The final report of the AALL Special Committee on Organitatlonal Structure includes a recoaarasndatlon rcgardlng the posslbillty of pUbli8hlng and distributing all SIS brochures and newsletters from AALL Headquarters. Inplementatlon of the recomndation appears to be imminent and suggests that now might be the apptoprlate time for a separate OBS-SIS newsletter.

Although the benefits of the TBLJI Newsletter are appreciated by the OBS membership, a separate newsletter 1s certainly worth consideration and would be particularly attractive to OBS-SIS members who are not technlcal services llbrarlans. Please give ne your opinions about a separate newsletter, and especially if you would support and work for a separate OBS-SIS newsletter.

Anne Myers, Chalr of the 088-81s Local Systems Committee, 1s working on a new edltion of the Jolnt Hembershlp Directory. The directory will again include library systems profiles and other automatlon lnformatlon for members. Law librarians should be among the most savvy customers in the law book marketplace. Unfortunately,' this is not always true, as many are not even aware of the rules and regulations that protect consumers against unscrupulous marketing tactics. This column is a brief discusaion of the FTC Guidelines for the Law Book Industry (hereinafter Guides) and how they affect OUI: work .

The GUidSS (15 C.P.R.5 256) are the first line of defense law book conaumers have available to them i f they feel they have been victimized by unfair practices. These guides are not law; they are the interpretation of the law that is enforced by the Federal Trade Coarission. There are in total 17 guides i n 3 256; they range from a section deflnlng the terms of the law book lndustry to a discussion of bllling practices. It Is the duty of every librarlan who 1s Lnvolved In any way with the acquisltlons process to familiarize him/hersclf with these Guides. It 1s only by being aware of the content of these guides that librarlans can be alert for abuses by law book publishers. The most common abuses, in my experience, are the following: 1) the sending of unsolicited materials; 2 ) sending non-germane material as a

supplement to an already held set; 3 ) sending renewal notice for material not previously subscrlbed to; 4 ) misleading advertising.

The sending of unsolicited materlals is the practice that causes the greatest problems. The unintended addltlon of material to a library's collectlon can cause havoc not only with the budget, but also with the library's attempt to bulld a balanced collection. One tends to think that this practice strlkes only small, under-staffed llbraries, but that 1s not necessarily the case. Un-ordered material nay be added to the collection if it has a tltle slmllar to a publication actually on ozder, or the material may be addressed in such a manner a5 to suggest that It actually has been ordered by someone connected with the library or firm. Several years ago, a publisher's representative took to sending un-ordered publications to my library with the director's name on the lnvolce, apparently hoplng that the acquisitions department would accept shipment of these books under the impression that they were telephone orders the director had placed wlthout notlfylng anyone. In order to prevent un-ordered material from being added to the collectlon, libraries should rmintaln on-order files and have procedures to deal with verbal orders. Either verbal orders should be strictly forbldden or a policy requiring that verbal orders be followed up with written conflrmiatlon should be instituted. If a book should arrive that does not match exactly the tltle on the on-order slip, the book and slip should be set aslde and investigated before the book is added to the collectlon. If there 1s no on- order slip for the book, It should be sent to the person in charge of orderlng material for the llbrary for a determination of its fate. The acquisition8 departaent should develop a healthy skepticlsm about books that ryateriously appear in the mall.

Once the deterrlnatlon has been made that the material in hand 1s unsoliclted, the questlon 1s what to do wlth It? Thls is where the second llne of defense for llbraries col ts into play. The second line is 29 U.8.C. 5 3009. Thls 1s a statute that almost everyone is farlllar with in their personal lives. Thls statute states that material that Is sent to a consumer unsoliclted may be kept as a gift. What many do not realize is that thin sectlon applies to librarles; the definltion of consumer is not limited to persons. In my library we have developed a form letter to deal with thls sltuatlon. When we receive unsollclted, invoiced materials, wo send the publisher the form letter I n whlch they are thanked for their gift as per 29 U . S . C . 4 3009 and w request that the involce be cancelled. The only drawback to this statute is obviously that It only applies to You can not cite to this statute If the unsollclted materlals have been delivered through UPS or some similar private delivery service. We have developed a dlfferent form letter for these occaslons. In this letter we cite to the Guides as forbidding the sending of unsollclted materials and request that the publisher send postage for the return of the material. We also let the publisher know

