Providing a sensible structure that works for CCS, customers and suppliers, featuring the ‘right’ mix of suppliers, products and services and a flexible range of routes to market including dynamic catalogues, competed solutions and aggregated eAuctions to ensure unrivalled ‘value for money’ for customers and suppliers.

Intelligent Customer Function
The ICT Intelligent Client Function acts as the strategic interface between MOD and CCS by maintaining a strategic view of Common Goods and Services for technology across the MOD business and managing the relationship to ensure that CCS delivers an efficient service in accordance with the managed service agreement.

Programme objectives
• Replace current critical voice services provided by Airwave with a voice and data service based on an enhanced commercial mobile network for Fire, Police and Ambulance
• Enable the use of a CCS framework for the 3 Emergency Services to buy ESN approved devices and accessories/services (where applicable), cost effectively whilst complying with EU and UK procurement legislation. This route is not compulsory.
• Transition onto new service is 30 months from contract award, completed in 2020.
• Emergency Services User Organisations: – 44 Police forces – 50 FRS – 13 Ambulance Trusts
• Other User Organisations: – non-Home Office police forces – other government departments – local authorities

• Devices will need to be approved for use on ESN • Devices will include:
– Handheld devices that are commercial off-the-shelf, that will be ruggedised or standard
– Including some with dual mode functionality
– Remote Speaker Units – Tablets large and small – Vehicle mounted devices
• Managed Service provision • 3ES will procure ESN approved devices through the CCS framework

o Standardisation and commoditisation will continue to be used as per HMG ICT Strategy to leverage the market and common requirements will be aggregated to achieve best price

Lessons Learned

T&Cs – existing provisions are robust but potentially excessive against typical requirements; can be confusing for customers and supplier alike
Catalogue – user friendliness issues and adaptability; not an open and publicly visible market place so pricing does not self regulate
OEMs – low levels of business being placed through the existing ‘production line’ access route (currently Lot 4 of Tech Products)
Software Vendors – None engaged directly as all transacted through VARs; proprietary owners are now transacting directly (see G-Cloud)
MI – establish what we NEED and USE it effectively!
Mark Ups/Profit and supply chain incentivisation – keen to ensure that customers receive the best possible price while also protecting them against suppliers taking excessive profit margins
