Helping Outstanding Pupils Educationally

HOPE

For almost a decade, Georgia's HOPE Program has been invaluable to Georgia college students and remains one of the nation's best and most accessible state college financial aid programs. In 2010, almost 145,000 students at the 26 col-leges of the Technical College System of Georgia benefitted from the HOPE pro-gram. Almost 95 percent of those TCSG students used the HOPE Grant to enroll in certificate and diploma programs, while the remaining students used the HOPE Scholarship to help pursue their associate degrees.

For TCSG students specifically, the HOPE Grant and, to a lesser extent, the HOPE Scholarship, has enabled tens of thousands of recipients to earn their college education and launch rewarding careers as part of Georgia's world-class workforce. Beginning with Fall Semes-ter 2011, HOPE recipients at the TCSG colleges will be required to pay a small amount of tuition not covered by the Grant or Scholarship as well as maintain a 3.0 GPA at certain checkpoints.

The HOPE Program includes the:

HOPE Grant (pays most tuition)The HOPE Grant, particularly when coupled with the affordable tuition at Georgia's 26 technical colleges, can make a quality higher education a reality for thousands of Georgians who wish to attend a TCSG college.

Georgia's HOPE Grant is available to residents of Georgia who enroll at any TCSG college to earn a certificate or diploma, regardless of high school gradu-ation date or GPA upon graduation.

Beginning Fall Semester 2011:

New students can enroll using the Grant regardless of high school GPA.

For the 2011-2012 academic year, the HOPE Grant will pay 90 percent of TCSG standard tuition, calculated on the 2010-2011 tuition rate, or $60.75 per credit hour.

Any tuition increase in the 2011-2012 school year will not be covered.

Once enrolled, students must earn and maintain a 3.0 to keep the HOPE Grant.

GPAs will be checked at 30 and 60 semester hours.

For current TCSG students on the HOPE Grant, the 3.0 GPA requirement does not take effect until the end of Fall Semester 2011. After grades have been posted, only students who reached a 30 or 60 semester hour checkpoint during Fall Semester 2011 will be checked and required to meet a 3.0 GPA. All other HOPE Grant eligible students will not be checked until their next semester hour checkpoint.

If lost, the HOPE Grant can be regained one time at the GPA checkpoint.

HOPE Grant benefits are capped at 63 semester hours.

The HOPE Grant can be used for learn-ing support classes and/or dual enroll-ment courses, which don't count in the Grant GPA and checkpoint calculations. Learning support hours do count toward the HOPE Grant hours cap; dual enroll-ment hours do not.

Students who have earned a bachelor's degree are not eligible to receive the HOPE Grant.

Students who were not Georgia residents when they graduated from high school must meet state residency requirements for 24 months before enrolling. (Active military, their spouses and their depen-dents are Georgia residents for HOPE program purposes if stationed in Geor-gia or list Georgia as their residence of record).

The program combines core education courses with specific occupational courses in the areas of customer service, supervision, supply chain management and logistics, which are designed to provide an overvidew of the process from produce idea conception to the delivery of the product to the consumer.

AssessmentThe Work Ready assessment is administered by ACT’s nationally accredited WorkKeys® system and measures both core skills and work habits. The Work Ready Certificate quantifies skills in two areas:

• Core skills assessment measures skills in Applied Mathematics, Reading for Information and Locat-ing Information, three skills that are highly important to the majority of jobs in the workplace• Work Habits assessment measures work-related attitudes and behav-

iors in areas that are trainable and coachable, such as carefulness, co-operation, discipline and drive

CertificateThe Work Ready Certificate is awarded based on the lowest score level earned in the three core skill assessment areas. Certificates are issued at four levels:

• Platinum Level: Signifies an indi-vidual has scored at least a level of six in each of the three core areas and has the necessary skills for 99 percent of the jobs in the Work-Keys® database• Gold Level: Signifies an individu-al has scored at least a level of five in each of the three core areas and has the necessary skills for 90 per-cent of the jobs in the WorkKeys® database• Silver Level: Signifies an individu-al has scored at least a level of four in each of the three core areas and has the necessary skills for 65 per-cent of the jobs in the WorkKeys®

database• Bronze Level: Signifies an indi-vidual has scored at least a level of three in each of the three core areas and has the necessary skills for 35 percent of the jobs in the Work-Keys® database

