INTRODUCTION Under the scope of this project MCF intends to procure Hybrid IP-PBX system for its Office and Visiting scientist hostel (VSH) both located at Ayodhya Nagar, Bhopal. The proposed system shall be a fully hybrid system that support both Time Division Multiplexing (TDM) and IP Switching. The IP-PBX should be able to integrate with public telecom network infrastructure (PSTN/ISDN) and legacy interfaces (like E&M). The system shall be fully modular and fully non-blocking type with distributed architecture and should have provision for hot redundancy of main controller unit and power supply unit. System should have Auto attendant (IVR), Voice mail, Call metering and management software supplied along with it. 2. SCOPE OF WORK The work to be carried out under this tender specification shall consist of the supply, delivery to site, installation, testing, commission, handover in approved working order and maintenance during the liability period of proposed IP-PBX systems at MCF-Bhopal in accordance with the specifications and tender conditions. The work also covers the de- commissioning and removal of existing of EPABX Systems. The IP-PBX shall comprise of the following items: A) IP PBX equipment, power supply unit, operator consoles, analog, digital, SIP Telephone sets, etc. B) IPM line protection modules for mentioned number of extensions, etc C) Auto attendant system, Voice mail system and Call billing system and software with a PC of mentioned configuration. 2.1 The bidder shall take responsibility for the guaranteed continuous operation of the complete system. Technical Specification for Hybrid IP-PBX System 1. PC of mentioned configuration. 2.1 The bidder shall take responsibility for the guaranteed continuous operation of the

complete system. The bidder has to indicate the different equipments offered, submit the complete technical details of the equipments and accessories for fulfilling the requirement/ scope given in the bid.

2.2 All items of the equipments / accessories in this specification shall be new and

complete in all respect. Equipment / material not covered in this specification but essential for Completion of the project shall be included in the bid.

2.3 The scope of work includes supply of Hybrid IP-PBX along with phones, software, PC

and other accessories. The proposed solution is to be designed in such a way to take care of intercom, incoming call, outgoing call and call conferencing, including video calls.

2.4 The scope of work includes the de-commissioning of existing EPABX Systems, loading & transportation, removal of debris etc. and cleaning up the place.

2.5 The scope of work includes interfacing both the EPABXs i.e. at Office and at visiting

scientist hostel with availability of features transparently at both the places. 2.6 The following shall also be included in the scope of work:

a. Submission of installation report, operation and maintenance manuals, test certificates given by manufacturer, manufacturer’s catalogues, original DVD/CD of the software etc.

b. Training to administrative and maintenance staff of MCF-Bhopal (3 persons maximum) for operation, fault identification, rectification and programming of the IP-PBX systems at MCF-Bhopal premises.

c. All other associated work as required for completion of the work, irrespective of whether these are specifically mentioned in the tender, shall be considered within the scope of the bidder.

2.7 Any application software as required for completion of the project shall be within the

scope of the bidder. 2.8 The party shall undertake to supply all required spare parts, components, accessories

etc. required for the EPABX telephone exchange for a period of 10 years from the date of the acceptance system.

2.9 The supplier shall be responsible for all upgrades and updates of the firmware and

application software during the warranty period and no separate amount should be claimed for this.

2.10 There should be provision for providing safety to the EPABX system from thunderbolt or high voltage or voltage fluctuation.

2.11 Telecom earthing is already available, but if required separately by the supplier same

and all other accessories as required shall be within the scope of the supplier. 2.12 Installation of IP-PBX system and cabling from system to MDFs (System side as well

as Field side) to be done by supplier with excellent craftsmanship and high quality accessories.

2.13 It will be at MCF’s discretion to refer to the OEM’s global / regional Headquarters or to

confirm the features offered by the bidder as may be deemed necessary by MCF. Strict

penalty actions will be taken against a bidder claiming compliance to the technical requirement given in the bid but failing to comply with the requirement as indicated in the tender.

2.14 Based on the scope of work / supply as mentioned above and in successive paras &

other document of the bid, the bidder is to propose EPABX system. The bidder may be called to make presentation on the system offered.

