work produced or purchased under a NRCfederal financial assistance award subject to NRC's right to obtain, reproduce, publish orotherwise use the work or authorize others to receive, reproduce, publish or otherwise use thedata for Government purposes.

Copyright - The Grantee may copyright any work produced under a NRC federal financialassistance award subject to NRC's royalty-free nonexclusive and irrevocable right to reproduce,publish or otherwise use the work or authorize others to do so for Government purposes.Works jointly authored by NRC and Grantee employees may be copyrighted but only the partauthored by the Grantee is protected because, under 17 USC § 105, works produced byGovernment employees are not copyrightable in the United States. On occasion, NRC may askthe Grantee to transfer to NRC its copyright in a particular work when NRC is undertaking theprimary dissemination of the work. Ownership of copyright by the Government throughassignment is permitted under 17 USC § 105.

Records Retention and Access Requirements for records of the Grantee shall followestablished provisions in 2 CFR 215.53.

Organizational Prior Approval SystemIn order to carry out its responsibilities for monitoring project performance and for adhering toaward terms and conditions, each Grantee organization shall have a system to ensure thatappropriate authorized officials provide necessary organizational reviews and approvals inadvance of any action that would result in either the performance or modification of an NRCsupported activity where prior approvals are required, including the obligation or expenditure offunds where the governing cost principles either prescribe conditions or require approvals.

The Grantee shall designate an appropriate official or officials to review and approve the actionsrequiring NRC prior approval. Preferably, the authorized official(s) should be the sameofficial(s) who sign(s) or countersign(s) those types of requests that require prior approval byNRC. The authorized organization official(s) shall not be the principal investigator or any officialhaving direct responsibility for the actual conduct of the project, or a subordinate of suchindividual.

Conflict Of Interest Standards for this award shall follow OCOI requirements set forth inSection 170A of the Atomic Energy Act of 1954, as amended, and provisions set forth at2 CFR 215.42 Codes of Conduct.

Dispute Review Procedures

a. Any request for review of a notice of termination or other adverse decision should beaddressed to the Grants Officer. It must be postmarked or transmitted electronically no later

than 30 days after the postmarked date of such termination or adverse decision from the GrantsOfficer.

b. The request for review must contain a full statement of the Grantee's position and thepertinent facts and reasons in support of such position.

c. The Grants Officer will promptly acknowledge receipt of the request for review and shallforward it to the Director, Office of Administration, who shall appoint an intra-agency AppealBoard to review a grantee appeal of an agency action, if required, which will consist of theprogram office director, the Deputy Director of Office of Administration, and the Office ofGeneral Counsel.

d. Pending resolution of the request for review, the NRC may withhold or defer paymentsunder the award during the review proceedings.

e. The review committee will request the Grants Officer who issued the notice oftermination or adverse action to provide copies of all relevant background materials anddocuments. The committee may, at its discretion, invite representatives of the Grantee and theNRC program office to discuss pertinent issues and to submit such additional information as itdeems appropriate. The chairman of the review committee will insure that all review activities orproceedings are adequately documented.

f. Based on its review, the committee will prepare its recommendation to the Director,Office of Administration, who will advise the parties concerned of his/her decision.

Termination and Enforcement. Termination of this award by default or by mutual consent shall

follow provisions as established in 2 CFR 215.60-62,

Monitoring and Reporting . 215.50-53

Grantee Financial Management systems must comply with the established provisions in2 CFR 215.21

program descriptions in accordance with 2 CFR 215.25,and request prior writtenapproval from the Program Officer and the Grants Officer.

o The Grantee is not authorized to rebudget between direct costs and indirectcosts without written approval of the Grants Officer.

o The Grantee is authorized to transfer funds among direct cost categories up to acumulative 10 percent of the total approved budget. The Grantee is not allowedto transfer funds if the transfer would cause any Federal appropriation to be used

b. Federal Financial Reports

The Grantee shall submit a "Federal Financial Report" (SF-425) on a semi-annual basis forthe periods ending March 31 and September 30, or any portion thereof, unless otherwisespecified in a special award condition. Reports are due no later than 30 days following theend of each reporting period. A final SF-425 is due within 90 days after expiration of theaward. The report should be submitted electronically to: Grants FFR(DNRC.GOV.(NOTE: There is an underscore between Grants and FFR).