Skills Gap TrainingThe state’s network of technical col-leges offer a variety of ways for you to improve your Work Ready skill level and develop a self-improve-ment plan to boost your Work Hab-its score. You can contact the Work Ready administrator at Albany Tech-nical College to learn how to access free online skills gap trainining. Individualized instruction may also be provided at no charge through adult education centers located on the main or satellite campuses. For a small fee, you or your employer can access instructor-led training through Albany Technical College’s continuing education department.

Green Belt, Black Belt

Albany Technical College offers the Quality Assurance Specialist (Green Belt) and the Quality Assurance Professional (Black Belt) certificates in Six Sigma.

For those who qualify, financial aid is currently available for these certifications under the HOPE Grant. Beginning in August 2011, the total cost of these programs

(tuition and fees) will be $822 of which HOPE will pay $546.75. The student will be responsible for $275.25, as well as the admissions application fee of $22.50.

Each student is required to take an entrance exam, unless the individual has achieved a grade of C or better in ENGL 1010 and MATH 1010.

The Logistics Specialist program is designed to provide educational opportunities to individuals that will enable them to obtain the knowledge, skill, and attitudes to succeed in their chosen professions. This program provides academic and hands-on instruction, which supports effective learning within the program and which enhances professional performance on the job.

This eight-hour program is for participants with prior operator training and fully covers the requirements to be an efficient and safe forklift operator.

Subjects covered include:

MATT TRICE Vice President of Economic Development

I began my career in Economic Development after graduation from Auburn University as the Director of Government Ser-vices for the Middle Georgia Regional Commission in Macon, Georgia. In that role, I was responsible for grant administration and the public administration functions for the member governments in the Middle Georgia Region. I have been the President /CEO of the Bainbridge-Decatur County Chamber of Commerce and Development Authority; the Vidalia Toombs County Chamber of Commerce and Development Authority and the Sr. Vice President for Economic Development at the Greater Hall Chamber of Commerce in Gainesville, Georgia. I also served as one of three Economic Development Officers for the Georgia Department of Economic Development. I have served as a committee chair for the Georgia Economic Developers Association, a Board Member of the Georgia Association of Chamber of Commerce Execu-tives, past Chairman of the SWGA Chamber Council and Chair of the Regional Committee for the Georgia Quail Hunt. I am a graduate of Leadership Albany and Leadership Georgia and hold the Certified Economic Developer Trainer (CEDT) designation from the TCSG. I got into the Economic Development business in order to help people. By assisting in creating jobs, training our workforce and recruiting industry, I not only impact the communities as a whole but I am part of a team that impacts individuals’ quality of life and provides them with an opportunity for a better job, a better career and a better, overall, quality of life.

STEVE EIDSON Instructor, Economic Development Programs

In my role, I develop and teach for credit courses, develop online and hybrid course formats for course presentation, and assist in managing the Business Logistics diploma and degree programs. I also manage the Six Sigma Quality Assurance Specialist and Profes-sional Technical Certificate of Credit programs. These programs involve student recruitment, assisting students in resolving registration and financial aid issues. In addition, I develop and teach courses for contract training, assist in the development of promotional materials for all programs. I assist in the development of Division goals and objectives, work with other team members to ensure that all goals and objectives are met for the Division. I also work with the ongoing utilization of the college’s QEP project; serve on various committees related to the life of the college. My educational background in Conflict Management enables me to bring a level of understanding and expertise in the soft skills training area to the department. My background in public speaking and training has enabled me to communicate effectively the different levels of material that Economic Development is required to utilize. During my 31-year career in located ministry and in working with non-profit organizations, I was able to develop leadership and management skills that I feel benefit the department and move us forward in meeting our goals. My experience in providing high levels of customer service has enabled me to not only write about the nature of service but to practice those skills. This has enabled our department to grow in its ability to meet the needs of students in both the credit and contract training arenas. This in turn has impacted our ability as an organization to maintain profitability and to see individuals and organizations return to us for the services we provide. Our credit programs comprise a diploma and degree program in Business Logistics Management, which is the process of delivering goods, and materials into the hands of the customer whether that is locally, within state or country, or into the foreign marked. We also offer individual certificates within those programs in the specific areas that make up the overall business logistics idea. These are the Customer Contact Specialist, the Service Supervision Specialist, the Supply Chain Management, and Logistics certificate programs. In addition to these programs, we offer two individual certificates in the area of Six Sigma Quality Assurance, the Green Belt and Black Belt programs. These programs are designed to equip individuals with the necessary skills to function as members of Six Sigma teams that would strive to improve effectiveness and eliminate waste in the work environment. The DMAIC format is utilized as the basis for both programs with hands on activities and project simulations that give practical experience in the areas. Each of these is done within one semester and provides not only a Technical Certificate of Credit but certification in both areas as well.