3. SYSTEM ARCHITECTURE AND DESIGN CRITERIA The Hybrid IP-PBX system must be highly reliable ensuring an uptime of at least 99.99%. The offered solution must have the facility to support both Time Division Multiplexing (TDM) and IP Switching with ability to integrate with public telecom network infrastructure (PSTN/ISDN). The system shall be fully modular and fully non-blocking type with distributed architecture and should have redundancy for main controller unit and power supply unit. System should be able to network with other EPBX system of similar type but of small capacity to be installed at Visiting Scientist Hostel. System should have auto attendant, voice mail, call detail recording, Call billing and management software supplied along with it.

3.1 The single hybrid IP-PBX system for Office with capability for 650 ports with a provision

of expandability minimum up to 1000 ports (any mix percentage of type of ports as desired by us) without changing or cascading multiple PBXs to achieve the future capacity.

3.2 The single hybrid IP-PBX system for Visiting scientist hostel with capability for 60 ports

with a provision of expandability minimum up to 100 ports (any mix percentage of type of ports as desired by us) without changing or cascading multiple PBXs to achieve the future capacity.

3.3 IP-PBX should be card based, and not a server b ased. It should have provision to

add hot redundancy capability. No server based PBX should be quoted. 3.4 To avoid single point of failure main controller card and power supply units should be

configured in N+1 redundancy. 3.5 Proposed system should provide 99.9% availability. Vendor’s to provide supporting

datasheets for this 3.6 System should support traditional circuit switching as well as IP Switching and VoIP

functionalities directly. 3.7 Support feature transparency over networked PBXs over E1/PRI or IP trunks. 3.8 System should support networking options supporting in-skin PSTN (analog and digital)

and TIE trunk (analog, digital and IP). 3.9 Support wide range of terminals including Analog Phone, Digital Phone, IP phone (SIP

only) and soft phone (SIP only) including third party phones. 3.10 The proposed system shall be capable to facilitate user-friendly computer telephony

integration (CTI). 3.11 System should be offering features with enhanced user interface. On the WAN side, the

system must provide peer-to-peer connections over IP networks with the voice compression and encryption for secured communication.

3.12 Besides, the system must provide legacy line / trunk interfaces to support the existing

PCM/TDM based infrastructure, such as CO trunks, E&M Interface, analog extensions, analog telephone sets with associated interfaces and cabling.

3.13 The system should have 30 Party voice conferencing via in-skin Conference Bridge in

any combination of external and internal parties with Meet-me as well as Dial Out Facility.

3.14 The system should have 03 Party Video conferencing via in-skin Conference Bridge in

any combination of external and internal parties with Meet-me as well as Dial Out Facility with Auto Switching – Broadcast the loudest Speaker and also have Manual Switching-Previous & Next.

3.15 The EPABX system should have in-built centralized monitoring software to check the

functioning of the system. 3.16 Should support Video & Voice Phones at all IP Extensions. 3.17 The EPABX system should be able to provide GSM interface with feature as - GSM

channel as trunk line, dual ringing simultaneously on internal extension as well as mobile handset, user mobiles as EPABX extensions and optional EPABX functions like call transfer, call forward, Voice mail, Conference, call pickup, call toggle, call hold, etc.

3.18 The EPABX system should use least cost routing to set up the cheapest connection in

relation to time, route and authorization level via selected carriers. It should also support alternate routing feature to provide reliable communication by switching to another route if the primary path is not available.

3.19 The EPABX system should have auto attendant system, voice mail system, call detail

recording, call billing system along with associated Software and management software as well.

4. STANDARDS The proposed EPABX system and accessories including Power equipment covered by this specification shall conform to CCITT recommendations; it should also have a valid TEC approval for ISDN connectivity. The equipment offered shall be of proven design & performance. 5. SIGNALING STANDARDS The system should support following or better signaling standard : 5.1 E1 with QSIG (Q2931P protocol Compliance)

5.2 Trunk digital-MFR2 (Indian) (As used in ASCON)/SS7/V5.2 Local Analog-DTMF

5.3 CO lines for STD local junctions shall work on R2MFC / Decadic signaling.

5.11 DTMF and Mixed Dialing modes for telephones. The system should provide outgoing

DTMF transmission even from Digital Telephones.