Period of Availability of Funds 2 CFR § 215.28

a. Where a funding period is specified, a Grantee may charge to the grant only allowable costsresulting from obligations incurred during the funding period and any pre-award costs authorizedby the NRC.

b. Unless otherwise authorized in 2 CFR 215.25(e)(2) or a special award condition, anyextension of the award period can only be authorized by the Grants Officer in writing. Verbal orwritten assurances of funding from other than the Grants Officer shall not constitute authority toobligate funds for programmatic activities beyond the expiration date.

c. The NRC has no obligation to provide any additional prospective or incremental funding. Anymodification of the award to increase funding and to extend the period of performance is at thesole discretion of the NRC.

d. Requests for extensions to the period of performance should be sent to the Grants Officerat least 30 days prior to the grant/cooperative agreement expiration date. Any request forextension after the expiration date may not be honored.

Automated Standard Application For Payments (ASAP) ProceduresUnless otherwise provided for in the award document, payments under this award will be madeusing the Department of Treasury's Automated Standard Application for Payment (ASAP)system < http://www.fms.treas.qov/asap/>. Under the ASAP system, payments are madethrough preauthorized electronic funds transfers., in accordance with the requirements of theDebt Collection Improvement Act of 1996. In order to receive payments under ASAP, Granteesare required to enroll with the Department of Treasury, Financial Management Service, andRegional Financial Centers, which allows them to use the on-line method of withdrawing fundsfrom their ASAP established accounts. The following information will be required to makewithdrawals under ASAP: (1) ASAP account number - the award number found on the coversheet of the award; (2) Agency Location Code (ALC) - 31000001; and Region Code. Grantees

enrolled in the ASAP system do not need to submit a "Request for Advance or Reimbursement"(SF-270), for payments relating to their award.

Audit RequirementsOrganization-wide or program-specific audits shall be performed in accordance with the SingleAudit Act Amendments of 1996, as implemented by OMB Circular A-1 33, "Audits of States,Local Governments, and Non-Profit Organizations."

III. Programmatic Requirements

Performance (Technical) Reports

a. The Grantee shall submit performance (technical) reports electronically to the NRC ProjectOfficer and Grants Officer on a semi-annual basis unless otherwise authorized by the GrantsOfficer. Performance reports should be sent to the Program Officer at the email addressindicated in Block 12 of the Notice of Award, and to Grants Officer at:Grants PPR.Resource(cNRC.GOV. (NOTE: There is an underscore between Grants andPPR).

b. Unless otherwise specified in the award provisions, performance (technical) reports shallcontain brief information as prescribed in the applicable uniform administrative requirements 2CFR §215.51 which are incorporated in the award.

c. The Office of Small Business & Civil Rights (SBCR) requires the submission of the semi-annual progress report on the SF-PPR, SF-PPR-B, and the SF-PPR-E forms. The submissionfor the six month period ending March 3 1st is due by April 3 0 th, or any portion thereof. Thesubmission for the six month period ending September 3 0 th is due by October 3 1st or any portionthereof.

d. Grant Performance Metrics:

The Office of Management and Budget requires all Federal Agencies providing funding foreducational scholarships and fellowships as well as other educational related funding to reporton specific metrics. These metrics are part of the Academic Competitiveness Council's (ACC)2007 report and specifically relates to Science, Technology, Engineering, and Mathematics(STEM) curricula.

As part of the Office of the Chief Human Capital Officer grant awards, in addition to thecustomary performance progress report requested on the SF-PPR, SF-PPR-B, and SF-PPR-Eforms, OCHCO requires the following metrics to be reported on by the awardees as follows:

Unsatisfactory Performance

Failure to perform the work in accordance with the terms of the award and maintain at least asatisfactory performance rating or equivalent evaluation may result in designation of theGrantee as high risk and assignment of special award conditions or other further action asspecified in the standard term and condition entitled "Termination."

Failure to comply with any or all of the provisions of the award may have a negative impact onfuture funding by NRC and may be considered grounds for any or all of the following actions:establishment of an accounts receivable, withholding of payments under any NRC award,changing the method of payment from advance to reimbursement only, or the imposition ofother special award conditions, suspension of any NRC active awards, and termination of anyNRC award.

Other Federal Awards With Similar Programmatic ActivitiesThe Grantee shall immediately provide written notification to the NRC Project Officer and theGrants Officer in the event that, subsequent to receipt of the NRC award, other financialassistance is received to support or fund any portion of the program description incorporatedinto the NRC award. NRC will not pay for costs that are funded by other sources.

Prohibition Against Assignment By The Grantee

The Grantee shall not transfer, pledge, mortgage, or otherwise assign the award, or any interesttherein, or any claim arising thereunder, to any party or parties, banks, trust companies, or otherfinancing or financial institutions without the express written approval of the Grants Officer.