JOHN KLEMM Director of Business Logistics Program

My role in the Economic Development Programs (EDP) Division is to manage the Business Logistics Degree Program and to teach and advise students. In addition, I assist in other areas when directed by the VP Economic Development Programs, or Director of Business and Industry Services (B&I). As a Marine for 25 plus years, I worked in a variety of positions that enhanced my knowledge of how the Marine Corps manages and moves equipment to meet the needs of the Warfighter. For example when I reported for duty with the Inspector General of the Marine Corps, I was tasked with writing the Marine Corps policy for Marine Corps Readiness during the First Gulf War. This policy laid out how equipment would be moved and how left behind equipment would be managed. I also went on several inspection trips to inspect equipment readiness for the Commandant. As a civilian employee for the Marine Corps, I spent nine years as the Operations Director, Marine Corps Systems Command, Albany, GA. I was responsible for overseeing the equipment sustainers and being a liaison between Systems Command and Logistics Command and other agencies. This job entailed being a go between commands to ensure the flow of equipment, parts, etc. moved uninhibited during critical times in the war on terror. The tools I utilize in my role to make the Economic Development more effective and efficient include the use of Banner WEB and Angel, which helps me manage the students in the program. The essential component to EDP’s effectiveness and efficiency is the teamwork that the staff of EDP exhibits. Teamwork is a big help in providing excellent educational opportunities to our students.

VALERIE WILLIAMS Administrative Assistant to the Vice President of Economic Development

As Administrative Assistant to the VP of Economic Development my role is to ensure that the day-to-day operations of the depart-ment run smoothly and efficiently. I am tasked with a multitude of assignments from event scheduling for the Kirkland Conference Center, Logistics Auditorium and Executive Board Room, creating and submitting reports in a timely manner, payroll, implement-ing office procedures and creating a pleasant and professional atmosphere for both our students and community business partners. With over 15 years in the corporate sector, I bring my project management, computer and people skills to the forefront while occupying my current position. My vast knowledge in the Logistics industry as a Customer Solutions Analyst, Operations Man-ager, and Territory Manager allows me to assist in a variety of projects within the Economic Development Department. With an extensive background in customer service, office and project management it allows me to offer administrative support along with a keen insight into streamlining policies and procedures. Our goal is to enrich our community through Continuing Education courses and helping our business partners enhance their workforce by offering customized training courses via our Business & Industry Program. By taking on the role of instructor for the Georgia Work Ready Basic Computers class, I have the honor of assisting in creating professional, business and tech savvy applicants and personnel. I am now also a certified instructor for our Customer Service Specialist program. In order to guarantee that our office runs effectively and efficiently I’ve went through the process of clearly understanding what the department offers, what our goals are and what is expected of us from all parties being serviced. The tools necessary to safeguard the integrity of our department are implementing policies and procedures for the admission process for all students, creating and using resources such as Banner, KMS, department drives for softcopy storage of all files, cross training staff and usage of software applications (Outlook Calendar, Access, and Excel). In the 8 months that I have been here, I can say is that we (EDP) play a vital role in educating those individuals both employed and unemployed to gain the skills sets needed to maintain or obtain an exciting career. We create partnerships with the local busi-nesses and providing them with the missing components that will help them create a professional and growing workforce. EDP listens to the employer to determine their needs and has provided the classrooms, testing facility (ACT Center), instructors, or the entire course training to assists in obtaining a knowledgeable staff network. Also, with the Georgia Work Ready assessment, we are bridging the gap for employers and employees to infiltrate the necessities of both parties.