5.12 The system must support Network Time Protocol as per RFC 1305 to synchronies to

the system date and time of network devices.

8. SYSTEM FEATURES

8.1 The system should support closed numbering scheme wherein no access code is required to be dialed for calling extension numbers of another networked EPABX (Office and visiting scientist hostel EPABXs) via PRI and IP (H.323 & SIP) with QSIG support.

8.2 CLIP on Digital, IP as well as Analog Phones with a display: The CLIP coming from Local and trunks should be displayed on :-

A. Analog Phone with CLI capability B. Digital Telephones. C. IP Telephones.

8.3 CLIP coming in from ISDN PRI and CO trunks should be displayed on Analog

Telephones (with CLI), Digital Telephones and IP Telephones. 8.4 External Hold Music: The offered system should be ready to accept music on hold from

an external PC/CD player or should be able to upload required music on hold to the system in the form of MP3/WAV.

8.5 Distinctive Ringing: The offered system to provide distinctive ringing for internal calls,

external calls, auto call back calls and certain emergency services. 8.6 The proposed system should support automatic route selection (ARS) and least Cost

routing (LCR) features to route the calls based on priorities related to user profile, tariff, and network availability, along the most cost-effective path. This service will be transparent for users and irrespective of the physical carrier connection.

8.7 Auto-attendant facility on all trunks simultaneously with flexibility of having different sets

of announcements to separate incoming trunk groups. System should be able to provide alternate answering point for calls that might otherwise go unanswered.

8.8 The offered system should support paging. 8.9 The offered system should support IP based wireless phones. 8.10 System Traffic Reports. Traffic statistics should be provided on incoming and outgoing

trunks groups, attendant consoles, station hunt groups and individual stations. The information reported must include the number of calls and call duration.

8.11 Power Failure Restart (Automatic). There should be provision for battery back up. In the

event of loss of system power, the system should perform an automatic change over to batteries without dropping any call in progress.

8.12 Boss –Secretary feature. The incoming call to the officer shall ring on secretary’s phone with option of ring on both telephones. It should be possible to activate the Boss/Secretary telephone for enabling the telephone for above features. It should be possible for the Boss/Secretary to contact each other using one touch key on digital telephone and by dialing one or two digit code on analog telephone.

8.13 Class of Service (COS). Should be able to define whether or not voice terminal users

may access the following features and functions: Automatic Callback, Call Forwarding All Calls, Call Forward Busy / Don’t Answer, Data Privacy, Extended Forwarding All, Extended Call Forward Busy / Don’t Answer, Priority Calling, Restrict Call Forwarding Off-Net, Personal Station Access, Trunk – to Trunk Transfer Restriction Override, Off-Hook Alert, Console Permission and Client Room.

8.14 Power Failure Transfer. In the event of total loss of power or processor malfunction,

analog/PSTN lines shall be automatically switched to selected predefined extensions. 8.15 Card Lock Out. Fault on one or more analog/digital line ports should not lock out the

entire card. Even if one port is working there should not be card lock out.

8.16 One Number service: Through this feature it should be possible to have the same number for internal extension and Mobile Number. Through this feature both internal extension and Mobile number will ring simultaneously and once the call is picked up from either of the devices the ringing on the other device stops.

8.17 Meet Me Call conference: upto 6 Party from Analog, Digital and IP Phones (Both

internal and external) with password protection. 8.18 Call detail recording (CDR): Call detail recording and monitoring software shall be with

GUI interface. 8.19 Auto attendant and Voice mail application with greeting and service messages offered

to callers as well as allowing callers to leave messages. Auto attendant should interactively assist the external callers to reach their destination easily with multiple distinct messages option in Hindi & English both.

10. TERMS AND CONDITIONS 10.1 ELIGIBILITY CRITERIA Original Equipment Manufactures (OEM) or their authorized representative with following eligibility criteria are invited to bid for the supply, Installation, commissioning and testing of IP-PBX of required configuration – The bids submitted by the System Integrators/OEMs n ot meeting these eligibility criteria shall not be considered.