While some of these series m y be legitimate attempts t o l i n k materials together i n Q useful fashion, m n y are not . Another trend Is for the publlahcr to aend digeats , indexes or other finding alds for a set t o the library u n a o l k i t e d . What can Ilbrarians do when faced with these types of raterials3 Again, one ha8 the option of keeping these materials 21s a gift and refus ing t o pay the accompanylng lnvolces. I f ee l , however, t h a t i f the library does add t h e s e araterlals t o t h e collection and then aubactlbes to the updatlng 8ervlces, they are rewarding the publisher for underhanded behavior and encouraging them to c o n t i n u e sending unsolicited materials. A better c o w s t of action would be to write the publisher demanding that t h e invoice be cancelled and l e t t i n g then know that you Intended t o throw the material away. You right offer t o return t h e muterlal to t h e publisher I f he 18 wllllng t o 88nd postage to cover the return mailing. Whlle a problem still exlatap the Guide that forbid3 publishera from sending an order l n t h e form of a renewal lnvolce has been the nost uucceu8f~l. This aituatlon now arises almost exclusively with t h e smaller publishers of newsletters, journals and 10088-leafs. Part of the problem my be t h a t the smaller publi8hars do not have knowledge of the Guides. The other part of the problem is that the Guide8 are self deflned as applying t o the Law Book Industry. Many publlshers, while t h e y m y publlsh some legal materials, do not consider thoamelves law book publlshers and do not feel that they a m bound by the Guides.

The only protection librarians have agalnst t h i s practice 1s to try to make s u m that the accountlnq function In t h e llbtary ia not separated from t h e orderlng/ractlpt function, If it Is &mposcrlbls to keep theae two functions wtthln the same department, the bookkeepers must know that they should not pay any lnvolce for llbrary materials until it has been approved by someone w l t h i n the library.

Finally, we come to the matter of deceptive advert is ing. This covers many d i f f e r e n t practlces, from failing t o n o t e the

copyrlght date of the publlcatlon on advertlslng matter to "generally deceptive" advertising. Since legal materials may be supplemented rather than re-published, it Is often lmposslble to tell from an advertisement i f the material being offered is a new edltlon or merely the same thlng the library already holds. The Guides help somewhat in this instance, because even i f there 1s no copyright date llsted, the Guldes do lialt the amount of time that a book may be advertised as "new." A book nay be advertised as new only wlthln 18 months of Its orlqlnal publlcatlon date.

The hardest type of deceptive advertising to catch 1s the advertisement of the same material under several dlfferent titles. This situation c o m s about because publishers have the habit of offering a book as part of a set and also advertlslnq It for sale individually. An an example, many of the volumes in the Clark Boardman Securities Law Series are also offered for sale as a separate title. It is only by reading the fine print In the advertisement that one reallzes that the llbrary already holds that title.

When it comes to "generally deceptive" advertlslnq the standard Is very low. While the guides do deal wlth thls subject, the real law is contained i n 4 5 of the FTC Act ( 1 5 U.S.C. 5 5 1 , This statute forbids deceptive advertlsing and the standard adopted by the courts in interpreting this statute Is "the capacity to deceive.n This would include not only advertising that is fraudulent, but also advertlslnq that merely suggest8 something that Is not accurate. An advertisement that suggests that an already held set would be less useful wlthout this new publlcatlon, when ln fact the vtablllty of the old s e t is in no way affected by the new publication, is an example of "the capacity to deceive.n

What can librarians do as consuners of law books to fight against the abusive marketing practices they come across? The most effective thing they can do is write letters. It 1s a very time consuming procedi, but I f wa, the Consumers, do not take any action to end these abuses, nothing will change. First, write to the offendlng publisher and let hlr know that you feel h l s actions are a violation of the guides. If practical, try to llmlt the amount of buslness you do with companies that you identify as chronic violators of the Guides and let them know why

The catalog features remote access to llnked library systems In the area (American, Georgetown, George Washington) using "Innopac". Also demonstrated were ABI/INFORM*s "Business Perlodlcals on Disc", whlch can prlnt copies of full- text images, lncludlng photos, just as they appeared in original publications. AskSar System9 demonstrated ASKSAn with local law llbrarlans ln the D.C. area giving special hands on demonstrations and practical experience talks about the versatile system. Vlrginla McNltt, Director at Finnegan, Henderson, Farbow, C Garrett, 202/293-6850 gave a talk on "Complete Library Automation with AskSam."