GARY FRAGÉ Director of Business & Industry

I served for nearly 22 years in the United States Marine Corps in various positions. These include Infantry Platoon Sergeant, Platoon Com-mander, Drill Instructor at Parris Island, Assistant Marine Officer Instructor at the University of Rochester, and Equal Opportunity Advisor for the Commander Marine Corps Logistics Command, Albany, GA among others. During my time in the Marine Corps, I had the privilege of training, developing, and leading men and women in the service of our nation. After leaving the Marine Corps in 1999, I spent the next two years working as a Mortgage Loan Officer, and as an Assistant Branch Manager for a Finance Company. In search of job satisfaction, I joined the Economic Development Division of Albany Technical College in 2001 as an Adjunct Instructor, which led to a full time position in 2002. As Director of Business and Industry Services, I manage the services we offer to area Businesses and Industries (e.g., customized training), the Continuing Education Program, and function as Dean of Academic Affairs for our Credit Program offerings. I also serve as the Administrator for the Georgia Work Ready Initiative. I am responsible to the Vice President of Economic Development Programs, Albany Technical College. Albany Technical College’s Economic Development Division serves a seven county Service Delivery Area (SDA). Our primary goal in supporting the mission of Albany Tech is to develop the workforce. The Economic Development Division (EDP) accomplishes this goal by offering a wide range of services that include Customize Contract Training, Continuing Education Courses, Credit Programs, Georgia Work Ready Program, High Stakes Testing, and Professional Certification through our ACT Center, Classroom/Conference Space Rental, QuickStart Training Services, and Retraining Tax Credits. These programs represent EDP’s contribution to the relevance of Albany Tech in our SDA and beyond. During the past year, EDP has provided customized contract training to 529 students from 41 companies, totaling 46,495 contact hours. Another 268 students enrolled and completed various Continuing Education courses totaling approximately 5,000 con-tact hours. EDP also worked with the 7 Counties that make up our SDA in becoming Certified Work Ready Communities. In addition, EDP collaborated with other schools in the Southwest Georgia Region to certify an additional 8 Counties as Work Ready Communities. Another way EDP impacts the community is through the creation of Credit Programs that addresses specific professional development needs of area industries. These programs include Business Logistics Management (BLM) Diploma and Associates degree as well as Lean Six Sigma Green and Black Belt Certificates. TORREY HOLMES Administrative Support Assistant

I have extensive administrative experience, most recently having served as the GED secretary in the Adult Education Department here at Albany Technical College. I have also held the position of administrative assistant at the Albany Symphony Orchestra where I provided clerical support for the orchestra, assisted in the planning of community and fundraising events, and resolved a range of administrative concerns and inquiries. Prior to moving to Albany, GA, I resided in Woodbridge, VA where I worked in the non-profit sector for eight years performing a wide variety of task. These tasks include event planning, membership records clerk, seminary registrar, and special assistant to the pastor. I also served the Department of Homeland Security, in Washington, DC as a Security Assistant Sr. Specialist. My creativity, organizational and people skills are used quite often, as well as my willingness and ability to get the job done. My role in the Economic Development Programs (EDP) Division is that of an Administrative Support Assistant, I prepare, and/or type a variety of reports, purchase orders, requisitions, forms, work orders, and invoices. I perform research as needed. I organize the Business and Industry filing system; verify accuracy of files and makes corrections; maintain and update both hard copy and computerized files as needed. I compile and enter a variety of computerized data. I also provide customer service, whereas I greet clients, students, & visitors, answer the telephone and respond to routine requests for information or assistance from employees, the public and other individuals. I take messages, and/or route calls to the appropriate individual. I am cross-trained to fulfill the roll of Proctor for the Georgia Work Ready Assessment, as well as the administrative functions of the Continuing Education Programs. One of the many ways EDP serves the communities is through the Georgia Work Ready Assessment (GWRA). The assess-ments are powered by the ACT WorkKeys Skills, which include Applied Mathematics, Locating Information, Reading for Informa-tion, and a Talent Assessment, which measures work habits and work-related attitudes. The GWRA is offered thru the Governor’s Office of Workforce Development (GOWD) in an effort to make Georgia’s workforce more competitive and qualified to work in any given industry. The assessment is free and is proctored through EDP.