10.1.1 The Bidder shall supply, deliver to site, install, test, commission, handover in approved

working order and maintain during the defects liability period of a proposed IP-PBX system at Master Control Facility-Bhopal at its office and visiting scientist hostel in accordance to the specifications, supplementary note and conditions of contract.

10.1.2 The Bidder must be an Original Equipment Manufacturer (OEM) OR should produce

an undertaking from OEM that the bidder is authorized to quote for this tender and will provide support and spares directly for the offered system and also that the offered system is the latest being manufactured by the OEM. The authorization should be tender specific and addressed to the tender issuing authority.

10.1.3 The Bidder shall not have been de-listed from business by any PSU/Govt. Department

during last three years. Self declaration in this regard to be provided.

10.1.4 The Bidder should have at least 5 years experience in implementation of IP-PBX Systems. Certificate to this effect, to be enclosed in the bid.

10.1.5 The Bidder should have got awarded at least five orders for supply, installation,

commissioning and implementation of IP-PBX Systems in last three years. Documents to this effect must be enclosed in support of the same.

10.1.6 Bidder should have successfully completed at least three installations of quoted make

and model of IP PBX or higher configuration during the last three years. Documents to this effect must be enclosed in support of the same.

10.1.7 Bidder should have ISO:9001 certificate and a copy of the certificate should be

enclosed along with the offer. 10.1.8 The OEM should have ISO:9001 and ISO:14001 certificates and their copies must be

enclosed along with the offer. 10.1.9 The offered system should have a valid TEC approval. TEC approval certificate copies

for ISDN connectivity should be enclosed along with the offer.

10.1.10 The TEC Certification should be in the name of the OEM participating in the tender. The TEC Certification should be applicable for the offered model.

10.1.11 The OEM should be appearing in the latest Gartner Magic Quadrant for corporate

telephony. (Proof should be attached). 10.1.12 The OEM shall provide undertaking to provide technical support and spares for

particular system up to next 10 years even though if particular model is discontinued or its association with bidder / dealer is discontinued.

10.1.13 The equipment quoted by bidder must be QSIG compliant. Necessary documents

in support of the same to be provided with the offer. 10.1.14 The bidder should have Qualified Manpower for Implementation & Support of IP

EPABX Systems. 10.1.15 The bidder should have support offices across India, especially at Bhopal (M.P.)

and should be able to provide support and maintenance for the offered solution. 10.1.16 The OEM must have Spare Stocking Location in western/central India preferably at

Bhopal (M.P.), valid documentary proof with address and contact person of Stocking Location must be furnished along with the tender.

10.1.17 The Bidder should provide 36 months onsite comprehensive warranty support on

all equipments, from the date of commissioning. However deploying resident engineer during warranty period shall be optional and should be separately quoted. 10.1.18 The Bidder should also quote AMC for three years applicable after the completion

of warranty period. However awarding AMC shall be optional. 10.1.19 The Bidder should provide all necessary licenses for integrating any SIP compliant

IP phones from any manufacturer or soft phone as decided by the tenderer during the warranty/AMC period.

10.1.20 The Bidder is required to quote their Income Tax PAN and also submit copy of the

current Sales Tax clearance certificate. 10.1.21 The vendors should be ready to demonstrate the offered product.

10.2 OTHER TERMS AND CONDITIONS

10.2.1 Certificate of compliance & Deviation from specifi cations : A certificate for line by

line compliance to the requirements asked for in the tender specifications should be

provided by the tenderer. The tender can be rejected if line by line compliance is not

provided. In case where the offer deviates from the specifications, the vendor shall

indicate clearly in his offer, the specifications proposed by him along with details

thereof and the reasons for the deviation. Each exception to the specification or other

parts of the tender document shall be listed separately by the vendor. If exceptions are

not clearly listed they will not be considered by MCF.

10.2.2 Documents: The vendor shall supply hard and soft copy of operation and

maintenance manual in duplicate to MCF. All necessary literature giving complete

details shall be provided. He should also provide the test certificates given by

manufacturer. The vendor shall provide the original DVD/CD of the software.

10.2.3 Installation and Commissioning:

A. It is to be noted again that supply, installation and commissioning of the system

with all accessories, auxiliaries and any item not covered in the specification but

essential for proper installation, operation and maintenance of the Hybrid IP-PBX

system shall be included and executed by the vendor.