Uarcia Talley, who co-ordinated the "zoo" with Sheryl Segal spoke about the "Interfacing of AskSan with Networks and Vendors". Dinah Voorhles represented InHaglc (617/661-8124). This system 1s wldely In use in the D.C. area, for total library automatlon. It Is the most affordable system of its type and bears a close look for potential in your library. Many large research collections are uslng the system for indexing and other database management tasks. Its ease of use and flexibllity continue to make it one of the best system avallable on the market.

Innovatlve Interfaces Workshop. These sessions recelved much Interest and were overbooked at the conference. Many of the attendees were from university collectlons across the country, who were attracted by the speakers from other types of llbraries. Dlsaster Planning Recently, a visit was made by this nlter to a large

research collection. The chief of technical services had a slgn above her computer stltched In beautlful needlepoint. It read "BACK IT UP". That dlvislon had just experienced a disaster. Three month8 of online catalog data had been blown from the hard dlsc by a power fallure over the weekend. One of the Catalogers had left a terminal on and it was wlpe-out city.

When we become technology dependent, we must be aware that It could always happen to us. Back-up schsdulea should be established and strictly followed. The data you save m y be your own. I am ralsing an lsrue concernlng those law llbraries who are on OCLC. In OCLC, fleld 090 1s reserved for "Locally Iwslgned LC-Type Call Wuaber."

I have noticed that some of our law llbrary colleagues are lnputtlnq other typar of classlflcatlons into OCLC fleld 090. ?or exarple, one law library in the West used the 090 field for Los Angeles County Law Llbrary Classlflcatlon, on the grounds that the Los Angeles schedule was formatted in the same way as the LC schedule. As late as 9 June 1989, another llbrary used a KBD number (a partial number at that) for a standard text book on Roman Law. The proper LC class number 1s: KJA147 .

I appeal to law libraries on OCLC not to use fleld 090 for non-LC cl6sslflcatlon schedules. Some of us allow support staff to use 090 class nurbars as found In OCLC. When they find a KBD number, they assume that It Is proper slnce the tag Is 090. Librarier, who use non-LC classification schedules ln the OCLC 090 fleld harm those of us who tend to trust the class numbers found In 090.

Answer: Labor contracts dealing with an lndlvldual's contract wlth her/hls employer class in KF898. The emphasls of KF898 is on contracts and obllgatlons created by contracts. K F 3 4 5 7 is for the labor law of employment and the emphasls of that number 1s on being employed and staying employed. In case of doubt about which number to use, prefer KP898 when your first subject 1s Labor contract and K P 3 4 5 7 when the subject 1s Labor laws and legislation.

K F and Kbt both class lndlvldual employment contracts wlth "Contracts for work and laborw whlle K and K D class them In *Contracts of service. Master and servant.* Probably the K and KD numbers are better than the K C and K B numbers. However, It is not worth changlng after 20 years of use.

Question: How does a cataloger declde when to use J K 1 2 5 + and when to use KP4500+?

Answer: KF4500+ 1s for constltutlons, constitutional law, legal structure of government, etc. Constltutlonal history can go in K F or J K dependlng on the work belng cataloged. There 1s an excellent descrlptlon of what classes In these areas in Piper and Kwan's of && pp. 50-51. J K stresses polltlcal hlstory and polltlcal sclance. KP stresses the legal aspects of the history of the constitution ltself and the structure of an powers of the branches oL government. A law llbrary should prefer K F rather than J K .

Question: I believe there is an incorrect cross-reference number on paqe 207 of the LC subclass KK classlflcatlon schedule. Sixteen llnes above the last line of page 207 Is:

Questlon no. 1 We appreclate LC's efforts to correct the uniform titles for

Callfornla's constltutlons. However, we now have another question. This question 1s one of clarification with regard t o qualification of constitution unlform tltles.