DON REHBERG Testing Assistant

I have a background in manufacturing, having spent 15 years at P&G as a technician. I performed duties such as production, maintenance and served several years as safety representative for various teams. This included making sure we were always OSHA compliant. I also owned and managed a restaurant (Moe’s) for 3 years. Duties included hiring, training and operations, which included inventory control and customer service, which was always a priority of mine.As the Testing Assistant, operate the ACT Center. Our ACT center allows us to deliver computer-based testing and training services to individuals, employers, and professional organizations. Through the ACT Center, we offer tests for licensure and cer-tification in many professions, such as Foreign Service Officers, Dieticians, Social Workers, PGA Golfers and many, many, more. I also administer the Georgia Work Ready Assessment to ATC’s Faculty/Staff and students, as well as the communities that compose ATC’s Service Delivery Area, which include High School seniors throughout the Southwest Georgia School Systems. The ACT Center is another resource used by EDP to serve and develop the SDAs’ workforce needs.

BRENDA BRYANT Office Assistant

My background includes four years working with Hawaii Pacific College as Executive Assistant to the Executive Vice President. I also have sixteen years experience working with various chambers of commerce in Jacksonville, NC, Jacksonville, FL, and Albany Georgia. At the Albany Chamber, I was executive assistant to the President of Economic Development/Chamber of Com-merce. In these roles, I became familiar with many segments of the community, which enabled me to make contacts with many levels of management in particular areas. My primary role in the Economic Development Division is to provide support for the Continuing Education Program. In this capacity, I create the class, enroll the students by inputting data on each participant into the Banner System, and assigned a class number. This also involves calling those students who have indicated an interest in a particular class that is being created. A specified number of students must be enrolled in order to make the class. The Continuing classes include but not limited to Drivers Education, Vehicle Escort Certification, Forklift, CDL, and LOGCOM Academy. Other supporting roles include answering calls, provide front desk support by greeting customers, ascertain their needs, and provide the needed assistance. I also maintain reservations for the Kirkland Conference Center, order supplies for office personnel, assist with data input for Georgia Work Ready applicants and make financial deposits. The primary tools I use in my role to make the Economic Development more effective and efficient are knowledge of people and places in Albany, knowledge of computer, Open-mindedness, and patience.

The Logistics Specialist program is designed to provide educational opportunities to individuals that will enable them to obtain the knowledge, skill, and attitudes to succeed in their chosen professions. This program provides academic and hands-on instruction, which supports effective learning within the program and which enhances professional performance on the job.

with OSHA Standard 1910.178.

This eight-hour program is for participants with prior operator training and fully covers the requirements to be an efficient and safe forklift operator.

Subjects covered include:

Green Belt, Black Belt

Albany Technical College offers the Quality Assurance Specialist (Green Belt) and the Quality Assurance Professional (Black Belt) certificates in Six Sigma.

For those who qualify, financial aid is currently available for these certifications under the HOPE Grant. Beginning in August 2011, the total cost of these programs

(tuition and fees) will be $822 of which HOPE will pay $546.75. The student will be responsible for $275.25, as well as the admissions application fee of $22.50.

Each student is required to take an entrance exam, unless the individual has achieved a grade of C or better in ENGL 1010 and MATH 1010.