B. New IP-PBXs has to replace existing EPABXs, so first newly Purchased IP-PBXs

shall be installed, change over of existing extensions to these new IP-PBXs has to

be done in step-by-step way to keep the down time minimum. The

de-commissioning of existing EPABX Systems to be done only after installation,

commissioning and testing of new IP-PBX systems and concurrence of

MCF representative.

C. The project will not be deemed complete at MCF-Bhopal until the commissioning

trial of the whole system is carried out successfully by the vendor and the same is

verified and agreed by MCF representative.

10.2.4 Test and inspection :

A. Inspection of the equipment will be done at MCF-Bhopal.

B. The vendor shall demonstrate all the features of the equipment mentioned in the

technical specifications.

C. The vendor is solely responsible for the installation, commissioning and making

the system operational at MCF-Bhopal.

10.2.5 Performance and Guarantee : All necessary tests shall be carried out at MCF-Bhopal

by the vendor to demonstrate whether performance of the instrument confirms to the

relevant standards and specifications and meets the functional requirement indicated

in the specifications

10.2.6 Electrical: Hybrid IP-PBX System in particular FCBC power supply shall operate on

230 V, 50 Hz single–phase power supply. Power for all the equipment will be provided

by MCF. If any equipment operates on any voltage other than the supply voltage and

supply frequency, necessary conversion/correction device for supply shall be supplied

along with the equipment

10.2.7 Operating Conditions : All the equipments provided shall be designed for smooth,

efficient, and trouble free operation in tropical humid climate of 50 deg. Centigrade

ambient and a humidity of 90%.

10.2.8 Warranty : The vendor shall provide warranty / guarantee for a period of 36 months

onsite comprehensive warranty support on all equipments, accessories, software as a system whole, from the date of commissioning. This period shall include maintenance, replacement of parts.

10.2.9 AMC: Vendors are requested to quote rate for Comprehensive Maintenance Contract

of IP-PBX Systems (both Office and Visiting Scientist Hostel EPABXs) on annual basis, which may be used after the expiry of 3 years warranty.

10.2.10 Payment terms: 90% of the payment against inspection acceptance delivery and

completion of installation / commissioning and balance 10% against performance and

guaranty valid for the period of warranty.

10.2.11 Training: Comprehensive training shall be provided directly from the OEM/OEM

certified engineer to nominated team of MCF staff in installation, testing, trouble-

shooting, and maintenance and to effectively operate the system.

10.2.12 Indemnity : Vendor shall indemnify, protect and save MCF, Bhopal against all claims,

losses, costs, damage, expenses, action suits, and other proceedings resulting from

infringement of any patent, trademark, copyright etc or any such other statutory

infringements in respect of all the equipments supplied by it.

10.2.13 Arbitration: Any dispute, difference of opinion, etc shall be settled mutually, failing

which it shall be referred to a one man arbitrator appointed by Director, MCF, in

accordance with the Arbitration and Conciliation Act 1996, whose decision will be

final and binding to both the parties.

10.2.14 The rate should include the charges for removal of debris out of premises,

removing stains, cleaning the site thoroughly and restoring it to the original condition

where work is undertaken.

10.2.15 The contractor shall observe all the safety precautions for the safety of the labour

and employees of MCF during execution of works. The contractor shall arrange to

obtain necessary insurance cover for its employees. He would be responsible for the

safety of the persons employed by him.

10.2.16 The contractor shall be responsible for injury to persons or things and for damages to

the property which may arise from omission or neglect of the contractor and their

employees whether such injury or damages arises from carelessness, accident or

any other cause whatsoever , in any way connected with the carrying out of work.

10.2.17 The contactor should not employ any person who is prohibited by law from being

employed for fulfilling obligations under this contract.

10.2.18 The contractor shall not directly or indirectly transfer, assign, or sublet the contract or any part of it. Undertaking to the effect that the contractor shall provide after sales service during the warranty period and AMC period by themselves and not by awarding sub-contracts to any other party.

10.2.19 In case the party does not adhere to the terms of the contract, MCF reserves the

right to terminate the contract.