Site VisitsThe NRC, through authorized representatives, has the right, at all reasonable times, to makesite visits to review project accomplishments and management control systems and to providesuch technical assistance as may be required. If any site visit is made by the NRC on thepremises of the Grantee or contractor under an award, the Grantee shall provide and shallrequire his/her contractors to provide all reasonable facilities and assistance for the safety andconvenience of the Government representative in the performance of their duties. All site visitsand evaluations shall be performed in such a manner as will not unduly delay the work.

IV. Miscellaneous Requirements

Criminal and Prohibited Activitiesa. The Program Fraud Civil Remedies Act (31 USC § 3801-3812), provides for the imposition

of civil penalties against persons who make false, fictitious, or fraudulent claims to theFederal government for money (including money representing grant/cooperativeagreements, loans, or other benefits.)

False statements (18 USC § 287), provides that whoever makes or presents any false,fictitious, or fraudulent statements, representations, or claims against the United States shallbe subject to imprisonment of not more than five years and shall be subject to a fine in theamount provided by 18 USC § 287.

c. False Claims Act (31 USC 3729 et seq), provides that suits under this Act can be brought bythe government, or a person on behalf of the government, for false claims under federalassistance programs.

d. Copeland "Anti-Kickback" Act (18 USC § 874), prohibits a person or organization engaged ina federally supported project from enticing an employee working on the project from givingup a part of his compensation under an employment contract.

American-Made Equipment And ProductsGrantees are hereby notified that they are encouraged, to the greatest extent practicable, topurchase American-made equipment and products with funding provided under this award.

Increasing Seat Belt Use in the United StatesPursuant to EO 13043, Grantees should encourage employees and contractors to enforce on-the-job seat belt policies and programs when operating company-owned, rented or personally-owned vehicle.

Federal Leadership of Reducing Text Messaging While DrivingPursuant to EO 13513, Grantees should encourage employees, sub-awardees, and contractorsto adopt and enforce policies that ban text messaging while driving company-owned, rentedvehicles or privately owned vehicles when on official Government business or when performingany work for or on behalf of the Federal Government.

Federal Employee ExpensesFederal agencies are generally barred from accepting funds from a Grantee to paytransportation, travel, or other expenses for any Federal employee unless specifically approvedin the terms of the award. Use of award funds (Federal or non-Federal) or the Grantee'sprovision of in-kind goods or services, for the purposes of transportation, travel, or any otherexpenses for any Federal employee may raise appropriation augmentation issues. In addition,NRC policy prohibits the acceptance of gifts, including travel payments for Federal employees,from Grantees or applicants regardless of the source.

Minority Serving Institutions (MSls) InitiativePursuant to EOs 13256 13230, and 13270, NRC is strongly committed to broadening theparticipation of MSIs in its financial assistance program. NRC's goals include achieving fullparticipation of MSIs in order to advance the development of human potential, strengthen theNation's capacity to provide high-quality education, and increase opportunities for MSIs toparticipate in and benefit form Federal financial assistance programs. NRC encourages allapplicants and Grantees to include meaningful participations of MSIs. Research MisconductScientific or research misconduct refers to the fabrication, falsification, or plagiarism inproposing, performing, or reviewing research, or in reporting research results. It does not

include honest errors or differences of opinions. The Grantee organization has the primaryresponsibility to investigate allegations and provide reports to the Federal Government. Fundsexpended on an activity that is determined to be invalid or unreliable because of scientificmisconduct may result in a disallowance of costs for which the institution may be liable forrepayment to the awarding agency. The Office of Science and Technology Policy at the WhiteHouse published in the Federal Register on December 6, 2000, a final policy that addressedresearch misconduct. The policy was developed by the National Science and TechnologyCouncil (65 FR 76260). The NRC requires that any allegation be submitted to the GrantsOfficer, who will also notify the OIG of such allegation. Generally, the Grantee organizationshall investigate the allegation and submit its findings to the Grants Officer. The NRC mayaccept the Grantee's findings or proceed with its own investigation. The Grants Officer shallinform the Grantee of the NRC's final determination.

Publications, Videos, and Acknowledgment of SponsorshipPublication of the results or findings of a research project in appropriate professional journalsand production of video or other media is encouraged as an important method of recording andreporting scientific information. It is also a constructive means to expand access to federallyfunded research. The Grantee is required to submit a copy to the NRC and when releasinginformation related to a funded project include a statement that the project or effort undertakenwas or is sponsored by the NRC. The Grantee is also responsible for assuring that everypublication of material (including Internet sites and videos) based on or developed under anaward, except scientific articles or papers appearing in scientific, technical or professionaljournals, contains the following disclaimer:

"This [report/video] was prepared by [Grantee name] under award [number] from [name ofoperating unit], Nuclear Regulatory Commission. The statements, findings, conclusions,and recommendations are those of the author(s) and do not necessarily reflect the view ofthe [name of operating unit] or the US Nuclear Regulatory Commission."