PROGRAM DESCRIPTION:The Business Logistics program is a sequence of courses that are designed to prepare students for employment in the field of business logistics. AssessmentThe Work Ready assessment is administered by ACT’s nationally accredited WorkKeys® system and measures both core skills and work habits. The Work Ready Certificate quantifies skills in two areas:

• Core skills assessment measures skills in Applied Mathematics, Reading for Information and Locat-ing Information, three skills that are highly important to the majority of jobs in the workplace• Work Habits assessment measures work-related attitudes and behav-

iors in areas that are trainable and coachable, such as carefulness, co-operation, discipline and drive

CertificateThe Work Ready Certificate is awarded based on the lowest score level earned in the three core skill assessment areas. Certificates are issued at four levels:

• Platinum Level: Signifies an indi-vidual has scored at least a level of six in each of the three core areas and has the necessary skills for 99 percent of the jobs in the Work-Keys® database• Gold Level: Signifies an individu-al has scored at least a level of five in each of the three core areas and has the necessary skills for 90 per-cent of the jobs in the WorkKeys® database• Silver Level: Signifies an individu-al has scored at least a level of four in each of the three core areas and has the necessary skills for 65 per-cent of the jobs in the WorkKeys®

database• Bronze Level: Signifies an indi-vidual has scored at least a level of three in each of the three core areas and has the necessary skills for 35 percent of the jobs in the Work-Keys® database

Skills Gap TrainingThe state’s network of technical col-leges offer a variety of ways for you to improve your Work Ready skill level and develop a self-improve-ment plan to boost your Work Hab-its score. You can contact the Work Ready administrator at Albany Tech-nical College to learn how to access free online skills gap trainining. Individualized instruction may also be provided at no charge through adult education centers located on the main or satellite campuses. For a small fee, you or your employer can access instructor-led training through Albany Technical College’s continuing education department.

Helping Outstanding Pupils Educationally

HOPE

For almost a decade, Georgia's HOPE Program has been invaluable to Georgia college students and remains one of the nation's best and most accessible state college financial aid programs. In 2010, almost 145,000 students at the 26 col-leges of the Technical College System of Georgia benefitted from the HOPE pro-gram. Almost 95 percent of those TCSG students used the HOPE Grant to enroll in certificate and diploma programs, while the remaining students used the HOPE Scholarship to help pursue their associate degrees.

For TCSG students specifically, the HOPE Grant and, to a lesser extent, the HOPE Scholarship, has enabled tens of thousands of recipients to earn their college education and launch rewarding careers as part of Georgia's world-class workforce. Beginning with Fall Semes-ter 2011, HOPE recipients at the TCSG colleges will be required to pay a small amount of tuition not covered by the Grant or Scholarship as well as maintain a 3.0 GPA at certain checkpoints.

The HOPE Program includes the:

HOPE Grant (pays most tuition)The HOPE Grant, particularly when coupled with the affordable tuition at Georgia's 26 technical colleges, can make a quality higher education a reality for thousands of Georgians who wish to attend a TCSG college.

Georgia's HOPE Grant is available to residents of Georgia who enroll at any TCSG college to earn a certificate or diploma, regardless of high school gradu-ation date or GPA upon graduation.

Beginning Fall Semester 2011:

New students can enroll using the Grant regardless of high school GPA.

For the 2011-2012 academic year, the HOPE Grant will pay 90 percent of TCSG standard tuition, calculated on the 2010-2011 tuition rate, or $60.75 per credit hour.

Any tuition increase in the 2011-2012 school year will not be covered.

Once enrolled, students must earn and maintain a 3.0 to keep the HOPE Grant.

GPAs will be checked at 30 and 60 semester hours.

For current TCSG students on the HOPE Grant, the 3.0 GPA requirement does not take effect until the end of Fall Semester 2011. After grades have been posted, only students who reached a 30 or 60 semester hour checkpoint during Fall Semester 2011 will be checked and required to meet a 3.0 GPA. All other HOPE Grant eligible students will not be checked until their next semester hour checkpoint.

If lost, the HOPE Grant can be regained one time at the GPA checkpoint.

HOPE Grant benefits are capped at 63 semester hours.

The HOPE Grant can be used for learn-ing support classes and/or dual enroll-ment courses, which don't count in the Grant GPA and checkpoint calculations. Learning support hours do count toward the HOPE Grant hours cap; dual enroll-ment hours do not.

Students who have earned a bachelor's degree are not eligible to receive the HOPE Grant.

Students who were not Georgia residents when they graduated from high school must meet state residency requirements for 24 months before enrolling. (Active military, their spouses and their depen-dents are Georgia residents for HOPE program purposes if stationed in Geor-gia or list Georgia as their residence of record).

Books and fees are not covered.