We understand from the LC RI on 25.38 that LC will use unlforn tltles for constitutions. We also know from a letter Ben issued for that LC will make a uniform title for a constitutlon in the first Instance, and not wait for a later work to show the need for a uniform title. However, in neither of these instances was an instruction glven to qualify the constitution uniform title. Since a constitution uniform title Is forrulated according to the general rules, and not any speclal legal uniform title rules, it was our assumption that the general rules for quallflcatlon would then apply.

It 1s our understanding of the general quallflcatlon rule 25.92 that an appropriate deslgnatlon such as a date should be added to later uniform titles, and not to the first lnstance of that unlform title's existence. For instance, the two French constitutions that appear in M C R 2 are qualified, but there is no lndlcation that one should go back and qualify the first uniform title for the 1791 constitution. Thus, it was our assumption that the first constltutlon unlforn title under the jurlsdlctlon California would not have a qualification date.

When we wrote you June 22, 1988, we stated ln questlon no. 3 that since the 1849 Constitution was the first it did not need a date quallfler. However, Adele replled in her letter of Aug. 17, 1988: NYou are rlght in saying that the authority record for the 1879 constltutlon should be quallfled by date. However, I am not sure I understand your conclusion that the 1849 constltutlon should stand unquallfied because you assume 'that it 1s the first' (which, accordlnq to all standard reference sources, it is) .m

After receiving her reply, we searched the authority file and dlscovered that the authority record for the flrst Callfornla Constitution had been quallfied by 1 0 4 9 (see n87937908). We also found that all of the French Constltutlons were quallfled by date, including the 1791 constitutlon. (See n85160664)

Can you glve us a clear statement of what LC 1s dolng with regard to qualification dates on uniform tltlts for constltutlons? Is LC now going back and addlng a quallfylng date to the first Constitutlon?

Niller's Foot- ( ~ 1 9 8 8 ) we would have used PODIATRISTS--HALPRACTICE, bu t t h i s heading was not i n m, nor 1s "Walpract1cen v a l i d as a f r e e - f l o a t e r under classes of persons. 2 ) I t was a l s o lmpossible t o f l n d an adequate subject heading f o r D. Naqasankara Rao's 1988 bibl iography, -. ( T h i s 1s a hot top ic , a t h a r t In law reviews and j o u r n a l s . ) Although t h e r e are v a l i d d i s t l n c t l o n s between wrongful b i r t h , wrongful l i f e , wrongful conceptlon and wrongful pregnancy, i t does not seem p r a c t i c a l t o c r e a t e headings f o r each of these terms, s i n c e most works d i s c u s s two or more of them a t t h e same time. Six weeks later a letter from LC's Cooperative Subject Cataloging Projects unit informed me that PODIATRISTS-- HALPRACTICE and WRONGFUL BIRTH had both been approved on Lz;sLL weekly list 34, dated August 23, 1989. (A suggestion I made for adding a scope note to OBSTETRICIANS--HALPRACTICE had also been accepted.) The authority records were then distributed on MARC tape to subscribers, and OCLC loaded these authority records online on Sept. 25. Most of the cross-references I had composed were accepted. The opening Line of the scope note for WRONGFUL BIRTH which I'd given as nHere are entered works on torts ..." was changed to nHere are entered works on actions ..." And there were two more sources listed where the terms 'wrongful birth' or 'wrongful life' had been found, in addition to the four sources I had cited (-Is D- , Current LawIndex, LC data base, and -'s Ouldc . I

As of early October, however, there was no official word on the proposal for BCONOHIC LIBERTIES. Desplte the fact that the term is now used in some book titles, I was unable to find it in legal reference sources, which may mean that more research Is needed. An informal response from LC also suggests that such a heading could be too anblguous -- the meaning of neconomlc libertiesn in the U.S. legal context is qulte different from that of weconoilc rlghts' in the United Nations resolution, m t e r nf

It was nice to be told by LC that "two of the books [for

proposals will help to nudge the books out of the backlogs and will greatly ease the authority work involved." Eventually LC will evaluate the procenn, thelr workload and the results before deciding whether or not to continue this cooperation. There are several errors commonly made: the lntervlewer tends to dominate the meeting by descrlblng the job, the firm, or by expounding upon his philosophy of work; however, gettlng the appllcant to talk is the best way to learn about him.