Trafficking In Victims Protection Act Of 2000 (as amended by the Trafficking VictimsProtection Reauthorization Act of 2003)

Section 106(g) of the Trafficking In Victims Protection Act Of 2000 (as amended, directs on agovernment-wide basis that:

"any grant, contract, or cooperative agreement provided or entered into by a Federaldepartment or agency under which funds are to be provided to a private entity, in whole or inpart, shall include a condition that authorizes the department or agency to terminate the grant,contract, or cooperative agreement, without penalty, if the grantee or any subgrantee, or thecontractor or any subcontractor (i) engages in severe forms of trafficking in persons or hasprocured a commercial sex act during the period of time that the grant, contract, or cooperativeagreement is in effect, or (ii) uses forced labor in the performance of the grant, contract, orcooperative agreement." (22 U.S.C. § 7104(g)).

Executive Compensation Reporting

2 CFR 170.220 directs agencies to include the following text to each grant award to a non-federal entity if the total funding is $25,000 or more in Federal funding.

L. 111-5) for a subaward to an entity (see definitions in paragraph e. of thisaward term).

(A) 80 percent or more of its annual gross revenues from Federal procurement contracts (andsubcontracts) and Federal financial assistance subject to the Transparency Act, as defined at 2CFR 170.320 (and subawards); and

(B) $25,000,000 or more in annual gross revenues from Federal procurement contracts (andsubcontracts), and Federal financial assistance subject to the Transparency Act (andsubawards); and

ii. The public does not have access to information about the compensation of the executivesthrough periodic reports filed under section 13(a) or 15(d) of the Securities Exchange Act of1934 (15 U.S.C. 78m(a), 78o(d)) or section 6104 of the Internal Revenue Code of 1986. (Todetermine if the public has access to the compensation information, see the U.S. Security andExchange Commission total compensation filings at http://Www.sec.gov/answers/execomp.htm).

2. Where and when to report. You must report subrecipient executive total compensationdescribed in paragraph c.1. of this award term:

i. To the recipient.

ii. By the end of the month following the month during which you make the subaward. Forexample, if a subaward is obligated on any date during the month of October of a given year(i.e., between October 1 and 31), you must report any required compensation information of thesubrecipient by November 30 of that year.

d. Exemptions

If, in the previous tax year, you had gross income, from all sources, under $300,000, you areexempt from the requirements to report:

i. Subawards,

and

ii. The total compensation of the five most highly compensated executives of any subrecipient.

e. Definitions. For purposes of this award term:

1. Entity means all of the following, as defined in 2 CFR part 25:

i. A Governmental organization, which is a State, local government, or Indian tribe;

ii. A foreign public entity;

iii. A domestic or foreign nonprofit organization;

iv. A domestic or foreign for-profit organization;

v. A Federal agency, but only as a subrecipient under an award or subaward to a non-Federalentity.

2. Executive means officers, managing partners, or any other employees in managementpositions.

3. Subaward."

i. This term means a legal instrument to provide support for the performance of any portion ofthe substantive project or program for which you received this award and that you as therecipient award to an eligible subrecipient.

ii. The term does not include your procurement of property and services needed to carry out theproject or program (for further explanation, see Sec. __ .210 of the attachment to OMB CircularA-133, "Audits of States, Local Governments, and Non-Profit Organizations").

iii. A subaward may be provided through any legal agreement, including an agreement that youor a subrecipient considers a contract.

4. Subrecipient means an entity that:

i. Receives a subaward from you (the recipient) under this award; and

ii. Is accountable to you for the use of the Federal funds provided by the subaward.

5. Total compensation means the cash and noncash dollar value earned by the executive duringthe recipient's or subrecipient's preceding fiscal year and includes the following (for moreinformation see 17 CFR 229.402(c)(2)):

i. Salary and bonus.

ii. Awards of stock, stock options, and stock appreciation rights. Use the dollar amountrecognized for financial statement reporting purposes with respect to the fiscal year inaccordance with the Statement of Financial Accounting Standards No. 123 (Revised 2004)(FAS 123R), Shared Based Payments.

iii. Earnings for services under non-equity incentive plans. This does not include group life,health, hospitalization or medical reimbursement plans that do not discriminate in favor ofexecutives, and are available generally to all salaried employees.

iv. Change in pension value. This is the change in present value of defined benefit and actuarialpension plans.

v. Above-market earnings on deferred compensation which is not tax-qualified.

vi. Other compensation, if the aggregate value of all such other compensation (e.g. severance,termination payments, value of life insurance paid on behalf of the employee, perquisites orproperty) for the executive exceeds $10,000.
