• The total Equipment cost of 1 set is around Rs. 3.5 Lacs for Solar

data acquisition system.

• Developers readily agreed to bear cost including maintenance.

• SCADA system is being upgraded the by SLDC (from GE to Alstom).

• Further, installing and maintaining Data acquisition CommunicationSystem through RTU, lease line, radio link etc. is being carried out.

• Centralized accurate forecasting (SLDC / RLDC / NLDC & by REDeveloper)

• The transmission constrain right from solar plant to EHV s/s tobe examine case by case and necessary augmentation andstrengthening of lines / upward transmission system to bedecided.

• All RE approvals, now onwards, to be granted only after systemstudy and network development.

• CERC may enhance OD / UD limit as per RE variation.

• To overcome, UD / OD draw at State periphery due to RE,Appropriate Authority should facilitated State with cheaper fuelfor meaningful use as balancing.

• The operation of balancing plant for other State, policy to befinalized by Regulatory or appropriate body and RLDC shouldencourage without any additional charges up to transmissioncapacity.

• The energy banking between two State without any financialtransaction is seems to be very viable solution. Only RLDC needto be flexible encourage such transaction.

• Preferable location of Balancing Plants - Nearest to Wind Farm /Solar Plants is having Installed Capacity of 100 MW & above.

• AGC control, flexible generation by thermal plant- designparameter to be updated.

• RPO fulfil obligation to be compulsory - with penalty provision

• Increase the REC market

• Balancing through coal plants is not a good solution. Insteadfocus on pump storage

(Total 4786 MW = 2600 MW (working) + 2186 MW (Non working))

• Potential of pump storage in Gujarat

State owned Kadana Hydro Station- 60*4 MW has design capabilityand tail race reservoir already established.

Problem: Vibration is to be resolved (OEM, BHEL)

SSP 200*6 MW RBPH unit has technical capability of pump modeoperation. Tail race reservoir work has been awarded. Problem: Beingmulti State project, consent of each beneficiary is required and allpolicy level issues to be resolved. (NCA is a Nodal Agency)

Regulatory framework for pump mode operation will be requiredfrom Hon’ble commission.

• All inoperative (2186 MW) pump mode hydro to be operativeon highest priority with plant wise follow up and monitoring athighest level of MoP, CEA and Utility.

• A research work may be entrusted to IIT like institute forconverting conventional hydro in to pump mode by change inturbine, additional tail race etc. which shall be mandatory infuture with 160 GW RE by 2020 - 22.

• Special focus on large size balancing with multi State beneficiaryeither of existing / inoperative / under construction project isMUST.

• New specially built / commenced balancing project to bedrafted as multi State.

o As prices continue to fall, solar energy is increasingly becoming an economical

energy choice for homeowners and businesses. Still, the biggest hurdle to

o To achieve 100 GW Solar generation aim by 2022 in effective manner with

required between Solar Developers and System operators along with

regulatory and Government guidance / guideline.