Another conunon error is for the interviewer to communicate the mcorrectm answer in the context of her question: INT: Were you successful in, did you enjoy serials work in your last job? vs. INT: What kind of procedures did you follow In that llbrary and what were your likes and dlsllkes concerning them?

Drake ldentlfles two other errors: jumping to concluslons about the candidate and failing to apply facts that emerge to on- the-job performance. One might wrongly conclude, for example, that a young person who has not gone on to college lacks motivation or 1s unrealistic about the demands of today's job market. Upon probing, It m y be discovered that he ha8 been held back by an lnhibitinq famlly sltuatlon, or by poverty or illness. With such facts In hand, one can ask what the candldate has learned from hls predlcament and consider how he's responded to It. His answer8 will say something about how he'd act on the job.

Ideally, four area8 should be covered during the questionlng process: one should explore the candldate's intellectual skills and aptitudes, motivational characteristics, personality strengths and llmltatlons, and knowledge and experlence. Perhaps the most inportant of these I8 the notivatlonal factor. Drake points out thls is best evaluated by learnlng what a person llkes to do or finds satisfaction ln doing.

One llbrary school graduate told me she dldn't llke cataloging. When I asked her why not, she said because she had had to learn the Dewey Decimal system and she dldn't see the point to it. Knowing I am routinely asked, and myself ask others, to perform tasks wlthout a full explanation, I had to weigh whether this need to understand would help or hlnder her on the job.

To encourage the applicant to talk, it 1s best to use open- ended questlons, thus avolding yes or no answers. One should also attempt to put the candidate at ease. Rather than engage ln an oplnlon dlspute, accept the candldate's remarks and try to understand why he or she has them. The desired informatlon will come forth if the candidate does not feel judged.

Drake discusses the techniques of "restating" or "reflectlngtl the applicant's remarks to encourage input. These are techniques used in psychology and can be tricky; they may irritate or seem phony if used inappropriately. The idea is to restate the applicant's comments so as to get him to go further on a delicate topic; any other kind of response from the interviewer could lnhiblt or direct the applicant's next move.

APPL: I left that job because the workload was unrealistic. INT: You felt you were carrying an unfair share of the burden. APPL: Yes, sometimas I felt I was the only one there.

The challenge for the Interviewer, durlnq the applicant's talkinq, 1s to form hypotheses based upon the applicant's remarks. She must then find m a n s to test the hypotheses.

In the above example, the interviewer might be asking herself if the appllcant was so capable that he was repeatedly asked to handle projects, or if he was unrealistic about the efforts of his colleagues or if he needed constant praise in order to feel satisfied about his work or if he was a procrastinator to the point that he bogged down with work by the end of the day.

The powerful technique that helps in the above sltuatlon is to pause or be silent after the applicant has offered incomplete information. If the interviewer above paused after the candidate's last coersent, she could probably elicit a remark that would firm up the accumulation of hypotheses.

For some, forming potentially revealing hypotheses may not be easy. Drake r e c o m n d s asking the applicant self-appraisal questions which neatly result ln hypotheses that one may test. Some exanples include:

Clearly, the goal is to hire a person who will have or will learn the appropriate skills, be punctual, efflclent, consclentlous, companionable and generally set the library off to an advantage. There are candidates with this potentlal and the managers who identify then will find the lntervlewlng process a challenging and rewarding one. -

Our big project for this year has run into a big snag.

The project: to prepare an update to the Library Systems Profile portion of the 1987 TS/OBS SIS Joint Dlrectory with a goal of having it available by the next convention. The snag: an early deadline (as in already past) to request M L L funds for projects.

I have talked with a number of people about what this project should cover, and there is general agreement on several areas. First, rill M L L libraries should be surveyed, regardless of type (the earlier survey was linrlted to those with TS/OBS SIS members). Second, it should be designed as a QYItCas SurveY, not necessarily local sv- and should lnclude informatlon about non-cataloging databases. That seems to be desired by private law libraries, especially.