10.2.20 MCF reserves the right to check the progress of the work and adherence to the

technical specifications etc any time during the installation phase.

10.2.21 The contractor shall comply with the provisions of contract, labour regulation and

abolition act, 1970, Minimum wages act and all other labour laws and other statutory

regulations (both central and states) that may be enforced from time to time by the

appropriate authorities .MCF shall not be held responsible for any penalty on account

of failure to adhere to the above labour regulations etc.

10.2.22 Rates should be firm for the entire contract period, no variation of rates will be

allowed.

10.2.23 Compliance : The firm must fill the compliance sheet mentioned in ANNEXURE-12.

Any non-compliance or partially filled compliance will lead to rejection of their

Technical & Commercial offer.

ANNEXURE-1 HARDWARE SPECIFICATIONS OF IP-PBX 1.1 IP-PBX 1.1.1 Hybrid IP PBX System that supports both Time Multiplexing (TDM) and IP switching. 1.1.2 The PBX should support TDM switching for communications between legacy

Stations/trunks and pure IP switching (peer-to-peer connections) between IP terminals. Connection between IP network and legacy network should be via VoIP board which converts packet-based voice data to TDM-based voice data, and vice versa.

ANNEXURE-10 TERMS OF RESIDENT ENGINEER FOR MAINTENANCE OF EPABX SYSTEM A professional with minimum qualification of Diploma in Electronics & Communication engineering with minimum one year of working experience in relevant system must be available at MCF-Bhopal during the working hours (9 AM – 5 PM) to look after the technical problems in the EPABX system and internal telephone network, till the completion of 36 months warranty period. In case of emergency, the Engineer is expected to work on holidays and non-working hours also if required. Duties and Responsibilities of Resident Engineer for the Maintenance of IP-PBX System at Office & Visiting Scientist Hostel –

5. The Bidder should have got awarded at least five orders for supply, installation, commissioning and implementation of IP-PBX Systems in last three years. Documents to this effect must be enclosed in support of the same.

6. Bidder should have successfully completed at least three installations of quoted make and model of IP-PBX or higher configuration during the last three years. Documents to this effect must be enclosed in support of the same.

7. The OEM shall provide undertaking to provide technical support and spares for particular system up to next 10 years even though if particular model is discontinued or its association with bidder / dealer is discontinued.

8. The offered system should have a valid TEC approval. TEC approval certificate copies for ISDN connectivity should be enclosed along with the offer.

9. The OEM should have ISO: 9001 and ISO: 14001 certificates and their copies must be enclosed along with the offer.

10. Bidder should have ISO: 9001 certificate and a copy of the certificate should be enclosed along with the offer.

11. The equipment quoted by bidder must be QSIG compliant. Necessary documents in support of the same to be provided with the offer.

13. The Bidder should provide warranty for a period of 36 months, onsite comprehensive warranty support on all equipments, accessories, software as a system whole, from the date of commissioning.

14. The Bidder should quote Comprehensive Maintenance Contract of IP-PBX Systems (both Office and Visiting Scientist Hostel EPABXs) on annual basis, which may be used after the expiry of 36 months warranty period.

15. The bidder should have Qualified Manpower for Implementation & Support of IP-PBX Systems. Self declaration in this regard to be provided.

16. The Bidder shall submit copy of their Income Tax PAN Card and also submit copy of the current Sales Tax clearance certificate.

17. The vendors should be ready to demonstrate the offered product.

18. The vendor shall supply hard and soft copy of operation and maintenance manual in duplicate to MCF. All necessary literature giving complete details shall be provided. He should also provide the test certificates given by manufacturer. The vendor shall provide the original DVD/CD of the software.

19. New IP-PBXs has to replace existing EPABXs, so first newly Purchased IP-PBXs shall be installed, change over of existing extensions to these new IP-PBXs has to be done by vendor in step-by-step way to keep the down time minimum.

20. Vendor shall de-commission existing EPABX Systems only after installation, commissioning and testing of new IP-PBX systems and with concurrence of MCF representative only.

21. 90% of the payment against inspection acceptance delivery and completion of installation / commissioning and balance 10% against performance and guaranty valid for the period of warranty.