Along with that, we will be writing the proposal and working out the funding needed to complete the project, so that everything will be ready to turn in to the new AALL Executive Board.

development pollcies. In 1988, a survey was distributed to all academic law llbraries which studied whether llbraries used a formal collection development document. As a result of this survey, a file of 78 collection development policies was collected, and this file is now frequently consulted by librarians who are developing or reviewing their current acquisitions pollcles. Copies of these policies may be acquired from Byron Cooper at the University of Detroit Law Library or Joan Howland at the U.S. Berkeley Law Library.

The Committee is now about to launch a simllar survey to study the use of formal collection developmnt policies in law firm. A survey form wlll be dlstrlbuted In the near future t o determine how many law firms do utlllze a written collectlon development policy. The 1988-89 nsmbershlp in the Exchange of DUpllCateS program totalled 163 with 6 new members.

Because of the cumbersome size of each list the Committee decided to compile 7 lists instead of 6 this year. The llsts covered legal periodicals in Enqllsh and sale items. The llsts were sent flrst class and costs for each list remaln erratlc. Since an additlonal list is now depleting our annual Income, an increase ln 8UbsCKlptiOn dues should be addressed ln the near future.

The transltion fror an AALL Standing Committee to a TS-SIS Standing Comlttee want smoothly with no change in the structure of the Committee, or its activities. At the Serials Standlng Committee Meeting in Reno, Norma Feld reported on the activities of the Special Committee on Uniform Bar Codes for Legal Publlcations. In thls column In the last lssue of her report was briefly sunrrarlzeb. For those of you who could not attend the meeting in Reno, I wanted to pass along soma of the highlights of her report and to outllne a plan of action that Norma has developed.

For those of you unfamiliar with this special conunittee's work, let me give you a little background. Norma has been monitoring the work of SISAC (Serials Industry Systems Advlsory Council) In thls area. SISAC has developed a code which is a combination of the ISSN, chronology and enumeratlon of a given lssue. The SISAC code is one of several S A I D codes (Serial Issue/Artlcle Identifier) under development. NISO 1s ln the process of approving the SISAC code. The idea is to have that code printed on each lssue of a serial in the form of a bar code.

This would greatly facllltate serial check-ln and control functions.

Norma reported that a number of groups are lnterested In uslng a SAID code. The British Llbrary, Document Supply Centre has started a study concerned with the comparlson of document ldentlflers for the purposes of lnterllbrary loan. The SAID ldentlfler will be studied along wlth other codes. ADONIS, a trial document delivery service which supplies on CD-ROM over 200 blomedical journals 1s considerlng uslng the SISAC code. Kluwer eubllshers was uslng the SISAC bar code on an experlmental basis for the first s i x months of 1989. SWETS Subscription Servlce has expressed interest ln uslng the S I S A C Code In the automated serlals check-in procedure and in applying 81SAC bar code labels on the issues they supply to llbraries. NSDP now informs publlshers who apply for an ISSN about the SISAC code. All of these are encouraging developments.

Just keeping abreast of developments wlth the SISAC code wlll not assure law llbrarlans that the code will be adequate to handle legal rnaterlals. Norma proposes the following: If the SISAC code Is approved then a letter would be sent to law llbrarlans asking them to encourage automated systems vendors to develop software to accoamodate the codes. Addltionally, those of us In academic lnstltutlons would be asked to encourage our law ravlews to apply for an ISSN. Our Special Comlttee would also need to work with SISAC to be sure enhancements to the code are made so it will be able to handle all types of legal serials and supplementation. We would also need to persuade legal publlshers to print the SISAC code on individual issues.

The TS-SIS Uorklng Group on Captlon Abbreviatlons has been working for over two years to come up wlth a list of legal captlon abbrevlatlons. A captlon 1s a word lndlcatlnq a bibllographical unit into which a multlpart ltem has been dlvlded: e.g., volume, Band, tome, Heft, part, number. The draft MARC holdlngs formt says that captlon abbreviations are to be taken from M C R 2 Appendlx B, but many legal captlons do not occur in M C R 2 Appendix B.

The working group (Evelyn Gardner, Ann Sltkln, Brlan Strlman, Sue Welch; Evelyn Smith, Chalr) wanted to establish some prlnciples of abbrevlatlons so that abbrevlatlons would not be arbitrary or a matter of one person's preference; and so that, In

the future, when captlons are encountered whlch are not on the list, they can be abbreviated in a consistent manner.

es for the -on of Title Words @ Ti- of -, put out by the International Organlzatlon for Standardization (ISO). Both standards are used in conjunctlon wlth a llst of tltle word abbrevlatlons wintalned by ISDS and published in U t of and its supplements.

The basic rule employed by both standards 1s that truncation (dropping letters at the end of a word) rather than contractlon (dropping letters wlthin a word) is the preferred method of abbrevlatlon. This often results in longer abbreviations, but we decided to follow the standards anyway. We could not come up wlth any alternative standards, and we did not want to add to the number of standards and lists that llbrarlans must consult.

Another problem with using the AUSI/ISO standards and the ISDS llst of abbreviation8 is that som of the abbrevlatlons conflict wlth MCR2 Appendix B abbrevlatlons. We cons ldered ignoring MCR2 Appendlx B and depending entirely on the ANSI/ISO standards and the ISDA llst so that all abbrevlatlons would be consistent. We decided not to, because M C R 2 is so widely known. I f and when our list 1s publlshed in the M L L occaslonal papers ~erles, we will add the MCR2 Appendlx B words to our llst to form a slngle dlphabetlcal list, unless that 1s a violatlon of copyright. Then you will need to consult only one llst.

Because we have had complaints about abbreviations whlch are too long, we consldered making a rule that no abbrevlatlon shall be than a certain number of. letters. We rejected the idea. Abbreviations which are too short can be ambiguous or Incomprehensible.

We have also had couments about the lack of need for abbrevlatlons of short words, and we consldered making a rule that no abbrevlatlon shall be ahortcr than a certain number of letters. We rejected the idea. I f we can save space by abbreviating an already short word, we want to do so.

Finally, some have doubted the value o € abbreviatlons whlch drop only two letters. The ANSf/ISO standards establish two letters as the minimum nuder of letters that can be dropped to form an abbreviation. Anyone who does not like the abbrevlatlons In our llst--for whatever redson--may choose not to abbreviate.

1. The ISDS list gives the abbreviation "annex.," but since that abbreviation violates the IS0 and NISO rules that at least two letters be dropped, the AALL list stipulates that annexe not be abbreviated.

2. The ISDS list says that chapitre is not to be abbreviated. The AALL list prefers "ch." because AACR2 Appendix B abbreviates chapter as "ch."

3. AACR2 Appendix B abbreviates book as "bk." ISDS does not abbreviate book when it stands alone, but abbreviates it as "b." when it is the last part of a compound word. In instances of conflict, the AALL list prefers AACR2 Appendix B.

4. The ISDS list gives the abbreviation "Erganz.," but AACR2 Appendix B abbreviates ergknzt as "erg."

5. The ISDS list gives the abbreviation "Erganz.h." Because AACR2 Appendix B. abbreviates e r g k t as "erg. ," the AALL 1 ist prefers "Erg. h. "

6. The NISO standard says that only the final element of a compound word is to be abbreviated, but the IS0 standard says that each component of a compound word should be abbreviated. The AALL list prefers the brevity which the IS0 standard provides.

7. AACRZ Appendix B abbreviates neue Folge as "n.F.," but "F." by itself would be too ambiguous.

8. The ISDS gives the abbreviation "replace." As an abbreviation for replaced, that is a violation of the NISO and IS0 rules that at least two letters be dropped. The AALL list prefers "repl." because the words are used so frequently in legal publications.

9. The ISDS list gives the abreviation "statut.," but since that abbreviation for the singular form statute would violate the IS0 and NISO rules that at least two letters be dropped, the AALL list stipulates that statute or statutes not be abbreviated. Both the IS0 and NISO standards say to use the same abbreviation for both singular and plural.
